  • From the Chief Executive: Meri Kirihimete and Happy Holidays

    While I am optimistic about the New Year, the impact is real, and as we have seen today, the uncertainty is likely to be ongoing. There is much to do as we rebuild our sector through 2022 and into 2023.

    Over the past 12 months, we have all had to adjust to an ever-changing environment. A good example is the growth of online and offshore-based courses, and programmes that offer pathways to onshore study or blended learning. These options are helping to hold the interest of students who want to study with New Zealand.

    At Education New Zealand, our focus has been on supporting our students and our sector, diversifying products and services and protecting New Zealand’s education brand. In each area, we have made progress.

    Our contribution to the development of border class exceptions has seen the return of some international students to our shores. We have enjoyed welcoming them back and look forward to seeing more students over the coming year.

    In August 2021, Prime Minister Jacinda Ardern announced the Reconnecting New Zealanders to the World framework. ENZ has been working with the Ministry of Education, Immigration New Zealand, the New Zealand Qualifications Authority and the Ministry of Foreign Affairs and Trade to ensure that government agencies are ready to respond to a phased reopening of the border. 

    I would like to acknowledge the efforts being made across government agencies and within the international education sector to engage and respond with fresh ideas and momentum. There will no doubt be further developments in the New Year.

    We have just launched a new website and brand materials in line with our latest campaign – Study with New Zealand. This is the next evolution of New Zealand’s education brand, designed to appeal to students who want to explore our new, flexible study options. 

    The shift from studying in New Zealand to studying with New Zealand is the result of a lot of careful work to protect our brand.  Alongside the efforts of our teams at virtual events and trade fairs, including the upcoming Expo 2020 Dubai, this work is helping to keep our brand alive as we move towards reconnecting with the world.

    A pilot project with global learning platform FutureLearn is a good example of our work to diversify our products and services. The initial results have demonstrated the potential for marketing online courses from New Zealand to new audiences around the globe.

    With more to do as we move into 2022, I hope there is an opportunity for all of us to rest and recharge with family and friends over the summer break.

  • Education New Zealand targets $4.4 billion by 2027

    Education New Zealand Manapou ki te Ao (ENZ) today announced its plan to grow the international education sector over the next three years. The strategy, which aims to build the economic contribution of international education to $4.4 billion by 2027, focuses on growing and diversifying the number of international students studying in New Zealand. 

    “International education has made a good start to its recovery with more than 69,000 enrolments in the first full academic year since borders reopened and universities returning to 86% of pre-pandemic numbers,” said ENZ Acting Chief Executive Dr Linda Sissons today. 

    “The government has a goal of doubling the value of export earnings in ten years and international education has its part to play. 

    “In the first year of the strategy the focus is putting additional investment into markets we have identified with growth potential. These include India, Viet Nam, and the Philippines, and some specific sectors within markets like Japan and Thailand. We need to start now to grow awareness of New Zealand in these markets if we are to achieve our growth targets. Moving forward, we will continue to seek growth through diversifying markets while maintaining our strength in traditional markets such as China and India. 

     As a small agency with a finite budget, ENZ needs to be very smart and maximise every opportunity for New Zealand,” said Dr Sissons.  “We look to use the potential of Scale, Impact, and Leverage as the measuring rods for everything we do, as we commit to the Government’s Export Double goal”. 

    The strategy is the result of extensive consultation with the international education sectors, partner Government agencies and comes on the back of a productive 12 months for Education New Zealand. 

    In the past 12 months Education New Zealand student attraction activities have delivered: 

    • More than two million visits to the Study with New Zealand website 

    • Added more than 69,000 prospective students to its database 

    • More than 22,000 individuals have made enquiries to providers regarding study 

    • Our business-to-business activities targeting education agents delivered 33 webinars to over 1,800 participants 

    • 18 in-country events delivered in five countries (Thailand, South Korea, Japan, Vietnam, China) 

    • The New Zealand International Education Conference KI TUA 2023 to 599 delegates 

    • 50 new indigenous to indigenous networks and partnerships 

    • Sector satisfaction with ENZ topped 77% 

    ENZ’s offshore team provides significant support to overseas visits by representatives of the international education sector and the New Zealand government, building and deepening relationships said Dr Sissons. In 2024 this included a visit by representatives of all New Zealand Universities to India in February, and ENZ supporting the education component of the Prime Ministerial Trade Missions to Southeast Asia and Japan 

    The agency also supports education visits to New Zealand. Very recently this included the visit of Chinese Premier Li Qiang, which included China’s Education Minister Huai Jinpeng.   

    It was the second visit by Minister Huai to New Zealand in ten months, and highlighted the strong momentum our bilateral education relationship. In 2023 ENZ also delivered the Prime Minister’s Scholarships to Asia and Latin America (PMSA/LA) which sees New Zealanders travel internationally for learning experiences and administers the Manaaki New Zealand Scholarship programme for the Ministry of Foreign Affairs and Trade (MFAT). The Manaaki Scholarships offers scholarships to eligible citizens from developing countries to study at a New Zealand education institution or university or at a Pacific university 

    In 2023 these important programmes have awarded: 

    • 118 individual PMSA/LA scholarships  

    • 20 group PMSA/LA scholarships  

    • NZIEC KI TUA 2023 delivered with 599 delegates 

    • 861 Manaaki New Zealand Scholarships awarded

  • Summer down under

    With COVID-19 pandemic restrictions on international travel in force, many students are choosing to stay in New Zealand over summer rather than go home because in most cases, they will not be able to return for the start of the 2022 academic year.

    ENZ’s Director of Student Experience and Global Citizens, Sahinde Pala, says it will be the second unexpected summer in New Zealand for many students.

    “Those international students who are still here have shown amazing resilience.  We know how hard it can be to be separated from loved ones at home for so long. 

    “But the early results from our research suggest they have remained remarkably positive about the overall New Zealand experience, despite the challenges.”

    ENZ is supporting students again this summer with information and resources on health and wellbeing, exploring the country and building their work skills.

    The Summer in New Zealand section of the NauMai NZ website for international students offers information, advice and links to expert resources.  These include a webinar featuring careers expert Andrew Tui to give them practical tips on how to build their professional and personal skills.

    “ENZ would like to acknowledge all the work the people in the international education sector are doing to support their students over the summer, and we invite you to share our resources with your networks.

    “We wish everyone a summer in New Zealand that is safe and restful,” Ms Pala says.

  • ENZ highlights international students' contributions to New Zealand in comments to immigration settings inquiry

    International students coming to New Zealand support the achievement of the Government's broader goals and objectives while contributing to an important export industry. This is one of the key messages from Education New Zealand's submission to the Productivity Commission's inquiry into immigration settings.

    In the submission, ENZ says that international students should not be characterised as coming to New Zealand to seek employment, invest or run a business. Rather, international students are motivated by different drivers in deciding whether to come to New Zealand, and are different to other temporary migrants included in the scope of the inquiry.

    International students bring foreign exchange to New Zealand to fund their studies and living costs, which contributes to New Zealand's economic development. The submission also discusses the broad benefits international students deliver for New Zealand, including regional development, research output, and strengthened bilateral relationships with other countries.

  • Building agricultural links with Japan through education

    “Stereotypes remain strong in Japan when it comes to farming - predominantly male, manual labour and rural. Through bespoke education programmes, we aim to increase awareness of agriculture as an attractive business for both men and women,” says Misa Kitaoka, ENZ’s Director of Education, Japan.  

    On 22 December 2021, Education New Zealand Manapou ki te Ao joined Ministry for Primary Industries (MPI) in hosting a luncheon for students and teachers from Osaka Nohgei High School.  This agricultural high school won the “New Zealand Embassy” prize in the National Agricultural High Schools Website Competition. The competition, organised by Japan’s Ministry of Agriculture, Forestry and Fisheries (MAFF) Young Farmers and Women Division and Keio University, started in 2017.  

    The competition aims to support future generations of farmers, revitalise Japan’s agricultural sector and increase productivity through greater use of technology. The New Zealand Embassy supports the competition each year by offering a gift of kiwifruit from Zespri and hosting a luncheon at the Embassy for the winning school. 

    ENZ has facilitated opportunities for Japanese agricultural students and farmers to study in New Zealand on scholarships since 2014.  Following the signing of the partnership agreement between Education New Zealand and the Hokkaido Board of Education in 2020, ENZ and MPI representatives based in Tokyo called on the Hokkaido Board of Education in 2021 to discuss the Agricultural School Exchange Programme, which aims to provide future generations of Hokkaido and New Zealand farmers with professional development and international friendship opportunities.

    The programme, scheduled to get underway in 2023, will see Hokkaido students placed in New Zealand secondary schools with a focus on learning about the benefits of New Zealand’s pasture-based dairy farming and support for women in farming. 

    These programmes build on visits to Taranaki and Southland several years ago by Japanese female agricultural students, to study at secondary schools and experience homestays, in order to gain insights into the local farming industry and to learn about how women take leadership roles in the primary sector. The programme was supported by Japan’s Ministry of Agriculture, Forestry and Fisheries, in consultation with New Zealand Ministry of Foreign Affairs and Trade, Ministry for Primary Industries and ENZ, and was administered by the Japan Agricultural Exchange Council.  

    Misa says ENZ and MPI are continuing to work together to encourage Japanese students and farmers to change their ways of thinking around farming.

  • From the Chief Executive: International students now able to leave New Zealand and return

    International students who are currently in New Zealand, and have a valid visa with multiple entry conditions, can go home at any time from now to visit their friends and family, and return here after 11:59pm on Tuesday 12 April 2022.  

    To re-enter New Zealand, they will need to meet the requirements of their current visa.  

    They will also need to meet all relevant vaccination and other health requirements. For example, they will need to be fully vaccinated, and they will need to self-isolate on their return to New Zealand. They will not need to go through a Managed Isolation and Quarantine facility. The self-isolation period is currently 10 days, but this may be shortened in the future. 

    We know how hard it has been for so many students who have been caught by the border closure and how much they have missed their friends and families. This is great news for them and the sector.   

    Today’s clarification is part of Step 3 of the Reconnecting New Zealand plan, and is summarised on the Immigration New Zealand website.  

  • New Zealand Passenger Arrival Cards to be phased out

    Customs New Zealand | Te Mana Ārai o Aotearoa has announced that Passenger Arrival Cards will be phased out, to be replaced by New Zealand Traveller Declaration | Whakapuakanga Tangata Haere ki Aotearoa cards by early 2024. There will be a transition period between 1 December 2023 and 31 March 2024, during which both Passenger Arrival Cards and New Zealand Traveller Declaration (NZTD) cards will be accepted. However, after 31 March 2024, only NZTD cards will be in circulation. These will be available through the NZTD mobile app or website. Paper forms will continue to be available for travellers who cannot complete the form online and will be accepted as a paper-based version of the digital NZTD at the air border. Passengers travelling by sea are not currently required to complete a digital declaration.

  • Strong start for Cohort 4 international students

    Already more than 3,500 international students have been nominated by their education providers and confirmed by education agencies.  More than 1,900 of these students have had their Request for Travel approved and have been invited by Immigration New Zealand to apply for their student visas, since the process opened on 13 April 2022. 

    Places remain available for students with a number of ELS and PTE providers. Only education providers can nominate students for this cohort. Interested international students or their agents should contact ELS or PTEs as soon as possible. Of the 5,000 places in this cohort, 1,000 were allocated to ELS and 850 to PTEs, with the remainder going to universities, Te Pūkenga, and secondary schools 

    Once they have been nominated by an education provider and confirmed by education agencies, students have two weeks to make their Request for Travel through the Immigration New Zealand website. Following approval of the Request for Travel, students then have one month to complete and submit a student visa application to Immigration New Zealand, in time for a mid-year start for their studies.  

    Education providers are due to complete their nominations by 6 May 2022.  Any unused places will be transferred to other providers, which means that some providers may get additional places as part of the reallocation process. 

    This is the fourth cohort of international students to be granted a border exception to enter New Zealand and is part of the progressive reopening of our borders. All visa categories are due to reopen from October 2022 onwards, including visitor and student visas.

    The full year 2013 – 2023 international student enrolment data provided by the Ministry of Education is now available on ENZ’s Tableau Public site. Anyone can access this data and filters which is presented in interactive downloadable dashboards and data tables. ENZ’s media release on the data can be found on our website here. 

    Marie Clark, ENZ’s Director Insights will be running two sessions for anyone interested in learning more about these numbers. You will hear insights including how subsectors have grown, how recovery has been distributed and our top source countries for total international student enrolments and variation by subsector.

  • From the CE: Telling the world New Zealand is open for business

    Our purpose was to promote New Zealand’s world-class education and share the message that New Zealand is open again for international students. Travelling with the Minister opened many doors for us and led to useful media coverage in all three partner countries.

    In Denver, USA, Minister Hipkins spoke at the plenary session to open NAFSA, the world’s largest international education conference. Te Pūkenga used the NAFSA event to launch its international education strategy, and ENZ launched the sector’s I AM NEW global marketing campaign. We met with senior officials to reaffirm New Zealand’s partnership commitment to the Gilman scholarships, which enable students of limited financial means to study abroad. We also met with NZ EdTech companies, including ImmerseMe, which uses virtual reality to teach languages. The company signed a 7-year partnership agreement with schools in the area during our visit.  

    The next stage of the trip was Brazil. In São Paulo we explored the possibility of English language study in New Zealand for school students with government Ministers; met with the São Paulo Research Foundation to support the growing NZ- São Paulo research engagement; and met with key education stakeholders from three São Paulo Universities: USP, UNESP and UNICAMP. 

    New Zealand is celebrating 50 years of diplomatic relations with Chile this year, and our visit to Santiago included meeting with Chile’s Minister of Science, Technology, Knowledge, and Innovation, and with Kiwi alumni. We signed two separate Education Cooperation Agreements – with Chile’s Minister of Education, and with the Council of Rectors of Chilean Universities. We also visited Universidad Diego Portales, which has a long history of collaboration with NZ EdTech company, ADInstruments, whose technology has been implemented as part of the university’s educational model. 

    We were warmly received everywhere, and there was a high level of interest in New Zealand. It was great to reconnect with Kiwis offshore, and with alumni, agents and others who have a genuine interest in building relationships with New Zealand – and to be able to support their efforts in person at a wide range of events.  

    In other news, the recipients of the recent round of Prime Minister’s Scholarships to Asia and to Latin America are close to being finalised. That round of scholarships, which was solely open for group applications, will soon be followed by the opening of a second round of awards, this time focussed solely on individual applicants. Again, we will be seeking to encourage applicants from a wide range of backgrounds particularly Māori and Pasifika applicants.
