Brazil to headline NZIEC as Country of Honour
ENZ has joined with the Brazilian Embassy in Wellington to bring to life the partnership, which celebrates the growing education connections between New Zealand and Brazil.
Lisa Futschek, ENZ Regional Director Americas and Europe, said ENZ is excited to showcase Brazil this year.
“As the largest student recruitment market in Latin America and with momentum growing, Brazil is an important diversification market for New Zealand’s international education industry.

Last year, almost 3,600 Brazilian students studied in New Zealand. Engagement with Brazilian institutions is also increasing due in part to the Prime Minister’s Scholarships for Latin America and the funding offered to help internationalise Brazil’s postgraduate departments.
In March this year, five New Zealand universities participated in the Brazil/New Zealand Academic Cooperation Forum designed to enhance collaboration and research linkages at postgraduate level.
The Country of Honour designation at NZIEC celebrates and showcases New Zealand’s international education connections with partner countries.

While the US higher education community has overcome many of the political and Covid-19 related challenges facing the international education sector, a great deal of “perceived” barriers remain for prospective students considering the US, which could be detrimental for recruitment efforts in the future.

Japan eases restrictions for international travellers, including students
Japan is opening its borders again to international students with visas for longer-term studies. The number of daily arrivals is limited for the time being with greater emphasis given to key sending markets in Asia.

INZ replacing physical visa labels with eVisas
INZ’s Assistant General Manager Peter Elms says while eVisas are currently issued to all visa applicants who use online channels, this is now extended to include paper-based applications.
“INZ has been issuing eVisas since 2016, and nearly half of all visas currently issued are label-less. This means education providers should expect to see more eVisas,” says Peter.
“Successful applicants will receive an approval letter with the visa details via email which they should print and keep with their passport. Other than the letter, education providers and employers can verify visa details via INZ’s VisaView online system.
“On the rare occasion that an applicant does not have an email address, arrangements can be made to post the decision letter.”
Peter adds that while there is no need to have a physical visa label in a passport, INZ recognises that some individuals may prefer to have one. A label can be obtained by request by filling in an application form and a fee of $110.
INZ advises that students using Provider Direct (an on-campus system run between the education provider and INZ) will continue to receive labels. INZ will review this over the next year.

Rise in international students rating New Zealand experience positively
In the 2024 International Student Experience Survey, students lifted their positive rating of their experience to 86 percent, two percent higher than the previous year.
In addition, the number of students who rated their experience as “excellent” lifted eight percent to 41 percent.
The results were announced today at the international education sector conference, NZIEC KI TUA, which was organised by Education New Zealand Manapou ki te Ao (ENZ).
Commenting on the survey results, ENZ Acting Chief Executive Dr Linda Sissons said the results demonstrate the high quality of the New Zealand education experience both inside and outside the classroom.
“That we have a significant increase in the number of students rating their overall New Zealand experience as excellent is something to be celebrated. The results are a reassuring testament to the ongoing recovery of the sector and our ability to deliver international students what they highly value in a study destination.
“We are delighted to see how positive students are about the people they meet and connections they form in New Zealand. This speaks strongly to the enriching ties these students will have to our country in the long run, and how we will benefit and learn from each other,” Dr Sissons said.
2024 sees the highest proportion of international students (41 percent) rating their overall New Zealand experience as ‘excellent’, up from 33 percent in 2023. This proportion is higher than any of the previous three surveys undertaken. This year also includes a much larger sample of 6,431 students compared to 4,755 students last year.
Students were most positive about the people and connections they experienced in New Zealand (90%), followed by education experience (87%), making study arrangements (87%), arrival and orientation (85%), and living experience (83%).
Students also positively rated their experience using an education agent, particularly their agent’s knowledge of their education provider’s application process (84%), New Zealand application options (81%) and how using an education agent reduced the time taken to complete their application (79%).

About the New Zealand International Student Experience Survey 2024
The New Zealand International Student Experience Survey aims to better understand the overall student experience for international students enrolled with New Zealand education providers as well as those who have recently completed their studies. The survey also aims to understand where improvements can be made to enhance the international student experience.
International students across all sectors and all stages of the student journey were invited to participate in this online survey. Fieldwork for this survey was conducted from 10 May to 4 June 2024 and included 6,431 respondents representing over 100 nationalities.

International education events July – December 2022
The calendar includes a mixture of ENZ-run events and commercial and global events, designed to facilitate engagement with students, parents, agents and other stakeholders and show that New Zealand is open for business.
It’s exciting to be welcoming the sector back to events in partner countries, and to reconnect in person with students, parents and international education partners.
“We are really excited to be bringing back a number of events that our industry partners will be familiar with from before the pandemic,” says Ben Burrowes, ENZ’s Regional Director Asia.
“We are looking forward to welcoming industry partners back in country and reconnecting with them face-to-face. It's hugely important for us to be back out here, reassuring everyone that New Zealand is ready to start welcoming international students back to our shores.”
In April and May this year, ENZ held several engagement sessions with international education providers and ran a survey to inform decisions. We received positive feedback from the sector that they wanted to see events developed that would enable them to promote their offerings directly to students and other stakeholders in key countries, under the New Zealand education brand.
While we have seen international border restrictions soften for many countries, some still have various levels of border restrictions in place – ENZ will continue to monitor this as it could affect future events.
Our events calendar covers July – December 2022 initially and we will provide an update on the 2023 schedule later this year.

Manaaki New Zealand scholars come together at first ever conference
The conference – the first in the Manaaki New Zealand Scholarships programme’s 70-year history – brought together 520 scholars from 54 countries.
A joint endeavour by the New Zealand Ministry of Foreign Affairs and Trade (MFAT) and Education New Zealand Manapou ki te Ao (ENZ) – - the conference programme was developed around the theme of ‘Enduring Connections: Global Partnerships and Sustainable Development’. A range of activities were made available to scholars’, including leadership and diplomatic panel discussions, thematic breakout sessions, and a cultural evening which allowed them to connect, learn and share experiences with others who are navigating similar academic journeys.
MFAT’s Unit Manager, Scholarships, Alexandra Grace, said that seeing this event realised has been a long-standing ambition for the programme. “And it exceeded all expectations.”
“Seeing scholars connect and forge networks that span geographic and thematic areas – gives us all the more reason to seek to make this an annual event.”
ENZ’s Director Scholarships, Carla Rey Vasquez, said the event was a huge success, receiving high praise from both education providers and scholars.
“We’ve had fantastic feedback and I’m really proud of what we have achieved. Carla said.
“We are delighted with how the conference enriched the learning experience of our tertiary scholars. It was a wonderful opportunity for scholars to grow their understanding of leadership, build their networks and strengthen their affinity to New Zealand.”

General Manager – Sector Services, Sahinde Pala, said the conference highlighted the rich legacy of the scholarship programme and the enduring benefits it brings to New Zealand and its partner countries.
“A major highlight for me was when [during a panel discussion] Her Excellency Felicidade de Sousa Guterres of Timor-Leste read out a long list of current Members of Parliament and senior diplomatic personnel of Timor-Leste, who were all past Manaaki scholars!
“The conference really brought home the power of these scholarships and the long-term outcomes they have for New Zealand and our partner countries. The event’s cultural evening treated us to performances from 13 different groups of scholars – the energy and pride on show was just fabulous!” Sahinde said.
ENZ’s General Manager – Māori, Ed Tuari who along with mana whenua led a heartfelt Mihi Whakatau for the conference described it as “absolutely magical”.
“It was wonderful to see how the conference enabled a rich diversity of cultures that our scholars come from to be showcased over the two days.”

Changes to the Funds Transfer Scheme
As of 1 October 2018, Immigration New Zealand (INZ) and ANZ Bank New Zealand Limited (ANZ) have implemented changes to the Funds Transfer Scheme (FTS) process to make it easier for students to transfer their maintenance funds to New Zealand.
While the FTS itself does not guarantee that a student visa application will be approved, it provides international students an option to safely transfer their maintenance funds to a New Zealand bank account before they get here to help ensure access to these funds once they are in New Zealand.
It is currently available for students from China, India, Philippines and Sri Lanka.
Following feedback, INZ and ANZ have been working together to streamline the FTS, with the following changes being implemented on 1 October 2018:
- Students will only need to complete one FTS application form instead of two separate forms
- Minimum funds requirements will be the same for all FTS students (NZ $15,000)
- FTS accounts will be set up for the first year of study only (12 months)
- Students will be able to choose the local bank to use for the transfer of funds into their FTS account in New Zealand
- There will be a more efficient funds confirmation process.
Celia Coombes, INZ’s Sector Relationship Manager (Education), says the changes will not negatively impact students.
“INZ and ANZ have worked very hard to review the FTS scheme and make it easier for students to use as an option to transfer money to cover their living costs to New Zealand. We are confident that the changes will make the FTS a more streamlined and flexible service.”

Keynote speakers inspire at NZIEC
That was the theme of the 27th New Zealand International Education Conference, held in Wellington on 9-10 August.
Three keynote speakers gave inspirational addresses to packed audiences at Te Papa.
Making a global impact
Yoseph Ayele, chief executive of the Edmund Hillary Foundation, kickstarted the conference by exploring how to make a global impact from New Zealand.

He gave four practical tips for bringing global citizenship into international education:
1. Create experiences, rather than content.
2. Learn to learn. Create an environment where everyone in your organisation is able to see themselves from other people’s perspectives.
3. Teach your values. Rather than focusing on practical skills, teach students key values such as manaakitanga or innovation.
4. Invest in diversity. Think about attracting students who may not be able to afford to study here, but who would greatly benefit from a New Zealand education and would want to give back.
Understanding online behaviour
Dr Shanton Chang, from the University of Melbourne, shared his knowledge of the online behaviour of students moving between countries.

His insights included:
- Providing the right information at the right time to students is crucial.
- Digital literacy is patchy and often limited to Google searches – even for ‘digital natives’. Don’t assume students will find the information you put online.
- The layout and visual cues of websites often vary between cultures. Even downloading lecture notes can be a struggle for international students. If you want them to use your website, show them how.
- Most of us have 7-10 websites we visit frequently. International students may continue to visit their favourite sites from home more than any other sites, particularly if they’re feeling isolated.
“Put it online and they will come? That is nonsense,” says Dr Chung. “We need to unpack that myth and engage properly.”
Developing partnerships
Anna Curzon, chief partner officer at cloud accounting software company Xero, gave advice on developing partnerships to become more globally successful.

She challenged the audience to ask themselves five important questions:
- What is your purpose?
- What are you awesome at?
- What are the experiences in your value chain that will achieve your purpose?
- Do you need to build, buy or partner?
- If you need to partner, do you have the right people and culture to grow the relationship?
In his address to the conference, Education Minister Hon Chris Hipkins described global citizens as people who can “study, work and live across cultural and national boundaries”.
For those of us educating the next generation of global citizens, the three areas covered by the key speakers are important elements to consider as we continue to connect New Zealand to the world.

Education New Zealand targets $4.4 billion by 2027
Education New Zealand Manapou ki te Ao (ENZ) today announced its plan to grow the international education sector over the next three years. The strategy, which aims to build the economic contribution of international education to $4.4 billion by 2027, focuses on growing and diversifying the number of international students studying in New Zealand.
“International education has made a good start to its recovery with more than 69,000 enrolments in the first full academic year since borders reopened and universities returning to 86% of pre-pandemic numbers,” said ENZ Acting Chief Executive Dr Linda Sissons today.
“The government has a goal of doubling the value of export earnings in ten years and international education has its part to play.”
“In the first year of the strategy the focus is putting additional investment into markets we have identified with growth potential. These include India, Viet Nam, and the Philippines, and some specific sectors within markets like Japan and Thailand. We need to start now to grow awareness of New Zealand in these markets if we are to achieve our growth targets. Moving forward, we will continue to seek growth through diversifying markets while maintaining our strength in traditional markets such as China and India.”
“As a small agency with a finite budget, ENZ needs to be very smart and maximise every opportunity for New Zealand,” said Dr Sissons. “We look to use the potential of Scale, Impact, and Leverage as the measuring rods for everything we do, as we commit to the Government’s Export Double goal”.
The strategy is the result of extensive consultation with the international education sectors, partner Government agencies and comes on the back of a productive 12 months for Education New Zealand.

Sector satisfaction with ENZ topped 77%
ENZ’s offshore team provides significant support to overseas visits by representatives of the international education sector and the New Zealand government, building and deepening relationships said Dr Sissons. In 2024 this included a visit by representatives of all New Zealand Universities to India in February, and ENZ supporting the education component of the Prime Ministerial Trade Missions to Southeast Asia and Japan.
The agency also supports education visits to New Zealand. Very recently this included the visit of Chinese Premier Li Qiang, which included China’s Education Minister Huai Jinpeng.
It was the second visit by Minister Huai to New Zealand in ten months, and highlighted the strong momentum our bilateral education relationship. In 2023 ENZ also delivered the Prime Minister’s Scholarships to Asia and Latin America (PMSA/LA) which sees New Zealanders travel internationally for learning experiences and administers the Manaaki New Zealand Scholarship programme for the Ministry of Foreign Affairs and Trade (MFAT). The Manaaki Scholarships offers scholarships to eligible citizens from developing countries to study at a New Zealand education institution or university or at a Pacific university.
