Applications now open for the New Zealand-China Tripartite Fund
University researchers are invited to submit proposals for the latest round, with up to $30,000 available per application to support quality, high-level research and collaboration. The fund seeks to initiate new tripartite partnerships and enable the further development of existing partnerships between a New Zealand university and two Chinese partner universities.
Eligible Tripartite Fund subjects can be drawn from the arts; humanities; social sciences; sciences and applied sciences; including agriculture; food safety; conservation; forestry; advanced materials engineering and environmental science.
The fund was established in 2005 when the New Zealand and Chinese Ministries of Education agreed to formally support and promote tripartite relationships between Kiwi and Chinese institutions, in which a New Zealand university became the ‘third brother’ to an existing ‘two brothers’ agreement.
This agreement was a first for the education relationship between New Zealand and China, and since then many other countries have followed New Zealand’s lead.
Previous research linkages and projects have benefited both nations and highlight the growing academic and research engagement between China and New Zealand. There have been positive outcomes across a variety of research areas, including environmental protection and climate change, health and medicine, animal science, educational development, media literacy, renewable energy and the conservation of national parks.
“The Tripartite programme highlights our commitment to the strategic education partnership between China and New Zealand,” ENZ Director – Greater China, Miranda Herbert, says. “The projects and research under the programme to date showcase and support the reputation of New Zealand universities in China through our quality of research and people-to-people ties.”
The deadline for applications is 1 March 2020, with a project start date of 1 May 2020, and end 30 April 2021.

From the CE: A uniquely Kiwi education
Tēnā koutou katoa –
I’m extremely proud to have introduced ENZ’s Māori name this year: Manapou ki te Ao. It truly sums up our work and values: Manapou means supporting and sustaining life, enabling growth and progression, while ki te Ao means to the world. That’s our role in a nutshell – enabling all students to gain the skills and knowledge to grow and contribute to the world.
And that’s been our focus this year. Together with the sector and other government agencies, we’re working towards the goals of the International Education Strategy – to ensure students who come to New Zealand have a high-quality, uniquely Kiwi education, and that they feel welcome and flourish.
Here’s a roundup of some of our latest work to help achieve this:
We’ve been developing tools to support students while they’re studying here. Our new student-focused website NauMai NZ embodies manaakitanga. It offers practical and trusted information for students new to New Zealand, on everything from bank accounts to water safety to mental health. And it decodes the mysteries of Kiwi slang! To date more than 20,000 students have visited the site.
We’ve been promoting a New Zealand education through our new brand message, I Am New, which encourages students to think independently and to ask questions. Ask New Anything, our new marketing campaign, reinforces that. It’s where prospective students can ask real students real questions about what it’s like to study here, and receive an authentic, unscripted answer. Take a look at the videos on YouTube. New Zealand’s education providers and ENZ Recognised Agents are very welcome to use these resources in their own marketing.
Our new joint work programme with Immigration New Zealand is helping to increase numbers of decision-ready applications from students coming into the immigration system. This will help improve processing times, reduce pressure on the system and attract genuine students.
In addition, we’re working with stakeholders from across government, the sector and providers to ensure international education is fully considered in the vocational education reforms. We’re also working with the New Zealand Institute of Skills and Technology (NZIST) to develop a strong global marketing platform to promote New Zealand as a destination for quality vocational education. In the interim we’re working closely with ITPs to support the message to students and agents that it’s “business as usual” for international students.
Finally, we often talk about the benefits of international education in terms of economic, social and cultural benefits for New Zealand and New Zealanders. But for me, international education is much more than that – it’s personal.
That’s because I’ve been an international student and because, together with my family, we have been privileged to host several college-aged international students from Japan and to become their New Zealand family. Likewise, many of my colleagues here at ENZ have been international students or hosted students or had family members studying abroad. So, we understand first-hand manaakitanga, the richness that cultural diversity brings, and the strong and enduring bonds that are formed.
At the end of the day, international education is about nourishing and enriching the young manuhiri in our care as they live and study among us, far from home.
So in closing, I wish you and your extended families the compliments of the season and a happy New Year. I’m looking forward to working with you next year to provide a uniquely New Zealand education and experience to those choosing to study here, and to ensure more young New Zealanders take up the opportunities to study abroad.

A delegation of journalists from the China Education Press Agency visited ENZ’s Wellington office recently to learn more about our role in New Zealand’s international education sector. The meeting also covered New Zealand’s high-quality education offering, student wellbeing, pastoral care, ENZ’s NauMai NZ information portal for international students, and the potential of the vocational education reforms in New Zealand to attract vocational students from China to New Zealand.

Message from the Secretary of Education

You will have seen that the Prime Minister has made an announcement this afternoon. It includes the following information concerning all foreign nationals travelling from, or transiting through mainland China:
“The Government is placing temporary entry restrictions into New Zealand on all foreign nationals travelling from, or transiting through mainland China to assist with the containment of the novel coronavirus and to protect New Zealand and the Pacific Islands from the disease.
This will take effect from tomorrow and will be in place for up to 14 days. This position will be reviewed every 48 hours.
Any foreign travellers who leave or transit through mainland China after 2 February 2020 (NZ time) will be refused entry to New Zealand.
Any foreign travellers in transit to New Zealand on 2 February 2020 will be subject to enhanced screening on arrival but, pending clearance, will be granted entry to New Zealand.
New Zealand citizens and permanent residents returning to New Zealand will still be able to enter, as will their immediate family members, but will be required to self-isolate for 14 days on arrival back in the country.
The Ministry of Foreign Affairs and Trade has also raised its travel advice to New Zealanders for all of mainland China to “Do not travel”, the highest level."
The Ministry of Education, TEC, and NZQA are working together and we will provide you with information over the next couple of days regarding the Government’s announcement. Register now for the Climate Action Network for International Educators (CANIE) Summit 2020
It will take place entirely online on 21 May, with two separate sessions to suit attendees in different time zones. There will also be a discussion forum open for people to share their ideas.
The programme’s sessions will feature presentations by international education practitioners from across the globe on topics like digital recruitment, flight guilt, and building sustainability into your institution’s business strategy.
Co-founders of CANIE and summit organisers, Pii-Tuulia Nikula and Ailsa Lamont, say they were pleased to receive many high-quality presentation proposals on many of the sector’s hot sustainability issues.
“A topic like digital recruitment is really big,” Nikula says. “It’s something a lot of people have been exploring, but now with all the restrictions due to COVID-19, it’s become a lot more important.”

Nikula and Lamont say the CANIE organisation came together organically. Their membership is made up of practitioners who work in different areas of international education, but who all see the need for the sector to reduce its impact on the planet.
“We hope this event sparks a larger conversation around sustainability,” Lamont says.
CANIE was first launched at the 2019 New Zealand International Education Conference. Membership of CANIE is free of charge, as is registration for this year’s summit.

Update on New Zealand-China Tripartite Fund 2020
As previously advertised, the deadline for applications is 1 March 2020, with a project start date of 1 May 2020, and end date of 30 April 2021.

Since its inception in 2005, the Tripartite Fund has supported the development of strategic research relationships between New Zealand and China.
Universities are invited to submit proposals for the latest round, with up to $30,000 available per application to support quality, high-level research and collaboration. The fund seeks to initiate new tripartite partnerships and facilitate the development of existing partnerships between a New Zealand university and two Chinese partner universities.
Eligible Tripartite Fund subjects can be drawn from the arts, humanities, social sciences, sciences and applied sciences including agriculture, food safety, conservation, forestry, advanced materials engineering and environmental science.
Since 2009, Auckland University of Technology (AUT) has worked on tripartite collaborative projects with Shanghai Jiao-Tong University (SJTU) and Xinjiang University in China.
AUT Professor of Computer Science and Director KEDRI, Nikola Kasabov, said that the ‘three brothers’ partners have exchanged multiple visits of both staff members and students.
“The outcomes have been outstanding, including a large number of joint papers published in international journals and conferences, joint methods and software development in computational intelligence and applications in health, environment protection, and predicting hazardous events.”
Professor Kasabov was also appointed as Advisory Professor to SJTU, meeting with PhD students and staff on an annual basis.
“The collaboration helps staff and students to work together on new frontiers of information and computer sciences and technologies along with important applications for both countries.”

Education New Zealand welcomes new Board member
Daniel was appointed to the Board on 13 December 2019 by Minister of Education Chris Hipkins.
ENZ Board Chair Steve Maharey says the Board is delighted to welcome him to Education New Zealand.
“Daniel comes to us from the school sector with a wide knowledge of education, experience in governance and a passion for international education. We are looking forward to his contribution at what is a challenging and exciting time,” Steve says.
Daniel began his career as a music teacher in Auckland. He has been the principal at Nayland College since 2015, where he has overseen a transformational shift in the school’s pedagogy and learning environment. His work was recognised at the 2019 Prime Minister’s Education Excellence Awards, when the school was selected as one of four national finalists in the ‘Excellence in Leading’ category. The awards panel credited the school for initiating a “values-based learning revolution”.
Under Daniel’s leadership at Nayland College, international student enrolment has increased by 40 percent. In 2020, the school will host 80 students from around the globe.
Alongside his role at Nayland College, Daniel is also the lead principal and governance chairperson for the Top of the South Trades Academy. In his spare time, he is an accomplished brass musician, playing trombone in a variety of musical groups around Nelson and serving as president of Nelson City Brass.

Preferred name and inaugural CE for the IST released by Establishment Board
These conversations provide providers and their stakeholders updates on the progress being made by the Unit and an opportunity to ask questions. These latest conversations will have a focus on the name and brand including the Board’s preferred name for the new national Institute. To support the conversation, a video has been shared that captures the essence of the journey to date. It outlines a vision for the Institute, along with presenting the preferred name.
Once the Regional Kōrero have been completed, the public online consultation will open, allowing everyone to provide feedback on the preferred name being suggested.
The online consultation is open from 14 February until 8 March. Once complete, the IST Establishment Board will consider public feedback on their preferred name and finalise their recommendation to the Minister.

Stephen Town has also been named as the inaugural Chief Executive of the New Zealand Institute of Skills and Technology. Stephen is currently in his final year leading Auckland Council and will formally take up his role on 6 July 2020.

New Zealand-India academic partnerships to be strengthened through proposed IITD New Zealand Centre
It is expected that the centre will host visiting researchers and academics, act as a forum for diplomatic and trade dialogue among different sectors, and support student mobility.
ENZ Regional Director – Asia, John Laxon says that the New Zealand Centre would be a one-of-a-kind research establishment.
“A research-focused New Zealand Centre at IIT Delhi builds on New Zealand’s status as the preferred education destination for students, with a 71 per cent increase in Indian students choosing to study in New Zealand universities in 2019. We are committed to strengthening the research and education ties between New Zealand and India, and are excited to be partnering with a prestigious institution in IIT Delhi.”
Dean of Alumni Affairs and International Programmes, Prof. Sanjeev Sanghi, says IIT Delhi was committed to quality education for students and pleased to be associated with New Zealand.
“The New Zealand Centre embodies our efforts to embrace internationalisation, open up opportunities for new research collaborations and increase global exposure for our students. We look forward to collaborating more with universities from New Zealand.”

COVID-19 – travel restrictions extended for 8 days
15 February 2020
This afternoon, New Zealand’s Minister of Health announced that the temporary restrictions on travel from China have been extended for a further 8 days as a precautionary measure to protect against the spread of the COVID-19 coronavirus.
The restrictions prevent foreign nationals travelling from, or transiting through, mainland China from entering New Zealand. This position will be reviewed every 48 hours.
The Ministry of Education has updated the information on its website for primary and secondary schools and tertiary providers. It includes advice for tertiary students and providers interested in blended learning options. It also provides contact information for the Human Rights Commission for those who experience racial or other discrimination related to coronavirus.
Immigration New Zealand has announced an extension to the ‘first entry before’ date on student visas for those unable to arrive in New Zealand due to travel restrictions.
NZQA has advised all signatories to the Pastoral Care of International Students Code of Practice of today’s decision.
