  • From the CE: Successful start to packed promotions season

    Kia ora koutou,  

    We are diving into the busiest and most energising time of year promotions, recruitment, and global engagements are in full swing.   

    In late August, ENZ teamed up with around 65 New Zealand education providers to successfully deliver our flagship New Zealand education student fair and education agent seminar in Bangkok.  

    It was fantastic to see record attendance at the fair that offered prospective students and parents hands-on experience of New Zealand’s learner-centred teaching style through five simulated classrooms. Don’t miss the full story about the impact of our promotions in Thailand in this newsletter. 

    Earlier this month, I was pleased to represent New Zealand and support international education in Gothenburg, Sweden, at the EAIE: European Association for International Education Conference 2025, which is among the most important global gatherings for international educators, government agencies, and academic leaders.  

    The conference was a valuable opportunity for New Zealand education providers to connect with peers, promote our offerings, and build meaningful partnerships. 

    With all eight universities and UP Education exhibiting at the New Zealand pavilion, we packed the week with meetings, events, and brand-building — forging new partnerships and showcasing the strength of our education system. 

    In London, I joined a thought-provoking panel discussion on evolving student demand at the ICEF Monitor Global Summit. It was an insightful discussion that prompted some great questions from the audience about the opportunities and challenges in this area for New Zealand.  

    Preparations are now in full swing for our attendance at the China Annual Conference and Expo for International Education (CACIE), where New Zealand is proud to be Country of Honour for 2025 

    The conference is a prime opportunity to highlight our education partnerships in China and reaffirm our commitment to future collaborations with China

  • New Zealand grows education partnerships at one of China’s largest international education events

    New Zealand education took centre stage at the China Annual Conference and Expo for International Education (CACIE) and China Education Expo (CEE) in Beijing, where New Zealand was honoured as the 2025 Country of Honour.

    New Zealand’s Minister for Universities and Minister of Science, Innovation and Technology, Hon Dr Shane Reti, led a delegation of 25 tertiary education providers to China for the conference.

    During the visit, Minister Reti met with Chinese Minister of Education Huai Jinpeng, opened the second New Zealand-China High-Level Education Forum, and the New Zealand Pavilion at CEE. He also met with Chinese Minister of Science and Technology Dr Yin Hejun to advance bilateral research and science cooperation.

    Education New Zealand Manapou ki te Ao (ENZ) Chief Executive Amanda Malu says the event was a powerful platform to highlight the quality and innovation of New Zealand’s education system to one of our most important global education partners.

    “Being the Country of Honour at CACIE and CEE gave us an unparalleled opportunity to demonstrate why New Zealand is a world-class education destination,” says Malu.

    “Our education offering is backed by strong student outcomes and a reputation for safety, inclusivity, and innovation, qualities that resonate strongly with Chinese students and their families.”

    The New Zealand Pavilion at CEE attracted thousands of prospective students, parents, and education partners, while CACIE provided a forum for high-level engagement between New Zealand and Chinese education leaders. 

    The visit saw ENZ sign a letter of intent with the China Center for International People-to-People Exchange to strengthen cooperation, specifically institutional relationships across vocational education, higher education, and schools. 

    Another significant outcome was the formalisation of 32 new partnerships between New Zealand education institutions and their Chinese counterparts, with many focused on transnational education programmes.

    “These partnerships are more than agreements on paper, they represent real opportunities for collaboration, knowledge exchange, and pathways for students to experience the best of both countries,” Malu says.

    “China continues to be a key partner in our international education sector, and events like CACIE reinforce the trust and mutual respect that underpin this relationship.”

    With over 22,000 Chinese students enrolled in New Zealand in the first term of 2025, the strong interest at CEE reflects the enduring appeal of a New Zealand education.

    “International students consistently tell us that their experience in New Zealand is positive and transformative,” Malu adds.

    “That lived experience is our strongest endorsement, and it’s why we’re confident that the connections made at CACIE will translate into more students choosing New Zealand as their study destination.”

  • ATEED launches new Auckland strategy to guide visitor economy

    ATEED General Manager Destination, Steve Armitage, says while more visitors are good news economically, the growth comes with challenges. 

    “People travel to Auckland to experience the many things our region has to offer. For some, it’s the world-class food and wine; for others, it’s the sporting, cultural and business events; or international students, who come from around the world to study at our learning institutions,” said Steve.

    “It’s important that we continue to attract visitors to support and create jobs and amenities that benefit locals and visitors…so that Auckland is better off not just economically, but also socially and environmentally.”

    The strategy outlines six strategic imperatives and key focus areas, and a comprehensive list of actions to deliver these, with two directly relating to international education:

    -   A Captivating Place: A region that entices visitors to stay longer and that locals love more than ever. Actions include developing an international student visitor plan. 

    -   A Skilled Place: A region where more young men and women are choosing globally relevant careers in the visitor economy. Actions include developing a visitor sector training and employment strategy for youth and enhancing standards across the service sector.

    Destination AKL 2025 was guided by an industry leadership group, and involved extensive consultation including interviews, workshops and discussions, as well as international benchmarking and surveys.

    ENZ Chief Executive Grant McPherson, who was part of the industry leadership group, says that ATEED is showing real leadership in the way it is looking at its visitor plan.

    He said this is evident in the way the strategy is based around destination management and not just attraction. This should ensure visitors are acknowledged as an asset to the Auckland region – a perspective that will reflect positively on the experience visitors go on to have in Auckland.

    “International students are an important part of the visitor community and we are delighted that the strategy reflects this through the inclusion of an international student visitor plan.”

    "The strategy has involved significant cross-industry collaboration to get to this point, and the plan is to keep this going. We are very optimistic about the direction Auckland is heading in and are looking forward to working with Auckland to bring it to life.”

  • New Zealand universities continue to top world sustainability rankings

    The 2025 QS World University Rankings: Sustainability were released yesterday, highlighting that New Zealand’s universities continue to lead the way when it comes to environmental, social and governance sustainability. The rankings by QS Quacquarelli Symonds are in their third year and measure an institution’s ability to tackle the world’s greatest sustainability challenges.  

    New Zealand came out top country overall based on the average score of our universities for Environmental Impact and Governance, in addition to the Equality and Environmental Education lenses (among countries with at least eight universities ranked). This is good news for universities as they look to attract students to their campuses especially as QS Destination: Australia and New Zealand report 2024, found that 63% of students interested in studying in New Zealand say environmental sustainability was very or extremely important. 

    Ben Sowter, QS Vice President, said: “New Zealand’s higher education sector has long been a world leader in sustainability and this year’s results show yet again that the country punches above its weight, surpassing many of its international competitors. 

    “However, this year’s results also show that universities in other countries are improving their sustainability efforts, with New Zealand’s institutions advised to enhance their offers in areas of governance, employability and outcomes and health and wellbeing.” 

    The 2025 rankings showcase over 1,740 universities from 107 countries and territories. This reflects significant growth from last year’s rankings which included 1,397 institutions across 95 locations and more than 1,000 institutions since the inaugural rankings in 2022.  

    Jessica Turner, CEO of QS said that “The QS Sustainability Rankings provide a critical benchmarking tool for universities to evaluate their progress across areas such as knowledge exchange, equality, environmental impact, and governance. As more institutions engage with this framework, the increasing competitiveness of the ranking reflects the growing commitment globally to advancing sustainability in higher education.”

  • Apply now for early 2025 study

    It’s the busiest time of year for student visa applications at Immigration New Zealand.

    If students are coming to New Zealand for early 2025 study, they need to apply for their student visa now. Otherwise, they might miss out.

    Students must submit all the information needed when they apply. Our Student Visa Information Sheets on the Immigration New Zealand website have more information on what to include with a student visa application. If applications are incomplete, it will take longer or may be declined.

  • Update from Immigration New Zealand

    Peak processing season in full swing 

    Immigration New Zealand (INZ) has seen an increase in applications submitted during September 2024, ahead of the 1 October visa fee and levy increase and because of our ‘apply early’ messaging.  

    In September 2023, approximately 3,104 international student visa applications were submitted and in September 2024, approximately 6,893 international student visa applications have been submitted, an increase of 122%. 

    Now that we are in our peak processing period, we expect these processing times to grow as we receive a higher volume of applications. Students should get their visa application in at least 3 months before they plan to travel to New Zealand for the first semester of 2025. 

    By now, most students should have received an offer of place from their chosen education provider. Anyone expecting to study in the first term of 2025 should apply now.  

    We acknowledge that some students who are waiting on key study documentation are unable to apply 3 months ahead. In these cases, they should apply as soon as they have all of their documents, but they need to be aware that late applications may not be processed in time for them to start studying.  

    Immigration New Zealand has three student processing sites in New Zealand, and has allocated more staff to processing student visas, compared to last year’s peak. 

    Ensure you submit a complete application 

    To avoid delays, we encourage students, agents and advisers to follow the advice in our student visa information sheets. If they do not include all the required documents when they submit their application, it may be declined.  

    Applications that have a statement of purpose letter written by the student, telling us about their personal circumstances and plans in New Zealand, help us assess their intent. If a student intends to apply for another visa after study, they should declare this. Students are allowed to apply for another visa after they finish studying.    

  • Government announces International Education Going for Growth Plan

    Created to inspire and connect, this dynamic video showcases the full experience of studying and living in Aotearoa New Zealand as an international student.

    The Plan outlines an objective to double the international education sector’s economic contribution by 2034. This target has been set at $7.2 billion. 

    In the short term, the Plan will have Education New Zealand (ENZ) focus its promotional efforts on markets with the highest potential for growth while continuing to maintain New Zealand’s strong presence and reputation for high-quality education in other markets. 

    ENZ Chief Executive Amanda Malu says New Zealand reaps a broad range of economic, social and cultural benefits from having international students in our classrooms and communities.

    “A New Zealand education experience transforms lives, creating lifelong connections between students and Aotearoa. International education fuels innovation, boosts our economy, creates business opportunities, and delivers essential cross-cultural skills for a more connected world. The International Education Going for Growth Plan brings to life a vision to grow New Zealand as the destination of choice for international students,” Ms Malu said.

    The plan to grow the international student sector has three objectives:

    1. raise awareness of New Zealand as a study destination from 40% in 2024, to 42% in 2027 and 44% by 2034.

    2. grow student enrolments from 83,400 in 2024 to 105,000 in 2027 and 119,000 by 2034.

    3. increase the proportion of prospective students rating NZ among their top three choices of study destination from 18% in 2024 to 20% in 2027 and 22% in 2034.

    In November 2025, in-study work rights will increase from 20 to 25 hours per week for eligible student visa holders and in-study work rights will be extended to all tertiary students in approved exchange or Study Abroad programmes, including programmes one-semester long.

    The Ministry of Business, Innovation and Employment (MBIE) will progress work on medium-term immigration actions under the Plan - design of a new short duration visa for some sub-degree qualifications not eligible for post-study work rights and ways to make it easier for students to apply for multi-year visas. MBIE will seek input and views from key stakeholders to inform the development of this work.

  • From the CE: Boosting global connections in education

    Kia ora koutou,  

    In March, I spent an incredible couple of weeks in New Delhi and Mumbai as part of the Prime Minister’s Trade Mission to India, and for the 2025 Asia-Pacific Association for International Education (APAIE) conference 

    During the trade mission, I was pleased to witness, together with Prime Ministers Christopher Luxon and Narendra Modi, the signing of a refreshed bilateral Education Cooperation Arrangement (ECA) between New Zealand and India. Education is a key feature in the New Zealand-India bilateral relationship, with India the second largest source market of international students for New Zealand. 

    The trade mission also served as a valuable opportunity to grow our connections with the Indian Institute of Technology New Delhi (IIT Delhi) through the New Zealand Centre, which is at the heart of our education partnerships in India 

    IIT Delhi is backed by all eight New Zealand universities and is a hub for joint research and advancing India’s Digital India vision in AI, data science and advanced engineering. Prime Minister Luxon spoke at the education event which saw the announcement of several education initiatives, including a scholarship package and virtual internship programme, aimed at deepening bilateral collaboration. 

    There is no doubt that New Zealand has made a splash in India, and we look forward to continuing the momentum.  

    Last week, the Government announced its Quarter 2 Action Plan for New Zealand with 38 actions focused on economic growth. Boosting international education and export education earnings is a key action under the plan. ENZ is currently leading cross-agency work to develop an International Education Growth Plan for the Prime Minister and Ministers, and will be undertaking a series of sector engagements in the coming weeks. 

    It is an exciting time, and I look forward to sharing more about this work in my next column.

  • Immigration New Zealand update

    India delegation 

    Alison McDonald, Head of Immigration, joined ENZ Chief Executive Amanda Malu as part of the Prime Minister’s official delegation to India. Celia Coombes, Director Visa at Immigration New Zealand, responsible for the student visa product, joined Amanda and Ben Burrowes in India afterwards where they supported the New Zealand delegation at the Asia Pacific Association for International Education (APAIE) and met with the New Zealand Education Representatives in India (NZERI), a group of Indian education agents. 

    “Immigration New Zealand found the trip very valuable and insightful,” says Celia. 

    “Now we are working on how we can continue to support the growth of the education sector, particularly in India which is such an important market for New Zealand, and what needs to be done to support more applications being approved.” 

    New local points of contact in India and China 

    Immigration New Zealand has new Engagement Advisors appointed in New Delhi and Beijing. They will be a local point of contact and working to improve communication within both the education and tourism industry. 

    Visa processing 

    INZ is in a strong position for processing student visas, following initiatives put in place to make our processing more efficient. At the end of March 2025, international student visas were being decided in 10 days (two weeks) on average.  

    On average Te Pūkenga (New Zealand Institute of Skills and Technology) applications are being processed within 2.5 weeks, 2 weeks for University applications, 3 weeks for Private Training Establishment applications and 1.5 weeks for school applications.  

    INZ have already decided more than 20,500 student visa applications so far this year, and approved around 18,000 student visa applications (from 1 Jan – 31 March 2025).
