  • Review of ENZ Recognised Agency (ENZRA) programme

    “Education agencies play a valuable role in promoting a New Zealand education experience to prospective students and supporting them to study here,” says Geneviève Rousseau Cung, Education Agents Manager at Education New Zealand Manapou ki te Ao (ENZ). 

    “We need to make sure that the ENZRA programme does the best possible job of supporting our international education sector as it rebuilds.” 

    ENZ commissioned an external consultancy firm to undertake the three-month project, which started in August. Research is underway and includes targeted consultation with representatives of all key stakeholders including agents, industry, and government agencies.  

    The consultancy will provide recommendations on our agent engagement strategy, with a particular focus on the ENZRA programme and the agent training programme moving forward. More information on any changes arising from the review will be shared with the sector by early 2023. 

  • Showcasing New Zealand education at EAIE 2022

    Held from 13-16 September in Barcelona, Spain, the 32nd Annual EAIE Conference and Exhibition attracted more than 200 exhibitors and 6,300 participants for a packed programme of sessions, networking events and plenaries. This was an ideal platform for New Zealand institutions and the ENZ team to meet with key stakeholders, including government and university partners, education agents, and study abroad and pathway providers.  

    New Zealand’s branded pavilion featured the kākahu (garment) created for German student Malina Grube from the I AM NEW campaign, and attracted attention from European and global education professionals.  

    Alongside their busy schedule of meetings and appointments, the New Zealand representatives also attended a networking event organised by ENZ, which brought together more than 100 key education partners.  

    Speaking at the event, ENZ Chief Executive Grant McPherson said the value of New Zealand's education relationships in Europe lies in student mobility, and in the quality of the academic relationships between New Zealand and European partners, the strong research and innovation links between us, and the ties these build beyond the education sector.  

    “I am proud of the many educational partnerships and connections New Zealand’s institutions have with European counterparts and globally,” he said.

  • Important update: passport requirements for temporary visa applicants offshore

    Immigration New Zealand has announced a change to passport requirements that affect a number of temporary visa applicants offshore. This change is in effect now.

    The change means that people applying from offshore for a student, visitor or work temporary visa only need to send Immigration New Zealand a high-quality scan of their passport, not a physical copy.

    An Immigration Officer may still ask for a physical passport if they consider it necessary for the application. This will be on a case-by-case basis.

    This is a temporary measure to help with visa processing. People applying for a student visa or group visitor visa through the Immigration Online form will currently receive an automated letter asking for a physical passport to be submitted. This is not required, and Immigration New Zealand is working to update the letter to reflect the change in requirements.

  • Study abroad promo in US

    Study Abroad Month, led by our Washington DC-based team, targeted the study advisors at United States universities, who support students with their study abroad plans. A series of videos were published each week and sent to key contacts, including a closing video from Education Minister Chris Hipkins. 

    Lewis Gibson, Field Director North America at Education New Zealand Manapou ki te Ao, says study abroad students are our main source of international students from the US.  

    “Pre-Covid-19, around 350,000 tertiary students each year spent a semester overseas as part of their degree. We’re looking to increase our share of this group. 

    “In normal times, US institutions and study abroad advisors rely on the voices of New Zealand alumni, who can share their experiences with other people on campus and build interest in a New Zealand study experience,” he says. 

    “We needed to do something different this year, because our borders had been closed so there weren’t the alumni students available on campus. We also needed a good way to remind study advisors about New Zealand’s unique education offering.”  

    Lewis says feedback from institutions in the US has been very positive, and they are looking forward to seeing students travel again to New Zealand. Some of the comments received included the following: 

    • “Thank you so much for letting us know about this exciting project! I just shared the New Zealand Study Abroad Month YouTube channel with our spring 2023 applicants... We are thrilled to nominate over 15 students to our outstanding partner universities in New Zealand ...for the first time in over two years!”  

    • “Thank you for sharing this information. I watched Fiona’s video for VUW and I am sharing it with several students who are deciding which NZ institution to attend for Term 1 via TEAN.  I’ll be certain to watch future videos and do the same with those.”   
    • “We are so grateful of the opportunities you provide our students, and our tight partnership together.”  

    “In case anyone is wondering, we initially intended to run the promotion for four weeks, hence the name, ‘Study Abroad Month’. But with the participation of so many universities, and the inclusion of additional videos reflecting the voices of students, it made more sense to expand the promotion to six weeks.”  

    Before our borders closed, the US was our sixth largest source of international students, with most students seeking to enrol in university-level study here. Study Abroad Month aimed to attract students to New Zealand from the US spring semester 2023 onwards. 

  • Chilean university’s shared interest in innovation

    Nicolás Olguín Aguilera and Arturo David Quezada from UDP’s Department of Online Education managed to pack a great deal into their few days in Auckland, on a visit funded by the Chilean Ministry of Education. They saw innovation centres and labs at AUT and at the University of Auckland, while a site visit to VR Voom in Newmarket enabled the pair to explore New Zealand-developed virtual reality and interactive experiences. They also met with Virtual Medical Coaching from Christchurch, who demonstrated the radiography and childbirth simulations they developed, which are used by Ara.   

    Education New Zealand Manapou ki te Ao (ENZ) was involved in supporting the visit to UDP by an international education delegation earlier this year, led by Education Minister Chris Hipkins, says Market Development Manager Alana Pellow. 

    “This visit has been a good opportunity to further strengthen the relationship and showcase New Zealand’s use of innovative technologies in learning and curriculum development in our universities and ed tech companies.” 

    “Our time in Auckland has been fantastic for so many reasons I wouldn't dare to count them,” Nicolás Olguín Aguilera said.  

    “Every place, every person we've met means a deep experience of discovery and learning. We came here to explore spaces that teach with technology and to meet the people behind them. The results are above and beyond our expectations. We take a great deal of knowledge back to Chile and look forward to keeping an active bond with our New Zealand peers.”

  • High level of interest in vocational education forum

    Organised by Skills Consulting Group and Education New Zealand Manapou ki te Ao (ENZ), together with Te Pūkenga, the forum provided an opportunity to share knowledge and insights on best practice in technical and vocational education and training, in an accessible format. 

    A key theme was the importance of close relationships with industry, particularly in terms of apprenticeships. For some participants, a longstanding perception that higher education is more important than vocational education remains a challenge. Student panel participants also talked about the confidence and support that their parents provided when they were making decisions about whether to enter vocational education programmes, and having no regrets about the career paths followed. 

    Topics covered included solving skills shortages, apprenticeships, youth employment, lifelong learning, digital transformation, sustainability, and promoting diversity. Senior government officials, major companies, international organisations, sector leaders and students from around the world spoke at the forum, which was opened with a speech from Education Minister Chris Hipkins.  

    Text-based chat and discussion tools in the virtual environment were multilingual, providing instant translation to enable communication and networking across 28 different languages.  

    The China – New Zealand Higher Vocational Education Summit was also part of the APAC TVET Forum and featured a dedicated virtual room for Chinese presenters and audience members. The Summit provided a platform to: 

    • discuss New Zealand’s recent experience of vocational education reform  
    • further develop cooperation in vocational education between New Zealand and China, building on the existing joint programmes between Te Pūkenga subsidiaries and vocational institutions in China. 

    Keynote speakers from China included Chen Dali, Deputy Director, General Department of International Cooperation and Exchanges from the China Ministry of Education, and presenters from industry including Wang Jinsheng from Qingdao Technical College. 

    ENZ Business Development Manager Richard Kyle says APAC TVET is the only forum of its type in the region. 

    “It was particularly encouraging to see double the number of registrations this year, building on the success of the first forum in 2021. There’s clearly a high level of interest in this event, and it’s a great opportunity to showcase New Zealand’s strengths in vocational and technical education.” 

    Positive comments were received from many attendees.  

    “Brilliant tech.  Excellent management…and good content.”  

    “Amazing numbers... Very informative sessions and I’ve got people more interested in our upcoming activities.”  

    “It was well organised from the invitation to the closure of the forum – well done job!”  

  • From the CE: Steady progress continues

    Since New Zealand’s borders reopened at the end of July I am pleased to note that we are making steady progress, although this can’t yet be fully quantified. The number of students with valid student visas who are in New Zealand is heading in the right direction, reaching 16,515 as at 16 October 2022. It’s important to note that these statistics are only part of the story. Students who travel to New Zealand for short courses of study from visa waiver countries or on working holiday visas aren’t included. It will be some time before reliable statistics are available on the total number of international students enrolled with New Zealand education providers this year. Anecdotally, though, we are hearing from schools, and from English language providers and others across the sector, that they are seeing gradually increasing numbers of international students enrolling or applying to them, which is good news.  

    Study Abroad Month has just drawn to a close in the United States and attracted a high level of interest and positive feedback, including some commitments for study abroad enrolments at New Zealand universities from the start of 2023. In the US we also recently signed our first ever education cooperation arrangement to be written in both te reo Māori and English, with the Louis Stokes Alliance for Minority Participation. You can read more about these and our other recent activities around the world in this issue of E-News. 

    In the Asia region, we are heading into our busiest season of international education events during October and November: 

    • Seoul: Study Abroad Fair 2022 COEX, the largest event of its kind in South Korea, including an agent seminar and a Kiwi Alumni event, on 20-23 October 
    • Tokyo: Japan partner reconnecting series on 25-26 October 
    • Hanoi and Ho Chi Minh City: Agent seminars and New Zealand Fair on 28-31 October 
    • Bangkok: Agent seminar and New Zealand Fair on 4-5 November
    • Beijing: China Education Expo, the leading international education event in China, on 11-12 November. 

    Education Minister Chris Hipkins, accompanied by a small education delegation from New Zealand, was in Seoul promoting New Zealand as an international education destination in time to attend the study abroad fair and associated events, before continuing on to Indonesia and is now in Singapore – we will cover these activities in a future issue of E-News. 

    As we work to raise interest in studying with New Zealand and ensure positive experiences for international students, ENZ is working closely with other NZ Inc agencies. In this month’s E-News, we are pleased to publish the first in a series of regular updates from Immigration New Zealand, to provide timely access to the latest infomation on changes and trends.  

    Our partnership with the Ministry of Foreign Affairs and Trade (MFAT), that will see ENZ take over operational management of the Manaaki New Zealand Scholarship Programme, comes into effect on 1 November 2022. A transition team is in place, which will include several key staff members coming across to ENZ from MFAT, to support a successful handover for this important scholarship programme.  

    Whangaia ka tupu ka puāwaithat which is nurtured will blossom and grow.

  • Fifty years celebrated with Chile

    Cultural performances, together with a series of panel discussions on government initiatives, research connections, educational exchanges, and the experience of Chileans in New Zealand showcased the variety and depth of the relationships that have been developed over the past 50 years. 

    Speakers included both Ambassadors, as well as academics from all New Zealand’s universities, alongside alumni and government specialists. A number of distinguished guests were part of the large audience that attended throughout the day at Parliament Buildings in Wellington and online.

  • Education delegation to Asia

    One of the real highlights of the trip for the Minister was meeting New Zealand alumni, compelling ambassadors for a New Zealand education. Vikra Ijas is a former University of Auckland student and co-founder of Kitabisa, a crowd-funding platform in Indonesia. His story of schooling and tertiary study in New Zealand leading to the establishment of his fundraising platform for social good in Indonesia was truly inspiring. 

    South Korea  

    The programme in South Korea included the Minister’s speech to the Korean International Education and Career Fair. This is the largest international education fair in South Korea, with an estimated 25,000 attendees.  More than 40 New Zealand providers were present, many exhibiting on the Education New Zealand country pavilion. 

    The Minister also witnessed the signing of the Education New Zealand-Incheon Education Cooperation Arrangement (ECA). The formal partnership, based on the ECA, has been designed to establish and strengthen communication ties between ENZ and the Incheon East Asia Global Education Institute, to identify creative areas of potential collaboration and to open up more learning possibilities for our institutions and students.  

    Minister Hipkins also attended an event with New Zealand education agents, alumni and institutions to celebrate the 60th diplomatic anniversary between South Korea and New Zealand. 

    One of the highlights of the Minister’s visit to South Korea was on 24 October 2022, when the education delegation visited Kyodong Elementary School, the oldest school in South Korea (established in 1894). The delegation toured the school and interacted with the students who are participating with Raumati Beach School in the New Zealand - Korea digital cultural exchange programme supported by Education New Zealand and facilitated by Learn English Live. 

    Indonesia  

    The programme in Indonesia included bilateral meetings with the Secretary General of the Ministry of Education and Culture, the Coordinating Minister for Human Development and Culture, the Minister for National Development Planning and the ASEAN Secretary-General. The Minister also met with the President Director of Lembaga Pengelola Dana Pendidikan (LPDP), the key Indonesian government scholarship agency, to discuss opportunities to promote New Zealand as a destination for the awardees while further expanding the number of New Zealand institutions eligible to receive the scholarship students. 

    As well as the visit to Kitabisa, the Minister also had the opportunity to meet a group of Kiwi students interning at WIR Group (Metaverse) in Jakarta under the Prime Ministers Scholarship for Asia. The students were thriving on the unique opportunity and wringing every bit of experience from their internship at WIR. He also launched KIWI Challenge 2022, the annual entrepreneurship competition for Indonesian high school students organised by Education New Zealand. 

    As with South Korea there was a reception in Jakarta with agents, alumni, PMSA students and key stakeholders.   

    Singapore Visit    

    The focus of the Singapore leg of the visit was signing the refreshed Education Cooperation Arrangement with the Minister of Education from Singapore.  The arrangement, first signed in 2018, confirms New Zealand’s commitment to engaging with Singapore on education cooperation initiatives in key policy areas including early childhood education, digital classrooms/blended learning, vocational and lifelong learning, sports and physical education, STEM uptake, and the development of mental health support programmes for the sector. 

    The Minister also made several institutional visits. The first was to the Institute of Technical Education Central College to understand where Institutes of Technical Education fit within Singapore’s education ecosystem; and the second was the Public Service Sector and Civil Service College. The purpose of this visit was to understand the role that the Civil Service plays in designing, developing and delivering programmes for the Public Service. 

    The final visit of the trip was to the Centre for Strategic Focus. The Centre is part of the Strategy Group in the Prime Minister’s Office which was set up to focus on whole of government strategic planning and prioritisation. 

    “The messages around the strong commitment of the New Zealand government to international education were very well received by our partners,” says ENZ Regional Director Ben Burrowes. “Whether via student mobility, international education partnerships or systems level dialogue, it’s exciting to see the interest generated through New Zealand stepping up its international engagement once again.”
