  • ENZ confirms 2021 Recognised Agencies

    Education agents play a crucial role in New Zealand's international education ecosystem, including supporting students and their families during COVID-19.

    ENZ’s recognised agent (ENZRA) programme aims to increase engagement with quality education agencies that have demonstrated a long-term commitment to promoting New Zealand as an international study destination.

    More than ever, ENZ Recognised Agencies contribute to a unique and high-quality student experience and to the positioning, market share and overall achievement of New Zealand within the international education sector.

    To acknowledge the impacts of COVID-19 on agents and their inability to place students with education providers in New Zealand, all current Recognised Agencies were provided an opportunity to extend their time in the programme subject to meeting conduct requirements.

    The new list of ENZ Recognised Agencies is now available to view online on our StudywithNewZealand website. For queries regarding education agents, please email: agenthelp@enz.govt.nz.

    The next round of applications to the programme will open in early 2022.

  • MIQ costs changing for temporary visa holders

    Our managed isolation and quarantine (MIQ) facilities are an essential part of our COVID-19 defence system.  The fees charged to people who stay in MIQ are designed to strike a balance between the benefits to both the New Zealand public of having such a robust system, and those who leave and enter the country.

    Currently, temporary entry visa class holders are liable to pay $3,100 for 14 days in managed isolation. 

    From 12:01am on 25 March 2021, anyone entering New Zealand on a temporary visa is now liable to pay the MIQ fee of: 

    • $5,520 (including GST) for the first or only person in the room;
    • $2,990 for an additional adult in the same room;
    • $1,610 for an additional child (aged 3-17 years) in the same room.

    Charges for some stays in managed isolation were introduced in August 2020, as it was not financially sustainable for the Government to continue to fund all the costs of MIQ. The fees were set at two levels: one for returning New Zealanders and one for some temporary visa holders.

    These new charges will help ensure the ongoing financial sustainability of MIQ, which is now expected to remain in place for at least the rest of 2021. However, as time has passed, Cabinet has decided that more people entering the country should contribute to the costs of their MIQ stay.

    The fee level temporary visa holders pay is closer to the actual cost of MIQ, although the Government is still subsidising some of the cost.

    The new fees are the same as those charged to critical workers entering the country under a border exception. Critical healthcare workers entering under a border exception will continue to be charged the current standard fee of $3,100 to ensure the healthcare workforce can be quickly scaled up in case of a resurgence of COVID-19.

    MBIE can grant a full or partial waiver of managed isolation fees in cases of financial hardship or other special circumstances, or arrange a deferment of payment, for temporary entry visa class holders.

  • From the Acting Chief Executive: A lot to be proud of

    Tēnā koutou katoa 

    Earlier this month a New Zealand business publication ran a column that challenged the role of international education in delivering our Government’s objective of double the export earnings. As you might expect, I could not let the challenge go unanswered. You can read the full response on the ENZ website, but I thought there was merit in highlighting a couple of the key points along with some of the excerpts as they provide a good summary of the state of international education in New Zealand today.  

    The first point I made in my response confirmed that students are returning. We recently published the Ministry of Education’s enrolment data for 2023 (part-year) which firmly backed this up.  

    “Students are returning to New Zealand. In the first eight months of 2023 international student enrolments topped 59,000 with all sectors experiencing growth except wānanga. Accepting that it is from a low base, comparing 2023 to 2022, Universities have bounced back strongly reporting a 15% increase from 24,040 to 27,535.“  

    “In the first eight months of 2023 English Language Schools saw the greatest percentage increase in international enrolments, increasing by 347% from 1,565 to 7,001. Schools reported a 114% increase from 5,925 to 12,662. NZIST Te Pūkenga, a 32% increase from 4,955 to 6,560 and Private Training Establishments (funded and unfunded), a 13% increase from 5,000 to 5,671.”   

    Of these enrolments, students from India continue to provide the second highest number of enrolments in New Zealand. In recognition of our valued partnership, I am delighted to announce that the Republic of India will headline as Country of Honour at NZIEC KI TUA 2024.  

    The designation of Country of Honour at NZIEC KI TUA celebrates our international education connections with partner countries and I am pleased that we can celebrate the growing education connections between our two countries in this way.     The second point from my response that I would like to reiterate is that: We have a plan and the sector is working together to deliver. 

    I highlighted that “The New Zealand International Education Strategy, revised in 2022, sets out a multi-year action plan to develop a high-value, resilient and innovative education sector for both international and domestic students. Further the new Government’s manifesto made clear their vision and priorities for international education. “ 

    “I can also assure you that the sector is working together to achieve its goals, that all eight universities participated in a recent ENZ-led delegation to India, is just one example of the co-operation.”  

    It was very timely that I then received a wonderful note of appreciation from a Dunedin City Councillor this week for the work of the many people within ENZ and the sector involved with the recent Korean agent famil. This was further evidence that we are working collaboratively as a sector and delivering benefits to the international education ecosystem and our regions.  

    Councillor Christine Garey said “The input from ENZ has helped over the years to establish and maintain an international education ecosystem in the city. It’s encouraged transitions between school and tertiary education and supported a strong growth agenda with increased higher quality students staying longer.  

    However, of particular benefit has been access to inbound/outbound famils and delegations. ENZ’s support in bringing agents to our city has been especially valuable and allowed us to showcase what Ōtepoti, Dunedin has to offer. There is no replacement for this in person experience and we look forward to these visits continuing to rebuild relationships globally. 

    Study Dunedin and the international education ecosystem are in good heart here in Ōtepoti Dunedin, working collaboratively and effectively. We look forward to ENZ’s continuing support and especially, we warmly look forward to welcoming future famils to our city.”

  • Masterclass opportunity in Japan

    Tokyo Metropolitan Board of Education will be hosting a virtual study abroad event on 23 of September, connecting secondary school students in Tokyo and beyond with tertiary institutions from Australia and New Zealand.

    This half-day event will feature lectures in an interactive format so providers can engage with Japanese students. Selected tertiary institutions will also have an opportunity to work with the Tokyo Metropolitan Board of Education to produce additional content introducing their institutions and programmes to prospective international students. 

    Recordings will be made for the virtual study abroad event and will be shared on the Tokyo English Channel website which will launch in June 2021.

    “This is a great opportunity for Education New Zealand and New Zealand tertiary providers to work with the Tokyo Metropolitan Board of Education to co-develop educational materials for the Japanese secondary school students. The content produced for the event will also be shared at future promotional events hosted by Education New Zealand and the New Zealand Embassy in Tokyo.” ENZ Director of Education – Japan, Misa Kitaoka, says.

    Director at the Tokyo Metropolitan Board of Education, Yuki Sato, looks forward to receiving proposals from the New Zealand providers.

    “We are excited to work with New Zealand tertiary institutions to showcase the virtual study abroad event offering Tokyo secondary school students an opportunity to connect with the world and enhance their communication skills in English. Students can expect of learn new ways of thinking from the lecturers and interact with other participants from around the world, including New Zealand.”   

    Education New Zealand signed a Memorandum of Understanding with the Tokyo Metropolitan Board of Education in 2017 to promote education exchange and cooperation between Tokyo and New Zealand. Since then, a range of projects have been initiated between the two parties including the co-development of online education material for intermediate English learners through the Tokyo Global Studio.

  • ENZ partners with ISANA to support sector capability

    Under the initiative, ISANA NZ will develop a suite of resources including guidelines, templates and frameworks to help support international education practitioners across the school and tertiary sectors.

    The resources will cover areas such as student support, student experience, critical incident management, intercultural competence, and professional leadership. They will be developed in concert with practitioners.

    ENZ Director Industry Laura Simpson says the initiative has been developed with recovery of the sector in mind.

    “This initiative focuses on the longer-term development of the international education sector’s capability. The resources are being developed to provide additional support for practitioners who support students and will help support the sector’s recovery. The initiative has been designed to support Goal 1 of the New Zealand International Education Strategy, 2018-2030, to ensure an excellent education and student experience.”

    ISANA NZ Executive Director Chris Beard says the work will identify and make available online a range of versatile resources that reflect good practice across the sector.

    “The materials will provide practical guidance, frameworks and models to help practitioners facilitate positive student experiences in areas such as intercultural engagement, social integration, mental health and student wellbeing. We are looking forward to developing the resources in partnership with experienced practitioners and subject-specific experts to ensure they are accessible, relevant and useful.”

    The resources will be developed over the next year in partnership with practitioners and stakeholders from across the sector. They will progressively be made available to the sector on ISANA’s website and ENZ’s Skills Lab.

  • Bringing Us Together – TVET in the Asia-Pacific

    The Global COVID pandemic has put skills issues and innovation on the center stage, as governments, industries, and educators alike work to upskill and reskill workforces disrupted by the pandemic and ensure strong working futures. 

    The APAC TVET Forum will bring together the necessary key groups for effective TVET: Governments, Industries, and Educators.  The Forum will offer Government to Government (G2G), Business to Business (B2B), and System-to-System content streams, then  “bring us together” for a cross-system conversation across the APAC region.   
     
    The Forum will be free to register, and held over two Fridays (5 November and Friday 12 November, 2021) across the following local times:

    • Bangkok, Thailand 09.30-14.00
    • Beijing, China 10.30-15.00
    • AEDT 13.30-18.00
    • Samoa 14.30-19.00
    • New Zealand 15.30-19.30

    We will hear from senior government officials, major companies, international agencies and organisations, and TVET sector leaders from around the APAC region. 

    The New Zealand partners include New Zealand government’s international education agency, its largest private sector vocational education consultancy, and New Zealand’s new national institution for Vocational Education and Training.

  • Summer down under

    With COVID-19 pandemic restrictions on international travel in force, many students are choosing to stay in New Zealand over summer rather than go home because in most cases, they will not be able to return for the start of the 2022 academic year.

    ENZ’s Director of Student Experience and Global Citizens, Sahinde Pala, says it will be the second unexpected summer in New Zealand for many students.

    “Those international students who are still here have shown amazing resilience.  We know how hard it can be to be separated from loved ones at home for so long. 

    “But the early results from our research suggest they have remained remarkably positive about the overall New Zealand experience, despite the challenges.”

    ENZ is supporting students again this summer with information and resources on health and wellbeing, exploring the country and building their work skills.

    The Summer in New Zealand section of the NauMai NZ website for international students offers information, advice and links to expert resources.  These include a webinar featuring careers expert Andrew Tui to give them practical tips on how to build their professional and personal skills.

    “ENZ would like to acknowledge all the work the people in the international education sector are doing to support their students over the summer, and we invite you to share our resources with your networks.

    “We wish everyone a summer in New Zealand that is safe and restful,” Ms Pala says.

  • ENZ highlights international students' contributions to New Zealand in comments to immigration settings inquiry

    International students coming to New Zealand support the achievement of the Government's broader goals and objectives while contributing to an important export industry. This is one of the key messages from Education New Zealand's submission to the Productivity Commission's inquiry into immigration settings.

    In the submission, ENZ says that international students should not be characterised as coming to New Zealand to seek employment, invest or run a business. Rather, international students are motivated by different drivers in deciding whether to come to New Zealand, and are different to other temporary migrants included in the scope of the inquiry.

    International students bring foreign exchange to New Zealand to fund their studies and living costs, which contributes to New Zealand's economic development. The submission also discusses the broad benefits international students deliver for New Zealand, including regional development, research output, and strengthened bilateral relationships with other countries.

  • Building agricultural links with Japan through education

    “Stereotypes remain strong in Japan when it comes to farming - predominantly male, manual labour and rural. Through bespoke education programmes, we aim to increase awareness of agriculture as an attractive business for both men and women,” says Misa Kitaoka, ENZ’s Director of Education, Japan.  

    On 22 December 2021, Education New Zealand Manapou ki te Ao joined Ministry for Primary Industries (MPI) in hosting a luncheon for students and teachers from Osaka Nohgei High School.  This agricultural high school won the “New Zealand Embassy” prize in the National Agricultural High Schools Website Competition. The competition, organised by Japan’s Ministry of Agriculture, Forestry and Fisheries (MAFF) Young Farmers and Women Division and Keio University, started in 2017.  

    The competition aims to support future generations of farmers, revitalise Japan’s agricultural sector and increase productivity through greater use of technology. The New Zealand Embassy supports the competition each year by offering a gift of kiwifruit from Zespri and hosting a luncheon at the Embassy for the winning school. 

    ENZ has facilitated opportunities for Japanese agricultural students and farmers to study in New Zealand on scholarships since 2014.  Following the signing of the partnership agreement between Education New Zealand and the Hokkaido Board of Education in 2020, ENZ and MPI representatives based in Tokyo called on the Hokkaido Board of Education in 2021 to discuss the Agricultural School Exchange Programme, which aims to provide future generations of Hokkaido and New Zealand farmers with professional development and international friendship opportunities.

    The programme, scheduled to get underway in 2023, will see Hokkaido students placed in New Zealand secondary schools with a focus on learning about the benefits of New Zealand’s pasture-based dairy farming and support for women in farming. 

    These programmes build on visits to Taranaki and Southland several years ago by Japanese female agricultural students, to study at secondary schools and experience homestays, in order to gain insights into the local farming industry and to learn about how women take leadership roles in the primary sector. The programme was supported by Japan’s Ministry of Agriculture, Forestry and Fisheries, in consultation with New Zealand Ministry of Foreign Affairs and Trade, Ministry for Primary Industries and ENZ, and was administered by the Japan Agricultural Exchange Council.  

    Misa says ENZ and MPI are continuing to work together to encourage Japanese students and farmers to change their ways of thinking around farming.

  • From the Chief Executive: International students now able to leave New Zealand and return

    International students who are currently in New Zealand, and have a valid visa with multiple entry conditions, can go home at any time from now to visit their friends and family, and return here after 11:59pm on Tuesday 12 April 2022.  

    To re-enter New Zealand, they will need to meet the requirements of their current visa.  

    They will also need to meet all relevant vaccination and other health requirements. For example, they will need to be fully vaccinated, and they will need to self-isolate on their return to New Zealand. They will not need to go through a Managed Isolation and Quarantine facility. The self-isolation period is currently 10 days, but this may be shortened in the future. 

    We know how hard it has been for so many students who have been caught by the border closure and how much they have missed their friends and families. This is great news for them and the sector.   

    Today’s clarification is part of Step 3 of the Reconnecting New Zealand plan, and is summarised on the Immigration New Zealand website.
