Haere rā: Farewell message from former Chief Executive Amanda Malu
Tēnā koutou katoa,
As I close out my time as Chief Executive of Education New Zealand Manapou ki te Ao, I leave with confidence in the future of the international education sector for New Zealand.
Over the past year the sector has continued with steady and balanced growth, contributing more than $4.52 billion annually to the economy and enjoying enduring public support for international students.
Our most recent New Zealand International Student Experience Survey also showed strong support from international students, with 87 percent of those surveyed rating their New Zealand experience positively. That’s an excellent result and something to celebrate.
Last year, the Government launched the International Education Going for Growth Plan, and I am really pleased that this work is tracking well. ENZ has been focusing its promotional efforts on markets with the highest potential for growth while continuing to maintain New Zealand’s strong presence and reputation for high-quality education in other markets. This work continues as ENZ enters its next planning cycle.
While Chief Executive, I feel extremely privileged to have joined three Prime Minister-led delegations, championing New Zealand’s unique education offering in Grow markets including China, India and Viet Nam. Another highlight was travelling to Beijing last year for the China Annual Conference and Expo for International Education (CACIE), at which New Zealand had the distinction of being the Country of Honour.
I have deeply valued being part of the ENZ team and my overall reflection is one of immense gratitude. It has been an absolute career highlight for me and an incredible experience made possible by the great people of this organisation.
I would like to end by acknowledging and thanking everyone in the sector who works so hard to grow international education and its value to New Zealand.
I know 2026 will be another exciting year and I wish you success ahead.

From the Chief Executive: Momentum building for a strong 2026
Kia ora koutou,
It’s a pleasure to be back as Acting Chief Executive at Education New Zealand to build on the leadership of Amanda Malu.
Delivering on the Government’s International Education Going for Growth Plan is our key focus in 2026. Internally, our annual market planning process is underway. This work helps us decide where to focus our efforts – ensuring we are doing the right thing in the right places at the right time.
An essential part of the market planning is to incorporate insights from the sector and Government agencies. Our sincere appreciation for the insights we have received so far.
The team is getting ready to lead the first ever Sri Lanka Roadshow featuring 19 New Zealand education institutions from 5 to 8 March that aims to strengthen the awareness of the New Zealand education brand and promote our undergraduate offering in the country. You can read more about our integrated promotional campaign in Sri Lanka in this edition of E-News.
Applications remain open for the 2026 funding round of the New Zealand-China Tripartite Partnership Fund, ENZ’s long-standing initiative supporting partnerships between New Zealand and Chinese universities. This year’s round encourages proposals that highlight pathways for student mobility and transnational education alongside research collaboration.
This month, as many of our partners and communities usher in the Lunar New Year, I want to extend warm wishes for a prosperous and energising Year of the Horse. This is an important time across several of our key markets, and a reminder of the strong cultural and people-to-people connections that underpin international education.
Thank you for your continued support and collaboration as we continue to deliver on our shared ambitions for international education in 2026.

David Downs appointed Chief Executive of Education New Zealand Manapou ki te Ao
David Downs takes over following the recent departure of Amanda Malu, who was appointed Secretary for Children and Chief Executive of Oranga Tamariki – Ministry for Children.
ENZ Board Chair Tony Gray said Downs’ international and marketing experience, including his tenure as Chief Executive Officer of the New Zealand Story Group, makes him well placed to lead ENZ as it continues delivering the International Education Going for Growth Plan.
“David has an innate understanding of New Zealand and its competitive advantage in a rapidly changing world. Coupled with his leadership experience at New Zealand Story Group, he is well placed to lead ENZ at this time,” Tony said.
Downs is currently Chief Executive Officer of New Zealand Story Group, a role he has held since July 2021. Previously he has previously held a number of General Management roles at New Zealand Trade and Enterprise (NZTE), most recently working with the technology sector to help fast growing tech companies grow internationally and New Zealand companies adopt digital commerce channels to market. Prior to this he had an extensive career in leadership roles with Microsoft in New Zealand and Asia Pacific.
“David is a passionate New Zealander and storyteller by nature, and we are looking forward to his joining ENZ in June,” Tony said.
In the meantime, Dr Linda Sissons will continue as Acting Chief Executive and the Board will be working closely with her and the leadership team to ensure a seamless transition.

Strengthening New Zealand’s education links across South America
New Zealand has reinforced its education and research partnerships across South America following a high-level diplomatic and business mission led by the Minister of Foreign Affairs, Rt Hon Winston Peters from 1-9 March.
The mission visited Argentina, Uruguay, Brazil and Chile and included a cross-party parliamentary delegation, a business contingent and representation from the tertiary sector, signalling strong, unified commitment to deepening New Zealand’s engagement with the region.
Brazil: Renewed education cooperation and creative industries focus
In Brazil, education collaboration was a central outcome of the visit, with the signing of a new Education Cooperation Arrangement (ECA) between New Zealand and Brazil.
Signed in Brasília by Minister Peters and Brazil’s Executive Secretary of Education, Leonardo Barchini, the agreement refreshes and replaces the previous 2004 memorandum of understanding.
The new arrangement establishes a framework for deeper cooperation across all levels of education, including student and academic exchanges, joint research projects, vocational and technological education, and the sharing of best practice. Priority areas include diversity and inclusion, indigenous education and language revitalisation, digital education, teacher training and sustainable development.
Education New Zealand Manapou ki te Ao Market (ENZ) Development Manager, Bruna de Natale said the agreement sent a strong signal to students and education institutions alike.
“This is very positive news for the international education sector and should make it easier for more Brazilian students to study in New Zealand,” Bruna said.
“Stronger collaboration will encourage student exchanges at all levels, from English language courses to secondary and tertiary education, while also opening new pathways for researchers and institutions.”
The Brasília programme also highlighted the growing impact of New Zealand alumni in Brazil’s creative industries, with AUT alumnus David Schurmann recognised during multiple official events.
Chile: Alumni connections and new English language pathways

In Chile, ENZ worked with the Ministry of Foreign Affairs and Trade (MFAT) and New Zealand Trade and Enterprise (NZTE) to showcase the long-term value of a New Zealand education through an alumni event in Santiago.
The event brought together leaders across research, business and public sectors.
ENZ’s Director of Engagement for Latin America, Javiera Visedo said alumni remain New Zealand’s strongest advocates in the region.
“The stories we heard from Chilean alumni clearly demonstrate the lifelong value of a New Zealand education and the influence our graduates have across key sectors,” Javiera said.
In Rapa Nui (Easter Island), Minister Peters also announced a new four-week English scholarship programme for tourism professionals, a joint ENZ-MFAT initiative designed to support skills development in a high-impact sector and grow future English language student mobility.
Together, the mission’s outcomes underscore Latin America’s strategic importance to New Zealand and reinforce ENZ’s focus on building high-quality, sustainable education partnerships across the region.

From the Chief Executive: Shared ambition for the future of New Zealand international education

It was a pleasure to come together in Wellington this month when ENZ convened the Peak Body Forum, particularly with the Minister of Education, Hon Erica Stanford, joining us for an open and constructive discussion on the future of international education in New Zealand.
The Forum reinforced the strong momentum behind the International Education Going for Growth Plan. The Minister spoke about her ambition for the sector and her determination to unlock opportunities that will enable international education to achieve its full potential.
At the Forum, the Minister announced changes to post‑study work visa settings to support delivery of the Growth Plan. By supporting international graduates with valuable skills while maintaining high education quality, the changes make New Zealand more competitive internationally and reinforce our reputation as a destination of choice.
The Peak Body Forum continues to be a powerful example of what we can achieve together. Government agencies and peak bodies at the table, working collectively for the long-term success of New Zealand international education.
It was also a pleasure to attend ICEF ANZA in Wellington this month and connect with education agents and providers from New Zealand, Australia and around the world. I was proud to see New Zealand providers so strongly represented and to welcome our international agent partners. Te Herenga Waka Victoria University of Wellington and the Wellington City Council were magnificent hosts. Hon Erica Stanford made an inspiring address to welcome the delegates.
I want to sincerely thank sector stakeholders across the motu and around the world for the work you are doing every day to boost and grow New Zealand education’s profile internationally.
