From the CE: From planning to implementation on growing international education
Kia ora koutou,
It was wonderful to see the International Education Going for Growth Plan announcement in July coincide with positive student stories from regions such as Canterbury and the Waikato. These featured the rise in international student numbers across subsectors, and local councils celebrating international student achievements and community contributions.
This month we have turned our minds to implementation, with the launch of our Go-To-Market Plans. These plans focus on nine markets with the highest potential for growth: China, India, the United States of America, Sri Lanka, Viet Nam, the Philippines, South Korea, Japan, and Thailand.
The next step for ENZ is to develop ‘lighter touch,’ tailored plans for markets where we will maintain New Zealand’s strong presence and reputation for high-quality education: Germany, Brazil, Indonesia, Malaysia, the Gulf Cooperation Council countries, Chile and Colombia.
An incredible amount of cross-sector engagement has gone into progressing this work. I am grateful to education providers for the open and meaningful way you have responded over the past few weeks.
On 11 August, ENZ launched a new brand campaign – New Zealand Taught Me – that highlights stories of alumni of New Zealand, aiming to connect emotionally with the values and aspirations of globally-minded prospective international students.
Delivered at pace, this campaign is designed to reignite and heighten interest in New Zealand as a study destination, ahead of the full launch of a New Zealand global brand platform later in the year. If you have not seen the campaign hero video, you can view and reshare it off this link.
Next month, I will be attending the 35th European Association for International Education (EAIE) Conference in Gothenburg, Sweden, followed by the ICEF Monitor Global Summit in London, UK, where I will be sharing insights on students’ preferences for study in New Zealand and our plan to build international student enrolments over the next 10 years.

Introducing International Education Sector Future Directions
“The challenge sector representatives are seeking to address is to identify a series of priorities and actions in international education that can be worked on collaboratively,” said ENZ Chief Executive Grant McPherson.
The programme is complementary to the recently launched cross-government International Education Strategy for New Zealand, which was co-developed by ENZ and the Ministry of Education.
“Priorities identified through the workshops include more collaboration, facilitating student pathways, joint activation of new markets offshore and prioritising the student when it comes to decision making,” said Grant.
The work was initially proposed at September’s International Education Peak Body Forum, attended by representatives of Universities New Zealand, ITP International, Quality Tertiary Institutions, Independent Tertiary Education NZ (ITENZ), English NZ, Schools International Education Business Association of NZ (SIEBA) and Independent Schools NZ.
Five sub-sector workshops were held in October and November, run by an independent facilitator, with a range of representatives attending each. Areas of common interest were fed into a pan-sector workshop at the end of November. The Peak Body Forum will govern the process from this point.
“This piece of work is a long-term project – and we plan to keep the sector as updated as possible throughout the process to ensure everyone has the chance to contribute,” said Grant.

From the CE: Welcoming back our international students
Many of these students have travelled to New Zealand for the first time, leaving their families and friends behind to explore a New Zealand education experience. It’s a big deal for them, and for us. Normal student visa processing only just resumed a few weeks ago, and so most of the students are here thanks to the cohort processes that you supported, or as short-term visitors from visa-waiver countries with strong links to New Zealand.
Thank you for making them so welcome, and for sharing their stories through the media. Education New Zealand Manapou ki te Ao has been pleased to support these welcomes by providing Tū Ngātahi pins to share with the students. The pins were created to welcome and demonstrate our support for international students – Tū Ngātahi is a te Reo Māori phrase calling us to ‘stand together’. The Pikorua twist design is inspired by the pikopiko fern, whose fronds curl around one another, which is a symbol of the connection of cultures and the importance of friendship.
You can read about the recent international student welcome at Waitangi in this edition of E-News, and I’m looking forward to meeting students in Christchurch later this week.
Our 29th international education sector conference, NZIEC KI TUA 2022, finished on Friday – what a great event! There were some exceptional speakers, fascinating discussions, not to mention a few funny moments behind the scenes. The virtual conference, with its themes of Reflect, Reconnect and Renew broke previous records by attracting 1,065 attendees. Thank you to all of you who took part and helped make this such a successful event. All the sessions were recorded, and they will remain available to you on the event portal until 16 September 2022.
As I mentioned at the conference, ENZ has recently made some changes to our leadership team, to ensure we are well placed to work with you on the rebuild of international education. We now have two new roles in ENZ’s senior leadership team that are specifically focussed on meeting your needs as a sector: GM Sector Engagement, and GM Sector Services. The newly appointed GM Sector Engagement is Wendy Kerr, who will join us in October. Sahinde Pala, who will already be well known to many of you from her work at ENZ since 2016, has been appointed GM Sector Services. In addition, the role of Ed Tuari as our Manukura - Chief Advisor Māori is now also part of the senior leadership team. This change reflects the importance of our work to transform the understanding of international education and ensure the education system delivers with, and for, Māori in the international context. Wendy and Sahinde are both profiled in this edition of E-News, and you can see the full senior leadership team on our website here.
Finally, I want to acknowledge the work done by our international teams every day around the world, on behalf of New Zealand’s international education sector. There are numerous stories in E-News each month that provide a glimpse of some of their activities. In this issue, you can read about new scholarships, digital exchanges, workshops for education agents, education cooperation agreements, and more.

New resource to support international student wellbeing

A mental health resource to assist staff working with international secondary school students has been created by the Schools International Education Business Association (SIEBA).
In response to the Government's International Student Wellbeing Strategy, SIEBA undertook a review of the mental health and wellbeing resources for international students last year. Acknowledging that this can be a sensitive and complex topic, they identified the need for a go-to resource to help front-line school staff with issues that may affect international students.
This free resource, on the SIEBA website, is available to all New Zealand providers and includes information on common mental health issues, barriers that may prevent international students from seeking support and downloadable resources. It is designed to complement work currently undertaken in schools and elsewhere.
SIEBA Executive Director, John van der Zwan, says the support for mental health and wellbeing is important for all students and those moving countries and cultures may face extra challenges.
“This resource will build capacity and capability in the sector, helping staff support international students and ensuring they have an excellent educational experience in New Zealand.”
SIEBA developed the content in close consultation with a range of health care providers. It is not intended to replace professional medical advice but to assist school staff to identify possible issues and enable them to direct students to the appropriate professional services.
While initially designed for secondary school staff, SIEBA plans to expand the resource and share it on other platforms in the future. Click here to browse SIEBA's mental health resource kit.

International student enrolments continue upward surge
“Enrolments are steadily rising to pre-pandemic levels, with 2024 enrolments (83,425) now at 72 percent of 2019 totals (115,705).
“New Zealand reaps a broad range of economic, social and cultural benefits from having international students in our midst. International education boosts our economy, creates business opportunities, fuels innovation, and delivers essential cross-cultural skills for a more connected world.
“This sustained growth highlights the international education sector’s progress towards achieving the Government’s Going for Growth Plan goal of doubling the export revenue from international education by 2034.
“Universities and government-funded private training establishments (PTEs) are close to matching 2019 enrolment numbers. We are seeing enrolments grow across universities, schools, Te Pūkenga/NZIST, government-funded PTEs, and English language schools subsectors. In 2024, the strongest year-on-year growth was seen at government-funded PTEs (+59%) along with primary (+53%) and intermediate (+32%) schools.
“Universities saw 33,485 total enrolments, schools had 18,350 enrolments, while Te Pūkenga/NZIST and government-funded PTEs each had 10,270 and 10,185 enrolments, respectively.
“More international students are now enrolled for master’s study programmes in New Zealand. Between 2023 and 2024, there has been a 68% increase in master’s enrolments, with 14,695 international students in 2024, up from 8,740 in 2023. This is an 85% increase compared to 2019 when we had 7,945 enrolments for master’s study.
“The overall rise in enrolments at the national level is underscored by a diversity of regions leading strong growth from 2023, including Waikato (+50%), Hawke’s Bay (+44%), West Coast (+185%) and Gisborne (+156%). The Waikato region is notable in that it has seen significant growth across multiple subsectors: universities, Te Pūkenga/NZIST, government-funded PTEs and schools.
“China and India remain the top two source markets for international student enrolments with 34% and 14% enrolments respectively, followed by Japan (9%), South Korea (4%), Thailand (3%), United States of America (3%), Germany (3%), the Philippines (3%) and Sri Lanka (3%),” Malu says.

Government-funded PTEs are PTEs that receive government student funding for learners who are defined as domestic students under the Education and Training Act 2020 (note that PhD and exchange students are defined as domestic students under the Act).

International education adds value across New Zealand
The reports follow theEconomic Impact of International Education 2015/16 released in November 2016. While that research looked at the New Zealand-wide picture, the latest reports, commissioned by ENZ, detail mean living costs and tuition fees, the number of jobs supported and contribution to GDP in specific regions – covering Northland, Bay of Plenty (including Tauranga and Rotorua), Taranaki, Manawatu-Whanganui, Hawke’s Bay, Nelson Marlborough, Otago (including Dunedin and Queenstown) and Southland.
As well as economic gain, the social and cultural benefits of international education have also been felt across the country – among students, teachers, families, businesses and communities.
MetOcean Solutions, a Taranaki-based company specialising in oceanography and marine forecasting, has found enormous help in Mariana, an international student from Brazil. Dr Malene Felsing, MetOcean Solutions Science Communications, said Mariana’s cultural insights have been a big help for the company, which exports to South America.
“Having Mariana on hand to tell us about the culture there, what kind of marketing people respond to, and how to foster relationships has been very helpful – and the fact that she speaks Portuguese is an added bonus,” said Felsing.
In Whanganui, Rosie Austin, Director of International Students at Whanganui Collegiate School, said international students contribute to the wider community as well as within the school.
“As members of the school choir, youth orchestra and jazz band, our international students are out and about performing for the local community. Some play in the Whanganui Orchestra, one has been invited to play in the New Zealand Junior Symphony Orchestra, and another in the recent International Flute symposium in Christchurch.”
In Tauranga, Janelle and Brendan Mark are one of countless host families who welcome international students into their home each year. The Marks are currently hosting Aki, a 16-year-old from Japan, who Janelle and Brendan’s children, aged 8 and 12, particularly enjoy having in the home.
“Aki has already taught them some Japanese and how to make origami," said Janelle.
“She is a big part of our family and is going to be a hard one to let go of at the airport in December. Though I have no doubt we’ll do it again next year. It is a huge responsibility taking care of someone else’s child, but it’s a wonderful and rewarding experience.”

Revised code of practice for international education providers
The code outlines ten outcomes sought from education providers for the care and support of international students.

- offers enrolment and contract
- immigration criteria
- adequate orientation
- safety and well-being
- student support, advice and services
- managing withdrawal and closure
- dealing with grievances
- compliance with International Student Contract Dispute Resolution Scheme
The New Zealand Qualifications Authority will administer the code and impose sanctions against education providers who breach it.
New Zealand was one of the first countries in the world to adopt a code of practice in 2002. This new code will ensure New Zealand remains a world leader in the pastoral care of international students.
The international education sector has been growing strongly. To sustain this growth, it is imperative that we ensure international students receive a high quality education and have a positive, well-supported experience whilst studying in New Zealand.
A new International Student Contract Dispute Resolution Scheme (DRS) has also been established to resolve contractual and financial disputes between international students and education providers.The new dispute resolution scheme will provide a faster and more effective forum for resolving contract and financial disagreements between students and providers. Both the code and the disputes resolution scheme come into force on 1 July 2016.
The revised code and the dispute resolution scheme are part of the Education Amendment Act 2015 and follow extensive consultation across the sector.Further information about the revised code can be found here.

Letter from the CE: $4.28 billion valuation a great result
This places international education (onshore and offshore delivery) as New Zealand’s fourth largest export industry, and puts us well on the way to achieving our goal of a $5 billion economic value by 2025.
This achievement belongs to our education providers for delivering high-quality education programmes, the government bodies who work together and keep student well-being at the heart of the industry, and the Kiwis who welcome young people from around the globe into their homes and communities. This is what keeps bringing students to our shores.
As we know, economic contribution is just one aspect of international education, with the social and cultural benefits (though harder to quantify) being equally important.
International education connects New Zealanders with the world in a personal and meaningful way, and provides a global perspective to our institutions and communities. International students bring a rich cultural diversity, and allow Kiwi students to learn about the world by bringing the world to them. Students are exposed to different ways of thinking and looking at things, helping them to become more outward-looking and accepting of other cultures.
Of course, international education is a two-way flow. While New Zealanders are increasingly aware of the benefits of having international students here, there is ample opportunity for young Kiwis to go out into the world and experience the benefits of international education for themselves. This, I hope, will be a growing focus for the industry.
The new valuation is a clear reflection of New Zealand’s successful approach for both providers and students. It also demonstrates that great things that can happen when we work together. Let’s keep working together for the benefit of all.
