  • Education New Zealand welcomes urgent changes to pastoral care for domestic students

    ENZ Chief Executive Grant McPherson says, “The New Zealand education sector has long been recognised as leading the way in providing great pastoral care for international students, and we welcome the news that a code for domestic tertiary students will be introduced next year.”

    New Zealand has had a compulsory Code of Pastoral Care for International Students since 2002. The Code provides an additional duty of care to provide assurance about the quality of the New Zealand system to prospective students and their families.

    International students already have strong protections in place in the existing Code of Pastoral Care for International Students, including safety, wellbeing and accommodation and they will continue to be well supported to have an excellent experience while studying during 2020.

    McPherson says international providers need to be aware of one important change that affects them. New offences and penalties introduced today will also apply to institutions enrolling international students. These offences and penalties are for severe breaches of the Code.

    The interim domestic tertiary code will be in place from 1 January 2020 until 1 January 2021. Next year, the Government will develop a permanent Code of Practice with significant sector engagement to ensure it is enduring. This will provide an opportunity to address any gaps in the current Code of Pastoral Care for International Students, in time for 2021.

    “Education New Zealand welcomes any initiative that ensures all students receive a high-quality education and a positive experience that supports their educational achievement.”

  • Investment in growing academic mobility with South America

    ENZ invites proposals for new research

    ENZ and Brazil’s São Paulo Research Foundation (Fundação de Amparo à Pesquisa do Estado de São Paulo – FAPESP) are jointly funding new research projects to encourage academic cooperation and mobility between our countries.

    Each is contributing $100,000 to enable eight or more established academic researchers across all fields, to conduct research in the other’s country. The first year of the funding agreement will act as a pilot.

    FAPESP is a public foundation with a mission to support research projects in higher education and research institutions, in all fields of knowledge. 

    As part of the agreement with FAPESP, successful applicants from New Zealand will develop their projects in cooperation with researchers in Brazil. The researchers will then travel to Brazil to undertake the research with their partners. Brazilian researchers will be funded to come across to New Zealand in turn. 

    ENZ General Manager International, Lisa Futschek, says the funding collaboration will create opportunities for New Zealand researchers that did not exist before.

    “South America is a key market for Education New Zealand – particularly in relation to outbound academic mobility. This new funding collaboration showcases ENZ's commitment to creating new pathways for New Zealand institutions with South America."

    This announcement builds on years of relationship-building, and an agreement with Universities New Zealand (UNZ) in November 2016 to enhance cooperation, enable academic mobility and encourage the exchange of knowledge between participating higher education institutions.

    ENZ Senior Market Development Manager – Brazil, Ana Azevedo, says: “The professors and researchers that will be involved in these research projects will have the opportunity to play a vital part in driving this relationship forward. They will be ambassadors for their university and New Zealand.”

    Universities explore deepening 'south-to-south' connection with delegation

    This October, senior academics and researchers from all eight New Zealand universities took part in a 10-day visit to Colombia and Brazil. The delegates explored options to collaborate in new areas such as pharmaceutical sciences and build on previous historical collaboration in areas such as agri-business.

    In Colombia, the delegation were part of the official New Zealand presence at Conference of the Americas on International Education (CAIE-CAEI). 

    “At CAIE-CAEI, members of the delegation spoke on a panel to highlight areas of ‘south to south’ academic collaboration between Latin American and New Zealand universities,” says ENZ Regional Director – Americas and Europe, Amy Rutherford.

    In Brazil, the delegation met with the Oswaldo Cruz Foundation (“Fiocruz”), the most prominent health-focused science and technology institute in Latin America.

    They also visited the University of Campinas (UNICAMP) and São Paulo State University (UNESP). At UNESP, the programme included meetings with Brazilian academics from universities across the country, including the Federal University of Minas Gerais (UFMG), the Federal University of Rio Grande do Sul (UFRGS), the Federal University of Parana (UFPR), the Federal University of Rio de Janeiro (UFRJ), and the University of São Paulo (USP).

    In both Colombia and Brazil, the delegations participated in ‘Innovation and Education in New Zealand’ seminars for students, where they met with undergraduate and postgraduate students interested in studying in New Zealand. These seminars were co-hosted by members of the Universities New Zealand (UNZ) Latin America Elite Agent programme.

    “I was pleased to see the high calibre of the New Zealand, Colombian and Brazilian academics and researchers who came together during the 10-day programme," Rutherford says. "The future of New Zealand-Colombia and New Zealand-Brazil academic and research collaboration looks bright!”

  • Te Wiki o te reo Māori - Māori Language Week 2022

    The Ikubunkan Institute of Education in Tokyo facilitates a one-year study abroad programme for students to attend high schools in New Zealand, Australia and Canada. Pre-COVID, Ikubunkan sent 100 students annually to NZ for three terms at 100 public schools.

    Because students have learned kapa haka/waiata at different schools they have developed their own Ikubunkan’s style of kapa haka when practising as one school.

    Ikubunkan students performed haka for the former Māori Development Minister Te Ururoa Flavell, who visited the school in 2016. They also performed haka for the Prime Minister at the NZ Embassy Tokyo, when she visited Japan during the RWC in 2019.

  • From the CE: 2023 is off to a flying start

    Following the appointment of Chris Hipkins to Prime Minister, last week we welcomed our new Minister of Education, Jan Tinetti. Minister Tinetti knows education well. She has over 20 years as a primary school principal, in four schools across Southland and Tauranga. She also holds a Diploma in Teaching (Primary), a Bachelor of Education and Master’s in Education with First Class Honours, from the University of Canterbury.  

    Both appointments are good news for international education. We have both a Prime Minister with rich knowledge and appreciation for the many benefits that international education brings working alongside a Minister of Education who has significant education experience. 

    The first month of the year saw significant announcements in China, an important partner country. The first was the change to the Zero-COVID policy, followed shortly after with the decision by the Chinese qualification recognition agency to revert to pre-COVID settings for online qualifications. Chinese students were already returning to study in New Zealand and these announcements will encourage this further.   

    In response to these changes in China our team collaborated with Tourism New Zealand to drive awareness of New Zealand as a short-term study destination. Late last year we put the New Zealand education brand back on the map in Colombia with an important event in Bogota. I am also excited to see the relaunch of the New Zealand Schools Scholarships – our flagship initiative for Viet Nam.  

    The first month of the year also saw our first iwi-led Prime Minister’s Scholarship for Asia recipients (Te Piriru Marae, Ngāti Maniapoto) travelling to Hokkaido for six weeks, forging connections with the indigenous Ainu people of Japan. There will be more on this in next month’s ENews.  

    While I’m on the subject of the Prime Minister’s Scholarships the most recent round of applications saw a significant and very pleasing increase in Māori participation to 22 percent up from five percent from 2016 to 2019. We are eager to continue this increase and will be partnering with iwi to raise it further in the March group application round. 

    After the challenges of the past couple of years, a flying start was exactly what we needed and I am very pleased that is what we have.

  • First marae-led Prime Minister’s Scholarships for Asia recipients build indigenous connections in Japan

    The first marae-led Prime Minister’s Scholarships for Asia recipients (members of Te Piruru Papakainga, Ngāti Maniapoto) visited Japan for a six-week visit that included a customised internship that connected them with indigenous Ainu organisations and villages in Hokkaido.  

    ENZ’s Manukura Chief Advisor Māori, Ed Tuari and Director of Education – Japan, Misa Kitaoka, welcomed the scholarship recipients in Tokyo in early January.  

    This is a great outcome for the Prime Minister’s Scholarship Programme, which has seen an increase in Māori participation. The latest round of applications for the scholarships saw an increase in Māori participation to 22 percent in 2022 from 5 percent from 2016 to 2019. 

    ENZ is eager to continue partnering with iwi, marae and whānau groups to raise Māori participation in the Prime Minister’s Scholarship programme, particularly in the current group round that opened for applications in March.  

    ENZ’s Manukura Chief Advisor Māori, Ed Tuari said it was a privilege to participate in what is an important milestone for building indigenous connections between Māori and the Ainu people of Japan. 

    “This is a significant achievement for ENZ Manapou ki te Ao. I want to acknowledge this collective achievement as we break new ground with this marae-led group of PMSA recipients. 

    “It’s hugely encouraging to see the increase of Māori participation in the latest round of the scholarships. This is a demonstration of ENZ ‘walking the talk’ to ensure Māori are better represented in opportunities to share and learn on the global stage, as well as promote indigenous to indigenous exchanges.” 

    ENZ’s Director Scholarships Carla Rey Vasquez said she was excited to see the growth and learnings that these programmes would bring to the wider whānau and iwi.  

    “Our scholarship recipients cherished the opportunity to connect with indigenous communities in Japan, and they particularly appreciated the value of reciprocity as well as the importance of generational knowledge being shared along. 

    “We look forward to continuing to raise Māori participation in the Prime Minister’s Scholarship programme.” 

    The latest visit by scholarship recipients has also been a good opportunity to enrich the existing education connections between New Zealand and Japan under a Memorandum of Understanding between New Zealand and the Hokkaido Government, which was renewed in 2022.  

    The customised internship that saw scholarship recipients visit Ainu villages and organisations, was organised by the Hokkaido Government and the Hokkaido Board of Education.  

    ENZ’s Director of Education – Japan, Misa Kitaoka, said the visit by scholarship recipients was timely as Japan starts to promote Ainu history, language and culture.  

    “The Ainu people received official recognition as ‘indigenous people of northern Japan’ from the Japanese government in 2019. As the government begins to promote Ainu history, language, and culture in Japan, Ngāti Maniapoto’s visit to Hokkaido was timely and appreciated by the Ainu community to learn about how New Zealand society has embraced Māori language and culture.”

  • Brazil and New Zealand united on sustainability – check out the Kōrerorero: Voice of the Oceans

    Science, sustainability, and innovation were the focus of a special edition of Kōrerorero, which presented the Voice of the Oceans initiative. The online event, held in late August, showed the importance of education for building a more sustainable planet and highlighted the potential of cooperation between Brazil and Aotearoa New Zealand on issues related to the future of the planet. 

    Kōrerorero was produced by Education New Zealand Manapou ki te Ao (ENZ) in Brazil and featured an introduction by Bruna de Natale, ENZ’s market development manager in Brazil. It was the first time that the event was broadcast in Portuguese, with simultaneous translation into English. 

    New Zealand Ambassador to Brazil, His Excellency Mr Richard Prendergast formally welcomed attendees to the event. 

    “The ocean and its resources are under pressure due to human activities, such as overfishing and pollution,” said Richard. “New Zealand’s approach to promoting a healthy ocean and ensuring good management of its resources involves education, to reinforce decision-making based on traditional knowledge and support development,” he added. 

    The kōrerorero featured the CEO of Voice of the Oceans, David Schurmann, who is an alumni from Aotearoa New Zealand – he has a degree in Cinema from Auckland University of Technology and, in addition to his work at Voice of the Oceans, is a filmmaker. His film “Little Secret”, from 2017, was chosen as the Brazilian representative in the competition for one of the places in the best foreign film category at the Academy Awards. He is part of the Schurmann Family, which since 1984 has carried out maritime expeditions around the world to promote sustainability. 

    Currently, the sailboat Kat, from Voice of the Oceans, is sailing around the world to raise awareness about the importance of combating pollution caused by plastic in the oceans. In November the boat will arrive in Auckland, at the end of its journey around the globe. The boat was named Kat after Kat Schurmann, David's kiwi sister. 

    “Voice of the Oceans was created because we are eyewitnesses of what has been happening in the oceans, which is plastic pollution,, warned David Schurmann during the Kōrerorero. “Over the last twenty years, as we've travelled around the world, we've noticed an increase in plastic waste in the seas,” he added. 

    David also explained the role Aotearoa New Zealand played in creating Voice of the Oceans: “Part of it all has a direct connection to New Zealand – I lived and studied there for six years, where I trained as a filmmaker in the 90s. It was during this period that I realised that the New Zealand population already had a very strong ecological awareness, and that was the seed that helped me create Voice of the Oceans”, said David. 

    In 2016, upon returning from a trip around the world, David and his family decided it was time to give the oceans a voice, to unite humanity around environmental protection. The objective of the initiative, according to him, is to unite people and countries in favor of practical solutions for the preservation of the seas. 

    Alexander Turra, professor at the Oceanographic Institute of the University of São Paulo, classified as the best in Latin America in the latest edition of the QS World Rankings, also participated as a panelist in Kōrerorero. “We need to put the sea in people's heads, hearts and souls, so that they realize that we are intrinsically connected to it,, said Alexander. “The ocean is the foundation of what happens on the planet, so preserving the Earth starts there.” 

     

    Kōrerorero also had the contribution of New Zealand based Brazilian researcher João Souza, leader of the Moana Project, which seeks to understand the impact of climate change and extreme events on the main food sources linked to the ocean, in Aotearoa New Zealand. According to João, the project works through partnerships with the fishing industry and communities living in coastal regions, making use of their traditional knowledge. 

    “We have sensors on fishing nets, so every time fishermen throw that net into the sea, our sensors pick up signals. Thus, we are able to generate information about the ocean, even predicting the occurrence of extreme events. The knowledge acquired is shared with everyone involved”, explained João. 

    The debate was mediated by Jaqueline Gil, director of international marketing and sustainability at Embratur – Brazilian Tourist Board. There were 185 registrants before the event, which was accompanied live by 69 people, who received a certificate of participation. The Kōrerorero recording is available in Portuguese and English on the ENZ online platform.

    114 New Zealanders receive scholarships to Asia and Latin America

     

    New Zealand’s connections with Asia and Latin America are set to receive a boost with the announcement of 114 individual recipients of the Prime Minister’s scholarships for Asia and Latin America over the next year, Acting Chief Executive for Education New Zealand Manapou ki te Ao (ENZ), Linda Sissons announced today.   

    The latest round will see scholarship recipients heading to destinations including Japan, Korea, Malaysia, China, India, Viet Nam, Mexico, Colombia, Brazil, and Chile for study and internship programmes. The individual scholarships follow the group scholarships awards of earlier this year which saw 14 groups of New Zealanders travelling to study in Asia and Latin America.    

    Scholarships have been awarded to recipients from a wide range of regions from around New Zealand, including Rotorua, Taupo, Gisborne, Hastings, Feilding, Tauranga, Auckland, Hamilton, Wellington, Palmerston North, Christchurch, Dunedin, Riwaka and Oamaru.    

    “The Prime Minister’s Scholarships offer a fantastic opportunity for New Zealanders to foster lifelong connections as they learn and grow their understanding of cultures and business practices across Asia and Latin America”, Acting Chief Executive for Education New Zealand, Linda Sissons said.   

    “The scholarships are awarded to enable recipients to undertake a range of global study opportunities, from language learning and exchange study to internships.  

    “Over the next year, recipients will embark on semester exchanges, medical electives, language immersion and indigenous integration programmes, internships, and research projects in areas such as architecture and healthcare engineering.   

    “The scholarships continue to enable a rich exchange of knowledge, ideas and culture for New Zealanders through reciprocal study opportunities and increase global understanding of the strength and quality of our education system”.

    About the Prime Minister’s Scholarships for Asia and Latin America   

    The Prime Minister’s Scholarship programme aims to strengthen New Zealand’s ability to engage with Asian and Latin American trading partners, improve the internationalisation of New Zealand tertiary institutions​, showcase the strength and quality of New Zealand's education system and grow inter-cultural awareness and connections between New Zealand and other countries.     

    The scholarships offer flexible funding to support both short- and long-term programmes, including study abroad or exchange, internships, postgraduate study, and language programmes.    

    The Prime Minister’s Scholarships are funded by the New Zealand Government and administered by Education New Zealand Manapou ki te Ao.    

    The Prime Minister’s Scholarships for Asia (PMSA) were launched in 2013 and extended to Latin America (PMSLA) in 2016. To date, 4,155 scholarships have been awarded under the programme.   

    There are two scholarship rounds each year, and applications for the next scholarship round will be open to group applicants in March 2024. Many scholarship recipients are enrolled in tertiary institutions across New Zealand, but this is not a requirement for the scholarship. Any New Zealand citizen or permanent resident over 18 years old can apply for a scholarship.
