New Zealand-Viet Nam education ties deepen
This is the first New Zealand Government scholarship programme offered exclusively to Vietnamese secondary school students.
“A total of 36 New Zealand schools from nine regions are taking part in the scholarship initiative,” said ENZ Chief Executive Grant McPherson.
“We expect the programme will build partnerships and profile for New Zealand education across Viet Nam.
“The way we’ve tailored the scholarships to involve multiple regions across New Zealand also reflects a government commitment to ensuring the benefits of international education are shared widely.”
Among the 36 scholarships are 11 He Tohu Awhero (Ambition) scholarships supporting 30% of the tuition fees for the first year of study, and 25 He Tohu Hiranga (Excellence) scholarships supporting 50% of the tuition fees for the first year of study. One outstanding student recipient of the He Tohu Hiranga scholarship will be offered 100% of tuition fees for the first year of study.
Later this month, 35 of the New Zealand schools taking part in the initiative will visit schools in Ho Chi Minh City and Hanoi to promote the scholarship and explore further collaborations.
Entries for the scholarships opened 1 March and the Vietnamese students will begin their study in Term 3, starting 22 July 2019.
Alongside the scholarship initiative, ENZ has also signed a Collaboration Arrangement with Ho Chi Minh City Department of Education and Training, the aim of which is to deepen the education relationship between New Zealand and Ho Chi Minh City, the largest city in Viet Nam with 13 million people in the metropolitan area.
“As part of this MoU, we will be exploring a range of partnership opportunities which includes the opportunity for New Zealand teachers and students to have an international education experience in Viet Nam,” said Grant.
“New Zealanders have a lot to gain from exposure to other cultures – language learning, for example. These experiences also expose our students and teachers to new possibilities.”
The Collaborative Arrangement and scholarship programme are part of a broader work programme being driven by ENZ.
Vietnamese school students studying in New Zealand contribute an estimated NZD $21m to our economy (2017 figures released in 2018).

Manaaki New Zealand scholars come together at first ever conference
The conference – the first in the Manaaki New Zealand Scholarships programme’s 70-year history – brought together 520 scholars from 54 countries.
A joint endeavour by the New Zealand Ministry of Foreign Affairs and Trade (MFAT) and Education New Zealand Manapou ki te Ao (ENZ) – - the conference programme was developed around the theme of ‘Enduring Connections: Global Partnerships and Sustainable Development’. A range of activities were made available to scholars’, including leadership and diplomatic panel discussions, thematic breakout sessions, and a cultural evening which allowed them to connect, learn and share experiences with others who are navigating similar academic journeys.
MFAT’s Unit Manager, Scholarships, Alexandra Grace, said that seeing this event realised has been a long-standing ambition for the programme. “And it exceeded all expectations.”
“Seeing scholars connect and forge networks that span geographic and thematic areas – gives us all the more reason to seek to make this an annual event.”
ENZ’s Director Scholarships, Carla Rey Vasquez, said the event was a huge success, receiving high praise from both education providers and scholars.
“We’ve had fantastic feedback and I’m really proud of what we have achieved. Carla said.
“We are delighted with how the conference enriched the learning experience of our tertiary scholars. It was a wonderful opportunity for scholars to grow their understanding of leadership, build their networks and strengthen their affinity to New Zealand.”

General Manager – Sector Services, Sahinde Pala, said the conference highlighted the rich legacy of the scholarship programme and the enduring benefits it brings to New Zealand and its partner countries.
“A major highlight for me was when [during a panel discussion] Her Excellency Felicidade de Sousa Guterres of Timor-Leste read out a long list of current Members of Parliament and senior diplomatic personnel of Timor-Leste, who were all past Manaaki scholars!
“The conference really brought home the power of these scholarships and the long-term outcomes they have for New Zealand and our partner countries. The event’s cultural evening treated us to performances from 13 different groups of scholars – the energy and pride on show was just fabulous!” Sahinde said.
ENZ’s General Manager – Māori, Ed Tuari who along with mana whenua led a heartfelt Mihi Whakatau for the conference described it as “absolutely magical”.
“It was wonderful to see how the conference enabled a rich diversity of cultures that our scholars come from to be showcased over the two days.”

Children must be ready for jobs ‘that do not yet exist’
Many children will end up working in jobs that do not yet exist, said Minister-in-charge of Singapore's Smart Nation initiative Vivian Balakrishnan. “We need to go beyond just the formal school curriculum”, he said, adding that the ABCs needed in school must be advanced: A for aesthetics (technology), B for building (applying) technology, and C for communication, to bridge the gap between user and technologist.

Junior high students rip elementary English as ‘useless’
In a new survey, 82.6 percent of sixth-grade students believe an English education is useful, but that figure plunged to 53.9 percent after they entered junior high. Researcher Yumiko Fukumoto said the loss of interest is lack of confidence in ability: “In junior high schools, children don’t spend much time on speaking or writing and the program is mostly based on translating and memorizing.”

UNITED KINGDOM
Scrap fees for international students and use foreign aid budget to bring them to UK
The number of EU students applying to UK universities has fallen by 7 per cent since the Brexit vote. A professor of Economics at the University of Buckingham said the higher tuition fees is “extortionate” and should be scrapped altogether to encourage applicants. Instead, he said the Government should take money from the Department for International Development to recruit candidates and enable student mobility. Any leftover funding should be available to promote research collaborations anywhere in the world, he added.

International Student Hardship Fund
Thank you for all the applications we have received.
The Fund has now been allocated and we are no longer able to accept applications.
The Government has established a $1M hardship fund for international students to address urgent, temporary needs, for example temporary inability to access cash or because of reduced part-time employment.
Criteria
We welcome applications from education providers and organisations to apply for grants of up to $20,000 (GST not to be included) to enable you to provide eligible international students with direct financial relief or other support, including food parcels and support towards living costs.
Organisations can apply for grants up to $20,000.
Applications can be made from 21 May until funding has been allocated.
Which organisations are eligible to apply to ENZ for grants?
- Education providers who are signatories to the Code of Practice
- Community groups
- Peak bodies, or
- Other organisations who currently work with international students and have the mechanisms and experience to support international students with hardship requests.
Individual students and education agents may not apply to ENZ to access the fund.
What grants are available?
- Eligible organisations may apply for grants of up to $20,000 (GST not to be included) per request to the fund.
- Grants are one-off; however, the same organisation may make additional requests after using their initial funding (subject to the availability of funding).
What can grants be used for?
The grants may be used to:
- scale up existing student hardship initiatives
- support eligible students through:
- Direct cash grants
- The purchase of resources on behalf of international students, such as food parcels, where this is appropriate.
- The maximum amount that can be applied for is up to $1,000 per international student your organisation is supporting.
- Funds may not be used for:
- Salaries or staff administration costs
- Funding for flights home
- Tuition fees
- Granting individual students support of more than $1,000 in cash or kind.
Which students are eligible for support?
- Grants can only be used to provide support to eligible students.
- An eligible student is:
- A current fee-paying international student, or enrolled as a fee-paying international student as at 23 March
- Currently in New Zealand
- In genuine, temporary hardship[1]
- Not eligible for other government financial support.
- International PhD students paying domestic fees are eligible for the government’s domestic student hardship fund and should be encouraged to seek help from that scheme in the first instance.

How do organisations apply?
- To apply for grant funding, organisations must complete and submit an online application form to ENZ.
- Organisations will need to provide the following information:
- Their strategy and approach to identifying students in need, including outreach efforts and ensuring eligibility criteria are met
- Estimated number of international students and basic demographics (e.g. age range, sector, nationalities, region)
- Total amount requested, what it will be used for, and how it has been calculated
- The organisation’s resources to ensure appropriate distribution
- Agreement to meet reporting requirements (including publication) and to repay any underspend within 12 weeks of having been granted the funds
- Invoice and bank details for payment.
- Process – Applications are now closed.
- Assessment of applications will be completed within five working days. Approval will be notified by email, as will confirmation of distribution of funds.

Reporting requirements:
- Organisations will need to report to ENZ on:
- The number of students assisted, and basic demographics (e.g. age range, sector, nationalities, region of New Zealand)
- The type of assistance provided
- How much was provided.
- To demonstrate programme outcomes, and as part of its commitment to ensuring value for money from expenditure, ENZ will publish reports from participating organisations in whole or part.
