Supporting your international students
Through our NauMai NZ resource, ENZ is continuing to provide up-to-date information and advice especially for international students. We encourage and welcome all international students in New Zealand to join NauMai NZ.
COVID-19 testing
COVID-19 related care – including diagnosis, testing and treatment – is provided free of charge to anyone who requires it, including international students. This is irrespective of citizenship, visa status, nationality, NHI number or level of medical insurance coverage. See more information on free COVID-19 testing.
Some countries require travellers to confirm a negative COVID-19 test before they leave New Zealand. If your student is in this situation and requires a test prior to departure, they can organise this through Healthline or their GP, but they will need to pay for it. See questions and answers on pre-departure COVID-19 testing.
covid19.govt.nz has help and advice in several different languages, including simplified Chinese, Hindi and Korean.
Financial support
This is a really difficult time for a lot of people financially, including some international students.
The Assistance to Foreign Nationals Impacted by COVID-19 Programme opened on 1 July 2020. Any foreign national in New Zealand – including international students – may apply for this support if they are experiencing temporary hardship due to the effects of COVID-19.
If they are eligible, students will receive support to help them meet basic needs like rent, electricity, food and clothing. Each applicant’s circumstances will be considered at an individual level to ensure support reaches those who need it most. Eligibility is established through a series of checks on visa and employment status, savings, outstanding debts and alternative sources of income or in-kind support.
If you know of a student who is in need of temporary hardship support, please encourage them to apply at this link: https://foreignnationals.services.govt.nz/
There may be opportunities for people, including international students, who are in extreme hardship to return home through the Foreign Nationals Programme. If you know of a student who wants to return home but can’t afford the flights, then please encourage them to apply to the Programme for this additional assistance.
If they require assistance with translation support or have questions about criteria and eligibility, they can call 0800 RED CROSS and ask to speak with the Visitor Care Manaaki Manuhiri team.
Visas
Ongoing border closures and travel disruption around the world are making it challenging (and in some cases impossible) for students to return home. If you have international students whose visa is due to expire in the next few months and they are unable to leave New Zealand on the date originally planned, then please make sure they have applied for a new visa.
If they do not apply for a new visa before their current visa expires, they will become unlawful and this will affect any future travel plans. Students also have the option of applying for the COVID-19 short-term visitor visa.
Embassy and consular assistance
If you have an international student in hardship and their situation is not likely to improve in the medium to long term, then they are advised to consider all their options, including returning home.
Students should contact their home country embassy in New Zealand for up-to-date information and advice on travel information or special requirements when returning home, such as medical certificates or quarantine arrangements. Read more information on embassies and consulates.

The full-year 2024 international student enrolments saw New Zealand reach 72 percent of pre-pandemic levels seen in 2019, with most sub-sectors contributing to this growth. Primary and intermediate schools have experienced the strongest growth, and New Zealand universities and government-funded PTEs are now very close to meeting or exceeding their 2019 enrolment numbers.
During this session, Marie will take participants through the data, including total enrolment numbers by subsector, highlight emerging trends and will offer advice on how this information can be used in your organisational planning.

ENZ responds to international education commentary on NBR
ENZ Acting Chief Executive Dr Linda Sissons rebuts an economics commentary published on National Business Review (NBR) on Monday 25 March 2024. The rebuttal is published here on NBR and is reproduced below.
In response to your piece “International education: wrong horse to back for export growth?” my answer to the question is a hard “no”. Here’s why. Students are returning to New Zealand. In the first eight months of 2023 international student enrolments topped 59,000 with all sectors experiencing growth except wānanga. Accepting that it is from a low base, comparing 2023 to 2022, Universities have bounced back strongly reporting a 15% increase from 24,040 to 27,535.
It is true that we have not yet returned to 2019 numbers. In my opinion, this is not a bad thing. During the pandemic years the sector lost people and capability. The recent moves of some of our competitors tell you what a sudden return to those numbers of students brings.
I want to address your correspondent’s concerns about the lack of a plan and competition within amongst universities. There is a plan. The New Zealand International Education Strategy, revised in 2022 in discussion with the sector and across Government, sets out the plan to develop a high-value, resilient and innovative education sector for both international and domestic students.
I can also assure you that the sector is working together to achieve its goals, that all eight universities participated in a recent ENZ-led delegation to India, is just one example of the co-operation.
International education is more than universities. In the first eight months of 2023 English Language Schools saw the greatest percentage increase in international enrolments, increasing by 347% from 1,565 to 7,001. Schools reported a 114% increase from 5,925 to 12,662. NZIST Te Pūkenga, a 32% increase from 4,955 to 6,560 and Private Training Establishments (funded and unfunded), a 13% increase from 5,000 to 5,671.
Immigration New Zealand tell us that international student visa applications for all forms of study have increased by about 20 per cent in the peak application period. Between 1 October 2023 and 8 March 2024, they received over 31,800 applications for an international student visa.
Today we have a base of international students in the country and the pipeline for the coming academic year has strong growth.
Our own research shows that the experience international students have while studying in New Zealand is a good one. In our Student Experience survey of 4,755 international students from more than 70 nationalities, 84 percent rated their overall experience positively, while another 83 percent said they would recommend New Zealand as a study destination.
When these students return to their home, and 75% of international students return home after three years, they will be our word-of-mouth advocates – an advocacy we didn’t have during the COVID years.
New Zealanders also appreciate the benefits of international students. In an ENZ survey of 1,100 New Zealanders conducted in December last year, 75 percent of respondents believe that international students benefit New Zealand. The Ipsos Fast Facts survey, which drew responses from all regions of the country, saw 80 percent of respondents highlighting economic benefits, particularly in local communities, as a key reason for their positive view.
The results of the 2023 survey highlighted the continuing growth in support for international students and their positive impact on New Zealand since 2016 when only 57 percent believed international students helped the New Zealand economy and economic growth.
We have students in New Zealand; a strong pipeline; students having a positive experience and advocating for New Zealand; and New Zealanders appreciating the benefits having of them in our communities.
International education is highly competitive. Your correspondent rightly recognises that there are new competitors emerging and Singapore is a good example. We’ve also seen countries like South Korea, a core market for New Zealand, become competitors.
This is not new. We have, and will always have, to compete to attract international students to New Zealand – that they are returning tells me our reputation is good and we remain an attractive option.
Globally the number of international students has grown significantly over the past two decades from around two million in 1998 to over 6.4 million in 2020, according to UNESCO data. New Zealand only needs a very small proportion of what is effectively a supply-driven market to return to pre-pandemic levels of economic contribution and value.
While I am confident that international education is not the “wrong horse”, achieving double the export earnings is going to require a lot of hard work and there is much to do. My point is, that in less than two years since the borders reopened in August 2022, the recovery has well and truly commenced, the progress made to date is significant, and as a sector we can be rightly proud of what we have achieved together.

Tokyo Board of Education seeks NZ education providers for Masterclass promotional opportunity
The Tokyo Metropolitan Board of Education (BoE) is one of Education New Zealand Manapou ki te Ao’s (ENZ) education cooperation arrangement partners in Japan. The BoE is currently looking for 1-2 New Zealand education providers to provide online classes for their Virtual Study Abroad session, part of the Tokyo English Channel.
These classes are designed to provide Tokyo secondary school students with the opportunity to connect with education providers from around the world, including New Zealand. During these sessions, students are exposed to new ways of thinking from lecturers while interacting and enhancing their communication skills in English with other international participants. The deadline to submit an expression of interest (EOI) is Tuesday 29 May COB NZT.
ENZ’s Senior Market Development Manager, Misa Kitaoka, said that this opportunity gives New Zealand providers a chance to promote themselves to a wide audience that includes high school students in Japan learning English as a second language as well as a larger audience of English-speaking students from Australia, Canada, Egypt, Finland, France, Indonesia, Jordan, Singapore, Thailand, Taiwan, UAE, and Viet Nam.
“This is a great opportunity for Education New Zealand and New Zealand providers to work with the Tokyo Metropolitan Board of Education to co-develop educational materials for a significant number of Japanese secondary school students. In 2023, the BoE Virtual Study Abroad pages received 840,000 views.
“Lecture videos will include promotional materials from your institution and will be publicly accessible on the BoE website after the Virtual Study Abroad Session,” said Misa.

The online lectures will contain:
1. Two pre-class videos: Introduction of the lecture theme and discussion topics of approximately 5 minutes each. The pre-recorded videos will be streamed on the Virtual Study Abroad website for students to watch before participating in the actual lecture.
2. Actual lecture: Delivered online via Zoom or other video conference system on 14 October or 4 November 2024. The lecture contains:
- A two-minute school promotion (pre-recorded video)
- Lecture Part One. Presentation from the lecturer (10 minutes)
- 20 minutes of group discussion
- A 10-minute presentation by students
- Lecture Part Two. Presentation from the lecturer (10 minutes)
- 20 minutes of group discussion
- A 10-minute presentation by students
- A five-minute wrap up

Selection Criteria includes:
- Lecture Theme: Is the lecture theme relevant to New Zealand or the New Zealand-Japan relationship?

- Audience: Is the lecture abstract engaging and interesting for the target audience of high school students?

The High Commission of India provided the entertainment for the gala dinner, with the Natraj Dance Company and Shivam dance company dance groups delivering dazzling performances to delegates.
To highlight the country of honour’s unique culture, henna artist Saburi Kesharwani adorned delegates with henna tattoos in the Experience Garden.
There were many other engaging activations in our Experience Garden, which was a place delegates could do just that – engage, connect, and experience.
Education USA helped attendees uncover their inner superhero. Teacher Tapahia Heke is New Zealand’s only ‘superhero reader’ and was at the conference to help delegates find their superhero alter-ego – right down to the outfit. Graphic designer and animation professional Pita Mei brought the readings to life, providing delegates with a personalised superhero illustration to take home.
Delicious refreshments were key in the experience garden. Delegates enjoyed locally made ICEF-cream provided by ICEF and barista-made coffee from Student Safe.
Thanks to IDP Education Ltd there was a dedicated breakout space for conference attendees. The IDP IELTS lounge was a space to network, learn about the latest international education insights and catch up on their emails.
Thanks to Touchprint, who created the ‘Touchprint School Yard’, a space for the school sector delegates to connect and share.
The Pearson photography headshots activation was a hit, with just under 100 photos taken by local professional photographer Rebecca McMillan.
Delegates got the opportunity to try out some of the cutting-edge technology that some of our New Zealand EdTech companies offer. Pictured here is Dr Anatole Bogatski, Executive Director of QTI trying out the mixed reality prototype that ENZ is testing as part of its innovation and growth programme. Next to him is JIX Founder Sakthi Ranganathan trying out the tool that he has helped develop. Other New Zealand EdTechs also found in the Experience Garden included Pipi Learning, ByteEd and Chasing Time English.
Much appreciation goes to our partner Flywire as the Education New Zealand Manapou ki te Ao Tāmaki Makaurau Auckland office now has a new piece of artwork based on insights from attendees for their office wall.
NZIEC KI TUA 2024 was not just about nurturing the relationships within our sector. Thanks to our conference partner Edified, it was about nurturing our whenua (land) too! In our commitment to sustainability; for every delegate registration, Edified planted a native tree, fostering a greener future for generations to come.
449 native trees were planted over the weekend after conference.
We’re grateful for the local hāpu, iwi and community who got stuck in and helped with the planting. Part of the team was international student Momone Akiyoshi, who’s from Japan and is currently studying at Paraparaumu College. Her host sister Marion Daste (left) and host mum Jo Picot (right) brought her along because they thought it would be nice for Momone to be part of regenerating the land and having the opportunity of planting native trees while in New Zealand.

Changes to the New Zealand Traveller Declaration Process
Travellers arriving into Auckland, Wellington, Christchurch and Queenstown Airports can now complete a digital declaration. Everyone travelling into New Zealand needs to complete a New Zealand Traveller Declaration (NZTD).
The NZTD collects travel, customs, immigration and biosecurity information and aims to improve the safety and security of New Zealand.
It’s free and needs to be completed for each traveller, including babies and children.
Key information about the online declaration process:
- Everyone travelling into New Zealand needs to complete a declaration.
- It is free and you can do it on the online form or the NZTD app.
- A declaration needs to be completed for each traveller, including babies and children.
- You can start your digital declaration at a time that suits you. The earliest time you can submit your declaration depends on whether you are travelling by air or sea.
- Your declaration is linked to your passport and is checked when you arrive at the eGate or by a border officer.
- There is a paper declaration form available for travellers who cannot complete it online.
- If you are a New Zealand visa or NZeTA holder, you still need to complete an NZTD as well.
