Update from Immigration New Zealand
Peak processing season in full swing
Immigration New Zealand (INZ) has seen an increase in applications submitted during September 2024, ahead of the 1 October visa fee and levy increase and because of our ‘apply early’ messaging.
In September 2023, approximately 3,104 international student visa applications were submitted and in September 2024, approximately 6,893 international student visa applications have been submitted, an increase of 122%.
Now that we are in our peak processing period, we expect these processing times to grow as we receive a higher volume of applications. Students should get their visa application in at least 3 months before they plan to travel to New Zealand for the first semester of 2025.
By now, most students should have received an offer of place from their chosen education provider. Anyone expecting to study in the first term of 2025 should apply now.
We acknowledge that some students who are waiting on key study documentation are unable to apply 3 months ahead. In these cases, they should apply as soon as they have all of their documents, but they need to be aware that late applications may not be processed in time for them to start studying.
Immigration New Zealand has three student processing sites in New Zealand, and has allocated more staff to processing student visas, compared to last year’s peak.
Ensure you submit a complete applicationTo avoid delays, we encourage students, agents and advisers to follow the advice in our student visa information sheets. If they do not include all the required documents when they submit their application, it may be declined.
Applications that have a statement of purpose letter written by the student, telling us about their personal circumstances and plans in New Zealand, help us assess their intent. If a student intends to apply for another visa after study, they should declare this. Students are allowed to apply for another visa after they finish studying.

A flurry of international education events in Europe
September is often a busy time in the world of international education in Europe. To make the most of the time when students are gathering information to support their study-abroad decision-making, the Education New Zealand Manapou ki te Ao (ENZ) European-based team were making their presence felt at various events to support the school and tertiary subsectors grow their European connections and relationships.
This year’s 34th European Association for International Education Conference (EAIE) was held in Toulouse, France and saw a record number of 7,300 delegates from all around the world attend. The New Zealand pavilion had a strong presence with seven of our universities joining the ENZ booth.

ENZ’s Associate Director of Engagement in Europe, Olga Elli, said that these conferences are a fantastic opportunity to showcase New Zealand’s expertise and offerings on a global stage.
“These conferences are a place where relationships are started and nurtured. They result in meaningful partnerships, exchanges and projects for the New Zealand international higher education sector.
“They are also an opportunity to showcase the manaakitanga that New Zealand is famous for. We hosted a get-together at the New Zealand pavilion providing New Zealand wine and French cheese, the perfect match to share with our trusted partners in Europe.,” said Olga.

While in France, Olga also attended the student recruitment fair, Elevate, in Paris. This was organised by Study Experience, a Paris-based agency. With nearly 800 French students studying across all sectors in 2023, France is the second largest European country sending students to New Zealand. This trend looks set to continue with plenty of interest in the New Zealand stand at the fair, particularly for students looking for full-degree study programmes.

After Germany, Italy represents the second largest source of high school students from Europe and in 2023, New Zealand welcomed 227 Italian high school students to our shores. Growing this market and supporting agents to promote New Zealand is therefore a priority for ENZ.
To support this growth, several New Zealand high school representatives and Italian agents were given the opportunity to meet at the New Zealand Embassy in Rome in September. This was a chance to come together, connect and identify opportunities to work together going forward.

The event was initiated by Terry Kraettli, Director International of Epsom Grammar School, with support from ENZ and the New Zealand Ambassador to Italy, Jackie Frizelle.

ENZ’s Market Development Manager Europe, Adina Stoye, said that it was encouraging to see such a strong interest in New Zealand high schools.
“ENZ will be supporting several more initiatives in the coming months to build on this momentum and further grow the Italian market,” added Adina.

Helping education agents understand the NCEA qualification and the pathways it opens to higher study
Education New Zealand and the New Zealand Qualifications Authority (NZQA) collaborated to organise a webinar for education agents in December on the National Certificates of Educational Achievement (NCEA), New Zealand’s school-leaver qualification.
The webinar was well received, with 241 attendees, and featured a robust question and answer session at the end.
The session helped education agents – and by extension the international students they support – in better understanding how NCEA works, the changes introduced to the qualification in recent years, and how learners can access higher education in New Zealand and internationally after achieving the NCEA qualification.
NZQA Deputy Chief Executive - Assessment, Jann Marshall, said the webinar was a valuable opportunity to build understanding of how the NCEA qualification works.
“It is important for everyone working with international secondary learners to have some understanding of how NCEA works, and the opportunities it creates for learners wanting to continue their study in New Zealand or internationally.
“It was great that we could engage with education agents on the topic and answer questions.”
NCEA is a well-recognised qualification in many countries. New Zealand is also a signatory to UNESCO qualifications recognition conventions (for example, Lisbon, Tokyo and Global Conventions), which support learners with NCEA to work or study internationally.
About NCEA
NCEA is offered at three levels – Level 1 is usually attempted by students in Year 11 of schooling, Level 2 at Year 12, and Level 3 at Year 13 (the final year of New Zealand secondary school). NCEA Level 2 is generally the minimum qualification needed for some jobs and tertiary education programmes, while Level 3, with the University Entrance award, is the minimum standard for entrance into a New Zealand university.
NCEA is standards-based, meaning each learner needs to show they have skills and knowledge at a specified level (a “standard”). Each standard a learner achieves gains them credits, and credits build toward an NCEA qualification.
Learners are also required to meet minimum requirements for literacy and numeracy. There are multiple opportunities in each school year for learners to attempt specific literacy and numeracy assessments, and there is also a list of other standards that can be used towards these requirements.

The USA’s higher education section reached a new benchmark of 1.17 million international students in the 2024/25 academic year driven by a surge in OPT participants, according to the latest Open Doors research, although a snapshot report on enrolments in the current year flags a decline in new students amid visa delays and policy changes.
United Kingdom
As the UK prepares for the Graduate Route to be shortened from two years to 18 months, London’s business leaders have had their say on international graduates in the workforce, with 90% showing support.
North America
Canadian and American universities are struggling amidst government policies meant to curb immigration and/or international student numbers. Meanwhile, Asian and European institutions are gaining market share of international student enrolments.
India

New Zealand Story launched
An initiative to help Kiwi organisations gain competitive advantage by building a strong, consistent profile for New Zealand in international markets.
The New Zealand Story - which you can watch online here - was produced to broaden the perception of New Zealand internationally, beyond the scenic beauty of the country to include attributes like our innovation and resourcefulness, our unique Māori culture, our integrity and our welcoming, friendly approach.
Education is a strong part of the story, particularly in its third chapter ‘Our Open Minds’, which illustrates New Zealanders ingenuity and problem-solving skills by sharing examples from tutorials, research labs and small-to-medium businesses around the country.
The New Zealand Story reflects attributes and values shaped by New Zealand’s place in the world, and highlights the welcoming nature, integrity and resourcefulness of New Zealanders.
It was developed by Tourism New Zealand, New Zealand Trade and Enterprise and Education New Zealand, in close consultation with public and private sector stakeholders including those working in international education.

Education consultancy Edified to offer another round of Energiser Grants
Edified is a specialist higher education consultancy that works with educational institutions in the UK, Australia and New Zealand.
Applications are now open for grants to support students and graduates with a vision and a plan to improve education in their community. A total of three grants are on offer, for a project in each of the following categories:
- To improve any type of education
- To improve education in safety, health or wellbeing
- To improve education for women or about gender equity
EEGs are open to people of any nationality (domestic and international) who are currently studying at, or have graduated in the past five years, from an Australian, New Zealand or UK Higher Education, Vocational or English Language institution (part-time, online and offshore campuses accepted). Your project can be delivered in any country in the world.

Getting started with chatbots
ENZ is the only country in the world that uses a chatbot to market to prospective international students.
Tohu is a helpful little bot that sits on Study in New Zealand, NauMai NZ, and the Study in New Zealand Facebook page.
It answers questions on everything from applying for a visa to what you can do for fun in New Zealand. It gives prospective students an answer to most of their questions immediately, freeing up ENZ’s social media team so they can focus on other projects.
ENZ’s Director of Planning, Jamie Crump, has developed a whitepaper with ENZ’s chatbot agency partner, Theta, which lays out a framework for developing a chatbot.
The five-step framework draws on Jamie’s Master of Technological Futures report, and is based on ENZ’s development of Tohu.
Because ENZ staff can train Tohu on new information at any time, the bot is a versatile tool in our social engagement team’s toolbox. So far, Tohu has been utilised in the Ask New Anything campaign, and has most recently learnt new answers on the COVID-19 situation in New Zealand.
“Prior to Tohu, with a social media team of two, it could take up to 24 hours for someone to get a response to their question. Now they can get an immediate response, and we know that Tohu can answer more than 80 percent of the most common questions,” ENZ International Social Media Manager, Nicole Baird, says.
“So the team can spend time answering the specific questions, and doing more of the strategic things for our Facebook channel, rather than answering the same straightforward questions repeatedly.”
Jamie’s initial research revealed that many people already like engaging with a chatbot, and that more and more consumers are using chatbots as a way of finding out information. For example, 48 percent of people would rather connect with a company via live chat than any other means of contact.
Tohu is integrated with ENZ’s marketing database and automation software, Marketo. Instead of completing a form, students can sign up to the receive updates from Study In New Zealand or NauMai NZ. This feature also opens up possibilities for Tohu to become a more targeted, useful channel for prospective students.
“The logical next step is personalisation of the chat experience, and that’s something we’re looking forward to exploring with Theta,” Jamie says.

From the CE: Farewell to 2020
2020 has been both the longest and shortest year of my life. It seems like no time ago we were discussing how we could get large numbers of students into New Zealand in time for semester one. Then we were in the midst of a global pandemic.
New Zealand study providers have been admirable in their response. I applaud the way they have ensured that international students in their care have had the information, care and support they needed, especially through lockdown.
Universities, schools and polytechnics, English language schools and private training providers have all moved incredibly quickly. Lectures, classes and assessments were moved online almost overnight.
We heard of fantastic stories of staff members going above and beyond, like that of assistant principal of Havelock North High School, Jamie Kitchin. Jamie opened his home to student Lucas, who arrived in the country just in time for the first term of the year.
In addition, providers and their peak bodies have been a key part of a sector-wide approach – made up of student associations, private and public providers, government agencies and not-for-profit organisations – to respond to the strategic, operational, and pastoral care issues we have faced. Hours have been spent together on Zoom discussing pragmatic responses, like the $1 million Student Hardship Fund and the pastoral care issues around repatriating international students.
I also want to acknowledge education agents both offshore and onshore, who have been instrumental in supporting students and their families and ensuring they were safe and well.
The challenges of 2020 have demonstrated the high calibre of international education in New Zealand.
At Education New Zealand, we also had to rip up our plans for the year and start again.
The 2018 New Zealand International Education Strategy had signalled that change was needed and the sector had to become more sustainable and diverse. The pandemic has accelerated that.
Now, we are guided not only by the strategy, but by the Recovery Plan for international education, with a focus on keeping the New Zealand education brand alive, seeding innovation within the sector, strengthening the system and building on our international relationships.
To date, the most advanced workstream within the plan is the retention of students. You can read about that elsewhere in this issue of E-News.
Elsewhere, ENZ teams around the globe have been engaging with our offshore stakeholders through virtual events, seminars and workshops in support of our new work plan. While travel remains restricted, we’ve found that maintaining those person-to-person relationships are more important than ever.
We’ve launched two brand campaigns (in the UK, Indonesia, Vietnam and China), to keep New Zealand alive in hearts and minds of prospective students. These campaigns have been our most successful to date. The third campaign, Tū Ngātahi, calls on New Zealanders to support international students currently in the country.
And that’s only the beginning. I would like to echo the Minister in saying that we hope to see increased strength, resilience and innovation within international education going into 2021. The international education sector will not only weather this storm, but build back stronger.

From the CE: Telling the story of international education
Kia ora koutou,
I’m pleased to return with another update and much has changed in recent months. The Delta variant has severely impacted several regions across the country, emphasising the importance of the COVID-19 vaccine rollout. Despite the challenges we face today, I believe the international education sector will remain a vital part of the future of Aotearoa New Zealand. We have many positive stories to tell.
Many of us are aware of the broad social, cultural, and economic benefits of international education. However, research shows there is limited public awareness of these benefits. We need more New Zealanders to speak up publicly in support of international education.
To help us carry this crucial message to all New Zealanders, I am very proud to release Communicating the benefits of international education – a toolkit. This new resource from Education New Zealand is designed to help you find and tell your own stories, in your communities, about the valuable contributions you and your international students are making.
You’ll find the toolkit on the ENZ Brand Lab. There is a story framework with eight content themes to help you develop your ideas, and advice on how to tell a clear, consistent story and to promote it on multiple communication channels.
At ENZ we are expanding our own efforts to explain what international education is, how much it matters to our students, our country and our global relationships, and where it is going under the Recovery Plan and the New Zealand International Education Strategy. We have partnered with the award-winning online magazine The Spinoff to publish a series of feature stories. You can read the first feature on the vital role of international education in keeping Aotearoa connected.
If recent months have shown us anything, it’s that we are not out of the woods yet. The world has a way to go before we’re ready to welcome each other with wide-open borders, and we are still fighting to retain and rebuild our sector.
I know that many of you are dealing with the loss of revenue, capability, capacity and global market share, as well as with the impact on your personal lives.
But your hard work is making a real difference, not only to your students and their distant families but also to the reputation of Aotearoa New Zealand as a place that cares about people, regardless of their origins or beliefs.
