  • Mayoral events provide vibrant welcomes to students in their regions

    Last month we shared some of the wonderful images that New Zealand schools, universities, PTEs, Te Pūkenga and English Language Schools shared with ENZ as they welcomed their new students for 2024. This month we are sharing details and images from the Mayoral welcomes that some of our regions have held for their visiting international students.

    More than 40 international students were greeted by Whanganui District Council Mayor, Andrew Tripe, at a special Mayoral welcome to the community on Monday 8 April. 

    Speaking to the students from countries including Brazil, South Korea, Japan, Germany, China, India Indonesia, Thailand, and Viet Nam, the Mayor thanked them for choosing Whanganui and adding to the “diversity and vibrancy of our community”. 

    The students attending had enrolled in both secondary schools and tertiary institutions in the district such as Whanganui High School, UCOL Whanganui and the New Zealand International Commercial Pilot Academy. 

    Formal greeting over, the Mayor was rushed by students seeking a special ‘selfie moment’ to share with families and social media.

    Similar levels of excitement were seen in Hamilton where the Mayor of Hamilton, Paula Southgate and local performance groups welcomed approximately 250 new international students to the Waikato region. The welcome event was held at the Pā, University of Waikato and is the first welcome since the Covid-19 pandemic put these events on hold.

    Faymie Li, Education New Zealand Manapou ki te Ao’s Senior Advisor Student Experience said, “I was deeply honoured to witness this significant event and see how we demonstrate manaakitanga to our international students.  

    The diverse cultures we embrace in Aotearoa is truly something to cherish and celebrate. It was wonderful to see so many school students attending the ceremony, offering them a unique student experience they don't typically encounter.” 

    Jiabao Zhao (Boa), a former international student who completed a Bachelor of Management Studies with First Class Honours at the University of Waikato, shared a message of encouragement with the students. Boa’s advice for new students was: to study hard but also “talk to and meet students from outside your country. It’s easy to remain in your comfort zone but that is not the point of studying abroad. Network and build your presence”.

    She also reminded students to take care of both their physical and mental health. There will be challenges but also great opportunities, and her own study and career journey is testament to that. She now works as an International Sales Operation Executive at Prolife Foods Ltd in Hamilton.

    A handful of the 250 students who travelled to the Pā at the University of Waikato, for the international student welcome.

    Also in March, nearly 100 international students received a fine welcome centered on the theme of connection, by Timaru District Mayor, Nigel Bowen. The Timaru District will be home to students from Japan, China, Germany, Thailand, South Korean, Hong Kong, Macau, Fiji, Philippines, Brazil and Poland, and more over the course of this year.   • International Student Hardship Fund

    Thank you for all the applications we have received.

    The Fund has now been allocated and we are no longer able to accept applications. 

     

    The Government has established a $1M hardship fund for international students to address urgent, temporary needs, for example temporary inability to access cash or because of reduced part-time employment.

    Criteria

    We welcome applications from education providers and organisations to apply for grants of up to $20,000 (GST not to be included) to enable you to provide eligible international students with direct financial relief or other support, including food parcels and support towards living costs.

    Organisations can apply for grants up to $20,000.

    Applications can be made from 21 May until funding has been allocated.

    Which organisations are eligible to apply to ENZ for grants?

    • Education providers who are signatories to the Code of Practice
    • Community groups
    • Peak bodies, or
    • Other organisations who currently work with international students and have the mechanisms and experience to support international students with hardship requests.

    Individual students and education agents may not apply to ENZ to access the fund.

    What grants are available?

    • Eligible organisations may apply for grants of up to $20,000 (GST not to be included) per request to the fund.
    • Grants are one-off; however, the same organisation may make additional requests after using their initial funding (subject to the availability of funding).

    What can grants be used for?

    The grants may be used to:

    • scale up existing student hardship initiatives
    • support eligible students through:
      • Direct cash grants
      • The purchase of resources on behalf of international students, such as food parcels, where this is appropriate.
    • The maximum amount that can be applied for is up to $1,000 per international student your organisation is supporting.
    • Funds may not be used for:
      • Salaries or staff administration costs
      • Funding for flights home
      • Tuition fees
      • Granting individual students support of more than $1,000 in cash or kind.

     Which students are eligible for support?

    • Grants can only be used to provide support to eligible students.
    • An eligible student is:
      • A current fee-paying international student, or enrolled as a fee-paying international student as at 23 March
      • Currently in New Zealand
      • In genuine, temporary hardship[1]
      • Not eligible for other government financial support.
    • International PhD students paying domestic fees are eligible for the government’s domestic student hardship fund and should be encouraged to seek help from that scheme in the first instance.

    How do organisations apply?

    • To apply for grant funding, organisations must complete and submit an online application form to ENZ.
    • Organisations will need to provide the following information:
      • Their strategy and approach to identifying students in need, including outreach efforts and ensuring eligibility criteria are met
      • Estimated number of international students and basic demographics (e.g. age range, sector, nationalities, region)
      • Total amount requested, what it will be used for, and how it has been calculated
      • The organisation’s resources to ensure appropriate distribution
      • Agreement to meet reporting requirements (including publication) and to repay any underspend within 12 weeks of having been granted the funds
      • Invoice and bank details for payment.
    • Process –  Applications are now closed.
    • Assessment of applications will be completed within five working days. Approval will be notified by email, as will confirmation of distribution of funds.
    • Any queries about the International Student Hardship Fund can be sent to response@enz.govt.nz or raised with Sahinde Pala, Director of Student Experience & Global Citizens at Education New Zealand.

     Reporting requirements:

    • Organisations will need to report to ENZ on:
      • The number of students assisted, and basic demographics (e.g. age range, sector, nationalities, region of New Zealand)
      • The type of assistance provided
      • How much was provided.
    • To demonstrate programme outcomes, and as part of its commitment to ensuring value for money from expenditure, ENZ will publish reports from participating organisations in whole or part.

  • Meet MoE’s new Director, International Emily Fabling

    The new Director role leads the Ministry’s wider international education engagement strategies, international education policy development, and key country-to-country and multilateral education engagements.  The Director is in front of Ministers on a regular basis, and works closely with other parts of the Ministry, other government education agencies such as NZQA and TEC, ENZ, the Ministry of Foreign Affairs & Trade (MFAT) and Immigration New Zealand to develop and support international education.  Having strong working relationships with education and research professionals, education providers and sector & community groups is also essential to Emily in working effectively in her role as Director.

    You can meet Emily at the New Zealand International Education Conference in Hamilton this week, but in the meantime, E-News caught up with the Ministry’s busy new Director and asked her a few introductory questions.

    You’ve been in the job three months now – tell me about the path that led you to your new role as Director, International Education at MoE.

    I grew up in Waipukurau, central Hawke’s Bay.  I studied the only foreign language available to me, French, and hung out with the only ‘international students’ at the time – Rotary Exchange students from Australia.  I actually started my government policy career in the Ministry of Education back in 2001 (when there were 79,000 international students in New Zealand), after having worked at Parliament and for MFAT in the APEC Taskforce, and some typical Kiwi overseas experience in the UK and through Asia.  I moved into Immigration Policy in the then-Department of Labour (DOL) in 2004, where I was responsible, among other things, for developing the licensing regime and legislation for immigration advisers and agents.

    I became Deputy Director, International for DOL in 2009 and focussed my international engagement efforts there on the International Labour Organisation and bilateral labour agreements with Thailand, the Philippines and China, before taking on the role of National Manager, Recognised Seasonal Employment for almost three years (bringing Pacific Island workers to New Zealand’s horticulture & viticulture sectors for temporary seasonal work).  This role was an amazing opportunity, where I travelled to far-flung developing countries like Tuvalu and Kiribati, and experienced, first-hand, the life-changing impacts of time spent in New Zealand on individuals and communities back in the Pacific Islands.  I then spent six months back at MFAT (in the Asia Pacific Regional Division), before returning to the immigration fold and the Immigration New Zealand leadership team, as Executive Director in the Office of the Deputy Chief Executive for two years.  And now I am here!

    What study/work/life experiences do you bring to the role?

    At Victoria University, I studied Politics and Modern Languages (French & Japanese), and then combined these into an Honours degree in International Relations.  My public service career has followed an underlying thread of “international people mobility” – be it through skills and knowledge, or work and the labour market.  I’ve grown into broader public sector leadership roles from jobs in pure policy analysis and development.  I’m an extrovert, so enjoy presenting policy ideas or strategies to others – I’m also an eldest child and heavily results-focussed, so I like getting things done and working with others on the challenge of turning policy ideas or problems into pragmatic, sensible solutions.

    Outside of work, I live in Wellington’s northern suburbs with two cricket and PlayStation-mad sons (aged 10 and 7), two Labradors (aged 12 ½) and a husband (age undisclosed), a large garden and similarly-sized mortgage!

    What’s on your ‘to do’ list for your next three months?

    In no particular order – supporting Ministerial engagements overseas and the International Education Senior Officials’ Group; giving practical effect to the Ministry’s own International Engagement Framework (which helps prioritise MOE’s international activities); finishing consultation on the new Code of Practice for the Pastoral Care of International Students (submissions close on 30 August!) and developing the new International Student Contracts Dispute Resolution Scheme; completing the Annual Report on the Export Education Levy; working with sector bodies to think about how to better enable New Zealand students to study overseas and New Zealand providers to deliver programmes offshore; looking at ways to commercialise New Zealand education agency know-how and intellectual property; two weeks in China on the ANZSOG China Reciprocal Program hosted by the Chinese Government... and participating in the NZIEC 2015 in Hamilton on 20-21 August, of course!

  • From the Chief Executive: Stepping up the promotion of international education

    We’re about to embark on education-focussed travel that will include three of our important markets for international education – the United States, Chile and Brazil. As part of the trip, the delegation led by Education Minister Chris Hipkins will attend NAFSA, the world’s biggest international education event, held in Denver, Colorado.

    This trip will also feature the launch of ENZ’s amazing new global marketing campaign on 31 May 2022 at NAFSA – there’s a sneak preview in this issue of E-News.

    I’m also delighted to let you know that planning is well underway for the 29th New Zealand International Education Conference (NZIEC) to be held in August. To ensure we reach the widest possible audience at a critical time for the rebuild of the industry, NZIEC 2022 will be delivered in a virtual format this year, at no cost to attendees.

    Following on from the government’s announcements earlier this month on changes to immigration settings and the restart of student visa applications from 31 July 2022, there have been two further announcements that are important for the international education sector. These relate to the outcome of recent consultation on enrolling international fee-paying students under Year 9, and a refresh of the New Zealand International Education Strategy.  

     

    International students up to Year 9  

    The government has decided to make no change to the ability of international students to enrol in New Zealand primary and intermediate schools. This follows earlier consultation on possible options to restrict the enrolment of international students below Year 9, which closed in March 2022.

    This announcement has been widely welcomed, and demonstrates the government listened closely to feedback received from the sector and other interested parties. It’s good news that we can resume welcoming young students and groups to New Zealand schools across all age levels as our borders reopen.    

     

    New Zealand International Education Strategy (NZIES)

    The existing NZIES dates back to 2018, and the impact of Covid-19 and the changed global education environment mean another look at the strategy is timely.  Consultation on a refreshed NZIES 2022-2030 is underway, and I encourage you to provide your views and feedback before consultation closes on 24 June 2022.

    The draft refreshed NZIES 2022-2030 reflects the government’s continued commitment to international education, and the need for us to focus on building back better from the pandemic. It includes two phases. The first phase is about rebuilding and recovery – promoting New Zealand’s education brand and supporting student recruitment.  The second phase aims to build capability and investment in a more diverse and resilient international education sector.

    As a package, the recent government decisions including the immigration rebalance mean we now have increased certainty about the operating environment for the international education sector. We look forward to working with you to rebuild our international education sector to be a major contributor to New Zealand. And we look forward to students from all around the world enjoying the benefits of a New Zealand education, and New Zealanders enjoying the benefits these students bring to our communities.

  • International Education Strategy 2018 - 30 launched

    “The New Zealand Government sees a strong future for international education in New Zealand,” said Mr Hipkins. 

    “My vision, is for international education to contribute to a strong, sustainable, high-quality education system with a vibrant international focus, and globally connected students, workers and education providers.”

    The International Education Strategy was developed by Government in consultation with international education stakeholders including education providers, international and domestic students, peak bodies and community groups.

    “The new Strategy marks a shift in emphasis from the 2011 Leadership Statement,” said Mr Hipkins.

    “In line with this Government’s commitment to measure success and wellbeing more broadly, you will see a stronger focus on social and cultural outcomes for New Zealand alongside the economic benefits.”

    The International Education Strategy sets out three goals and key actions for government agencies to give effect to the Strategy, as well as measures and indicators for success.

    ENZ General Manager Stakeholders and Communications, John Goulter, and Ministry of Education Senior Manager International Education Policy, Kate West, shared more detail about the Strategy as part of a Government update later in the day. 

    “The Strategy goals include achieving sustainable growth and delivering an excellent education and student experience,” said John. 

    “Developing global citizens – people who can study, work and live across cultural and national boundaries – is also a priority. This relates to students visiting New Zealand but also domestic students benefiting from an international component to their education, onshore or offshore.”

    The International Education Strategy launch followed the announcement of new post-study work rights for international students, by Minister of Immigration Hon Iain Lees-Galloway, on Wednesday.

    Designed to support the vision of the new strategy, the changes reflect a focus on high-quality education, and a clear pathway to residency for those with the skills and qualifications needed in New Zealand.

  • International students teach Kiwis about the world

    Invercargill’s James Hargest College currently hosts 25 to 30 long-term international students, in addition to several visiting groups throughout the year. College staff have seen the positive difference having international students can make.

    Jenny Elder, Deputy Principal and Director of International Students, says the College runs an International Friendship Club, which benefits the wider school community as well as the internationals.

    “Properly integrating visiting students into the school community alongside their Kiwi peers is key, and well worth the effort,” Elder said. 

    “We find it’s the best way to break down barriers. International students open the eyes of our local students to the world, which is important given a number of our students have not travelled or experienced living in other communities.” 

    The International Friendship Club organises social activities and events for international students including ice-skating, skiing, pot luck dinners, quiz nights, picnics, barbeques and movie nights. It also assigns international students with Kiwi “buddies” who help them with schoolwork, show them around and even make welcome gifts and celebrate their birthdays.

    "International students have experienced different cultures, giving them perspective our students can learn from."

    English teacher Anna McDowall says the international students are also bringing new experiences to the classroom, and has witnessed first-hand how invaluable their perspectives are in a learning environment.

    “International students have already experienced different countries and cultures, giving them insights and perspective our students can learn from,” said Anna.

    “For example, studying a classic like [George Orwell’s novel] 1984 with a student who has lived under a corrupt government helped Kiwi students to see how surveillance can strip our individuality, and how preserving our freedom is vital.

    “We are very fortunate in New Zealand, and that means some of the big ideas in our texts are beyond our students’ comprehension – international students provide the reality of these issues worldwide and help our Kiwi kids to empathise and understand other perspectives, hopefully creating better citizens.

    “After all, He aha te mea nui? He tangata, he tangata, he tangata.”

  • From the CE: Rebuilding and reshaping our sector

    The Recovery Plan for International Education, released in late July, is a plan to support the rebuild, recovery and reset of the international education sector with an eye on the future. It’s made up of three concurrent workstreams to stabilise, strengthen and transform international education.

    Since its release, Education New Zealand, with other government agencies, has been carrying out a short, focused engagement on the plan with our peak bodies and providers.

    So far, we’ve met with representatives from groups, including schools, some PTEs, parts of the university sector, ITPs and English language sectors, as well as the New Zealand International Students’ Association and EdTech NZ. And further meetings are scheduled.

    We have heard from you on a variety of topics. Naturally, the most common concern is around student re-entry. Other topics focused on encouraging cross-sector collaboration and hearing student voices as we rebuild our sector. We also know that each part of the sector has its own unique challenges and needs.

    These conversations are only the beginning of our engagement with you. There will be many more opportunities to discuss and collaborate as part of the strengthening and transforming workstreams of the Plan, and on the Government’s vision for international education.

    Next, the Ministry of Education and ENZ will co-host deep-dive workshops with sub-sectors on both the Recovery Plan and issues particular to them.

    Here at ENZ, we have realigned our activities and resources to implement the Recovery Plan. We have launched our new business plan for 2020/2021, called Building a New Future. 

    There are major areas for us to focus on, including the retention of as many students already in New Zealand as possible, early re-entry of students, renewing and reshaping future options (such as different modes of delivery and student decision-making), and creating deeper understanding of the benefits of international education, both in New Zealand and globally. 

    I’d like to reinforce that throughout this change, the goals of New Zealand’s International Education Strategy – an excellent education and student experience, sustainable growth, and global citizens – remain our beacon on the hill.

  • Haere ra Afiqah, Haere mai Vikram

    We spoke recently with the former NZISA National President for 2021, Afiqah Ramizi, and with the National President for 2022, Vikram Selvaraj.

    Afiqah has been in New Zealand since 2015, when she left Malaysia to undertake tertiary study here.  After completing a foundation course at ACG (now known as UP International College), Afiqah started on a six-year medical degree at the University of Auckland (UoA) and is now in her final year.   

    Afiqah’s advocacy work started during her time at ACG, when she was selected to represent the college under an International Student Ambassador programme, run by the New Zealand Police in Auckland. The main focus was to support engagement with the student community, and lift students’ understanding about how to keep themselves safe in a foreign country and what support is available.  

    At university, Afiqah joined the Malaysian students’ association and became Vice President.  In 2019 and again in 2020, she was elected as the International Students Officer for the UoA Students Association.  During these years, she became involved with NZISA through their multiple lobbying efforts and community engagement. Afiqah was elected NZISA’s Vice President in 2020, before being elected National President in 2021.   

    Looking back on her experience at NZISA, Afiqah says she is proud to have been involved in making sure that the voices of international students were heard as New Zealand responded to COVID-19, amongst many other achievements of NZISA since 2017. 

    “Last year we were successful in lobbying for temporary changes to international students’ maximum working hours, so they could work more during alert levels 3 and 4,” Afiqah says. “This was really important for students at a time when their studies were disrupted, and some students were facing financial hardship. This temporary increase was also appreciated by local employers, as they were needing more people able to work full-time, to keep their businesses running.”  

    In her role as National President, Afiqah was involved in supporting the groups of international students coming back to New Zealand while the border was closed. Her team’s continuous advocacy to government bodies saw more international student cohort border exceptions announced, which meant more international students were able to return and resume life in New Zealand. 

    “Staying in managed isolation and quarantine was a big extra cost for these students, and we know many hesitated to return because of that.  By talking with the institutions involved and advocating for subsidies, we were able to encourage them to cover part of the costs for their returning students. This was a win-win for both the universities and the students.” 

    Supporting students over the holidays was another key focus for NZISA during the past two summers, primarily to help onshore students who couldn’t reconnect with their families while borders were closed.  

    “We worked with ENZ and our regional networks to encourage summer internships, to remain connected in the international community and to indulge in the real Kiwi summer,” Afiqah said. 

    Afiqah herself spent the last summer at the coalface of the COVID-19 response work, drawing on her medical knowledge to support public health. She was initially working to find the source of COVID-19 when contact tracing was a key focus, and through the Omicron surge, she has learned other public health skills as the nature of her work changed from eliminating to managing COVID-19.    

    Now it’s time for her to pass on the baton to the 2022 President, and an opportunity to focus on her final year of medical school! 

     

    Vikram Selvaraj, NZISA National President 2022

    Now in the final semester of a Bachelor of Criminal Justice degree at University of Canterbury, Vikram came to New Zealand in 2018 from Singapore with his partner and began studying here the following year.  

    “The Bachelor of Criminal Justice was a new degree, and I realised it was exactly what I wanted to study,” Vikram says. “It combines law with a range of other subjects, all related to criminal justice.” 

    Vikram is the eldest of three siblings and the sole breadwinner for his family, having lost both parents. His two siblings are still living in Singapore, and Vikram has continued to run a hairdressing salon there during his years in NZ. It’s more than three years since Vikram last saw his family in Singapore, but he isn’t planning a trip home any time soon, because of the risk that border settings might change again.  

    Vikram brings a range of relevant experience to his new role as NZISA National President.  At University of Canterbury (UC), he was a UniLife Leader, the first to be in charge of mature students, both domestic and international.  It was his role to support them, provide pastoral care and a voice on the issues they were facing.  His work was recognised with a Blues Award from UC Students Association in 2021, for Outstanding Achievement in Community Engagement.  

    Vikram is excited about his new role as NZISA National President.  He was elected in December and took up the role in late January, along with an all-new executive team of eight students.   

    “We’re planning a number of projects for the year ahead,” Vikram says. 

    UC joined NZISA last year and continuing to increase membership will be one of the priorities for Vikram and his team this year.   

    “We also have ideas for a range of projects for students that different members of the team will lead during the year.  This includes working with NZ Police to help students understand the risks of scams and online gambling; supporting students with resources to combat racism and discrimination; and empowering women.” 

    Vikram says it’s his belief that he can do something that has brought him to where he is today.  He’s very conscious of the challenges faced by many international students, for example when their financial situation changes, and they find it hard to get the support they need.  

    “Kiwi students aren’t always aware that international students are paying a premium price for their studies,” he says.   

    “Sometimes students feel homesick, or experience racism – whatever the particular challenge, it’s important for them to know that someone is listening to them.” 

    Fun fact about Vikram:  Vikram has a Japanese Spritz dog called Tiger that he brought with him to New Zealand.

    Sahinde Pala, ENZ’s Director Student Experience & Global Citizens, says ENZ sets great store by our relationship with NZISA. 

    “We have really valued the contribution Afiqah has made during her years with NZISA, and we look forward to working closely with Vikram and his team over the coming year,” Sahinde says.
