New Zealand Passenger Arrival Cards to be phased out
Customs New Zealand | Te Mana Ārai o Aotearoa has announced that Passenger Arrival Cards will be phased out, to be replaced by New Zealand Traveller Declaration | Whakapuakanga Tangata Haere ki Aotearoa cards by early 2024. There will be a transition period between 1 December 2023 and 31 March 2024, during which both Passenger Arrival Cards and New Zealand Traveller Declaration (NZTD) cards will be accepted. However, after 31 March 2024, only NZTD cards will be in circulation. These will be available through the NZTD mobile app or website. Paper forms will continue to be available for travellers who cannot complete the form online and will be accepted as a paper-based version of the digital NZTD at the air border. Passengers travelling by sea are not currently required to complete a digital declaration.

NZ Schools Scholarship Programme offers exciting study path for Vietnamese students
The New Zealand Schools Scholarships (NZSS) is a scholarship programme offered exclusively for Vietnamese students in grades 8 – 10. Since it was first launched in 2019, many young Vietnamese students have studied at New Zealand schools across the country thanks to the support of this Programme. Many of these students have gone on to secure scholarships at prestigious universities in New Zealand and other countries, achieving notable success on their academic paths.
Applications for NZSS 2024 were accepted between 22 January to 17 March 2024 and after several screening rounds, 14 NZSS winners were selected. Each scholarship provides a 50% subsidy on the full-year school tuition fees of the first year of study at a New Zealand secondary school.
A standout aspect of this year’s programme was the dual-opportunity scheme in which aspiring candidates who did not receive the NZSS were able to be considered for other scholarships offered by New Zealand schools. This saw an additional four students awarded other school scholarships bringing the total number of school scholarship awardees to 18.

On 9 June, Education New Zealand Manapou ki te Ao (ENZ) organised the Awards Ceremony and Pre-Departure Briefing to recognise the scholarship winners as well as provide information in preparation for their journey ahead. Mr. Scott James, New Zealand Consul General in Viet Nam, attended and delivered a welcome remark, in which he emphasised the mutual respect and understanding that New Zealand and Viet Nam’s relationship is built upon.
Mr James added that “this scholarship programme signals the New Zealand Government’s continuing commitment to growing the relationship between our two countries.”

Mr. Ben Burrowes, ENZ’s Acting General Manager – International, was also present at the event and awarded the winners a scholarship certificate and offered his congratulations. In his speech he reflected that the first eight months of 2023 saw school enrolments of Vietnamese students increase over that of 2022 to a total of 286.
“Given the care that every parent takes when deciding where their children should continue their education, the rebound for school students following the pandemic naturally took a little longer.
“We know that this number will continue to increase as life resumes its normal pattern, especially as parents look to the future, and what is best for their child’s development and education,” said Mr Burrowes.
For the pre-departure briefing, ENZ provided a brief presentation, followed by former NZSS winners, Thuy Truc (2023), Thao Nguyen (2023) and Tuan Minh (2019) sharing their study experiences with the audience. Representatives from the Vietnamese Students Association in New Zealand, Ms. Trang from HHT magazine who joined the New Zealand familiarisation trip in 2023, and Mr. Phu & Ms. Ngoc – parents of students who are currently studying in New Zealand also spoke.
Feedback from parents and students received by ENZ after the event was positive, with many commenting on how welcome and proud they felt as scholarship winners. We look forward to welcoming these students to New Zealand very soon!

Australia
From 1 July 2024, holders of a Visitor Visa in Australia will not be able to apply for a Student Visa onshore, in new rules announced by the Minister for Home Affairs, the Hon Claire O’Neil MP. Temporary Graduate Visa holders will also no longer be able to apply for Student Visas onshore. According to the Minister, these changes are aimed at restricting visa hopping, “ending the loopholes that allow student and other temporary visa holders to continuously extend their stay in Australia”.
Europe
The European Council, composed of national ministers from each EU country, has accepted a recommendation from the European Commission (which proposes and implements policies for the EU), to increase opportunities for European youth to learn, train, and study in other parts of Europe as well as in non-EU countries.
Japan
The annual survey of The Japan Association of Overseas Studies (JAOS) was released in May, providing a baseline indicator of outbound mobility from Japan based on responses from a sample of 40 JAOS member-agencies. Top line results show that outbound student numbers have now recovered to 83% of pre-Covid levels however destination choices continue to shift for Japanese students, and more are choosing to study within Asia.
Latin America
Latin America has become a region of high interest as colleges and universities worldwide seek to diversify their international student population, steering away from the traditional recruitment markets such as Southeast Asia.
South Africa
After pandemic-induced turbulence in South Africa’s English Language Teaching sector, which saw a decline in memberships, school closures, and more, the country is witnessing a significant market recovery post-Covid.

Mayoral events provide vibrant welcomes to students in their regions
Last month we shared some of the wonderful images that New Zealand schools, universities, PTEs, Te Pūkenga and English Language Schools shared with ENZ as they welcomed their new students for 2024. This month we are sharing details and images from the Mayoral welcomes that some of our regions have held for their visiting international students.

More than 40 international students were greeted by Whanganui District Council Mayor, Andrew Tripe, at a special Mayoral welcome to the community on Monday 8 April.
Speaking to the students from countries including Brazil, South Korea, Japan, Germany, China, India Indonesia, Thailand, and Viet Nam, the Mayor thanked them for choosing Whanganui and adding to the “diversity and vibrancy of our community”.
The students attending had enrolled in both secondary schools and tertiary institutions in the district such as Whanganui High School, UCOL Whanganui and the New Zealand International Commercial Pilot Academy.
Formal greeting over, the Mayor was rushed by students seeking a special ‘selfie moment’ to share with families and social media.

Similar levels of excitement were seen in Hamilton where the Mayor of Hamilton, Paula Southgate and local performance groups welcomed approximately 250 new international students to the Waikato region. The welcome event was held at the Pā, University of Waikato and is the first welcome since the Covid-19 pandemic put these events on hold.

Faymie Li, Education New Zealand Manapou ki te Ao’s Senior Advisor Student Experience said, “I was deeply honoured to witness this significant event and see how we demonstrate manaakitanga to our international students.
“The diverse cultures we embrace in Aotearoa is truly something to cherish and celebrate. It was wonderful to see so many school students attending the ceremony, offering them a unique student experience they don't typically encounter.”
Jiabao Zhao (Boa), a former international student who completed a Bachelor of Management Studies with First Class Honours at the University of Waikato, shared a message of encouragement with the students. Boa’s advice for new students was: to study hard but also “talk to and meet students from outside your country. It’s easy to remain in your comfort zone but that is not the point of studying abroad. Network and build your presence”.

She also reminded students to take care of both their physical and mental health. There will be challenges but also great opportunities, and her own study and career journey is testament to that. She now works as an International Sales Operation Executive at Prolife Foods Ltd in Hamilton.

Also in March, nearly 100 international students received a fine welcome centered on the theme of connection, by Timaru District Mayor, Nigel Bowen. The Timaru District will be home to students from Japan, China, Germany, Thailand, South Korean, Hong Kong, Macau, Fiji, Philippines, Brazil and Poland, and more over the course of this year. Supporting PTEs to grow internationally
The recent 2024 ITENZ Conference in September provided the ideal platform for Sharon-May McCrostie, Acting General Manager of Sector Engagement for Education New Zealand Manapou ki te Ao (ENZ) to highlight some of ENZ’s work to support Private Training Establishments (PTEs).
Strengthening New Zealand’s reputation as a preferred destination for international students studying with PTEs by taking a collaborative approach with the subsector has been key, said Sharon-May.
“This includes how ENZ works with PTEs to develop the subsector by organising roadshows, in-market education fairs, events and webinars. We also have a strong pipeline of activity ahead, working with PTEs through strategic marketing, partnerships, capability building, with a focus on delivering high-quality educational experiences,” added Sharon-May.

During her presentation, Sharon-May highlighted four key points:
- Expanding recruitment efforts in key markets such as India, China, Viet Nam, Latin America, and the Philippines, will be incredibly important in the diversification of the international student base. This will also be vital in achieving the New Zealand government’s goal to double export earnings from international education to $4.4 billion by 2027 and meeting the student enrolment target of 85,000 by 2024/25 (up from 69,000).
- ENZ conducts targeted marketing campaigns that aim to boost visibility and awareness of a New Zealand education. Providers can leverage ENZ marketing support in their international journey through tools like BrandLab for developing promotional materials and AgentLab for connecting with education agents.
- ENZ provides valuable market insights through IntelliLab, offering data on trends, student preferences, and enrolment statistics to help providers make informed decisions.
- Lastly, to improve the student experience, ENZ provides resources such as NauMai NZ and conducts an annual Student Experience Survey, giving providers insights into how they can better meet the needs of international students.
Sharon-May ended by confirming ENZ’s commitment to the subsector.
“We are committed to providing ongoing support for PTE providers through research, resource and capability building. We look forward to continuing our efforts in supporting the growth of this very important part of New Zealand’s international education eco-system,” said Sharon-May.

New Zealand education on the world stage at NAFSA 2024
More than 8,500 international education professionals descended on New Orleans to take part in the 76th annual NAFSA Association of International Educators (NAFSA) conference from 28 to 31 May. Due to its scale, the conference is an important strategic platform for New Zealand in raising brand awareness for our international education offerings.
This year, the New Zealand Pavilion featured imagery from ENZ’s new brand campaign Learn New Every Day. The pavilion provided an eye-catching focal point to showcase the New Zealand education brand, our education products and services and proved a friendly meeting point for the hundreds of meetings and engagements held over the course of the week.
With an audience of thousands of international education professionals in one place, the University of Otago harnessed the opportunity to launch its new brand. Jason Cushen, Director – International from Otago said that NAFSA was the perfect place to launch amongst our global partners and friends, the university’s new tohu (symbol) and Te Reo Māori name, Ōtākou Whakaihu Waka, a metaphor meaning A Place of Many Firsts.

To open New Zealand’s participation at the event, ENZ and all eight universities co-hosted a networking event ‘The New Zealand Experience’. Welcome remarks were shared by Amy Rutherford, ENZ’s Regional Director for Americas, Middle East, and Europe and Counsellor (Education) with Distinguished Professor Jacinta Ruru, Deputy Vice-Chancellor Māori at the University of Otago, as MC for the evening.
Amy said that the networking event was an opportunity to celebrate reciprocal partnerships, which form the cornerstone of the New Zealand International Education Strategy.
“Key partners and stakeholders from around the globe were invited to connect with our New Zealand education representatives at the networking function. It also gave us the opportunity to showcase and celebrate New Zealand’s international education with old friends and new and set the tone for a busy and positive week of more networking, meetings, and valuable engagements.
“This entire week is incredibly important for amplifying our visibility and credibility as a small but high-value education host country on the world stage. Having a presence here means we can meet face-to-face and build sustainable relationships with a wide range of players in our sector on a scale that, due to our location in the world, we do not get to do every day,” added Amy.

ENZ also took part in a panel talk called ‘What is indigenous-led internationalisation’? The panel explored how indigenous and non-Western knowledge and worldviews are essential for intercultural learning through the experiences and work of Māori education experts. The panel provided examples of how indigenous ways of knowing and being can enhance intercultural learning and what Indigenous-led internationalisation looks like in practice.
Moderated by DuBois Jennings, ENZ’s Director of Engagement North America, the panel of experts included Distinguished Professor Jacinta Ruru, Deputy Vice-Chancellor Māori at the University of Otago, Paulette Tamati-Elliffe, Manager at Te Rūnanga o Ngāi Tahu, and Natalie Lulia, ENZ’s Associate Director of Engagement. The session was very well attended with the NAFSA Board Chair LaNitra Berger commenting that the session was incredibly informative and well done.

“We are seen as a world leader in this area, which is why the session proved so popular and people were having to sit on the floor! I am looking forward to continuing this discussion next week at the British Columbia International Education Week Conference in Vancouver where I have been invited to speak on this topic, alongside the CE for Te Whare Wānanga o Awanuiārangi, Professor Wiremu Doherty,” added Natalie
Following the success of New Zealand’s participation at NAFSA 2024 it will be ENZ’s turn to host our friends from NAFSA in a few weeks. We will be welcoming Dr Fanta Aw, CEO and Executive Director of NAFSA, and LaNitra Berger, NAFSA President and Chair of Board of Directors, to New Zealand when they will attend the NZIEC KI TUA conference from 6 to 8 August in Te Whanganui-a-Tara Wellington.

From the CE: Board announces new ENZ CE

Our Board yesterday announced the appointment of Amanda Malu (Ngāi Tahu) as our new Chief Executive. Amanda is currently Deputy Chief Executive Service Delivery at ACC, and formerly Chief Executive at Whānau Āwhina Plunket, leading that organisation through extensive change over six years in the role. She previously held senior marketing and communication roles including at the Tertiary Education Commission, and earlier in her career worked in marketing and international student recruitment in the polytechnic sector. Amanda will take up the role in September. Until then, I will continue as Acting Chief Executive.
This is excellent news. I am sure you will all join me in giving Amanda a very warm welcome to Education New Zealand Manapou ki te Ao and our international education community.

To the visit of Premier Li. Last Friday I had the privilege of attending three events held as part of Premier Li’s visit to New Zealand. Significantly, Premier Li was accompanied by Minister of Education Huai Jinpeng who led a delegation of Chinese university senior leaders and senior education officials. This is Minister Huai’s second visit to New Zealand within 12 months following his engaging contribution to NZIEC Ki Tua 2023. This is a very special recognition of the close education ties between New Zealand and China.

Our Minister for Tertiary Education and Skills, Penny Simmonds and Minister Huai co-chaired a “Looking into the Future: High Level Education Forum”. The Forum was attended by 11 University Presidents from some of the most prestigious universities in China, and all eight of our university Vice-Chancellors. The Forum discussed themes spanning student and academic mobility, research partnerships, innovation and productivity and digital education. A compelling discussion topped off with the signing of twenty institution-level MOUs.

And towards the end of the Forum, Premier Li, our Prime Minister, the Rt Hon Christopher Luxon, as well as the Minister of Education, Erica Stanford, joined the closing ceremony and took an active part in proceedings. This included the Prime Minister presenting the latest Prime Minister’s Scholarships to a group from Canterbury University heading to China and announcing the 2024 recipients of the New Zealand-China Tripartite Research Partnership Fund. Premier Li also announced allocations of scholarships for New Zealand Chinese Language teachers, summer camp places for New Zealand students and donations of Chinese language textbooks.

To close the day, we accompanied our Minister, our Chinese and New Zealand university colleagues, and NZ Inc representatives to the Gala dinner where Prime Minister Luxon called out education among the other vital ties between China and New Zealand.
These special events proved a unique opportunity to showcase our high-quality education offering to China while demonstrating our commitment to enhancing student mobility and future education and research collaboration. It was fantastic. We can all be very proud of education’s contribution to this important relationship.

New Zealand well represented at the 2024 World Digital Education Conference
The 2024 World Digital Education Conference, attended by representatives from over 70 countries and regions as well as international organisations, aims to work with governments, the education sector, and stakeholders to jointly implement the outcomes of the United Nations Transforming Education Summit, promote education recovery post-pandemic, equitable quality education through digital education transformation, and advance the realisation of the Sustainable Development Goals (SDGs).
Chinese Education Minister Huai Jinpeng provided the keynote speech at the opening ceremony. He noted the impact of technology on education and the need to prioritise education reform to keep pace with changes and harness the benefits of digital education. Minister Huai concluded by saying they look forward to the new impetus into promoting international cooperation in digital education through this conference.
New Zealand was represented by Minister of Education, Hon Erica Stanford (through a pre-recorded session); H.E. Grahame Morton, New Zealand Ambassador to People’s Republic of China; Ardi Barnard, New Zealand Consul-General to Shanghai; Dr Grant Klinkum, Chief Executive New Zealand Qualifications Authority and Education New Zealand’s China-based representatives. The strong presence at the conference contributes to New Zealand’s reputation as an education partner with an innovative approach to digital learning. New Zealand Education Minister Hon Erica Stanford gave a video address and shared New Zealand’s efforts to harness digitalisation to improve our education system and support lifelong learning.
“As an education minister with a relentless focus on the progress and achievement of all students, I see that digital tools and the well-designed use of data have enormous potential to help us drive progress and achievement,” said Minister Stanford.

In his address at the Opening Ceremony, Ambassador Morton highlighted the important role of education in the New Zealand-China relationship and gave insights into New Zealand’s innovative EdTech sector.
“Digital education is at the centre of New Zealand’s EdTech sector and its developments. Three-quarters of New Zealand EdTech companies are actively looking to take their offerings to the world,” said Ambassador Morton.

During the Parallel Session on Governance and Digital Transformation, Dr Klinkum shared New Zealand’s experience in quality assurance, qualification recognition and assessment delivery in the digital era.
“We would like to continue working with our international colleagues to ensure that we provide credible education for learners and that life-long learning and global mobility is supported by digital education and reflects the needs of increasingly digital societies,” said Dr Klinkum.
During the conference, organisers held the inaugural launch ceremony of the World Digital Education Alliance (WDEA). Universities New Zealand, on behalf of the University sector, joined the Alliance. The first batch of members is by invitation and as of 30 January 2024, 104 agencies from 41 countries joined the alliance ranging from schools to Technical and Vocational Education and Training (TVET) institutions, training centres, colleges and universities as well as research institutions and enterprises. The initiative aims to fulfil the UN SDG 4, build a mechanism for international cooperation and exchange in digital education, form synergy to promote global educational development, and create a new environment for smart education.

Why country preference matters for international student experience
The 2025 International Student Experience Survey has recently closed. Many thanks to all providers who encouraged participation from their current or recent students.
As we grow our timeseries we aim to look below the topline findings for additional nuggets of information. For example, in our analysis of the 2024 International Student Experience Survey we looked at how a first-choice preference of study destination may impact eventual student experience.
Summary of findings
- 78% of international students currently or recently studying with a New Zealand provider reported that New Zealand was their number one choice of study destination.
- Of the 22% of respondents for whom New Zealand was not their first choice, Australia was most preferred (32%), followed by the USA (17%), Canada (15%), and the UK (14%).
- The most common reasons people gave for selecting a country other than New Zealand as their first choice of study destination was that their preferred country has ‘a good standard of living/is a developed country’ (26%), good institutions/education providers (24%), ‘a high quality of education’ (23%), and ‘good employment opportunities’ (23%).
- Country preference matters for student experience: Overall, experience scores were higher for those who reported that New Zealand was their first-choice destination for international education (median score 8 out of 10) compared to those for whom New Zealand was not their first choice (median score 7 out of 10). This effect persisted controlling for age, gender, subsector, and home country.
ENZ’s Director of Insights, Marie Clark, says that her team will be looking to focus on more of these sorts of insights for the coming year.
“With global policy changes impacting student decision making around country preference, it is important to understand how this might flow on to influence student experience and, even more importantly, actions providers can take to improve the experience of students for whom New Zealand may not have been the first choice for a study destination,” Marie says.
Recommendations for education providers to ensure a positive student experience
Irrespective of whether New Zealand is a prospective or current international student’s preferred study destination, education providers can take the following actions before and during the student application phase and after enrolment to ensure a positive overall student experience.
Prospective decision-making phase
1. Clearly articulate the benefits of studying in New Zealand, followed by benefits offered by specific locations and education providers to ensure that students have a broad idea of the New Zealand way of life.
2. Identify the key drivers of choice for your target students and if those drivers focus around country, course or provider choice.
3. Ensure that those supporting student decision-making are equipped with the same knowledge as well as how New Zealand compares to the alternative destinations that the prospective student may be considering.
Application and enrolment phase
4. Invest in pre-arrival communications, take the time to reinforce the choice of destination with both the international students and their influencers.
5. Ensure pre-arrival communications address common challenges or challenges regularly highlighted by international students of a similar demographic.
6. Consider how international students can begin to build their networks and local connections to ensure a smooth transition.
During study
7. Identify if there are a group of students at your institution, who may have been actively considering an alternative destination.
8. Look at which aspects of student experience have the most impact on overall experience and invest your resources there. For example, enhancements to living experience scores are likely to have the most impact on overall student experience.
