  • Measles outbreak: information for international students

    There is currently an outbreak of measles in New Zealand.

    We encourage you to stay up-to-date with the latest advice and information on the measles outbreak by visiting the Ministry of Health’s website here.

    Measles is a highly infectious airborne virus and one of the world’s most infectious diseases. It is important that international students get vaccinated at least two weeks before travelling to New Zealand. This allows time for the vaccine to build immunity.

    For international students who are currently in New Zealand, it is important to know your vaccination status to know if you are immune. If you do not know your vaccination status, you may wish to ask someone at home to check with your healthcare provider. 

    It is extremely important to be up-to-date with measles immunisations. This protects the student, their community and anyone they may come into contact with – particularly small babies, pregnant women and others who cannot be vaccinated

    One dose of MMR vaccine protects about 95 percent of people, and two doses protects about 99 percent of people. Two doses are necessary to prevent outbreaks.

    It is important to note that the Ministry of Health is working closely with District Health Boards in New Zealand to manage the distribution of vaccine stock to ensure they are available to those who need them most. This means that first priority for MMR vaccinations is currently:

    Auckland

    • Ensuring all children receive their MMR vaccinations on time at 12 months and 4 years to maintain the national Childhood Immunisation Schedule
    • Targeted community outreach managed by the three Auckland DHBs, namely groups who are most affected by the outbreak including 15-29 year olds and Pacific peoples within those groups.

    Rest of New Zealand

    • Ensure all children receive their vaccinations on time at 15 months and 4 years to maintain the national Childhood Immunisation Schedule
    • Susceptible close contacts within 72 hours of first exposure to measles when possible.

    Symptoms

    Symptoms of measles include: a fever; cough; runny nose; sore and watery ‘pink’ eyes and a rash. People are contagious five days before and five days after the appearance of the rash, counting the day of rash onset as day one. 

    Advice if someone thinks they have measles: 

    • Stay away from work, school or public places
    • Call Healthline on 0800 611 116, to inform them that you are experiencing symptoms of measles and that you may have come into contact with a measles case
    • Cover your mouth and nose when coughing or sneezing and wash your hands frequently
    • Minimise your contact with others to prevent infecting them
    • Students should also make sure other people e.g. flatmates, friends, homestay families or hostel staff are aware they are unwell, so they can assist if needed.

    Who shouldn’t get the vaccine?

    You shouldn’t get immunised against measles if you:

    • Are pregnant
    • Have had an anaphylaxis reaction to MMR or are immunocompromised.

    If a student thinks they have been exposed to measles and is unable to have the vaccine, they need to ask a doctor for advice. 

    Pregnant women who think they have measles, or have come in contact with someone with measles, must call their general practice or lead maternity carer as soon as possible. Pregnant women who were immunised against measles prior to becoming pregnant, are almost certainly protected.

  • Spotlight on Japan

    When young Japanese student and talented rugby player Megumi came to New Zealand for six weeks to learn English in 2018, she loved it so much she decided to stay.

    Her welcoming host family and peers were a large part of why she chose to make the move – on top of the chance to play rugby four times a week and learn at a high-quality secondary school.

    Megumi is just one of the over 9,000 Japanese who come to New Zealand annually to study.

    In fact, Japan is the third largest source country for New Zealand’s international education sector.

    “New Zealand really values its education relationship with Japan, which stretches back over 60 years,” ENZ General Manager International, Lisa Futschek, says. “It’s economically important, but it also helps to enrich our young people’s lives and maintain strong cultural and people-to-people ties.”

    The number of Japanese students coming here to study has grown steadily since 2013, and looks likely to increase as a number of Japanese government policies centred on internationalisation take effect.

    ENZ Senior Market Development Manager for Japan, Misa Kitaoka, says 688 people visited the 2019 ENZ Fair, held in September; an all-time high and up from 500 visitors in 2018.

    “I noticed significantly more parents with young children were present at the fair and this is likely driven by the fact that English will become a compulsory subject for primary-schoolers in Japan next year from 2020,” she says.

    While the market demand has traditionally been focused on short-term programmes (less than three months), Misa also saw increasing interest in the long-term studies among the visitors. Given the Japanese government’s internationalisation agenda, Japanese universities are increasingly adopting the Admission Office (AO) method of assessing applicants. This means there is less emphasis on Japan’s university entrance exam held once a year, allowing those students who return from New Zealand with NCEA certification to more easily apply to Japanese universities.

    Scholarships are also playing a part in generating interest in New Zealand. The Japanese government also support a series of scholarships. The Japan Student Services Organisation (JASSO), for example, offers monetary awards for both inbound and outbound students studying at tertiary level. The TOBITATE (“leap for tomorrow” in Japanese) Study Abroad initiative administered by the Ministry of Education, Culture, Sports, Science and Technology (MEXT) also provides scholarships for both school and tertiary students to study overseas.  

    What do Japanese students love about New Zealand?

    Most Japanese students travel to New Zealand to study at secondary school level.

    The opportunity to learn English in a safe and supportive environment is attractive to many Japanese learners, as is the chance to visit a country that is almost as rugby-mad as Japan. Programmes such as Game On English leverage both interests, bringing students here to both learn English and play sport at the same time.

    New Zealand’s unique style of teaching is also a major attraction for prospective Japanese students and their parents. From primary school on, Kiwi students are encouraged to work collaboratively with digital devices, which develops the “21st century skills” promoted by the Japanese government and outlined in a report published by the World Economic Forum. Additionally, Japanese students coming to New Zealand will experience this learning environment in an inclusive and diverse environment with many different cultures.

    Many Japanese alumni report that the Māori culture made a big impact on their time in New Zealand. Research released by the Asia New Zealand Foundation in September this year, New Zealand and Japan: To Our Future, identified Japan as the Asian country that held the most culturally similar views and values to Māori culture.

    “The importance Japanese people place on reciprocity and hospitality resonates with values like manaakitanga and kaitiakitanga. Both cultures emphasise respect for elders, take a long-term perspective and stress personal relationships underpinning business dealings.”

    2019 Rugby World Cup

    Education New Zealand, alongside other NZ Inc agencies, have concentrated efforts on raising New Zealand’s profile in Japan during the Rugby World Cup 2019.

    New Zealand and Japan: To Our Future found that many Japanese have a limited view of New Zealand. New Zealand was seen as being safe, clean and green, but also a little unsophisticated and not as technologically advanced as Japan.

    Tourism New Zealand led the hosting of a pop-up event with support from ENZ last month. 

    Prime Minister Jacinda Ardern attended and posed for pictures with former All Blacks captain Richie McCaw and international alumni.

    ENZ’s Misa Kitaoka says cross-agency collaboration like this is one of the most effective ways to increase awareness of New Zealand among the Japanese public.

    “As destination marketing plays a key role for us, I hope to leverage high-profile NZ Inc activities and ministerial visits.”

  • From the CE: Committed to a quality student experience

    I therefore welcome the Government’s announcement this week of a new, interim code of pastoral care for domestic tertiary students in place for 2020. New Zealand is a world leader in providing pastoral care to international students and has had a code in place since 2002.

    The domestic code will complement the Education (Pastoral Care of International Students) Code of Practice, which provides assurance about the quality of the New Zealand study experience for prospective international students and their families.

    The interim domestic code will not affect international students next year.

    Providers, however, need to be aware of one important change that affects them. The Government is introducing new offences and penalties which will also apply to institutions enrolling international students. These offences and penalties are for severe breaches of the Code. Providers can comment on the Bill during the Parliamentary Select Committee submissions process this month.

    Next year the Government is developing a permanent Code of Practice which will include opportunities for the sector to engage and contribute to its development. It also provides an opportunity to address any gaps in the current Code of Pastoral Care for International Students, in time for 2021.

    ENZ is committed to a quality experience for all international students.  We have worked with providers and students to develop resources for students to support their journey – from discovering New Zealand as a destination, through their decision-making process, while they study here, and up until the time they depart and become ‘ambassadors’ for New Zealand. We welcome the use of these resources by our industry partners to support your work with international students.

    Resources like Study in New Zealand help students considering New Zealand as a destination. International students can search for courses and scholarships and register with My StudyNZ, which matches them with courses and institutions and enables them to track their applications.

    NauMai NZ provides information on life as an international student living in New Zealand.  It focuses on their support and wellbeing, helping them to make social connections and reducing the possibility of students feeling overwhelmed. It includes practical information and advice on everything from how to open a bank account to understanding Kiwi slang.

    I’m also proud of our new campaign, ‘Ask New Anything’, launched last week. It features students providing unscripted answers to real questions from prospective students. It’s our most technologically advanced campaign to date using Tohu, a chatbot, to answer questions about studying and living in New Zealand.

  • Ask New Anything: The campaign in China

    Ask New Anything, ENZ’s latest global, digital campaign, was launched worldwide in early October and a week later in China – after national holiday Golden Week. In China, the campaign leveraged ENZ’s strategic platforms with the help of our digital partner UMS. 

    So far, nearly 37 million Chinese have engaged with the campaign and ENZ’s following on WeChat has almost doubled as a result.

    To celebrate the success of Ask New Anything in China, we’ve broken down four of our key platforms and explained why they are important when it comes to having a presence in this part of the world.

    1. Zhihu

    ENZ is the first international education agency in the world to have an official account on Zhihu. This puts ENZ in the company of other well-known international brands such as Audi and Airbnb.

    Zhihu is the latest platform to be added to ENZ’s Chinese social portfolio. Like Quora and Reddit, Zhihu is known in China as a space for Q&As, making it a great fit for the Ask New Anything campaign.

    2.WeChat

    It was a natural choice to promote Ask New Anything on WeChat.

    ENZ is one of the first education agencies in the world to utilise a premium format of WeChat Interactive Ads, and has engaged with 24 million users in our target groups since Ask New Anything began.

    WeChat is a mobile app that does almost everything in China. It currently has over one billion active monthly users worldwide and is growing. In China, our audiences use WeChat to connect with brands, with each other, to shop, to order taxis, the list goes on.

    ENZ has had an account on WeChat since 2014, and currently has more than 58,500 followers – including prospective Chinese students and their parents. Almost half of these began following the channel in 2019 as a result of a more targeted approach to our campaigns. Through this channel, users can explore what interests them most about studying in New Zealand.

    3. WeChat mini-programme: My StudyNZ

    ENZ added My StudyNZ to our WeChat portfolio in October 2018. This is a bespoke application developed for the platform.

    The mini-programme delivers the same course-matching experience as our global My StudyNZ platform to Chinese audiences, via WeChat.

    4. .cn website

    Earlier this year, ENZ launched a China version of the student-facing Study in New Zealand website with a China domain (.cn).

    This new website overcame issues with accessibility, performance and loading speed in China, and is optimised for Baidu (China’s largest search engine).

    5. Weibo and YouKu

    The Ask New Anything campaign also has a presence on Weibo, which remains one of China’s largest social media platforms, and on YouKu, the China equivalent of YouTube.

  • Opening new doors for Chilean teachers of English

    Two groups of 20 Chilean teachers of English recently spent time at two New Zealand universities, studying diversity and inclusion in the classroom and learning more about the Kiwi style of teaching.

    The first cohort, from Chile’s Araucania region, went to the University of Waikato’s Institute of Professional Learning. They were the third group of teachers funded to travel here by Araucanian local government.

    University of Waikato Associate Director of International Education and Development, Chris Henderson, describes their programme as “genuinely collaborative”.

    “As our relationship with the Chilean Ministry of Education has developed, we progressed from delivering an off-the-shelf programme to co-creating a teacher development intitiative that is bespoke and unique to Chilean teachers’ needs,” he says.

    "Our unique point of difference is our inclusion of Māori language and learning methods in mainstream classrooms. This is something our Chilean teachers aspire to achieve for their Mapuche [indigenous] learners. As such, we can inspire possibilities and introduce methodologies that will support their journey."

    The second cohort spent four weeks at Massey University in Palmerston North. Funded to come here by the Chilean Ministry of Education’s Programa Ingles Abre Puertas (English Open Doors) programme, their members came from all over Chile.

    This course featured classes on pedagogical innovations that promote student-centred instruction, as well as visits to local schools, practical workshops and a two-day stay on a local marae.

    One student commented: “Not only this course taught us content, but also it engaged me with your culture. How am I going to learn about New Zealand education if I didn't know anything about you? I feel your culture, traditions and daily lifestyle are now part of my life; I feel I fully understand your system and how to apply it in my own reality. Thank you for making this experience as unique as I thought it would be.”

    ENZ Senior Market Development Manager, Javiera Visedo, says she is delighted to continue working with the Chilean Government on teaching initiatives like these.

    “Chile and New Zealand are like-minded partners and the education linkages get stronger and deeper every day,” she says. “These groups are perfect examples of the work we have been doing in Chile aligned with our International Education Strategy, and we definitely expect more to come.”

  • Coronavirus update for ENZ stakeholders

    We’re writing today to provide you with a further update on the coronavirus and its impact on the education sector.

     National response

    Education New Zealand is taking its lead from the Ministry of Health, who is monitoring the situation closely and will advise if any public health measures become necessary.

    At this time, the Ministry of Health has publicly advised the likelihood of an imported case in New Zealand is high, but the likelihood of an ongoing outbreak remains low. However, we recommend that you follow the below advice to keep your students and staff safe and well.

    ENZ update

    ENZ is working closely with Government agencies to inform and share the advice being developed.

    Please find below two updates on ENZ-led programmes based in China.

    Prime Minister’s Scholarship (PMS) recipients in China

    • The safety and wellbeing of New Zealand students in China is paramount. ENZ is contacting PMS recipients in China to check whether they’d like to come home or are comfortable staying in the current environment. ENZ will support their early return.
    • We’re reminding students already in China to follow SafeTravel guidelines. We’re also providing individuals and groups of students scheduled to travel to China with the latest advice.
    • ENZ is offering Prime Minister’s scholars who were planning to travel to China in the next three months the opportunity to defer their travel at this time.
    • We have been working closely with tertiary education providers as we work through these options.

    ENZ events in Asia

    • ENZ is reviewing the agent seminars scheduled to go ahead in China this March. We expect to be able to share our decision with the sector shortly.

    Advice from the Ministry of Education

    • The Ministry of Education has released advice for principals, early learning services, tertiary and parents on keeping staff and students safe.
    • The Ministry is advising providers to err on the side of caution. Staff and students who are arriving from China, have recently travelled there, or feel they may have been exposed to coronavirus are to take the voluntary precaution of staying at home for up to 14 days. This would take effect from their last date of exposure or from the time they arrived in the country if they are unsure.
    • It is important to remember the safety and wellbeing of all students is of paramount importance during this period of uncertainty. As international education providers are aware, they have an important responsibility to ensure that students are well-informed, safe and properly cared for.     • For further guidance, including for homestay, hostel and other accommodation providers, see the Ministry of Education's information for the education sector, caregivers and whānau of learners.

    Health and travel advice

    • Keep yourself safe by following the World Health Organisation’s standard recommendations to prevent infections:
    • Wash your hands regularly
    • Cover your mouth and nose when coughing or sneezing
    • Thoroughly cook meat and eggs
    • Avoid close contact with anyone showing symptoms of respiratory illness.

    •  MFAT’s Safetravel website As of yesterday, it advises New Zealanders do not travel to Hubei province due to the coronavirus and the associated travel restrictions imposed by the Chinese authorities.
    • Ministry of Health’s webpage on the Coronavirus. In addition:
      • The Ministry has released information for travellers arriving to New Zealand in English, traditional Chinese and simplified Chinese.
      • The Ministry encourages travellers who become sick within a month of their arrival to seek medical advice and contact Healthline (0800 611 116) or a doctor. It is important to mention recent travel to Wuhan and any known contact with someone with severe acute respiratory illness who has been in Wuhan.
      • The Ministry is also publishing border advisories on this page which it shares with border stakeholders.
    • The World Health Organisation (WHO) is providing situation reports, travel advice and advises on measures to protect yourself.

  • Towards a low-carbon future – together

    The week-long programme was organised and funded to a large extent by DAAD (the German Academic Exchange Service), with the overall objective of deepening existing academic links and encouraging the development of new ones, under the theme of transitioning to a low-carbon economy.

    Led by ENZ Chief Executive Grant McPherson, delegates from New Zealand’s Centres of Research Excellence (CoREs) met with German academics, researchers, government officials and students in Bonn, Cologne, Aachen, Hamburg and Berlin.

    As an outcome of the trip, DAAD and the Kiwi delegates are working on an action plan that includes opportunities for cooperation between New Zealand researchers and their German counterparts, particularly on sustainability issues in line with the visit’s theme; a potential government-level arrangement to facilitate academic exchange; and possible funding for post-graduate student mobility.

    It was the first time that ENZ had brought such a senior research delegation to Germany.

    “Germany is one of New Zealand’s key education partners in Europe, with nearly 3000 German students travelling to New Zealand in 2018,” McPherson says. “However, alongside student recruitment, we’re renewing our focus on encouraging academic mobility between our two nations.”

    “This delegation was all about showcasing the excellence of New Zealand’s research institutions. Our academics produce world-class work, and teaming up with partners like Germany will only create more opportunity for researchers to solve some of the world’s biggest problems.”

  • Japan and New Zealand build on bilateral education ties with new Memorandum of Understanding

    It comes off the back of the Japanese Government’s continued work on their internationalisation policy, where international education plays a key role. It’s especially crucial for Ichihara this year, as the city gears up to act as one of 15 host towns for New Zealand (and other nations) during the 2020 Olympic and Paralympic Games.

    New Zealand is uniquely positioned to assist Japan with its internationalisation efforts, especially with English language learning.

    In November 2018, ENZ Senior Market Manager – Japan, Misa Kitaoka, called on Mayor Koide to discuss the opportunity for a new outbound programme to New Zealand. The initiative – translated as ‘Youth Overseas Study Abroad Assistance Project’ – is currently underway as a legacy project. After the Tokyo Olympics and Paralymics, the city is planning to send school students from Ichihara City to New Zealand starting 2021.

    In conjunction with the new outbound study programme to New Zealand, Ichihara City is keen to expand its partnership with New Zealand by signing an agreement with ENZ for wider cooperation to promote education exchange between the two countries.

    “It’s exciting to see New Zealand and Japan not only solidify the education relationship we already have, but open it up to different kinds of collaboration down the line,” ENZ General Manager – International, Lisa Futschek, says.

    “That’s where we get innovative education programmes developed for our students, like the popular English PLUS and Game On English initiatives.”

    As New Zealand's third largest student source country, Japan remains an important focus market for both ENZ and New Zealand institutions.

    As an underpinning to our student attraction objectives, our relationship is deepened through sister-city relationships, and outbound mobility initiatives such as the Prime Minister's Scholarships for Asia, and New Zealanders taking part in the Japan Exchange and Teaching (JET) programme.

What's in it for me?
