A new format
We’re delivering NZIEC 2022 in a virtual format so we can reach as many international education practitioners as possible during this critical time for the industry’s rebuild. The virtual format means we have eliminated participation costs and the prospect of Covid blues for all. Join from the comfort of your favourite workstation! And while it means we won’t be able to connect in-person, we are offering a range of new ways to network and connect during conference – stay tuned for further information following registration!
The virtual format means we can offer a wider range of keynote speakers than in our usual two-day in-person format. We hope you’ll enjoy insights from our bumper line-up of ten keynote speakers from a range of industries and perspectives. That’s right, ten!
We’re also able to offer content in a more flexible manner. We’ll be delivering content in bite-sized chunks each morning and afternoon during the week (except for Friday afternoon). Don’t worry if you can’t attend a session – all sessions will be recorded and available to view later if you have registered.
A varied programme
NZIEC 2022’s theme is Towards Recovery: Reflect, Reconnect and Renew. We will be exploring this theme across the conference week; we’ll start by Reflecting on the shared experience we’ve had these past two years, before we focus on Reconnecting New Zealand and then turn to Renewal of our industry for the future.
The full programme will launch shortly, but here’s a taste of what we have in store:
- On Monday morning, join international students and practitioners as we Reflect on our collective experiences over the past two years. Hear from 2021 New Zealander of the Year, Dr Siouxsie Wiles, about her experiences through the pandemic and her advice for the future. Gain insights from our first-ever international student-led panel as they discuss their experiences during the pandemic – and their hopes and expectations for the future. And join our Board Chair, Steve Maharey, as he provides an update on ENZ’s vision and direction.
- On Monday afternoon, learn how providers across Aotearoa worked through the pandemic to enhance international student wellbeing – and what lessons this experience provides for our current offering. Pick and choose from a cornucopia of sessions that explore New Zealand’s commitment to manaakitanga, including advice from the New Zealand International Students’ Association.
- Tuesday sees us shift focus to Reconnect. Join us in the morning for an address from the Minister of Education, Hon Chris Hipkins, when he’ll provide an update on the Government’s strategy for international education. You will have an opportunity to ask questions. After the Minister’s address, get up to speed with updates from a range of New Zealand government agencies.
- On Tuesday afternoon, we continue our Reconnect focus with a keynote address from New Zealand’s leading trade negotiator, Vangelis Vitalis. He’ll speak about New Zealand’s Trade Recovery Strategy and the role of international education within that. Then take a trip ‘Around the World’ with international market insights from ENZ’s global network and sessions led by industry representatives.
- On Wednesday morning, the centrepiece of our conference week, we explore how international education relates to Te Ao Māori. Gain perspectives on traditional Māori knowledge and wisdom from our keynote speaker, Sharlene Maoate-Davis, as she explores Te Māramatanga o te Maramataka – or renewed Rongoā perspectives from traditional Māori knowledge and wisdom. Then learn how Te Tiriti is being implemented in practice across the international education sector.
- On Wednesday afternoon, we turn our attention to global citizenship. A range of industry-led sessions examine the concept and its application. Then be inspired by the journey of Abbas Nazari, who fled Afghanistan as a refugee and found himself aboard the Tampa, before gaining a new home in Aotearoa and eventually travelling to the United States on a Fulbright scholarship. Abbas’ story is a powerful tale of the importance of education – and humanity.
- And as we aim to shrug off mid-week blues, don’t miss the opportunity to find your Inner Superhero! Tapahia Heke and Pita Mei are a Superhero Dream Team who will amaze with their abilities to read – and draw – the Inner Superhero in any of us. Tune into this session if you want your superhero abilities unleashed.
- Thursday sees us in search of Renewal with the morning devoted to exploring innovation and diversification in international education. Join us in the morning as we explore the do’s and don’ts of innovation within the international education sector. Melissa Clark-Reynolds, our Renew Keynote speaker will talk about the innovation game and how to beat your organisation’s immune system.
- On Thursday afternoon, we’ll discuss the challenges and opportunities regarding sustainability and international education. Several industry practitioners will outline the approaches they have embraced to address the sustainability imperative. And René de Monchy will provide insights from the tourism industry that speaks to the challenge of rebuilding while keeping sustainability concerns front of mind.
- Finally, we ease into Friday morning with a late start and an early finish to wrap up our conference week. Grab a cuppa to join a Kōrero Kawhe with some inspiring New Zealand alumni and hear how they are making their way in the world and improving the lives of their communities. Then join clinical psychologist Nigel Latta as he shares the bare essentials for the rebuild job ahead. Finally, don’t miss our conference wrap, including an announcement as to how we’ll be celebrating 30 years of NZIEC in 2023!

Ethical agents should support direct student admissions
According to a survey, only 38.5% of US institutions reported using agents in 2017. This means 61.5% – a solid majority – still didn’t. In addition, nearly 70% of institutions said agents were of limited or no importance to their international recruitment strategy.

MIQ costs changing for temporary visa holders
Our managed isolation and quarantine (MIQ) facilities are an essential part of our COVID-19 defence system. The fees charged to people who stay in MIQ are designed to strike a balance between the benefits to both the New Zealand public of having such a robust system, and those who leave and enter the country.
Currently, temporary entry visa class holders are liable to pay $3,100 for 14 days in managed isolation.
From 12:01am on 25 March 2021, anyone entering New Zealand on a temporary visa is now liable to pay the MIQ fee of:
- $5,520 (including GST) for the first or only person in the room;
- $2,990 for an additional adult in the same room;
- $1,610 for an additional child (aged 3-17 years) in the same room.
Charges for some stays in managed isolation were introduced in August 2020, as it was not financially sustainable for the Government to continue to fund all the costs of MIQ. The fees were set at two levels: one for returning New Zealanders and one for some temporary visa holders.
These new charges will help ensure the ongoing financial sustainability of MIQ, which is now expected to remain in place for at least the rest of 2021. However, as time has passed, Cabinet has decided that more people entering the country should contribute to the costs of their MIQ stay.
The fee level temporary visa holders pay is closer to the actual cost of MIQ, although the Government is still subsidising some of the cost.
The new fees are the same as those charged to critical workers entering the country under a border exception. Critical healthcare workers entering under a border exception will continue to be charged the current standard fee of $3,100 to ensure the healthcare workforce can be quickly scaled up in case of a resurgence of COVID-19.
MBIE can grant a full or partial waiver of managed isolation fees in cases of financial hardship or other special circumstances, or arrange a deferment of payment, for temporary entry visa class holders.

India to feature as Country of Honour at NZIEC KI TUA
The Country of Honour designation at NZIEC KI TUA celebrates New Zealand’s international education connections with partner countries and reflects one of the conference’s key values – hononga (connections).
ENZ’s Acting Chief Executive, Dr Linda Sissons, said ENZ is delighted to headline India at NZIEC KI TUA and build on the strong foundation of international education connections with partners in the country.
“Students from India are the second-largest group studying with New Zealand. We are enriched by the skills and research know-how that Indian students bring to our country. New Zealand has a number of valuable institutional and government-level partnerships that make for a strong, bilateral education relationship with India.
“We look forward to showcasing and celebrating these connections at NZIEC KI TUA 2024.”
ENZ’s Regional Director Asia (excluding China), Ben Burrowes, said having India feature as Country of Honour is a valuable opportunity for the international education sector to contribute to the conference programme with sessions that surface insights and learnings focused on India.
“New Zealand and India have such a broad education relationship, from student recruitment and student experience to partnerships on an institutional and governmental level. There’s much to surface and share by way of insights to continue forging our strong education ties.
“We look forward to collaborating with our sector colleagues to deliver a conference programme that showcases these connections and explores new partnerships moving forward.”
NZIEC KI TUA delegates can look forward to programme elements that explore and surface insights from New Zealand’s international education connections with India and also experience a few cultural delights during conference.

NZ Schools Scholarship Programme offers exciting study path for Vietnamese students
The New Zealand Schools Scholarships (NZSS) is a scholarship programme offered exclusively for Vietnamese students in grades 8 – 10. Since it was first launched in 2019, many young Vietnamese students have studied at New Zealand schools across the country thanks to the support of this Programme. Many of these students have gone on to secure scholarships at prestigious universities in New Zealand and other countries, achieving notable success on their academic paths.
Applications for NZSS 2024 were accepted between 22 January to 17 March 2024 and after several screening rounds, 14 NZSS winners were selected. Each scholarship provides a 50% subsidy on the full-year school tuition fees of the first year of study at a New Zealand secondary school.
A standout aspect of this year’s programme was the dual-opportunity scheme in which aspiring candidates who did not receive the NZSS were able to be considered for other scholarships offered by New Zealand schools. This saw an additional four students awarded other school scholarships bringing the total number of school scholarship awardees to 18.

On 9 June, Education New Zealand Manapou ki te Ao (ENZ) organised the Awards Ceremony and Pre-Departure Briefing to recognise the scholarship winners as well as provide information in preparation for their journey ahead. Mr. Scott James, New Zealand Consul General in Viet Nam, attended and delivered a welcome remark, in which he emphasised the mutual respect and understanding that New Zealand and Viet Nam’s relationship is built upon.
Mr James added that “this scholarship programme signals the New Zealand Government’s continuing commitment to growing the relationship between our two countries.”

Mr. Ben Burrowes, ENZ’s Acting General Manager – International, was also present at the event and awarded the winners a scholarship certificate and offered his congratulations. In his speech he reflected that the first eight months of 2023 saw school enrolments of Vietnamese students increase over that of 2022 to a total of 286.
“Given the care that every parent takes when deciding where their children should continue their education, the rebound for school students following the pandemic naturally took a little longer.
“We know that this number will continue to increase as life resumes its normal pattern, especially as parents look to the future, and what is best for their child’s development and education,” said Mr Burrowes.
For the pre-departure briefing, ENZ provided a brief presentation, followed by former NZSS winners, Thuy Truc (2023), Thao Nguyen (2023) and Tuan Minh (2019) sharing their study experiences with the audience. Representatives from the Vietnamese Students Association in New Zealand, Ms. Trang from HHT magazine who joined the New Zealand familiarisation trip in 2023, and Mr. Phu & Ms. Ngoc – parents of students who are currently studying in New Zealand also spoke.
Feedback from parents and students received by ENZ after the event was positive, with many commenting on how welcome and proud they felt as scholarship winners. We look forward to welcoming these students to New Zealand very soon!

Aotearoa welcomes New Zealand Schools Scholarships students from Viet Nam
14 high-achieving Vietnamese students will be arriving in Aotearoa New Zealand over the next few months to take up school placements across the country from Kerikeri to Upper Hutt, from Ōtūmoetai to Manawatū.
NZSS is the flagship initiative under the Aotearoa New Zealand School Sector Strategy in Viet Nam. It was launched in 2019 and is exclusively offered to Vietnamese students from Grade 8 – 10. Since its launch NZSS has grown to become a prestigious, top of mind scholarship for local students.
Nguyen Huy could not make it for the in-person Awards Ceremony in HCMC, so we arranged a special meet-up for his family at the Embassy in Hanoi with Ambassador Tredene Dobson, who awarded him with the NZSS certificate.
ENZ’s Business Development Manager, Mary Camp said that the scholarship programme not only offers talented Vietnamese students the opportunity to experience our country’s world-class education but also brings new perspectives and ways of thinking to Kiwi students as they learn alongside international friends.
“Schools in Aotearoa New Zealand are excited to welcome these top scholars from Viet Nam. Previous scholarship winners have had great academic success, made valuable contributions to their schools in NZ, and have gone on to attend top quality universities in NZ and internationally” added Mary.
This year’s award winners were celebrated at a ceremony on 18 June in Ho Chi Minh City where H.E Tredene Dobson, New Zealand Ambassador to Viet Nam opened the awards ceremony and pre-departure briefing and congratulated all the students.

ENZ’s Regional Director for Asia, Mr Ben Burrowes also congratulated the students via video link and said it was fantastic to have a range of ex-scholarship winners and parents join us to share their tips and advice to this year’s winners.
“ENZ is absolutely committed to its relationship with Viet Nam and we are excited to welcome the NZSS recipients this year. The NZSS programme is designed so that more Vietnamese school students can access a world-class New Zealand education experience. As we saw pre-COVID, the NZSS recipients received the highest quality education and care while they were in New Zealand and that will certainly continue in 2023,” said Mr Burrowes.

NAFSA CEO to deliver opening plenary at NZIEC KI TUA 2024
NZIEC KI TUA 2024 is set to welcome rich, global, and indigenous perspectives on international education with the announcement of its opening plenary and keynote speakers over two days of the conference.
NAFSA CEO and Executive Director of NAFSA Association of International Educations, Dr Fanta Aw, will deliver the opening plenary at NZIEC KI TUA 2024 inTe Whanganui-a-Tara, Wellington from 6 – 8 August.
NAFSA Association of International Educators (NAFSA) CEO and Executive Director, Dr Fanta Aw will deliver the opening plenary. Experienced leader in business, community development, governance and technology, Elle Archer (Ngāti Tamaterā, Ngāti Maru – Hauraki Whānui katoa, Ngāti Raukawa, Ngāti Porou, Ngāpuhi, Ngāi Tūhoe) will deliver a keynote address on day two of the conference.
Dr Aw will speak about the role international education can play in a time of global challenge and the global dimensions of our international education sector. Since 1996, Dr Aw has been a dedicated member and leader at NAFSA, which is the largest association serving international educators worldwide.
From 2013 to 2016, she served as NAFSA’s President and Board Chair. Dr. Aw is a recognised and highly respected figure in the fields of international education and higher education administration. Originally from Mali, West Africa, Dr. Aw has resided in both East and West Africa, as well as the United States, fostering a broad and diverse cultural perspective. Her passion for global experiences has led her to explore nearly 60 countries. Dr. Aw is a frequent keynote speaker, sharing her expertise on various topics including international educational exchanges, diversity and inclusion in higher education, and U.S. immigration.
Keynote speaker Elle Archer’s address will draw on her experiences from a number of global initiatives across engagement, cultivating curiosity, intergenerational fairness, and learning futures. Her address will take the audience on a journey from our own backyard to global kaupapa and focus on activating our connection to the world. This also fits into a portfolio of mahi that she has been involved in: Futures Now - Activating Societal Shift, Embracing Kotahitanga.

Archer is an experienced speaker, facilitator, innovator and strategist, empowering people to achieve outcomes for the betterment of purpose. She holds roles as Heamana Whakahaere Executive Chair, Chair, Managing Director, Board Trustee and Kaiarahi for a wide range of organisations nationally and globally. She has been involved in iwi, business, industry, government, and community development for 27 years, with a background in science, geospatial technology, education, infrastructure, economic development, and emergency management. She won the ‘High-Tech Inspiring individual for 2024’ award at the NZ Hi-Tech awards.Register now
