  • Education features at Mayoral Forum

    Held at Te Papa in Wellington, the forum comprised business seminars, “matching” sessions and presentations from notable authorities including Sir Richard Taylor – all interwoven with banquets, cultural performances and a welcoming powhiri.

    Ten Mayors and Vice Mayors from China and 38 New Zealand Mayors attended.

    Charles Finny, Chair of the ENZ Board and moderator of the Education Exchanges, said the forum was a great way to put key insights in front of New Zealand regions seeking partnerships with China.

    “This forum is now a well-established part of our New Zealand – Chinese partnership and provides a useful platform for regions to advance their education objectives in China,” he said.

    “Chinese Mayors hold overall responsibility for education in their regions, so the forum was an opportunity to connect them with New Zealand regions, and to show them the strength and consistency across New Zealand’s education system.”

    Education featured on both days of the forum. This included an ENZ-led breakout session for some 50 delegates, during which panellists Jason Cushen (University of Otago), Michael O’Shaughnessy (Massey University), Jan Fitz-Gerald (Institute of Global Engagement) and Dan Milward (Gamefroot) spoke about innovation in New Zealand education before an engaging Q&A session with the audience.

    In addition, a number of New Zealand and Chinese Mayors and Vice Mayors engaged in formal exchanges, with New Zealand Mayors presenting on education partnerships, sustainability, innovation and entrepreneurialism in their respective regions.

    Ross Fisher, ENZ’s International Market Manager – China, said the variety of presentations was impressive.

    “The presentations provided a fascinating cross-section of the specific initiatives New Zealand regions were championing to prove New Zealand’s standing as a high-quality education provider,” he said.

    “Nelson Mayor Rachel Reese stood out for her particularly insightful articulation of how her region offers ‘holistic education’ opportunities that fuse sustainability with innovation, science and technology, and investment.”

    In turn, Chinese Mayoral representatives presented on their cities’ respective education priorities.

    • Chen Zhiying, Vice Mayor of Guangzhou, highlighted his city’s interest in student exchange, sister-school relationships and vocational education.  
    • Gao Zimin, Vice Mayor of Shenzhen Municipal People’s Government, spoke to the city’s priorities for cooperation in higher education, bio and marine science, sister schools, vocational education and opportunities focused specifically on urban development. 
    • Pei Weidong, Mayor of the Municipal Government of Liaoyang City, emphasised Liaoyang’s interest in vocational education, adding that a specific area of interest is modern agricultural education cooperation.

    After a busy two days of bilateral exchanges, a closing banquet at Shed 6 on the Wellington waterfront showcased the capital city.

    The forum was organised by Local Government New Zealand in collaboration with the Chinese People’s Association for Friendship with Foreign Countries.

  • New Zealand and Viet Nam commit to strategic education partnership

    A refreshed Strategic Engagement Plan on Education was signed this week between Education New Zealand (ENZ) and Viet Nam’s Ministry of Education and Training.

    The signing – ahead of a virtual leaders’ meeting between Prime Minister Jacinda Ardern and Viet Nam Prime Minister Nguyễn Xuân Phúc – marks the elevation of the two countries’ relationship to a ‘strategic partnership’ and heralds a deeper level of education cooperation.

    The renewed Strategic Engagement Plan 2020-2023 will feature initiatives across education sectors in New Zealand and Viet Nam, including joint programmes in the tertiary sector, innovative education models in blended and online delivery, continued collaboration to improve institution-to-institution partnerships for English language training, and alumni engagement.

    Among the refreshed plan’s proposed initiatives are innovative education models in blended and online delivery, which will be particularly relevant to how New Zealand and Viet Nam build on their education relationship in a post COVID-19 environment. 

    New Zealand will continue its commitment to support Viet Nam’s efforts in achieving its 21st century education objectives to produce well-trained, work-ready graduates with the skills necessary to compete in a rapidly changing global market.

    ENZ Chief Executive, Grant McPherson, said the Strategic Engagement Plan’s renewal provides an important opportunity to leverage and build on the longstanding education partnership between New Zealand and Viet Nam.

    “We value the vibrancy and richness that Vietnamese students bring to New Zealand campuses and communities, and we’ve been thrilled to see the growing number of students from Viet Nam choosing to study in New Zealand in recent years.

    While COVID-19 has presented us with challenges, we are looking forward to welcoming Vietnamese students into New Zealand when it is safe for to do so, including through initiatives such as the New Zealand Schools Scholarships and the New Zealand Scholarships programme for postgraduate students.”

    The New Zealand Ambassador to Viet Nam, Wendy Matthews, said it was fitting to see the re-commitment to the Strategic Engagement Plan in 2020, which marks the 45th anniversary of diplomatic relations between New Zealand and Viet Nam.

    “The New Zealand-Viet Nam relationship has gone from strength to strength in recent years and education has been an integral part of this growth. I am delighted to see New Zealand institutions embarking on new ventures with education partners in Viet Nam – together they are developing innovative and student centric approaches. As we celebrate 45 years of diplomatic relations in 2020, I’m confident today’s signing will serve as an effective platform to further advance education cooperation between Viet Nam and New Zealand and deliver successful education outcomes for our students.”

  • Festival puts spotlight on global citizenship

    The three-day summit held in-person at Wellington’s TSB Arena and around the world virtually, hosted more than 1,300 attendees from across all New Zealand regions. The event also attracted an online audience from more than 30 countries.

    ENZ supported several international students and Prime Minister’s Scholarship alumni to attend the festival including  Matt Le, who says the three-day summit was a valuable and memorable experience to be part of.

    “Simply put, Festival for the Future represents the idea of: when change-makers get into the same room and have an open discussion about the future, great things are bound to bloom.

    Matt says he enjoyed the inspirational stories and meaningful conversations cultivated by the event.  

    “For me, it was the realisation that change is possible, and change can start today.”

    ENZ Global Citizens Manager Carla Rey Vasquez says the festival was a great opportunity to advance continued work on Global Citizenship, the third pillar of the International Education Strategy (NZIES).

    “We partnered with Inspiring Stories because we firmly believe in the kaupapa of Festival for the Future, we want to show the world that New Zealand is a place where people care, where they take action on the things they care about and where new thinking is encouraged.”

    As a silver sponsor of the festival, ENZ hosted attendees in a lounge on the festival’s marketplace floor, where they were invited to share coffee and a korero/conversation about international education and what it means to them. Their responses are being collated by ENZ and will help shape future work in advancing Goal Three of the NZIES.

    Carla says ENZ wants every student who engages with the New Zealand education system to unleash their potential to change the world.

    “The expo space offered ENZ the opportunity to connect directly with change-makers, innovators, influencers, leaders and dreamers, and to hear their thoughts about what Global Citizenship means to them, and what a New Zealand education can offer the world.”

    The booth was visited by over 800 participants, and the team conducted and collected over 500 surveys.

    “These insights will be critical in informing our approach to Global Citizenship strategy and how ENZ can contribute to this space in the future,” Carla says.

    ENZ also supported the Global Impact Award during the event’s awards night. The award was presented to Francesca Goodman-Smith - a young New Zealander taking action to stop food waste globally, and presented by ENZ Chief Executive Grant McPherson.

    Overview

    Education products and services (EPS) companies are an important part of Aotearoa New Zealand’s international education industry, supporting learners and education at all ages and levels in New Zealand and around the world.

    More than ever before, EPS companies are supporting and informing the way education is consumed around the world. Students benefit from more individualised digital learning content, while education systems benefit from more dynamic, fit for purpose education tools and services specifically designed and aligned to meet curriculum requirements.

    With the ability to develop ‘weightless technology-based resources and tools’, EPS can now have a low environmental impact. Learning and education support need not be ‘place-based’ and the ability to access learning can now be from anywhere, anytime. This in turn supports a more equitable education system, one that can develop confident, well equipped digital citizens around the world.

     

    About the EPS sector

    The EPS sector in New Zealand includes education publishers, and education technology (EdTech) companies.

    Key capabilities include:

    • Platforms for administration, student management, content management and learning management within the education sector
    • Digital learning content and services used by learners, education providers and organisations connected to education and learning
    • Consultants and advisors with specialist EdTech and educational publishing domain knowledge that support the education sector with expertise on product design, learning design or organisational development
    • Digital and print designed and developed curriculum aligned tools from ECE to postgraduate study and lifelong learning.

     

    Education publishers

    New Zealand’s education publishers have a proud record of innovation and forward thinking. They are pioneers in early childhood education, reading recovery, big book shared reading, and in the revitalisation of New Zealand’s indigenous language and culture. They have also been early adopters of digital formats and technologies.

    They have reached learners and educators in 60 countries, in some cases for more than 40 years. They are also major providers of literacy materials and resources to Australia, the United States, the United Kingdom, China and others.

    The Publishers Association of New Zealand Te Rau o Tākupa (PANZ) represents 30+ education publishers. PANZ provides learning and development opportunities, professional advice, and national and international representation for its members.

    Education technology companies

    From New Zealand to the world - it’s a path many New Zealand EdTech companies have followed.

    More than 90% of New Zealand EdTech businesses export across the globe. Principal markets are the United States and Australia which account for 50% of exports, followed by Asia and Europe which account for another 30%. The remaining markets span the Middle East, Africa, and Latin America.

    Established in 2017, the Education Technology Association of New Zealand (EdTechNZ) connects, supports and promotes EdTech companies to advance the sector’s ambitions domestically and for export.

    A range of EdTech platforms and technologies – from immersive reality platforms (AR, VR, MR) to artificial intelligence (AI) and more – can be found in a number of education categories and tools including:

    • Knowledge and content tools
    • Education management systems
    • Delivery models
    • Experiencing learning tools
    • Learning support platforms
    • Assessment and verification tools
    • Workforce skills and talent training and management.

    Resources and support for EPS companies

    ENZ’s role

    ENZ, in conjunction with NZ Inc agencies, seeks to support the sector’s export aspirations.

    At a policy development level this has included acknowledging the contribution and role of the EPS sector in government strategies and policies, such as the New Zealand International Education Strategy and the Recovery Plan for International Education.

    Across the industry ENZ also partners with professional associations, PANZ and EdTech NZ, to undertake research and strategic initiatives, facilitating introductions and connections for EPS companies, including through the New Zealand government’s offshore networks.

    ENZ supports visibility and awareness raising activities of the EPS sector, promoting and marketing New Zealand education in global markets, and also sharing data and insights into global and emerging markets.

    Other New Zealand government agencies may also offer help, advice, and support to the EPS sector at various times.

    The Ministry of Foreign Affairs and Trade (MFAT) is the Government’s lead advisor on foreign affairs and trade. It works to build a safe, more prosperous and more sustainable future for New Zealanders by forging strong international connections with diplomats, trade negotiators, analysts and advisors from other countries. The Ministry works with global organisations such as the United Nations, the Commonwealth, the World Trade Organisation (WTO) and the Organisation for Economic Cooperation and Development (OECD). At a regional level it works with APEC, ASEAN and the Pacific Islands Forum.

    New Zealand Trade and Enterprise (NZTE) supports exporters to grow their businesses internationally.

  • Education links recognised during Prime Minister’s Trade Mission to Malaysia and Republic of Korea

    Prime Minister Christopher Luxon’s recent Trade Mission to Malaysia and the Republic of Korea involved a wide range of education-related events. They proved the perfect opportunity to recognise New Zealand’s education cooperation with both host countries while also raising New Zealand’s education brand awareness. The events also highlighted the strong people-to-people connections that were started through international education and continue through links to alumni and the industries they have gone on to work in.

    Representing our sector during the Mission was Professor Grant Edwards, Vice Chancellor of Lincoln University, and John van der Zwan, Executive Director of Schools International Education Business Association (SIEBA). Education New Zealand Manapou ki te Ao (ENZ) and NZ Inc agencies worked closely with the sector delegates on the education components of the Mission which included two education-related arrangement signings, education representatives at the two Gala Dinners, the Green Room with Influential Alumni event in Kuala Lumpur, and the New Zealand – Korea Education Partnership Ceremony in Seoul.

    Joining the Mission for the education elements of the programme was ENZ’s Acting General Manager – International, Mr Ben Burrowes. Mr Burrowes said that having education representatives and dedicated education components feature strongly on the Prime Minister’s agenda supports the education sector with our brand awareness and elevates New Zealand’s reputation in these two important source countries for international students.

    "During the series of events, Prime Minister Luxon highlighted the strong connections between our people that have been nurtured through education. 

    “At one of the alumni events in Malaysia which featured Malaysian alumni who are now influential leaders in politics, business, science, and education, Prime Minister Luxon spoke of the importance of such alumni networks in fostering these connections,” said Mr Burrowes.  

    While in Korea, ENZ’s Acting General Manager International, Ben Burrowes, provided an appreciation gift to our school sector partner, Seoul Metropolitan City Office of Education to recognise their commitment to supporting young learners through global citizenship initiatives.

    Professor Edwards said that he found the discussions on trade and education with Malaysia and the Republic of Korea highly valuable. 

    “Lincoln University signed two significant agreements during the trip: firstly, we signed an MoU with Universiti Putra Malaysia to advance research collaboration in agriculture and food security, and then a second MOU with the Korea Agency of Education, Promotion and Information Service in Food, Agriculture, Forestry and Fisheries (EPIS) to support student training in specialised agricultural education programmes. 
     
    “The new agreements will broaden Lincoln University’s collaborations with international institutions and further expand Aotearoa New Zealand’s global education partnerships,” said Professor Edwards.

    Representing the school sector for the Republic of Korea leg of the Mission, John van der Zwan of SIEBA provided remarks at the education event on fostering school cooperation and participated in local education site visits after the Trade Mission programme concluded. Mr van der Zwan also visited a local education agency and a school in Seoul where he taught twenty years ago.

    Mr van der Zwan said that the Trade Mission was a special opportunity to join with the Prime Minister to promote the New Zealand school sector for international education. 
     
    “Our schools are seen as world-leading, providing excellent education to students from the Republic of Korea. The education event organised by ENZ and attended by the Prime Minister was a highlight for SIEBA with important connections made with education officials looking to strengthen people-to-people links with schools in New Zealand,” said Mr van der Zwan 
     

  • Growing visibility of New Zealand education in Latin America

    From 12 -21 March, Education New Zealand Manapou ki te Ao (ENZ) held its first in-market, in-person roadshow in Latin America since before the Covid-19 pandemic. A total of 18 New Zealand education providers took part in the activities held in Colombia (Bogotá), Brazil (São Paulo), and Chile (Santiago), which brought together 143 representatives from 97 education agencies.

    Representatives from institutions across New Zealand’s education sector (universities, English language schools, PTEs, and secondary schools) had the opportunity to network with agents and recruit students directly, strengthening connections with strategic partners and raising the profile of New Zealand in Colombia, Brazil, and Chile.

    ENZ’s Director of Engagement for Latin America, Javiera Visedo, and Brazil Market Development Manager, Bruna de Natale, led the activities in all three countries. They provided full support to the New Zealand delegation, offering strategic information to maximise the professionals' time with Latin American partners, as well as sharing insights about the New Zealand institutions with local agents.

    Through institutional presentations, one-on-one meetings with agents from the three countries, and collaborative discussion panels, where all shared best practices and ideas for continuing partnerships and New Zealand institutions were able to advance their business relationships with local partners.

    This was also the perfect opportunity to launch the Spanish and Portuguese versions of ENZ’s Learn New Everyday marketing campaign, that was well received by agents as it provided them new assets and videos to use in local languages.

    During the South America Roadshow, some New Zealand institutions also took part in parallel events in Bogotá and Santiago, organised by ENZ in collaboration with local partners. This included a student fair and a dedicated session with private and International Baccalaureate schools, reflecting the growing interest from students and families in pursuing undergraduate studies in New Zealand.

    Director of Engagement Latin America, Javiera Visedo, said engagement between New Zealand institutions and the Latin America market advanced significantly during the roadshow. 

    “There is no substitute for the connections and momentum we build when we meet face-to-face, and the trusted relationships we build,” she said.

    “Engagements like these are key to ensuring the sustainable growth of students from Chile, Colombia, and Brazil to New Zealand,” Javiera added.

    Feedback from education sector participants was positive. Director of Mount Maunganui Language Centre, Geoff Butler, said he wouldn’t hesitate to get involved in these events again. 

    “Post-pandemic, we were keen to have official events to reconnect with these markets - the events didn’t disappoint,” he said.

    “There were excellent opportunities throughout each event day to engage with agents not only at our desks, but informally too,” Geoff added.

    ENZ underwent an organisational change process early in the new year, with the creation of the International & Sector Engagement team, which has a stronger focus on international services, with the aim of ensuring a seamless flow of market and sector intelligence to support sustainable growth in New Zealand’s international education sector.

    We have held online sessions with deep dives into enrolment information, brand health and student experience to help you understand the work that ENZ does to assist your planning. We have more data and insights sessions planned in the year ahead and the survey is your opportunity to signal what else we can do to support your work.

  • Immigration New Zealand closes Hamilton public counter

    This is part of Immigration New Zealand’s (INZ) move to phase out paper applications in favour of online applications.

    The Hamilton office and public counter (level 5 Westpac House, Cnr Victoria and Alma Streets) closed on Friday 11 August 2017. INZ is encouraging students to use its online services.

    However, paper applications can still be sent directly to the addresses provided on the INZ website here.

    For any enquiries or urgent assistance, students should contact the INZ contact centre on 0508 55 88 55. The centre has qualified staff who can help with enquiries, including staff with language skills to help where English is a second language.

    In instances where a face-to-face service is necessary, INZ will arrange an appointment with an Immigration Officer.

    Please note that an INZ counter in Palmerston North is also set to close in early September.

  • New Export Education Levy rates released

    The levy rate for PTEs will increase from 0.45% to 0.89% of international student tuition fees, and from 0.45% to 0.50% for universities, ITPs and private schools (the levy paid by state- and state-integrated schools remains unchanged for 2019).

    The new rates take effect from 1 January 2019. Payments for trimester one 2019 will be at the new rates while payments made in January or February 2019 for trimester three 2018 will be at the old rate.

    The levy is collected from providers to fund a broad range of activities including marketing and promotion. It also funds reimbursements for international students caught out by Private Training Establishment (PTE) programme and provider closures.

    The levy fund almost ran out this year due to pay-outs resulting from closures at PTEs.

    Consultation on proposed changes to raise the EEL rate took place from 18 September to 15 October 2018.

    “We have listened to feedback from the sector and have decided on a balanced approach to address some of the key concerns raised during consultation, including the financial impacts on the sector, while continuing to address the immediate financial pressures on the EELs,” said Education Minister Chris Hipkins.

    “This is the first increase to the EEL in its 15 years. The Ministry of Education is doing its bit by reducing annual expenditure commitments against the levy by $300,000.”

    Further work is being done to investigate ways to address other sector concerns, including recognising quality in the PTE sector. Any changes would be the subject of consultation with the sector.
