  • Rugby and English language-the competitive edge for Brazilian athletes

    Canterbury welcomed three male Brazilian rugby players in March this year for a five month period as part of a pilot Game On English programme. This is a partnership between English New Zealand and Education New Zealand (ENZ), provided by Christchurch College of English Limited (CCEL) and the Canterbury Rugby Union, with the support of the Brazilian Rugby Union and Christchurch Educated.” The programme combines daily language classes with high performance rugby training.

    The three students have been enrolled at the Crusaders International High Performance Unit’s Elite Programme and at CCEL College of English. They all have represented their country as part of the U19 Brazilian National Team. The players have immersed themselves in Kiwi culture including staying with local host families arranged by CCEL, and they have travelled around the South Island during their free time. The boys have had the opportunity to be coached by current All Blacks coaching staff including Mike Cron. They have also trained with some of the Canterbury Crusader Academy players!

    “The way people welcomed me here when I first arrived was overwhelming. Everybody here is so friendly, so welcoming, always caring about my wellbeing – my host family, my teachers at CCEL, and in the Crusaders. Everyone is really amazing. This made me feel part of the place. I never felt disconnected or isolated, which made me adapt and fit in really easily.

    In 2008 the Canterbury Rugby Football Union (CRFU) established an International High Performance Unit (IHPU). The CRFU has a long and proud history since it was established as the first Union in New Zealand in 1879. In 2012 Canterbury won their fifth consecutive provincial titles – no team has ever won five titles in a row since the launch of the competition in1976. The IHPU’s purpose is to offer select players, coaches, and support staff an opportunity to visit the inner workings of the   organisation in one of the world’s most beautiful and rugby fanatical countries. It includes five alumni players who participated in the 2015 Rugby World Cup.  The Crusaders coaching staff have nurtured and developed many past and current All Blacks including the previous captain Richie McCaw, Kieran Read and Dan Carter.

    You never know you might see these Brazilian students representing their country at the next Olympics.

  • Revised code of practice for international education providers

    The code outlines ten outcomes sought from education providers for the care and support of international students.

    1. marketing and promotion
    2. managing and monitoring agents
    3. offers enrolment and contract
    4. immigration criteria
    5. adequate orientation
    6. safety and well-being
    7. student support, advice and services
    8. managing withdrawal and closure
    9. dealing with grievances
    10. compliance with International Student Contract Dispute Resolution Scheme

    The New Zealand Qualifications Authority will administer the code and impose sanctions against education providers who breach it.

    New Zealand was one of the first countries in the world to adopt a code of practice in 2002. This new code will ensure New Zealand remains a world leader in the pastoral care of international students.

    The international education sector has been growing strongly. To sustain this growth, it is imperative that we ensure international students receive a high quality education and have a positive, well-supported experience whilst studying in New Zealand.

    A new International Student Contract Dispute Resolution Scheme (DRS) has also been established to resolve contractual and financial disputes between international students and education providers.

    The new dispute resolution scheme will provide a faster and more effective forum for resolving contract and financial disagreements between students and providers. More information on this can be found here.

    Both the code and the disputes resolution scheme come into force on 1 July 2016.

    The revised code and the dispute resolution scheme are part of the Education Amendment Act 2015 and follow extensive consultation across the sector.

  • Consultation on ENZRA and ENZ’s agent work

    Clive Jones, General Manager Business Development, ENZ says the 2015 review of ENZRA undertaken by external consultants found significant shortcomings in the ENZRA programme. 

    “Education agents continue to make a significant contribution to the success of international education in New Zealand, and the ENZRA review also recommended ways for ENZ to better support education providers and education agents to be successful.  We have been exploring all recommendations throughout our consultations.”

    As part of our consultation, ENZ now invites organisations active in New Zealand’s education industry to complete a 10-15 minute survey by Thursday 30 June 2016.

    “The survey results will help us identify the products and services we should be offering education agents and education providers to best support the recruitment of quality international students for New Zealand,” says Clive.

    Depending on what ENZ hears through consultations, and the amount of analysis and development needed, it’s likely ENZ will announce the next steps in its work regarding agents later this this year.

  • Diverse New Zealand experience on show at the symposium on offshore delivery

    Dr Rob Griffiths, Programme Director of Occupational and Aviation Medicine at the University of Otago summed up the mood of over 70 participants from across the university, Institutes of Technology and Polytechnics (ITP), Private Training Establishments (PTE) and educational services sector that attended a symposium on offshore delivery organised by Education New Zealand (ENZ) in partnership with Victoria University of Wellington on Thursday 9 June. Senior education professionals shared their experiences - both the good and bad – in delivering education services offshore. Sessions covered quality assurance, sustainable models, collaboration and the power of partnerships, critical success factors and explored a variety of markets from Singapore to Russia, the Middle East to Association of Southeast Asian Nations (ASEAN). 

    The future of digital and online learning technologies to transform and disrupt higher education was discussed with examples ranging from early childhood training, software development, and aviation medicine to training in wildlife rescue after an oil spill.  ENZ’s General Manager Business Development Clive Jones said that the day “created a network bringing together a diverse group at different stages of development who were keen to stay together”.

    One of the keynote speakers on international trends was Boston-based Richard Garrett from The Observatory on Borderless Higher Education, an education think tank with a focus on transnational education (TNE).  Garrett was positive about the huge global opportunity and the TNE potential for New Zealand. In particular, the opportunity to learn from the main TNE providing  countries - UK and Australia – and take a strategic approach in partnership with destination countries.  His view that offshore delivery was like a permanent start up resonated strongly with participants. 

    “With around 3,500 offshore international student enrolments there is quite a way to go to achieve the target of 10,000 by 2025 set by the Government’s Leadership Statement for International Education.  But the diversity of providers, markets and projects showcased at the symposium confirmed that New Zealand has the products, range of capability and interest in moving forward together.  ENZ has been challenged to keep the conversation we started in Wellington going” said Adele Bryant, Business Development Manager at ENZ.

  • New portal shows students around New Zealand

    The Study in New Zealand website will soon have a regions portal to show international students what it would be like to study, live and work in different parts of New Zealand.

    Students will be able to access information, search options, maps and interactive tools about New Zealand, which is divided into 15 regions for the purposes of this project.

    The portal aims to increase referrals from Study in New Zealand to institutions and regional cluster websites around the country.

    The Study in New Zealand website already has a New Zealand regions section showcasing tourism attractions, but it isn’t targeted to meet the needs and interests of students. The new portal, to be launched in July, will focus on letting students know about specific advantages of studying, living and working in each regions.

    Education New Zealand (ENZ) worked in partnership with our regional network of representatives to identify value propositions for each region. We also set up a Regional Reference Group, consulting the group at every stage of the project.

    The project is part of the Regional Partnership Programme, launched in 2013 to support the development and growth of international education in selected regions.

    It contributes to one of ENZ’s key Statement of Intent targets which sets out to ‘increase the proportion of international students enrolled to study in regions outside of Auckland’. 

    Our new regions portal taps into a trend highlighted in a recent ICEF Monitor article, which highlights that location is an important factor in the decision to study abroad.

    ICEF Monitor reported that international students considering an education institution look closely at the city or town’s key offerings including weather, cultural and recreation opportunities before committing to study there. The article used New Zealand as an example, referring to our ‘notable destination marketing-based campaign’.

  • Putting New Zealand in agents’ hearts and on their maps

    Education New Zealand (ENZ) recently organised a series of agent familiarisation tours.

    Four groups were immersed in New Zealand’s learning, living and working opportunities for international students.

    Agents from Brazil, Colombia, South Korea and Saudi Arabia were treated to tours of New Zealand’s special places – from regional centres to our bigger cities.

    ENZ’s regional and international teams organised the programmes and toured with the agents over May and June. They were shown the full spectrum of the sector, and were also given updates and presentations from government agencies like Immigration New Zealand and the New Zealand Qualifications Authority (NZQA.

    “The agents enjoyed and appreciated the chance to learn about education in New Zealand, meet current international students and understand the distinctive offerings for students across all of New Zealand,” said Greg Scott, ENZ Regional Programme Manager.

    The tour included interactive activities, including an emphasis on education pathways, applied learning and creative technologies, and special open-invitation networking opportunities, like the Networking Starts at Home event

    The agents visited   Taranaki, Nelson, Canterbury, Waiuku, Hamilton, Dunedin, Queenstown and Napier.

    “As our regional centres become better known international education destinations, the agent familiarisation tours demonstrated how each regional centre has a unique story and value proposition that can appeal to different student interests,” says Greg Scott. 

    The potential benefit to increasing the profile of New Zealand education amongst all these markets is immense.

     “The feedback from the participating agents was extremely positive and heartfelt,” says Sarah Gauthier, ENZ Regional Project Manager.

    “We ensured the agents enjoyed themselves and their time in New Zealand. They enjoyed tourist activities, speaking to international students and their homestay families and gaining a deeper understanding overall of the value of a New Zealand education.” 

    “We are seeing lots of photos of New Zealand on the agents’ social media feeds and their agencies’ websites,” says Jo Keane, ENZ Regional Project Manager.

     “We’d like to thank all the people, organisations and regional groups that supported these familiarisations,” says Sarah Gauthier. 

    “It was a true Team New Zealand effort. We appreciated the time everyone took to host us, meet the agents, organise tours and ensure that the students were available to speak to the agents in their own language. 

    “There’s nothing like hearing why New Zealand is such a great place to be a student than from real international students.  By speaking about their study, lifestyle and work opportunities, the tours were really brought to life,” she says.

  • Chilean delegation visits New Zealand

    A Chilean delegation visited the Waikato, Otago and Manukau Institutes of Technology and Polytechnics (ITPs) recently.

    The delegation included officials from the Chilean government scholarship scheme ‘Tecnicos para Chile’ (Technicians for Chile) and was hosted by Education New Zealand. The purpose was to enable the Chileans to see first- hand the New Zealand ITPs who are receiving Chilean students under their government’s scheme, to meet staff and view the facilities.  

    The Tecnicos para Chile scholarship programme, was established in 2010 by the Chilean government with the aim of upskilling technicians and providing economic and social benefit back to Chile. The scholarship focus is different in each receiving country with the New Zealand programmes focusing on sports, shipping-logistics, agriculture and sustainability.

    Three hundred scholarships are awarded annually for international study, for up to two years, including   attending English language classes. Since 2011, up to 20 Chilean scholarship students have studied in New Zealand annually. Applicants apply for a vocational training course approved by the Chilean agencies, with the pre-requisite that they must have already completed a degree and have two years’ work experience.

    The Chilean students currently study at Waikato Institute of Technology and Otago Polytechnic both of which have partnership agreements in place with the Chilean Ministry of Education. As a result of the visit, a new partnership agreement has been signed with the Manukau Institute of Technology (MIT) which will receive Tecnicos para Chile students in the future. The delegation were very impressed with what they saw at all three ITPs during their trip. “Highlights included the quality of the technical training and the innovation in New Zealand’s teaching methodology,” said Carmen Luz Farias, Director, Tecnicos para Chile.

    In future, these scholarships will be expanded to include a programme aimed at improving and enhancing the skills of Chilean teachers delivering the agriculture curriculum at secondary school level.  This ‘Train the Trainer’ programme will be run by Otago Polytechnic.

    “Otago Polytechnic has been grateful to have the Tecnicos para Chile delegation visit both our Dunedin and Cromwell campuses. The students who participate in the scholarship programme are of a high standard. We highly value this market and it is a great fit for Otago Polytechnic,” says Alex Huffadine, International Director, Otago Polytechnic. “We are looking forward to the increased number of programmes in the future with Tecnicos para Chile, and in particular ‘Train the Trainer.”

  • Huge response to Indonesia promotion

    Prime Minister John Key and Education New Zealand Chief Executive, Grant McPherson, recently visited Indonesia. One of the highlights of the trip was a Jawa Pos event in Surabaya involving 2,500 students and 500 teachers to promote a competition to win a trip to New Zealand.   
     
    Jawa Pos is the largest newspaper group in Indonesia with over 500,000 copies circulated daily. Zetizen is Jawa Pos’ new news portal targeted at young people aged between 12-23 years old.

    Jawa Pos wanted to generate a buzz around the launch of their new platform. After consulting with NZ Inc. in Indonesia it was decided that a competition to win a trip to New Zealand would be the perfect hook to grab young people’s attention.

    The tagline of the competition is: be a good Zetizen and go to New Zealand. Young people are being tasked with taking a positive action in their community and writing a short essay about why they should be chosen to come to New Zealand.

    Jawa Pos has been profiling New Zealand and New Zealand educational institutions since the competition launched in May. The newspaper group will fly 34 young Indonesians to New Zealand in November for the trip of a lifetime – all captured and documented by a group of journalists who will be accompanying them.

    Education New Zealand, New Zealand Trade and Enterprise and the Ministry of Foreign Affairs and Trade are putting together a fantastic programme. The group will visit schools and tertiary institutions in Auckland, Rotorua and Wellington. They will also get the chance to sample the wonderful tourist activities and fantastic food New Zealand has to offer.

    This competition is giving New Zealand fantastic profile and reaching a very targeted age group. These young people may very well go on to study in New Zealand.

  • Get involved in INZ’s Pathway Student Visa pilot

    Invitations to take part in the pilot were sent to over 500 primary, secondary and tertiary providers on the basis that they have a student visa application approval rate of 90% or higher for the 2014/15 financial year.

    INZ has not received replies from all the providers that were invited to participate in the pilot, and would like to encourage all eligible providers to get involved.

    INZ will resend invitations to eligible providers that are not already participating.

    What is a Pathway Student Visa and why should I offer it to my students?

    A Pathway visa allows a student to undertake up to three consecutive programmes of study on a single visa. The visa can be granted for a maximum period of five years.

    The programmes of study can be at a single education provider (e.g. Years 11-13 at a secondary school), or can be at up to three different providers (e.g. English language studies, followed by foundation studies, followed by a degree programme).

    In terms of funds, INZ needs to see that tuition fees have been paid for the first year of study or first course of study (whichever is shorter). Students must also prove funds to maintain themselves for the same period (the first year, or the first course).

    INZ does not need to see liquid funds for the subsequent years/programmes of study, but does need to be satisfied that the student will be able to fund the rest of their stay, e.g. their parents have a regular and stable income.
