Talented young Kiwis awarded PM’s Scholarships to Asia and Latin America
This round of scholarships supports 252 recent graduates or current students to undertake study, research or internships at institutions in Latin America and Asia, including Brazil, Mexico, China, India and Japan.
Awardees are in a range of fields including languages, law, business, health, sustainability and the arts. They will attend for periods ranging from four weeks to one year.
The scholarships enable a wide range of educational experiences, including: a cultural exchange and internship programme for Māori and Pasifika graduates in Vietnam; a global business and innovation programme at the Chinese University of Hong Kong in Shenzhen, China, for a group of undergraduate business students; an internship with an Indian charity supporting street children and another with the United Nations Office for Sustainable Development in Korea.
‘’These scholarships enable talented young New Zealanders to enrich their education offshore, adding international experience and global perspectives to their qualifications,’’ Chris Hipkins said.
“The quality of the awardees, from all over New Zealand and from a wide range of tertiary institutions, is impressive. I am sure they will serve as excellent ambassadors for our country.
‘’Longer term, the international networks and cross-cultural skills that they bring back home will enhance and strengthen our future workforce. Their experiences benefit New Zealand at a national level and improve our ability to engage and connect with Asia and Latin America.
‘’The Prime Minister’s Scholarships support the Government’s goal of a thriving and globally connected New Zealand through world-class international education,” Chris Hipkins said.
Of the successful applicants in this round, 114 will travel on an individual scholarship and 138 will travel as part of a group. They come from a range of tertiary institutions nationwide, including the University of Auckland (69 awardees); Victoria University of Wellington (41); Massey University (40); Whitecliffe College of Arts and Design (16) and the Southern Institute of Technology (nine). There are also 10 recipients from the education NGO, TupuToa.

Opening new doors for Chilean teachers of English
Two groups of 20 Chilean teachers of English recently spent time at two New Zealand universities, studying diversity and inclusion in the classroom and learning more about the Kiwi style of teaching.
The first cohort, from Chile’s Araucania region, went to the University of Waikato’s Institute of Professional Learning. They were the third group of teachers funded to travel here by Araucanian local government.
University of Waikato Associate Director of International Education and Development, Chris Henderson, describes their programme as “genuinely collaborative”.
“As our relationship with the Chilean Ministry of Education has developed, we progressed from delivering an off-the-shelf programme to co-creating a teacher development intitiative that is bespoke and unique to Chilean teachers’ needs,” he says.
"Our unique point of difference is our inclusion of Māori language and learning methods in mainstream classrooms. This is something our Chilean teachers aspire to achieve for their Mapuche [indigenous] learners. As such, we can inspire possibilities and introduce methodologies that will support their journey."
The second cohort spent four weeks at Massey University in Palmerston North. Funded to come here by the Chilean Ministry of Education’s Programa Ingles Abre Puertas (English Open Doors) programme, their members came from all over Chile.
This course featured classes on pedagogical innovations that promote student-centred instruction, as well as visits to local schools, practical workshops and a two-day stay on a local marae.
One student commented: “Not only this course taught us content, but also it engaged me with your culture. How am I going to learn about New Zealand education if I didn't know anything about you? I feel your culture, traditions and daily lifestyle are now part of my life; I feel I fully understand your system and how to apply it in my own reality. Thank you for making this experience as unique as I thought it would be.”
ENZ Senior Market Development Manager, Javiera Visedo, says she is delighted to continue working with the Chilean Government on teaching initiatives like these.
“Chile and New Zealand are like-minded partners and the education linkages get stronger and deeper every day,” she says. “These groups are perfect examples of the work we have been doing in Chile aligned with our International Education Strategy, and we definitely expect more to come.”

New scholarship programme highlights NZ as global leaders in agricultural climate change
The new scholarship called the New Zealand Global Research Alliance Doctoral Scholarships (NZ-GRADS) programme will see six science students from developing countries complete their PhDs at a New Zealand university.
"New Zealand is a global leader on climate change. As part of that leadership role, we’ve created these scholarships to support global efforts to tackle climate change and foster the next generation of climate scientists. We need to ensure the world’s brightest minds have access to our world-class education,” Mr O’Connor said.
Funding for the new scholarships is being provided by the Ministry for Primary Industries (MPI), in support of the Global Research Alliance on Agricultural Greenhouse Gases (GRA).
The GRA focuses on improving agricultural productivity and production efficiency while addressing agricultural greenhouse gas emissions and food security. It also facilitates a wide range of capability building and research programmes.
“New Zealand is a founding member and key contributor to the GRA. Our role is at the core of our global leadership on climate change”, he said.
“Our leadership is well recognised by other countries and was praised by the United Nations Secretary General during his visit to New Zealand in May 2019.
“Through the GRA we have successfully mobilised action around the world - from governments, international organisations and producers - to better understand the opportunities we have to reduce global agricultural greenhouse gas emissions.
“We are committed to supporting the scientific capability in developing countries, and to broadening the pool of innovation and ideas globally. These scholarships will help us tap into the new research and knowledge these students will bring to New Zealand, while enabling them to expand their knowledge and expertise in agriculture emissions science”.

Japan and New Zealand build on bilateral education ties with new Memorandum of Understanding
It comes off the back of the Japanese Government’s continued work on their internationalisation policy, where international education plays a key role. It’s especially crucial for Ichihara this year, as the city gears up to act as one of 15 host towns for New Zealand (and other nations) during the 2020 Olympic and Paralympic Games.
New Zealand is uniquely positioned to assist Japan with its internationalisation efforts, especially with English language learning.
In November 2018, ENZ Senior Market Manager – Japan, Misa Kitaoka, called on Mayor Koide to discuss the opportunity for a new outbound programme to New Zealand. The initiative – translated as ‘Youth Overseas Study Abroad Assistance Project’ – is currently underway as a legacy project. After the Tokyo Olympics and Paralymics, the city is planning to send school students from Ichihara City to New Zealand starting 2021.
In conjunction with the new outbound study programme to New Zealand, Ichihara City is keen to expand its partnership with New Zealand by signing an agreement with ENZ for wider cooperation to promote education exchange between the two countries.
“It’s exciting to see New Zealand and Japan not only solidify the education relationship we already have, but open it up to different kinds of collaboration down the line,” ENZ General Manager – International, Lisa Futschek, says.
“That’s where we get innovative education programmes developed for our students, like the popular English PLUS and Game On English initiatives.”
As New Zealand's third largest student source country, Japan remains an important focus market for both ENZ and New Zealand institutions.
As an underpinning to our student attraction objectives, our relationship is deepened through sister-city relationships, and outbound mobility initiatives such as the Prime Minister's Scholarships for Asia, and New Zealanders taking part in the Japan Exchange and Teaching (JET) programme.

Agents key to NZ’s international education recovery
Education agents have been playing a crucial role in ensuring that international students and their parents have accurate information about the impact of COVID-19 on New Zealand. Many international students will approach their agent for support and advice, ahead of their study provider.
Looking ahead, agents will play an even more important role in the recovery of our international education sector and visibility of New Zealand as a study destination.
ENZ’s General Manager – Partnerships & Marketing, Paul Irwin, says our partnerships with education agents will be essential for the international education sector’s recovery.
“Education agents play an important role in students’ New Zealand education experience and are key information sources for both prospective and current international students. In most cases, they are the main interface between international education providers and students. Working with agents is a significant focus for ENZ and most providers as part of our COVID-19 recovery phase.”
This view is shared by the sector. For example, at a recent SIEBA (Schools International Education Business Association) webinar, 77 percent of participating SIEBA members said recognised that education agents would be more important to the sector through the post COVID-19 recovery phase, while 33 percent said agents would be important.
In response to COVID-19, ENZ has upped the frequency of communications and engagement with agents have the information they need to advise current and future students and their families.
A key tool is AgentLab, ENZ’s special resource for education agents. Over 3500 agents around the world are registered to use AgentLab. It supports agents with regular COVID-19 updates, and a dedicated COVID-19 FAQs section to answer agent queries.
In addition ENZ has held 11 well-attended COVID-19-specific webinars since February, reaching over 2000 agents. Topics have included measures taken by New Zealand in response to COVID-19, the importance of education agents in a post COVID-19 world and a Schools sector update on the support available to international students during this time.
Agents also receive a fortnightly update from ENZ’s Chief Executive Grant McPherson, and a monthly electronic newsletter to ENZ’s 305 Recognised Agencies.
Agents are also supported with market-specific webinars and live social interactions by ENZ’s internationally based teams, who are the first point of engagement for overseas agents.
ENZ’s Manager – Education Agents, Geneviève Rousseau Cung, education agents are highly engaged with COVID-19-specific resources and communications to date.
“We have seen 1081 new education agents register on AgentLab since late March (when New Zealand moved to lockdown under Alert Level 4). This is a huge 30 percent increase in registered agents in just seven weeks.
“We are seeing high attendance for our COVID-19 specific agent webinars, which have emerged as one of our key communication channels with agents as they facilitate direct interactions and let us respond to a range of market-specific queries.”
Agent webinars are also a good opportunity for to run quick polls to measure agent sentiment on key topics.
In a recent webinar, poll results showed that the perception of New Zealand’s COVID-19 response in agents’ countries or regions was overwhelmingly positive (84 percent). Just over 51 percent of agent participants said that their prospective students (with an offer of place to New Zealand institutions) were willing to defer their start date to 2021 (and 38 percent were undecided as yet).
“At such a critical, unprecedented time, it’s great to see education agents playing a crucial role in ensuring that international students and their parents have access to the necessary information and advice regarding COVID-19,” Geneviève says.

Meet the Team: Matt Penney
Could you please outline your own role and the role of the Corporate Services team?
I head up our Finance and IT teams and sit on the leadership team. I am a member of the Audit & Risk committee and chair the Digital Steering group.
Finance is responsible for paying our invoices, keeping accounting records, business partnering, helping to set budgets and reforecasting those as things change. We do a lot of reporting and work with tax people, auditors and do other forms of compliance. Audit NZ has awarded us their highest rating for the past three years.
IT provides many of the essential tools, technology, and training for us to be able to do our job. ENZ is putting in place one of the most, if not the most, advanced IT-managed cloud computing solution within the public sector.
We operate in many different jurisdictions around the world, so we face many different challenges at a local level. We are also part of the NZ Inc government sector and there is a lot of knowledge and services that we can and do share with each other.
How has COVID-19 impacted your team’s work, and what work do you have ahead of you with the recovery?
In the current environment, we have helped to reconfigure ENZ’s work programme. We have supported the identification of new activities that support the international education sector, connect with the international students in New Zealand, and gather intelligence about the markets for New Zealand providers. I think we have all gone through a reboot the last few months and as is often said, “we should never let a good crisis go to waste” and miss the chance to make positive change.
In terms of my team’s work programme, that’s actually full steam ahead. We have nearly completed our IT-managed cloud computing solution, desk phones have been replaced with soft phone telephony, we are trialling updated Zoom hardware, and putting in new, improved global managed internet connections. We are also go-live shortly with a new finance system to ensure ENZ staff can spend less time on administration and more time on value-add activities.
Can you tell me a bit about your professional background?
I belong to the New Zealand professional bodies for Directors and Chartered Accountants. and have 25 years of business experience in a mixture of private and public sector roles. Six years of that experience was gained in the UK and Ireland. I really enjoyed my time working overseas.
I joined ENZ in 2014; this is my first government agency role.
Accounting is a transferable skill, so I have had an interesting journey across many different sectors. I have toured around power stations, air traffic control towers, coal mines – who says accounting is boring!

What do you like to do in your spare time?
My interests are built around my family; I am married with 11 and 8-year-old boys. I like my travel – one of the benefits of COVID is that my leave balance is now positive again!
Once upon a time we backpacked our way around Asia and Europe and did a truck tour across southern Africa. I have been to something like 60 countries, but these days we do more family-friendly things like go to Ohope, Rarotonga and the South Island ski fields.
I have done the annual Coast to Coast race across the South Island four times and Ironman NZ once. In the past couple of years I’ve tried adventure racing in China where we’ve won enough prize money to cover the costs of getting there. We raced in Wulong and I could not go all that way without popping in to see Felix in our nearest ENZ office in Guangzhou.

Education New Zealand’s Brand Protect our most successful brand campaigns to date
Both campaigns exceeded previous ENZ results and were well above industry standards. These results, alongside the brand tracking research, have affirmed that global appetite for a New Zealand education remains high.
“We have learnt that our message resonates globally with people who are now seeing New Zealand in a whole new light,” ENZ Director Brand, Clayton Foster, says.
The second brand protect campaign – also known as Brand Protect 2.0 – ran from November to December 2020. It targeted the UK, Vietnam and Indonesia, and utilised the same video as the first campaign.
Brand Protect 2.0 reached 47 million people and achieved a high view through rate of 33.79 percent – or one in three viewers watched the video to a meaningful extent. The overall engagement rate was also high at 29.42 percent.
The first global brand campaign ran from July to August 2020. For a modest investment of $190,000 in Germany, Indonesia and Brazil, this campaign reached more than 30 million people across the three key markets and achieved an engagement rate of 22.35 percent. One in four people who came across this campaign watched the video to a meaningful extent.
The Brand Protect campaigns are a key part of the Recovery Plan’s third workstream, ‘Transforming to a more sustainable future state’. They leverage the positive global sentiment towards New Zealand to keep the dream of a New Zealand education alive in-market.

ENZ launches Korean Student Reporters Programme
Throughout 2021, this group of student reporters will share everything from their personal experiences to advice for Korean students about to embark on their New Zealand study.
ENZ Senior Market Development Manager – South Korea, Kay Lee, said that the ENZ Korea blog is an invaluable resource for prospective international students there.
“All the student reporters are very keen to help future international students avoid mistakes and make better decisions. Their vivid and inspiring stories will help potential international students from Korea to prepare for their study in New Zealand post-COVID.
“We’re encouraging them to write in an honest and informative way, as their insights as a student are priceless to someone thinking about studying in New Zealand in the future.”
The student reporters consist of 10 tertiary students (from University of Auckland, University of Otago, University of Canterbury, Unitec, WelTec and Up International College) and 10 secondary school students (from Nelson College for girls, Sacred Heart Girls’ Collage, Bethlehem College, St Peter's Cambridge, Takapuna Grammar School, St Margaret College and Auckland International College).
The first batch of stories in January included headlines like ‘My first summer break in New Zealand’, ‘Life in New Zealand during COVID-19’, and ‘University entrance preparation in New Zealand’.
The student reporters programme is the first time ENZ has asked international students from Korea to contribute to our digital content platform in the local language. It is part of ENZ’s Korea team’s efforts to keep the New Zealand education brand alive in-market under the New Zealand Government’s Recovery Plan for International Education.
