  • Important update: passport requirements for temporary visa applicants offshore

    Immigration New Zealand has announced a change to passport requirements that affect a number of temporary visa applicants offshore. This change is in effect now.

    The change means that people applying from offshore for a student, visitor or work temporary visa only need to send Immigration New Zealand a high-quality scan of their passport, not a physical copy.

    An Immigration Officer may still ask for a physical passport if they consider it necessary for the application. This will be on a case-by-case basis.

    This is a temporary measure to help with visa processing. People applying for a student visa or group visitor visa through the Immigration Online form will currently receive an automated letter asking for a physical passport to be submitted. This is not required, and Immigration New Zealand is working to update the letter to reflect the change in requirements.

  • Study abroad promo in US

    Study Abroad Month, led by our Washington DC-based team, targeted the study advisors at United States universities, who support students with their study abroad plans. A series of videos were published each week and sent to key contacts, including a closing video from Education Minister Chris Hipkins. 

    Lewis Gibson, Field Director North America at Education New Zealand Manapou ki te Ao, says study abroad students are our main source of international students from the US.  

    “Pre-Covid-19, around 350,000 tertiary students each year spent a semester overseas as part of their degree. We’re looking to increase our share of this group. 

    “In normal times, US institutions and study abroad advisors rely on the voices of New Zealand alumni, who can share their experiences with other people on campus and build interest in a New Zealand study experience,” he says. 

    “We needed to do something different this year, because our borders had been closed so there weren’t the alumni students available on campus. We also needed a good way to remind study advisors about New Zealand’s unique education offering.”  

    Lewis says feedback from institutions in the US has been very positive, and they are looking forward to seeing students travel again to New Zealand. Some of the comments received included the following: 

    • “Thank you so much for letting us know about this exciting project! I just shared the New Zealand Study Abroad Month YouTube channel with our spring 2023 applicants... We are thrilled to nominate over 15 students to our outstanding partner universities in New Zealand ...for the first time in over two years!”  

    • “Thank you for sharing this information. I watched Fiona’s video for VUW and I am sharing it with several students who are deciding which NZ institution to attend for Term 1 via TEAN.  I’ll be certain to watch future videos and do the same with those.”   
    • “We are so grateful of the opportunities you provide our students, and our tight partnership together.”  

    “In case anyone is wondering, we initially intended to run the promotion for four weeks, hence the name, ‘Study Abroad Month’. But with the participation of so many universities, and the inclusion of additional videos reflecting the voices of students, it made more sense to expand the promotion to six weeks.”  

    Before our borders closed, the US was our sixth largest source of international students, with most students seeking to enrol in university-level study here. Study Abroad Month aimed to attract students to New Zealand from the US spring semester 2023 onwards. 

  • Tauranga education delegation travels to Korea and Japan

    Two successful education fairs were held in Korea, with more than 100 Korean students committing to study in Tauranga from Term 1, 2023 onwards. 400 people attended the events overall.  

    Relationship-building was also a key focus of the trip, making many new connections and strengthening long-term ones in both countries.  

    Korea

    The trip to Korea was coordinated by Education Tauranga and TKT agency. The two organisations held education fairs together in Korea for 12 years prior to COVID-19. This trip was especially important as 2022 marks 60 years of diplomatic relationships between New Zealand and Korea.

    “It was exciting to travel offshore again to promote the Tauranga region. Korean families contribute so much to our city and our community - socially, culturally, and economically,” says Education Tauranga Regional Manager Melissa Gillingham.

    The trip provided an insight into Korean culture and helped school representatives understand the support families need as they settle into life and school in Tauranga.

    On average, Korean families stay in Tauranga for two to three years and contribute about $20 million per year to the local economy. A single family will spend about $100,000 per year on various costs related to establishing a home and participating in tourism activities.

    Because the group was the largest New Zealand delegation to visit South Korea since the end of 2019, Education Tauranga organised a special Alumni Event with support from Education New Zealand. Hosted by New Zealand’s Ambassador to South Korea, Philip Turner, the event attracted 70 alumni Korean families.

    The families were eager to reconnect and relive the positive experiences they had living and studying in Tauranga.  

    “It was fantastic to have the opportunity to connect with them again face-to-face and see what they've been up to since returning to Korea,” says Anne Young, International Manager of the University of Waikato Tauranga Campus.

    Visits to sister schools were next, with representatives from the delegation calling on Sanui Primary School and Hansin Elementary. They were treated to full school tours and discussed next steps in strengthening their relationships and the potential for restarting international exchanges once again. 

    In addition to the education fairs, this was an opportunity to reconnect with Tauranga’s ‘friendship city’ in Korea; Ansan. Situated on the outskirts of Seoul, Ansan is a planned city that grew from a population of 120,000 to over 750,000 in the past 35 years. With a wide scope of primary and secondary industries, and a strong focus on sustainable growth, there are similarities connecting Tauranga and Ansan city.

    Japan

    After the success of the events in Korea, Tauranga city representatives Dean Prendergast and Melissa Gillingham travelled on to Japan to continue reconnecting with their international contacts.

    This year marks 70 years of diplomatic relations between New Zealand and Japan. Mr Prendergast and Ms Gillingham visited the New Zealand Embassy to celebrate this milestone. There they met with representatives from top Japanese universities, Waseda University and Japan Woman’s University, to discuss studying abroad and online exchange activities.

    High interest in the United Nations’ 17 Sustainable Development Goals is shared between the two schools.

     “It’s important to discuss ways for youth to connect over common goals that will continue to unite our two countries for future generations,” Ms Gillingham says.

    The final stop on the trip was Tauranga’s sister-city, Hitachi, in the Ibaraki prefecture. Next year the two cities will be celebrating the 35-year anniversary of the sister-city relationship, a significant and long-term connection that has seen many exchanges on an educational, economic, and personal level.

    The representatives had an opportunity to meet with Hitachi Mayor, Haruki Ogawa and exchange stories. Mr Ogawa was delighted to meet with the delegates and is waiting eagerly for the next mayoral delegation to visit Hitachi.

  • Record audience for ECE symposium streamed live from China 

    Thousands watched the third annual New Zealand – China Early Childhood Education Symposium, as it was livestreamed from Guilin in southern China on 23 September 2022. A further 200 attendees were present at the event in Guilin, and New Zealand presenters and attendees joined via webinar. 

    Sponsored by Education New Zealand Manapou ki te Ao (ENZ), the New Zealand Embassy in China, and the China Centre for International People to People Exchange, and co-organised by Guangxi Normal University, the 2022 Symposium’s theme was: Together for a Shared Future: Sustainable Development in Early Childhood Education and Care. 

    Thought-provoking and inspirational presentations covered a wide range of topics, including education systems, language development and practical examples of play-based learning. You can view the 2022 ECE Symposium programme, including details of the presenters, here.

    Miranda Herbert, ENZ’s Regional Director for Greater China was invited to an interview with Guilin TV to explain our collaboration with China’s Ministry of Education, to support dialogue around best practice in the early childhood education field.  The event was also covered by other key news outlets in China, including Guangming Daily, a national Chinese-language daily newspaper published in the People's Republic of China.   

    “New Zealand is recognised as one of the first partners with China for early childhood education, as a result of the symposium,” Ms Herbert said.  

    “Now in its third year, the symposium has grown from strength to strength each year, and is highly valued by the Ministry of Education in China.” 

    Representatives from Te Rito Maioha presented a talk on the theme 'My language and my culture are my identity'.

    Arapera Card, Senior Advisor Māori at Te Rito Maioha, said meeting the organisers both from Beijing and Aotearoa set a sense of whanaungatanga and manaakitanga ahead of the symposium. 

    “As an organisation Te Rito Maioha found this experience to be overall well executed and amazed at the number of participants across China.  That was lovely to see, and should the opportunity come around again, we will be sure to increase the numbers of participants attending from Aotearoa.  The line-up of presenters from both countries absolutely showed that the early childhood sector is in good hands,” Ms Card said.   

    New Zealand and China have been collaborating on early childhood education since 2020 and this is now an item under the mechanism of the Joint Working Group on Education and Training, last held in February 2021.

  • Applications and nominations for the Impact Awards are open until Sunday 23 July

    The Impact Awards celebrate young New Zealanders aged 16–30, who are making a difference for our communities, country and beyond. This includes those with NZ citizenship, permanent residence or other visa for five years or have the right to work/study in NZ and have been here for two years. 

    This year there are five different award categories - climate, enterprise, inclusion, wellbeing, and local impact categories. Applications can be made either as an individual or a group, or you can nominate someone you know.

  • New Zealand Global Competence Certificate programme proves a hit

    What is New Zealand’s Global Competence Certificate programme?

    The customised cultural exchange programme, which started as a pilot partnership last year between New Zealand’s international education agency, Education New Zealand Manapou ki te Ao and AFS Intercultural Programs, Inc. has proved so successful it is now being extended and taken up by schools and tertiary institutions around the country, connecting them with students in Asia and Latin America.

    The “Kiwi way” has much to offer the world, and international education has much to offer New Zealanders at a time the world needs people with cross-cultural competencies. The New Zealand Global Competence Certificate, delivered through Massey University, develops cultural self-awareness, emotional resilience, and build bridges across cultures. It also piques the interest of students offshore in coming to New Zealand in better times.

    The programme delivers animated videos, quizzes, assignments, and weekly live facilitated dialogue sessions for learners to talk with each other online in real time and learn about life from perspectives other than their own.

    What have students been saying about the NZGCC programme?

    “Not only have I learned to become a better communicator, empathiser, and global citizen, but also how a group of like-minded individuals can come together to form something bigger,” says Jack Hittle, of Northland’s Springbank School.

    “I found the programme life-changing,” says Vaagisha Kanwar, a Year 11 student at Indus International School in Bangalore, India, who connected with the Northland students. “We learned about conflict, empathy, inequality, different communication styles, how different people adapt to new situations, and about suspending judgement. I know that I’ll use the skills we’ve learned for the rest of my life, not just when I travel abroad but also in daily life.”

    "You see the way a culture greets each other or the way they dress, but then there are things like relationships, gender roles, and health,” says Whanganui Girls College student Tilda Donson.

    What have educators been saying about the NZGCC programme?

    Whanganui Girls College Principal Sharon Steer is delighted with the NZGCC programme, which she says will help students build their understanding of global cultures, and other critical “soft” skills which will prepare them for life as they enter the workforce.

    “An important part of our curriculum is developing strong communication skills and setting our students up for success in the workplace. The NZGCC programme will add another dimension to our lessons by teaching our students how to develop meaningful relationships with one another despite language and cultural differences.”

    Educators say that with the borders closed, the programme now forms an important part of the reshaped international education experience.

    “It is so important that our students don’t miss out on the enriching life skills that are gained when we interact and connect with people from around the globe,” says Whangarei Girls High School International Director Amelia Morrison, who has students working with peers in India.

    "Global competence is mission-critical for our world," says AFS Intercultural Programs President and CEO Daniel Obst. “Educating more young people to become global citizens is crucial if we want to create a more just and peaceful world.”

    The expansion of the GCC programme reflects the diversification of education in new virtual forms fit for a globally connected world, says Education New Zealand Chief Executive Grant McPherson.

    “As well as helping to develop the global citizens of tomorrow, this programme demonstrates the reciprocal benefits of international education, giving our rangatahi a chance to learn with high school students from around the world, and giving their offshore peers a chance to learn ‘with’ New Zealand and our unique way of thinking.”

  • Getting to know the Chinese government education agencies

    To introduce Michael Zhang, incoming Regional Director Greater China and to farewell outgoing director Miranda Herbert, the China team at Education New Zealand Manapou ki te Ao (ENZ) met with key education agencies in Beijing in October 2022.  

    “The meetings were an opportunity to reaffirm the long-term good relationship between New Zealand and Chinese government education agencies,” Michael Zhang says.  

    “We were able to share updates about recent work, hear from each agency about their plans, and discuss possible opportunities for future collaboration with New Zealand institutions.”  

    Ministry of Education, People’s Republic of China (MoE)  

    The Ministry of Education is the key government body responsible for the development of China’s education system, from early childhood education through to higher education. Key focus areas include the development of national strategies, policies and plans for education reform and development. 

    The Department of International Cooperation and Exchange coordinates the Ministry’s engagement with foreign countries. The Department’s key functions include:  

    • Managing and guiding international education cooperation and exchanges  
    • Drafting guidance and policies for the management of Chinese students studying abroad, international students studying in China, Chinese-foreign cooperative joint ventures and schools for foreign children  
    • Supervising international cooperation and exchanges in the education sector  
    • Guiding the work of education departments/divisions in Chinese embassies/consulates  
    • Planning, coordinating and guiding the teaching of Chinese as a foreign language  
    • Conducting educational cooperation and exchanges with the Hong Kong Special Administrative Region, the Macao Special Administrative Region and Taiwan Region of China.

    New Zealand’s Ambassador to China, Clare Fearnley, hosted a lunch on 27 October 2022, for China Ministry of Education Director-General Liu Jin and his team, in partnership with ENZ.  

    Both sides emphasised the value and warmth of the bilateral education relationship, underpinned by a long history of cooperation and several recent milestones despite the challenges of COVID.  

    There was strong interest to build on the positive ministerial engagement in August and the upcoming 10th Joint Working Group in late November, including hopes for high-level visits next year in both directions. Opportunities to engage with China MoE include high-level visits, and policy advice through ENZ’s China team.  

    Chinese Service Centre for Scholarly Exchange (CSCSE)   

    Initially founded in 1989, CSCSE is a public organization under China Ministry of Education (MOE). CSCSE specialises in offering professional services for international scholarly exchanges, including Chinese students and scholars studying abroad, returnees from overseas, and international students and scholars coming to study in China.  

    CSCSE is also dedicated to promoting the internationalisation and capacity-building of Chinese higher education institutions, as well as improving education resources through international exchanges and collaboration.  

    CSCSE is the only official organisation that provides overseas credential evaluation and recognition services in China. The statement of comparability of overseas qualifications issued by CSCSE is widely recognised by Chinese employers and institutions from various sectors. CSCSE is an active member in the international education community, facilitates global talent mobility and improves international recognition of qualifications. CSCSE has long-term partnership with foreign qualifications authorities, including NZQA.   

    CSCSE manages and executes the China International Education Exhibition Tour (CIEET), which New Zealand has regularly attended in past years. CSCSE also organises the China Study Abroad Forum in March each year, in which ENZ is a regular speaker and participant.

    Opportunities to engage with CSCSE include student recruitment fairs, study in China, international conferences, verification of foreign credentials, and transnational education programmes. 

    China Education Association for International Exchange (CEAIE)  

    CEAIE was founded in 1981 as a not-for-profit organisation to encourage international exchange and cooperation. It is a key organisation in facilitating foreign engagement with the Chinese education system.   

    Headquartered in Beijing, it has provincial associations for international exchange in 31 provinces, autonomous regions and municipalities in China, as well as local chapters in 16 major cities. It has relationships with more than 170 education organisations in more than 50 countries (including Universities New Zealand). CEAIE has been granted Special Consultative Status with the Economic and Social Council of the United Nations and has established official relations with UNESCO.   

    Every year in October, CEAIE organizes the China Annual Conference for International Education (CACIE), and the China Education Expo (CEE) both of which ENZ attends. New Zealand was designated Country of Honour at the 2015 conference and expo, which has provided remarkable marketing exposure for New Zealand education. Miranda Herbert from ENZ attended CACIE in October 2020 as a VIP guest and delivered a keynote speech, and in 2021 received a prestigious award recognising ENZ as an ‘outstanding international partner’. Among its activities, CEAIE supports major people-to-people dialogue and exchange mechanisms with partner countries and provides quality assurance services for China-Foreign cooperative transnational education programmes. 

    Currently, there is strong collaboration between the New Zealand education sector and CEAIE, and their initiatives across various sectors. The university sector held the 5th NZ-China Higher Education Forum with the support of Universities New Zealand and CEAIE on 10 November 2022. CEAIE also expressed interest in collaborating with the New Zealand school sector around Sister School Programmes and exploring opportunities to facilitate Leadership and Capacity building. ENZ is following up with CEAIE on the leadership opportunities and plans to run an Expressions of Interest process once more details are available.  

    Opportunities to engage with CEAIE include student recruitment fairs, conferences, school cooperation, training, and Quality Assurance for joint programmes.   

    Positive meetings were also held with other agencies affiliated to China MoE, including the China Center for People-to-People International Exchange (CCIPE) and China Scholarship Council (CSC).  

    CCIPE highlighted the growing strength and success of our Early Childhood Education Symposium, while CSC emphasised their desire to see increased numbers of Chinese scholarship students choose New Zealand for their studies, particularly at PhD level. All eight New Zealand universities have signed MOUs with CSC. New Zealand students can also study in China on fully-funded scholarships, by applying directly through CSC.   • Prime Minister’s Scholarships to study in Asia and Latin America announced

    Education New Zealand Manapou ki te Ao (ENZ) Chief Executive Grant McPherson, today announced the names of 111 New Zealanders who will travel to destinations in Latin America and Asia for an international education experience on a Prime Minister’s Scholarship for Asia (PMSA) or Latin America (PMSLA).  

    Funds awarded for individuals in this scholarship round total $1.5 million.  
    The individual recipients are the second round of scholarships to be announced this year. The earlier round of scholarships was awarded to groups.

    The recipients will undertake study, research and internship programmes in fields such as business, language, indigenous rights, sustainable development and architecture for a minimum period of four weeks (Latin America) and six weeks (Asia) up to two years. The top Latin America study destinations for this round are Chile and Colombia, with Japan and the Republic of Korea most popular destinations in Asia among scholars.

    “The merit of our scholarship applicants continues to be impressive – we are proud to offer this opportunity for people to develop their inter-cultural skills, build networks and enjoy experiences abroad,” said McPherson. “We know they will make us proud to have them representing New Zealand in this important time of rebuilding and reconnecting with overseas partners.”

    “Interest for this programme continues to grow, building collective skills and understanding of different cultures helps our country show leadership in matters of significance for Asia and Latin America regions.”

    Māori Participation lifts significantly

    A group of Māori Prime Minister’s Scholarship alumni, Te Kāhui Kaupapa, have been working to raise access and participation for Māori. Participation in this round increased to 22% for PMSA and 17% of PMSLA recipients, compared to an average of 5% for PMSA and 8% for PMSLA rounds in 2016 to 2019. This is part of a wider programme of work to ensure the scholarship programme is more accessible to all New Zealanders over the age of 18, and that it delivers on our Te Tiriti obligations.

    The Prime Minister’s Scholarship programme aims to strengthen New Zealand’s ability to engage with key Asian and Latin American trading partnersimproving the internationalisation of indigenous communities, New Zealand tertiary institutions, showcasing the strength and quality of New Zealand's education system and enhancing inter-cultural awareness and connections between New Zealand and other countries.  The scholarship offers flexible funding to support both short and long-term programmes including study abroad / exchange, internships, postgraduate study, and language programmes. 

    The scholarships programme is funded by the New Zealand Government and administered by ENZ.

    The PMSA was launched in 2013 and extended to Latin America in 2016. To date, there have been 2,879 PMSA and PMSLA scholarships awarded.

    There are two scholarship rounds each year, and applications for the next individual round will be held in August 2023. Many of the awardees are enrolled in universities across New Zealand, but this is not a requirement for the scholarship. Any New Zealand citizen or permanent resident over 18 can apply for a PMSA or PMSLA.

  • Indigenous Malyasian students learn about Te Ao Māori

    Scholastica Philip, who is of Kadazan descent, together with Diana Bah Said and Norazah Din, both of Semai ethnicity, have been studying the Te Ao Māori and Sustainability course on the Mission New Zealand online platform. 

    All three say they gained a great deal from the short course, which included an introduction to biculturalism, and the five stages of the design thinking process.  

    “Biculturalism in Aotearoa New Zealand is fascinating,” Norazah said. “We learned about Māori settling in New Zealand, and I really want to experience their culture and daily life if I have the chance in the future.” 

    Scholastica noticed some common themes around sustainability in Te Ao Māori, and the importance of nature and food in her Kadazan culture, which is from East Malaysia. 

    “We take care of nature as we take care of humans - we need to take care of all living things. 

    “There is an ancient story for Kadazan people about Huminodun, a very beautiful woman who sacrificed herself to create food and bring rain to stop the cursed drought season for her people. This story is about how closely we are connected with nature. 

    “We learned on the course that Māori and non-Māori are working together in New Zealand to achieve a sustainable ecological system – I love the concept,” Scholastica said. 

    Norazah and Diana also noted how important trees and rivers are in their distinctive Semai culture, which is based in North Malaysia.   

    “We have a very strong connection with nature - as much as we respect each other,” Diana said.

    Norazah and Diana are in their second year of study at Universiti Malaya, and Scholastica is in her third year.

  • Introducing Monika Chaudhary, ENZ’s new Market Manager – Sri Lanka

    Tell us about your professional background

    I am based at the New Zealand High Commission in New Delhi, India, and work closely with education providers, key education sector and government stakeholders to grow New Zealand’s education presence in Sri Lanka.

    I completed my Master of Arts in Social Work from the Tata Institute of Social Sciences (TISS), Mumbai, and worked in Project Manager roles across various community and not-for-profit organisations before transitioning into the international education space. 

    I joined New Zealand Trade and Enterprise (NZTE) in 2003 as an Education Marketing Executive based in New Delhi, a role that began what is now over 22 years of close and enduring involvement with New Zealand’s higher education sector. These two decades have shaped me deeply as both a professional and a person, and I’ve had the privilege of witnessing the sector evolve significantly.

    I joined ENZ in 2015 as Market Development Manager for India, playing a key role in growing the New Zealand university sub sector through targeted strategic initiatives. Over a decade working across India, I have also supported education agents and contributed to the development of other education sub sectors.

    How has the new role been so far?

    I’m really enjoying the opportunity to help grow a new market for New Zealand in Sri Lanka. The recent Study with New Zealand Roadshow was a fantastic way to kick start our work in market. Across four days and seven events, we brought together 19 New Zealand education providers and connected with Sri Lankan universities, education agents, schools, and students. 

    It was a huge effort, but a very rewarding start to our market-building journey.

    What opportunities and challenges do you see in Sri Lanka?

    Beyond student mobility, there is strong potential for Transnational Education (TNE) partnerships. Sri Lankan education institutions are increasingly interested in offering New Zealand programmes locally while creating pathways for students to continue their studies in New Zealand.

    While Australia and the UK already have a strong presence in this space, New Zealand has a great opportunity to build visibility, showcase the quality of its education, and develop accessible pathway models for Sri Lankan students. Upskilling education agents will also be key to supporting sustainable growth in the market.

    What will the new Project Advisor – Sri Lanka role focus on?

    I am delighted that Madonna Phillip has joined us as Project Advisor on a fixed-term basis. She hit the ground running, starting in the same week as the Sri Lanka Roadshow. She will support the expansion of ENZ’s promotional activities in Sri Lanka and work closely with New Zealand government agency partners on cross-agency initiatives, including the development of an alumni network and broader collaborative programmes.

    Outside of work, what do you like to do?

    I enjoy challenging myself beyond my comfort zone. While I like to travel within and outside India, the pandemic had me discover new interests, including baking, painting and photography. More recently, I have also taken up gardening. But above all, dancing is something that comes naturally to me – and it’s what I enjoy the most!
