What Kiwi employers value in New Zealand-educated international graduates
A new research report published by ENZ looks into Kiwi employers from small to medium-sized (SME) businesses to show what they most value in New Zealand-educated international graduates.
The report, Employer Perceptions of Hiring International Graduates, was launched today at the Global Internship Conference, hosted by the University of Auckland.
The research looked into the hiring practices, pressures and opportunities for employers from SME businesses, which make up 97 percent of enterprise in New Zealand.
ENZ Chief Executive Grant McPherson said the research identified two key areas of New Zealand-educated international graduates’ value to Kiwi SMEs.
“One was the keen attitude of international graduates, which is defined as positively contributing to work outputs; and the graduates’ multicultural energy, which is seen as positively contributing to workplace morale,” McPherson said.
Characteristics associated with a keen attitude include perseverance, earned success, drive and willingness to take on tasks, while those associated with multi-cultural energy include an energising effect and the fostering of creativity and innovation.
“Research we have commissioned previously highlighted the importance that international students place on post-study work and career opportunities and outcomes, and how central this is to a successful overall student experience.
“This research showed that some students find New Zealand poses some challenges in this area,” McPherson said.
The research involved in-depth interviews with SME employers from a range of industries across New Zealand from Whangarei to Dunedin, and a further half-day workshop. The focus was on international graduates who have a post-study work rights visa within current immigration settings.
“There are clearly opportunities to improve employment outcomes for New Zealand-educated international graduates,” he said.
“ENZ is planning to re-define the perceived value of New Zealand-educated international graduates in the eyes of New Zealand employers, based on the research findings.”
Employability is a theme that sits across all three of the goals in the New Zealand International Education Strategy 2018-2030, launched in August last year.

Showcasing NZ in cyberspace
Lisa Futschek, Regional Director – Americas, Japan and Korea, said: “It all stemmed from an industry idea during the Latin American mission in November last year. It was dusk, we were all in a charter coach chugging over the crest of a steep hill and watching the millions of lights of Medellin miraculously materialise below us, when Prof. Al Gillepsie from the University of Waikato, mused about how we should be marketing New Zealand international tertiary education via subject rather than institution. Over a Colombian meal that evening, we sketched out a schematic on what that might look like and the seeds of the virtual fair were sown.”
International Events Manager Caroline Carruthers said the experience for students was similar to physical fairs. “Students were able to ‘visit’ individual institution’s stands, view videos, pick up brochures and business cards, and ask providers questions.
“It was interesting to note a change in the way students plan to study overseas. A lot of high school students were planning for their tertiary education overseas. A few years ago, high school students would only ask about high school courses and wouldn’t plan that far ahead.”
“We are evaluating the feedback we received from the institutes who participated in this pilot and will evaluate if it’s an approach to roll out to other markets and add into our event mix.”

NZLC wins fifth Study Travel Star Award
For the fifth year running, New Zealand Language Centres (NZLC) Ltd has won the Study Travel (ST) Star Award for Star English Language School, Southern Hemisphere.
The ST Star Awards recognise excellence in the international education industry. The ceremony was held in London earlier this month in front of some 1200 industry representatives from around the world.
The fifth win marked the induction of NZLC into the ST Super Star Hall of Fame, an unprecedented achievement by a New Zealand based international education provider.
Miles Stewart, NZLC Co-Director said the win shows that NZLC has the ability to compete and succeed on a global scale and sets benchmark standards for others to follow.
“Being recognised by our peers as a Super Star organisation demonstrates that NZLC represents a new way of providing industry-leading education and opportunities for our students and our partner businesses. This is something we continue to be extremely proud of.”
NZLC beat out the four other nominees in its category: Greenwich English College Australia, Impact English College Australia, Langports English Language College Australia and Languages International New Zealand.
NZLC is one of the largest English language schools in New Zealand, an NZQA Category 1 school and a member of English New Zealand.

International education gets $444,000 boost in co-funding
The IEGF is designed to help New Zealand’s education providers achieve growth by boosting bold, innovative ideas to maximise international education opportunities.
“The 2016 round of the IEGF brought applications from around the country, building on a sustained period of growth in international students choosing New Zealand as their study destination,” said ENZ Chief Executive Grant McPherson.
“We are particularly keen to see further growth across New Zealand so it is encouraging that more than two thirds of the innovative projects awarded funding are from education providers in the regions.”
Successful projects range from a fully integrated literacy programme in the United States, and the development of school-to-university pathway programme with middle schools in Changzhou, China, to the establishment of institutional relationships with selected Norwegian institutions.
Massey University is collaborating with the University of California at Davis to develop a world-class training programme in oiled wildlife response.
AFS Intercultural Programmes New Zealand is working with intermediate schools in Wellington to deliver a short programme for Chinese students which has a strong intercultural component.
“It is vital for New Zealand to continue to build on our international connections and ensure our young people are equipped with the cultural capability to study, live and work in the increasingly interconnected world we live in,” said Mr McPherson.
“Market diversification is key to the sustainable growth of international education. We welcome education providers exploring new avenues and looking to expand into new markets. Over half of the successful recipients are targeting more than one market while others are setting out to widen their reach to include US, Germany, Norway and Japan,” he said.
Matched funding worth up to $50,000 is open to all quality education providers, peak bodies, and businesses that offer education services or products internationally. The application process is competitive with preference given to bold approaches to growing the international education industry. In this latest round, 49 applications were received.

All high school graduates expected to be proficient in English within 20 years
The federal Education Secretariat (SEP) has announced a US $44.5 million National English Strategy to produce high school graduates proficient in English in 20 years’ time. Calling English an “essential tool that facilitates dialogue in an increasingly interconnected world,” the SEP is promoting English for Mexican students from preschool to high school, and is signing collaboration agreements with international institutions.

Students from India, Middle East not comfortable studying in US
A recent study from the Institute of International Education (IIE) shows that students from India and Middle Eastern nations are not ‘comfortable’ enrolling for courses in American universities. The IIE found that that 80 per cent of Indian students were concerned with physical safety while 31 per cent were concerned about feeling welcome in the US.

Ten trends transforming international student mobility
Even as the immediate environment feels increasingly volatile, the underlying forces determining the direction of international education are becoming more defined than before. The impact of English goes without saying, as university curriculums taught in English continue to grow. There are less obvious factors at play too, such as the redefinition of brand and value – the realisation that skills and abilities mean more than a fancy diploma at a “branded” university is changing the playing field.

Saudi Arabia to introduce physical education for schoolgirls
Saudi public schools will begin offering physical education for girls in the coming academic year. Physical education has not been offered in most public schools, but in recent years the Saudi government has begun introducing gradual reforms to open new opportunities for women and expand their participation in the labour force.
JAPAN
Japanese high schools saw record number of international students in 2015
According to the Ministry of Education, Culture, Sports, Science and Technology, a record-high 2,147 students from overseas studied at Japanese high schools in 2015. The number of Japanese students who studied abroad also rose to 4,197. Among the students going abroad, the U.S. was the most popular destination with 1,245 students studying there, followed by New Zealand with 833, Canada with 791, Australia with 515 and Britain with 131.

Official Information Act Requests
People in New Zealand can request government information (official information) and can expect it to be made available unless there is a good reason to withhold it.
The Official Information Act 1982 (or OIA) enables citizens, permanent residents, visitors to New Zealand, and body corporates registered or with a place of business in New Zealand, to make a request for official information held by government agencies, including Education New Zealand (ENZ).
ENZ is the government agency dedicated to helping New Zealand realise the social, cultural and economic benefits of international education.
Please note the Ministry of Education is the New Zealand Government's lead advisor on the New Zealand education system.

How long will it take?
We are required by law to give you our decision on your request as soon as possible, and no later than 20 working days after we receive your request.
If we need more time to make our decision on your request, for example if you are requesting a lot of information, we will let you know and give you an idea of how long it will take. We will also try to keep you updated on the progress of our response to your request. You can complain to the Office of the Ombudsman if you’re not happy with our decision to extend the time.
What does it cost?
Requesting official information is free, though we can charge a reasonable amount if it will take a lot of work to supply the information requested.

What if I’m not satisfied?
You may wish to contact us in the first instance to see if we can resolve the issue.
You can make a complaint to the Office of the Ombudsman if you:
- have concerns regarding the decision we made on your request
- were unhappy about the way your request was treated or processed.
These concerns can relate to the withholding of information, extending the timeframe to respond to you, any charges for providing the information you have requested, delays in providing you with a decision or the information, or your request being transferred.
The Office of the Ombudsman can investigate and review our decision and may make a recommendation to us if it is considered appropriate.
Responses to Official Information Act 1982 requests
ENZ publishes responses to Official Information Act 1982 requests at the end of each month. ENZ first published its responses to requests for official information on its website in April 2018.
The response from ENZ details the information being released and explains what information, if any, has been withheld and under which grounds of the Act. The response also explains that we intend to make the information publicly available. The requestor's name and address have been removed from the response.
Documents are only available in Adobe PDF format and are listed in release date order, with the most recently released responses at the top.

Brazilian university professors visit
Last month Education New Zealand and MFAT joined forces with Latino New Zealand to host representatives from top Brazilian universities on a visit to New Zealand. The visit aimed to establish institution to institution links between universities of the two countries, to increase the Brazilian institutions’ understanding of our universities and to raise our profile in the Science Without Borders programme.
Eight Brazilian universities participated in the visit, including State University of Campinas (UNICAMP), Federal University of Rio de Janeiro (UFRJ), Federal University of Minas Gerais (UFMG) and Paulista State University (UNESP), all ranked in the top 500 in world.
The visiting professors met with representatives from all eight of our universities as well as with ENZ, UNZ and the Brazilian Ambassador in New Zealand.
This is the first significant contact between the universities of the two countries and all of the participating universities were very keen to establish long-term research linkages with New Zealand institutions. Most of the Brazilian universities represented are well resourced in various areas of research, particularly in areas such as agriculture and plant and animal sciences.
As a result of the visit, ENZ has received invitations to present to some of the universities and one of the professors also offered to join the New Zealand SWB presentation at his university to share his positive experience in New Zealand. Most of the visiting professors have also uploaded photos of their trip on Facebook and their university pages where they will be widely viewed by their contacts and university communities.
Brazil is New Zealand’s largest source country for international students in Latin America. Traditionally Brazilian students come to New Zealand for short-term language courses, but in recent years we have seen an increase in the number of students from the school sector, mainly due to the Pernambuco state’s Win the World scholarship programme.
Since New Zealand joined the Science without Borders (SWB) scheme in 2013, more than 170 Brazilian students have studied in New Zealand under the undergraduate sandwich programme.
Although the undergraduate sandwich (study abroad) awards take up the majority of the SWB funding, the programme also funds full PhD and sandwich PhD studies. A new Masters programme has also been established and ENZ and UNZ are currently working on New Zealand’s inclusion in this programme.

Inbound Fellowships which aim to bring early-career researchers and senior scholars to Brazilian universities and research centres.

Young Talent awards fully fund one to three year research stays in Brazil with an attractive package including round-trip tickets, relocation expenses, a tax-free highly competitive lecturer-level monthly allowance, a contribution toward research costs and funding for research assistantship.

Special Visiting Researcher Programme for joint projects with research groups in Brazil and work in the country for up to three months every year over two to three years. A generous grant is available to researchers including round-trip tickets for every annual visit, a tax-free highly competitive senior-level monthly allowance, a contribution toward research costs and funding for a sandwich PhD at home and a Post-doctoral Fellowship in Brazil.
