Annual survey shows continuing strong support for international students in New Zealand
More than three quarters of 1,100 New Zealanders in the annual 2024 survey conducted by Education New Zealand Manapou ki te Ao (ENZ) believe the country should host the same or more international students in New Zealand.
This was the key finding of research, completed in October, to measure New Zealanders’ views on the contribution and challenges of international students studying in New Zealand.
For the first time this year, the annual survey asked respondents if they wanted to see more or fewer international students in the country. Forty-one (41) percent of those surveyed said they would like to see more, with another 36 percent supporting the same number of students. Only 11 percent indicated they would like to see fewer international students arrive.
Positive perceptions of international students also continued to track strongly with 72 percent saying the students benefit New Zealand. This followed similar levels of support of 75 percent in 2023 and 73 percent in 2022.
Commenting on the findings, ENZ’s Chief Executive, Amanda Malu, said the results reinforced the growing support and understanding of the contribution of international students to local communities and the country.
“Since 2018 we have seen increasing support for the contribution international students make in key areas,” said Ms Malu.
“Today 82 percent of New Zealanders agree that international students contribute to our cultural diversity, with 79 percent feeling they help local students learn about other cultures and ways of life, as well as contributing to local businesses during their studies.”
“This level of support is enormously pleasing. It tells us we can continue to steadily grow the number of international students in New Zealand and that they will continue to receive a warm welcome in our communities.”

New Zealand-China Early Childhood Education Symposium to be hosted in New Zealand for the first time
The fifth annual New Zealand-China Early Childhood Education Symposium – themed around digital transformation in early childhood education – is set to take place at Te Whare Wānanga o Waitaha | University of Canterbury (UC) in Christchurch on 3 December.
This is the first time that the symposium will be hosted in New Zealand.
A 31-strong delegation from China across 21 universities, schools, kindergartens and government agencies will attend the event.
Co-organised by Education New Zealand Manapou ki te Ao (ENZ), the China Center for International People-to-People Exchange (CCIPE) of the China Ministry of Education and UC, the symposium will see at least 25 presenters and 80 attendees from New Zealand and China present on a range of topics related to digital transformation in early childhood education. Audiences in New Zealand and China will also attend the symposium virtually.
Broad topics this year include emerging opportunities and challenges of artificial intelligence in teachers’ work in early childhood education, the use of digital technologies for early childhood education assessment, and digital transformation for communication and collaboration with families.
The event aims to foster academic exchanges and cooperation in early childhood education between New Zealand and China.
In June, during the visit by Chinese Premier Li Qiang and Education Minister Huai Jinpeng to New Zealand, UC signed a partnership agreement with the CCIPE at the New Zealand-China High-level Education Forum in Auckland. UC is also a current New Zealand-China Tripartite Partnership Programme recipient with two Chinese partners, Shanghai Normal University and Qufu Normal University, around early childhood education.
ENZ Acting General Manager International Ben Burrowes said the symposium highlights the long and fruitful bilateral engagement between New Zealand and China across a number of education areas.
“I am delighted to have New Zealand host the event for the first time. We have seen the symposium grow and go from strength to strength over the last five years and nurture relationships between our early childhood education providers.
“I look forward to hearing from presenters across the education landscape in both our countries sharing insights on digital transformation in early childhood education,” Burrowes said.
The University of Canterbury is honored to be the first tertiary institution in New Zealand to host the symposium, says Professor Joce Nuttall, Executive Dean of UC’s Faculty of Education Te Kaupeka Ako.
“As a university committed to future-focused education and the creation of meaningful local and global impact, the symposium is an invaluable opportunity for UC to engage in discussions with peers across New Zealand and China on the future of early childhood education between our two countries.”
Since 2020, the New Zealand-China Education Symposium has explored a rich range of themes and inspirational presentations on early childhood education, including exploring best practice for developing high-quality early childhood education teachers, and sustainable development in early childhood education and care.

New undergraduate scholarship programme for Vietnamese students
The Awards are designed for Vietnamese students pursuing undergraduate studies in New Zealand.
With the announcement of the new scholarship scheme, New Zealand now provides a full suite of support for Vietnamese students at all study levels with its government-supported scholarship programmes. In addition to the new programme, the New Zealand Schools Scholarships are specifically on offer for Vietnamese students in grades 8, 9, and 10 to study at New Zealand high schools, as well as Manaaki Scholarships for Vietnamese candidates pursuing postgraduate study programmes in New Zealand.

Commenting on the initiative, Ben Burrowes, Acting General Manager – International at ENZ said, “New Zealand’s tertiary education system is highly regarded globally for its positive impacts on students and communities. The inclusion of all New Zealand universities in the new programme underscores our strong commitment to expanding learning and development opportunities for Vietnamese students at our world leading institutions. The initiative also demonstrates New Zealand’s dedication to fostering our bilateral educational ties as we approach the 50th anniversary of our longstanding partnership with Vietnam next year.”
The 2025 programme offers 14 scholarships, worth NZD 15,000 each, for students enrolling at one of New Zealand's eight universities: University of Auckland, Auckland University of Technology, University of Waikato, Massey University, Victoria University of Wellington, University of Canterbury, Lincoln University, and University of Otago ed. Applications are expected to open in May 2025 for the February 2026 intake.

ENZ showcases New Zealand’s commitment to sustainability in education and UN SDGs in India
Education New Zealand Manapou ki te Ao (ENZ) hosted a vibrant Sustainability Carnival on 14 November at the New Zealand High Commission in New Delhi to round off ENZ’s #SustainableTomorrow campaign that was designed to highlight New Zealand’s commitment to SDGs and sustainability in education.
The event showcased New Zealand university course offerings and officially launched ENZ’s Sustainability Guide, a comprehensive resource profiling course offerings in sustainability at New Zealand universities and the New Zealand Institute of Skills and Technology (NZIST).
The event saw over 150 attendees, including representatives from five New Zealand universities, three Indian universities, and students, parents, and teachers from New Delhi’s international schools. The Sustainable Tomorrow campaign was launched as a comprehensive digital and social campaign to spotlight sustainability within the educational landscape. Through diverse activities, and partnerships, the campaign highlighted New Zealand's commitment to embedding sustainable practices in education. It reached 82,266 accounts via the New Zealand in India Instagram page, engaged 2,935 accounts and saw 165 profile visitors.
As part of the campaign, ENZ launched a digital poster design competition for Indian high school students. Centred around the Innovating for a Sustainable Future theme, the competition aimed to raise awareness of key United Nations Sustainable Development Goals (SDGs), including Goal 7 (Affordable and clean energy), Goal 9 (Industry, innovation, and infrastructure), Goal 12 (Responsible consumption and production), and Goal 13 (Climate action). The winning posters were unveiled and recognised at the Sustainability Carnival, which also featured a series of other exciting activities, including street plays performed by students on the importance of sustainability, as well as a croquet match with the New Zealand High Commissioner to India Patrick Rata.
ENZ’s Director of Engagement, India and East Asia, Jugnu Roy, said the campaign did well to spotlight New Zealand’s strong credentials in sustainability stewardship to secondary school students, teachers and parents in India.
“The campaign was a fantastic opportunity to highlight New Zealand universities’ sustainability leadership, particularly their top global ranking for sustainability stewardship in the Times Higher Education Impact Rankings 2024.
“The launch of the ENZ Sustainability Guide that promoted course offerings related to UN SDGs at New Zealand universities and Te Pūkenga really drove home the message about New Zealand’s commitment to a sustainable future that’s visible through our wide range of sustainability-focused education offerings,” Jugnu said.

New Zealand universities continue to top world sustainability rankings
The 2025 QS World University Rankings: Sustainability were released yesterday, highlighting that New Zealand’s universities continue to lead the way when it comes to environmental, social and governance sustainability. The rankings by QS Quacquarelli Symonds are in their third year and measure an institution’s ability to tackle the world’s greatest sustainability challenges.
New Zealand came out top country overall based on the average score of our universities for Environmental Impact and Governance, in addition to the Equality and Environmental Education lenses (among countries with at least eight universities ranked). This is good news for universities as they look to attract students to their campuses especially as QS Destination: Australia and New Zealand report 2024, found that 63% of students interested in studying in New Zealand say environmental sustainability was very or extremely important.
Ben Sowter, QS Vice President, said: “New Zealand’s higher education sector has long been a world leader in sustainability and this year’s results show yet again that the country punches above its weight, surpassing many of its international competitors.
“However, this year’s results also show that universities in other countries are improving their sustainability efforts, with New Zealand’s institutions advised to enhance their offers in areas of governance, employability and outcomes and health and wellbeing.”
The 2025 rankings showcase over 1,740 universities from 107 countries and territories. This reflects significant growth from last year’s rankings which included 1,397 institutions across 95 locations and more than 1,000 institutions since the inaugural rankings in 2022.
Jessica Turner, CEO of QS said that “The QS Sustainability Rankings provide a critical benchmarking tool for universities to evaluate their progress across areas such as knowledge exchange, equality, environmental impact, and governance. As more institutions engage with this framework, the increasing competitiveness of the ranking reflects the growing commitment globally to advancing sustainability in higher education.”

From the CE: Accountability and balance
ENZ has experienced a challenging operating environment in recent years, and it continues to work through changing expectations. In order to best prepare the organisation for the challenges ahead, I recently initiated an organisational restructure, the decisions of which were released to staff this week following a two-week consultation process.
I have been very clear as to what I am looking to achieve and have set out the following driving principles of:
- Clear accountability for the delivery of core services and enabling support.
- Achieving a balance between New Zealand based and offshore capability.
- Improving decision making, communication and collaboration by ensuring appropriate spans of control.
- Optimising spend, where appropriate, to meet government expectations.
- Identifying and creating opportunities for investment into the future capability needed to deliver our strategy.
- Positioning ENZ to deliver at speed, with agility and reinforce a culture of high performance.
Key changes include a realignment and reduction of Senior Leadership roles by more than half, a focus on lifting the capability and resourcing of our international teams, changes for Sector Engagement and Services with a pivot toward a stronger focus on international services, and the creation of a Strategy, Capability and Performance Group. In total 28 roles have been disestablished with 17 new roles created.
ENZ now moves into a process to fill these new roles – with leadership roles to be advertised externally shortly. The new organisational structure will come into effect on 3 February 2025.
Change is never easy and I understand how difficult this has been for our ENZ team. I am very proud of the professional way everyone has engaged with this process.
I appreciate your understanding and patience for our people as we work through the implementation of this new structure. In the meantime, your key contacts and teams will remain the same. I will be able to provide a further update in the New Year.

Empowering early career scientists through New Zealand-Germany research collaboration
The third funding round of the New Zealand-German academic exchange programme, known as the Programmes for Project-Related Personal Exchange (PPP programme), has enabled five New Zealand research projects to undertake research with academic partners from Germany.
The following universities have formed partnerships:

Topic: Preparing students for a data science future using innovative teaching - University of Auckland and the Technical University of Dortmund
Topic: The development of contextual visual processing in the Ebbinghaus: illusion in children and its underlying neuronal basis (EBBI-KIDS) - University of Auckland and University Medical Centre Hamburg-Eppendorf
Topic: Perspectives of equitable medical education: a comparison between Aotearoa New Zealand and Germany - University of Canterbury and Westcoast University of Applied Sciences
Topic: Younger generations as reflexive agents of change: Motivating Generation (Gen) Z to participate in the voluntary sector - University of Otago and Helmholtz Munich
Topic: Modulation of central GIPR signalling to increase health during ageing
The programme invited researchers to think of a project that would particularly benefit from working with German academic counterparts. Research projects will run from 2025 to 2026, with work taking place in both New Zealand and Germany.
Acting Regional Director, Americas & Europe, Natalie Lulia, said the programme aims to strengthen the relationships between New Zealand and German academics and institutions.
“It opens up New Zealand researchers to a global network of academics.
“Since the programme’s beginning, we’ve seen awardees think forward and explore possibilities of further collaboration with their research partners” she said.
The PPP programme was established in 2021, when ENZ and the German Academic Exchange Service (DAAD) signed a Memorandum of Understanding.
The bilateral agreement between ENZ and the DAAD enables young academics to further their careers and expand their international research links. ENZ contributes funding to support New Zealand researchers, while the DAAD supports German researchers to travel to New Zealand.

Helping education agents understand the NCEA qualification and the pathways it opens to higher study
Education New Zealand and the New Zealand Qualifications Authority (NZQA) collaborated to organise a webinar for education agents in December on the National Certificates of Educational Achievement (NCEA), New Zealand’s school-leaver qualification.
The webinar was well received, with 241 attendees, and featured a robust question and answer session at the end.
The session helped education agents – and by extension the international students they support – in better understanding how NCEA works, the changes introduced to the qualification in recent years, and how learners can access higher education in New Zealand and internationally after achieving the NCEA qualification.
NZQA Deputy Chief Executive - Assessment, Jann Marshall, said the webinar was a valuable opportunity to build understanding of how the NCEA qualification works.
“It is important for everyone working with international secondary learners to have some understanding of how NCEA works, and the opportunities it creates for learners wanting to continue their study in New Zealand or internationally.
“It was great that we could engage with education agents on the topic and answer questions.”
NCEA is a well-recognised qualification in many countries. New Zealand is also a signatory to UNESCO qualifications recognition conventions (for example, Lisbon, Tokyo and Global Conventions), which support learners with NCEA to work or study internationally.
About NCEA
NCEA is offered at three levels – Level 1 is usually attempted by students in Year 11 of schooling, Level 2 at Year 12, and Level 3 at Year 13 (the final year of New Zealand secondary school). NCEA Level 2 is generally the minimum qualification needed for some jobs and tertiary education programmes, while Level 3, with the University Entrance award, is the minimum standard for entrance into a New Zealand university.
NCEA is standards-based, meaning each learner needs to show they have skills and knowledge at a specified level (a “standard”). Each standard a learner achieves gains them credits, and credits build toward an NCEA qualification.
Learners are also required to meet minimum requirements for literacy and numeracy. There are multiple opportunities in each school year for learners to attempt specific literacy and numeracy assessments, and there is also a list of other standards that can be used towards these requirements.

New Zealand universities showcased to global education leaders at QS India Summit 2025
The initiative was well aligned with ENZ’s goal to build global connections for New Zealand education and explore solid opportunities that will help New Zealand thrive through world-class international education.
Education New Zealand Manapou ki te Ao (ENZ), along with the University of Canterbury, University of Waikato and Massey University made an impactful presence across a range of sessions and workshops.
The summit had the New Zealand contingent showcase the quality of our universities and engage in discussions focused on university-industry collaborations, workforce development, global research leadership, while discussing the importance of building resilient, education institutions that can adapt to a rapidly changing world.

“New Zealand universities are also known for their sustainability stewardship, with our universities ranking first for sustainability stewardship and second for sustainability outreach in the Times Higher Education Impact Rankings 2024.
“Within this context, the summit was a strong platform for us to share best practices and explore new avenues for collaboration between New Zealand and India.
“We look forward to collaborating with global and Indian leaders in education to shape a brighter future together.”
