  • From the CE: Steady progress continues

    Since New Zealand’s borders reopened at the end of July I am pleased to note that we are making steady progress, although this can’t yet be fully quantified. The number of students with valid student visas who are in New Zealand is heading in the right direction, reaching 16,515 as at 16 October 2022. It’s important to note that these statistics are only part of the story. Students who travel to New Zealand for short courses of study from visa waiver countries or on working holiday visas aren’t included. It will be some time before reliable statistics are available on the total number of international students enrolled with New Zealand education providers this year. Anecdotally, though, we are hearing from schools, and from English language providers and others across the sector, that they are seeing gradually increasing numbers of international students enrolling or applying to them, which is good news.  

    Study Abroad Month has just drawn to a close in the United States and attracted a high level of interest and positive feedback, including some commitments for study abroad enrolments at New Zealand universities from the start of 2023. In the US we also recently signed our first ever education cooperation arrangement to be written in both te reo Māori and English, with the Louis Stokes Alliance for Minority Participation. You can read more about these and our other recent activities around the world in this issue of E-News. 

    In the Asia region, we are heading into our busiest season of international education events during October and November: 

    • Seoul: Study Abroad Fair 2022 COEX, the largest event of its kind in South Korea, including an agent seminar and a Kiwi Alumni event, on 20-23 October 
    • Tokyo: Japan partner reconnecting series on 25-26 October 
    • Hanoi and Ho Chi Minh City: Agent seminars and New Zealand Fair on 28-31 October 
    • Bangkok: Agent seminar and New Zealand Fair on 4-5 November
    • Beijing: China Education Expo, the leading international education event in China, on 11-12 November. 

    Education Minister Chris Hipkins, accompanied by a small education delegation from New Zealand, was in Seoul promoting New Zealand as an international education destination in time to attend the study abroad fair and associated events, before continuing on to Indonesia and is now in Singapore – we will cover these activities in a future issue of E-News. 

    As we work to raise interest in studying with New Zealand and ensure positive experiences for international students, ENZ is working closely with other NZ Inc agencies. In this month’s E-News, we are pleased to publish the first in a series of regular updates from Immigration New Zealand, to provide timely access to the latest infomation on changes and trends.  

    Our partnership with the Ministry of Foreign Affairs and Trade (MFAT), that will see ENZ take over operational management of the Manaaki New Zealand Scholarship Programme, comes into effect on 1 November 2022. A transition team is in place, which will include several key staff members coming across to ENZ from MFAT, to support a successful handover for this important scholarship programme.

  • From the CE: Promoting New Zealand’s education in Asia

    The visit by Education Minister Chris Hipkins to South Korea, Indonesia and Singapore in October 2022 was an opportunity to reaffirm the Government’s strong commitment to international education. Representatives from the university sector, Te Pūkenga, schools, as well as the PTE and EdTech sectors, and ENZ were part of the accompanying delegation. Bilateral meetings were held with key Ministers in each country, and there were opportunities to meet with alumni, agents local school children and others. You can read more about this trip in this edition of E-News. 

    This month, Prime Minister Jacinda Ardern’s visit to Asia also included a significant international education component, particularly in Viet Nam. Education was highlighted as an important pillar of partnership in all bilateral meetings, and we were delighted to help arrange and participate in an education forum in Hanoi. We will report on this trip in more detail next month. 

    Our recent international education events have featured a mixture of ENZ-run events and commercial and global events. The key aim has been to raise the awareness and profile of New Zealand education, and provide a platform for New Zealand education providers to engage directly with prospective students and their families, with education agencies and other key stakeholders, particularly within Asia. Recent events have included a Korean agent seminar, COEX Fair and New Zealand education night reception in Seoul, a reconnecting series with Japanese partners in Tokyo, Viet Nam agent seminars and fairs in Hanoi and Ho Chi Minh City, and a Thai agent seminar and fair in Bangkok.     The second phase of New Zealand’s successful international marketing campaign, I AM NEW, is now underway with a primary focus on China, India, South Korea, Japan, USA, Brazil, Viet Nam, Thailand and Germany. While the initial campaign aimed to raise awareness that New Zealand has reopened for international education, this second phase is focussed on reigniting interest in a New Zealand study experience, and transforming that interest into a commitment to study with New Zealand. A Spanish version of the I AM NEW campaign has also just been launched yesterday in Bogotá, Colombia, to reach this important segment of the Latin America market. 

    As we work with our partners and stakeholders within New Zealand and offshore to promote New Zealand education in the lead up to the 2023 student intake, we are hearing about a shortage of homestay accommodation that it would be good to resolve. More families are needed to welcome international students into their homes. This can be an enormously rewarding experience for everyone involved, one that builds lasting friendships and a deeper understanding of people from another language and culture. We will be talking with the sector to agree the best approach to addressing this challenge.

  • Introducing Sharon-May McCrostie, ENZ’s new Director Sector Engagement

    Can you tell us about your professional background including the role you had prior to joining ENZ?

    After graduating from the University of Waikato with a Bachelor of Management Studies specialising in Japanese and International Business, I joined the primary export sector. I held a range of sales, marketing and business development roles in the seafood and horticultural sectors with a focus on Asian markets, including with ENZA (the NZ Apple and Pear Marketing Board) in Singapore. My first job was in Bluff, exporting live lobster!

    Prior to joining ENZ, I spent 20 years with New Zealand Trade and Enterprise in a range of roles supporting NZ exporters to realise their international growth ambitions. In my last role there, I was Customer Director where I led a team of customer managers supporting digital technology and services exporters across the central New Zealand region.

    What are your thoughts on your new role so far?

    I feel I have joined ENZ at the perfect time as the team here comes together to co-create next year’s business plan. Early in the role, I was catapulted into focus groups with sub-sectors to understand their priorities and ensure we focus on the right opportunities and challenges to enable the international education sector to flourish. Providers were generous in sharing insights and setting expectations for ENZ, providing important input into the business planning process.

    As we work through the process, I have been incredibly impressed with the knowledge of my team and the wider  ENZ team, and admire the depth of passion and ambition to ensure we make a difference to the sector.

    What do you see as the challenges and potential opportunities for our sector?

    The market for international learners is hyper competitive, and our main competitors are driving hard to win market share in the face of ongoing global uncertainty.  New Zealand has an excellent reputation for education, but we must be smarter and nimbler to maintain an edge over our competitors and attract quality learners to NZ. 

    We must continue to build brand awareness and enable agents and providers to provide a compelling case for choosing a NZ education. As the sector shifts from recovery to rebuild, it is an opportunity to think differently about how we partner with the sector to co-create a robust, resilient, and innovative sector that meets the needs of the future learner:  I am excited to be part of that conversation.

    Outside of work, what do you like to do?

    Wellington is blessed with rolling hills that embrace the harbour, and I love running its trails and taking in the soaring views. I also love to swim – mostly in a pool, with the occasional plunge in the ocean. Otherwise, I love to read, rummage through op shops for vintage china and linen, and hang out with my daughters who are my biggest teachers.

     

  • Farewell to a champion for international students: Jessica Phuang retires after years of dedicated service

    As a founding member of the Auckland Agency Group, Jessica played a key role in bringing together organisations to support the international student experience through tangible, cross-agency interventions.  

    One of her most impactful initiatives was the International Student Ambassadors programme, which helped students connect with the New Zealand Police, build trust, and learn how to stay safe while studying in New Zealand. 

    Known affectionately as “Aunty Jessica” by many students, she was often the first person they turned to in moments of need — sometimes even in the early hours of the morning. Her personal commitment to student wellbeing went far beyond her official role. 

    Jessica and her team also contributed to the development of safety resources for international students, produced in collaboration with ATEED and ENZ. Her work consistently reflected a deep dedication to ensuring international students had a positive and enriching experience in New Zealand. 

    ENZ Group General Manager International & Sector Engagement, Sahinde Pala, said Jessica has been a quiet force behind many of the initiatives that have shaped the international student experience in Auckland.  

    “Her warmth, her advocacy, and her ability to bring people together have made a lasting impact,” she said. 

     “She understood that international students are not just visitors — they’re part of our communities. Jessica’s work helped raise their profile and ensure they were supported, respected, and empowered, Sahinde added. 

    Jessica also supported the development of a unique Auckland University of Technology (AUT) initiative that connected students with retirees, fostering intergenerational dialogue and community buildinga project fondly remembered by many, including ENZ staff.

  • Welcome to New Zealand scholarship winner announced

    This year’s Welcome to New Zealand scholarship marks 70 years of diplomatic relations between Germany and New Zealand. Each year these scholarships are used as an opportunity to promote New Zealand as a study destination and showcase the global connections between New Zealand and Germany through education. The scholarships are aimed at students who are interested in spending a semester abroad or studying for a full degree (bachelor’s or master’s) at a New Zealand university or Te Pūkenga. The scholarship covers part or the entire tuition fees.  

    Each year, Education New Zealand Manapou ki te Ao awards one scholarship of €8,000 and six scholarships of €2,500. This year, we received 352 applications and the seven award winners were selected last month, representing a diverse range of study areas.   

    The winner of the main €8,000 scholarship is Felix Herold, who is currently studying Historical Linguistics and Spanish at the Friedrich- Schiller University Jena. Felix has a keen interest te reo Māori and Pacific languages. He will start his semester abroad in April 2024 at Victoria University of Wellington.  

     New Zealand is an attractive destination for German students looking for a high-quality education and an unbeatable student lifestyle abroad. The latest student visa numbers indicate a strong recovery in the number of German students heading to New Zealand for university study. A high level of interest was also seen recently at the GOstralia!-GOmerica! Down Under & USA Fair in Stuttgart, where ENZ joined NZ universities to engage with prospective students. The EAIE Conference, one of the largest international education events in the world, was held in Rotterdam this September and proved a great opportunity for all eight New Zealand universities and Te Pūkenga to connect with key stakeholders and partners from across Europe. There is a positive outlook with growing numbers of students from Europe choosing to study in New Zealand and opportunities for diversification in areas such as Scandinavia.

  • PIF Recipient: Virtual Medical Coaching

    In the United States alone, approximately 800 women die each year during pregnancy and within 42 days after delivery. More than 60% of those deaths are believed to be preventable. In developing countries, the rate of pregnancy-related deaths is up to 300 times higher. 

    An important part of the solution is education. Globally, midwives are in high demand, with the UK’s NHS increasing their places for student midwives by 3000, starting this year. Australia is also planning to increase numbers, while in New Zealand, a funding boost will increase the number of Māori and Pacific students training in midwifery. 

    While the demand for midwifery training is growing, education offerings haven’t kept up. Childbirth is deeply personal, and feedback from mothers – validated by hospital staff – is that they do not wish to have extra staff or students in the room for training. With no effective opportunities for face-to-face learning, there is a global need for a realistic and scalable childbirth simulation. 

    That’s where Virtual Medical Coaching’s vision comes in, supported as a recipient of the International Education Product Innovation Fund. Virtual reality (VR) software will provide a safe and controlled environment for students to see and assist in childbirth simulations, both with and without complications and in a range of different scenarios. As the student improves, the simulations they encounter increase in difficulty. A machine-learning algorithm enables fast and accurate feedback to both the learner and any tutors. 

    The simulation will be interactive and responsive, meaning that any action taken by a student creates a life-like consequence and reaction. The outcome is that learners are taught to effectively make decisions and problem solve. 

    Existing options for midwifery training include a physical mannequin simulator, but this can be prohibitively expensive, out of reach of many training providers, and doesn’t offer students maximum learning hours. In addition, existing options don’t include the ability to witness mechanisms like rotations/restitutions or the ability to have back and forth conversations. By contrast, the VR simulation will be available to students wherever they are, and whenever they need to practice. The nature of the VR experience means that modern learning styles, such as asynchronous and remote learning, are well catered for. 

    With support from the International Education Product Innovation Fund, Virtual Medical Coaching’s childbirth simulation is on track to become fully released by the end of 2024. A beta-version is already used by some educators globally. The Product Innovation Fund is a New Zealand Government-funded initiative to reimagine what a New Zealand education can look like and mean for global learners.  

    Managed by Education New Zealand Manapou ki te Ao (ENZ), New Zealand’s government agency for international education, the fund is supporting a range of pilot projects from existing and emerging New Zealand education providers. Together, the projects rethink how an education experience from New Zealand can be delivered, and create impact, for global learners. 

    For Virtual Medical Coaching, it’s about finding a better solution to a serious issue. Like many other innovative Kiwi education technology companies, Virtual Medical Coaching is designing technology that will create positive impact around the world. It’s already successfully developed an x-ray simulation for healthcare professionals which has won multiple national and international awards. Now, with the support of ENZ through the International Education Product Innovation Fund, Virtual Medical Coaching is set to respond to a clear need for better midwifery training options and develop another cutting-edge learning product for both New Zealand and offshore markets.

  • Agents get a taste of ENZ’s ‘Future of Sustainable Food’ pilot at ICEF ANZA 2024

    Over 50 international education agents at the ICEF ANZA workshop held in Ōtautahi Christchurch from 22 to 24 April experienced Education New Zealand Manapou ki te Ao's (ENZ) education pathways prototype (Stage 1). The prototype was designed to introduce students to the huge global opportunity around sustainable food design and production, and the world-leading education pathways from New Zealand institutions that can open employment doors into a wide range of exciting careers. 

    “In New Zealand, you can learn from top experts and study in the heart of where food is grown, technology is advanced, and industry opportunities abound." 

    This pilot came about in response to agents’ demand for more information about what expertise sets New Zealand apart from other destinations and makes a New Zealand education unique.  

    An education agent from Australia trials the ‘Future of Sustainable Food’ prototype at the ICEF ANZA conference held in Ōtautahi Christchurch last month.

    To develop the pilot, ENZ worked with Jix Reality – a Christchurch-based tech company headed up by an ex-international student to New Zealand – using virtual reality to provide an immersive and engaging experience, including examples of real New Zealand study environments. The user journey involved a visualisation of the full breadth of the food production value chain, illustrating how this goes well beyond agriculture to encompass other domains and careers such as food engineering, value chain management and marketing. The experience went on to highlight New Zealand’s credentials as one of the world’s top food developers and exporters, and allowed the user to browse relevant study programmes and consider which one could lead them to their desired future career.

    ENZ’s General Manager Sector Engagement and Innovation, Wendy Kerr, was on hand at the workshop to talk to the agents and collect feedback via a survey. Wendy said that the results were very clear – agents agreed almost unanimously that the prototype provided new and useful information about New Zealand’s strengths, study pathways for students and future employment opportunities in this field. 

    “92% also confirmed that this experience made it more likely that they would recommend New Zealand as a study destination. 

    “One agent said that they think it is a great tool to market New Zealand as students can see their future and make informed decisions while another told me that it was a great experience and the tech and approach is ahead of its time,” added Wendy.

    Attending education providers also had the opportunity to try the prototype, one describing it as “a wonderful virtual reality marketing tool which is of enormous value to agents, schools and service providers. A great investment and even better you have used a Christchurch based company to develop it.” 

    This pilot forms part of ENZ’s Innovation and Growth programme, seeking new ways to support the diversification and growth of the international education sector. The next stage for the pilot will be for ENZ’s Innovation and Growth team to use the feedback collected to develop the prototype further. It will then be turned into a marketing tool that is more accessible, informative and scalable for agents to use with students.

  • Indigenous internationalisation a hot topic across North America

    The topic of Indigenous Internationalisation has been proving a popular one at international education events across North America recently. Education New Zealand Manapou ki te Ao (ENZ) Associate Director of Engagement, Natalie Lulia, was asked to share her thoughts alongside experts in panel discussions in both the United States and Canada in May and June. The invitations offered a good opportunity to showcase the important work that Aotearoa New Zealand is doing in indigenous-to-indigenous engagement and internationalisation and our unique approaches to international education. 

    It was at the 76th annual NAFSA Association of International Educators conference in New Orleans that Natalie was first invited to take part in a panel talk on the subject “What is indigenous-led internationalisation?”. Natalie was joined on the panel by Distinguished Professor Jacinta Ruru, Deputy Vice-Chancellor Māori at the University of Otago, and Paulette Tamati-Elliffe, Manager at Te Rūnanga o Ngāi Tahu.  

    The panel explored how indigenous and non-Western knowledge and worldviews are essential for intercultural learning through the experiences and work of Māori education experts. The panel provided examples of how indigenous ways of knowing and being can enhance intercultural learning and what Indigenous-led internationalisation looks like in practice. 

    The panel was moderated by DuBois Jennings, ENZ’s Director of Engagement North America, who noted that the session was extremely well attended.  

    “It was very inspiring listening to our panel of experts share their thoughts with a very attentive audience. It was so popular that people were standing at the back, which is indicative of how the global international education community values our expertise in this area,” said DuBois. 

    A te ao Māori approach to education was then the feature of Chief Executive for Te Whare Wānanga o Awanuiārangi, Professor Wiremu Doherty, who delivered a powerful keynote address at the British Columbia International Education Week Conference in Vancouver in June. Natalie joined Professor Doherty in a panel presentation on: ‘Talking Circle: Exploring the intersection between Internationalization, Indigenization, Decolonization and what it means to be Indigenous Serving. Also on the panel were Sarah Child and Kelly Shopland from North Island College in British Columbia, Canada who had recently returned from visiting Aotearoa New Zealand with a group of indigenous Canadian students in May.

    Natalie said that it was an honour to have been invited to speak at both events, alongside experts who are the driving forces behind this work within iwi, universities, and government agencies in Aotearoa New Zealand 

    International educators around the world are showing increasing interest in the unique approach we take to international education here in Aotearoa New Zealand. We are seen as a country that is leading the way in indigenous-to-indigenous engagement and internationalisation.  

    These opportunities are not just a chance to share our experiences, but importantly an opportunity to learn from each other. We can learn from indigenous educators, thought leaders and communities here too - this is important in building reciprocal and meaningful partnerships,” said Natalie. 

    Natalie added that “This is a key area that Aotearoa New Zealand can leverage to support student mobility, research collaboration and partnerships with institutions around the globe. ENZ will continue to  work with our education partners, Māori and indigenous communities and use these platforms to share our expertise and ultimately grow indigenous international education for our country”.  

    Upcoming platforms to continue showcasing Aotearoa New Zealand’s approach to indigenous internationalisation will take place at the next Global Inclusion 2024 Annual Conference in Washington DC on 29 October to 1 November.  Then in March 2025, the ENZ North America team will be leading a one-day symposium highlighting indigenous international education at the Forum on Education Abroad conference in Toronto, Canada.

  • EOIs sought for 2025 PTE and ITP Roadshow in the Philippines

    As part of Education New Zealand Manapou ki te Ao’s (ENZ) ongoing efforts to expand the Philippines market for Private Training Establishments (PTE) and Te Pūkenga (Business Divisions – ITP) sub-sectors, ENZ will be leading a roadshow from 1–10 May 2025. This roadshow will include an agent seminar and three student fairs with three days allocated to each location in Manila, Bacolod and Cebu.  

    The roadshow’s objectives are to increase awareness of New Zealand’s education offerings, particularly in the PTE and ITP sub-sectors, and to support the growth of inbound student mobility. Additionally, the roadshow seeks to strengthen existing relationships between agents and institutions. 

    The agent seminar will bring together PTE and ITP representatives and education agents while the student fairs will offer prospective students and their families an opportunity to meet with sector representatives and gather detailed information about studying in New Zealand.  

    In addition to the fairs and seminar, the programme will feature a school roadshow and a counsellors' dinner. The school roadshow will provide information sessions for secondary school students while the counsellors’ dinner will be an opportunity for participants to meet with school counsellors.

    Canada  

    Immigration, Refugees and Citizenship Canada (IRCC) has announced further details of changes to the Post-Graduation Work Permit, including the eligible fields of study for college students. 

    Korea  

    The government of South Korea has launched new immigration initiatives, including longer post-study work periods for international students, expanded opportunities for permanent residency, a new youth mobility visa, and a new visa stream for graduates from the world’s top-ranking universities. 

    United Kingdom 

    Opportunity, growth, and partnership: a blueprint for change from the UK’s universities calls for a rethinking of funding and strategies for the UK tertiary sector. The report recommends the establishment of a coordinated global strategy for UK universities, and the creation of a “Compact” between universities and government to ensure sustainable and stable levels of international student recruitment 

    United Kingdom and Australia 

    Overall satisfaction grew for the first time in two years – largely driven by significant improvement at UK and Australian institutions, according to results from Edified’s most recent annual student enquiry experience tracker. The shoppers ranked Australian and New Zealand universities as the best for sending the “most relevant and persuasive responses”, sharing content that interested them half of the time compared to one in every six communications from European universities.

    International students in the US will no longer be able to study abroad for longer than five months as part of what stakeholders believe could be an "unintended consequence" of a new policy change.
