Victoria joins US-led international student network
GSA was launched in 2015 to provide an opportunity for more Americans to gain international experience through study abroad programmes. As of April this year, GSA has partnered with more than 400 colleges and universities around the world.
In late September, Victoria University’s Assistant Vice-Chancellor (International Engagement), Dr Matthew O’Meagher, flew to New York to sign a Letter of Commitment on behalf of Victoria University.
As part of the agreement, Victoria University has committed to:
- Increasing opportunities for US students to study at Victoria on non-degree programmes, including options for gap year and community college students.
- Offering scholarships for US students to study at Victoria. Two of these scholarships have been set aside for US students from diverse backgrounds, including indigenous, low income and first generation university students, and students with disabilities.
- Exploring new exchange partnerships with US tertiary institutions.

Victoria University hosted more than 300 American students in 2015, and hopes to double that number by 2025.
Dr O’Meagher said joining GSA was an exciting move for Victoria University, and a key way to further internationalise its campus and community.

From the CE: Growth on the go
Kia ora koutou,
This month, the Government announced the International Education Going for Growth Plan – this is an exciting, positive step forward for international education as we chase a big growth target to double the value of New Zealand international education by 2034.
It’s an ambitious target. However, with the strong and steady growth we have seen in international student numbers in 2024, the Growth Plan will help us boost that growth track to make New Zealand the destination of choice for international students.
At its heart, the Growth Plan is about striking the right balance between achieving sustainable growth for the sector, while providing our international students with an excellent experience in New Zealand and enabling our communities to understand the broad benefits that international education brings.
I am pleased with the work that is underway to progress the plan’s implementation. Over July and early August, ENZ is holding a series of market focused, cross-sector sessions to share market plans for 2025-26. The sessions will provide sector representatives with a topline update on market plans, growth targets, the approach for subsectors, and market activity.
I believe these sessions will prove useful in clarifying how ENZ intends to engage with the sector to activate and deliver the plan.
And with the way our latest 2024 enrolment numbers have continued their upward surge, we are on the right track to advance towards our growth goals. Our enrolments are now at 72 percent of pre-pandemic levels seen in 2019, with most sub-sectors contributing to this growth.
We are also seeing interesting trends in these enrolment numbers across subsectors, level of study and source markets and we look forward to sharing these insights with the sector. So make sure you sign up for ENZ’s webinar on 2024 international student enrolments to learn more about emerging trends with students, and how you can use this information in your organisational planning.
Last week, we said farewell to two of ENZ’s long-serving Board members, Linda Sissons and Lyn Provost, who completed their terms, and welcomed new members Sara Brownlie and Prabha Ravi with a mihi whakatau.
Finally, this week, I will be attending The PIE Live Asia Pacific event, where I will be speaking at a ‘New Zealand: Country update and trends’ panel session alongside University of Canterbury Vice-Chancellor Cheryl de la Rey and Deputy Editor of The PIE News UK, Kimberley Martin.
The session will discuss how New Zealand is poised for sustainable growth in international education and will cover the New Zealand International Education Going for Growth Plan and its ambitious target to double the value of international education by 2034.

Why country preference matters for international student experience
The 2025 International Student Experience Survey has recently closed. Many thanks to all providers who encouraged participation from their current or recent students.
As we grow our timeseries we aim to look below the topline findings for additional nuggets of information. For example, in our analysis of the 2024 International Student Experience Survey we looked at how a first-choice preference of study destination may impact eventual student experience.
Summary of findings
- 78% of international students currently or recently studying with a New Zealand provider reported that New Zealand was their number one choice of study destination.
- Of the 22% of respondents for whom New Zealand was not their first choice, Australia was most preferred (32%), followed by the USA (17%), Canada (15%), and the UK (14%).
- The most common reasons people gave for selecting a country other than New Zealand as their first choice of study destination was that their preferred country has ‘a good standard of living/is a developed country’ (26%), good institutions/education providers (24%), ‘a high quality of education’ (23%), and ‘good employment opportunities’ (23%).
- Country preference matters for student experience: Overall, experience scores were higher for those who reported that New Zealand was their first-choice destination for international education (median score 8 out of 10) compared to those for whom New Zealand was not their first choice (median score 7 out of 10). This effect persisted controlling for age, gender, subsector, and home country.
ENZ’s Director of Insights, Marie Clark, says that her team will be looking to focus on more of these sorts of insights for the coming year.
“With global policy changes impacting student decision making around country preference, it is important to understand how this might flow on to influence student experience and, even more importantly, actions providers can take to improve the experience of students for whom New Zealand may not have been the first choice for a study destination,” Marie says.
Recommendations for education providers to ensure a positive student experience
Irrespective of whether New Zealand is a prospective or current international student’s preferred study destination, education providers can take the following actions before and during the student application phase and after enrolment to ensure a positive overall student experience.
Prospective decision-making phase
1. Clearly articulate the benefits of studying in New Zealand, followed by benefits offered by specific locations and education providers to ensure that students have a broad idea of the New Zealand way of life.
2. Identify the key drivers of choice for your target students and if those drivers focus around country, course or provider choice.
3. Ensure that those supporting student decision-making are equipped with the same knowledge as well as how New Zealand compares to the alternative destinations that the prospective student may be considering.
Application and enrolment phase
4. Invest in pre-arrival communications, take the time to reinforce the choice of destination with both the international students and their influencers.
5. Ensure pre-arrival communications address common challenges or challenges regularly highlighted by international students of a similar demographic.
6. Consider how international students can begin to build their networks and local connections to ensure a smooth transition.
During study
7. Identify if there are a group of students at your institution, who may have been actively considering an alternative destination.
8. Look at which aspects of student experience have the most impact on overall experience and invest your resources there. For example, enhancements to living experience scores are likely to have the most impact on overall student experience.

Update from Immigration NZ
Improving how Immigration New Zealand processes Student Visa applications
You may be aware that Immigration New Zealand (INZ) will move student visa applications onto its enhanced Immigration Online platform in the second half of 2025.
As part of this work, INZ is designing ways to improve the experience of applicants by:
- making it clearer which type of student visa to apply for
- improving information on the evidence requirements (especially financial evidence and demonstrating genuine, or bona fide intentions) and
- improving visibility of the progress of applications.
After initial designs are developed, INZ will test these with a group of students and nominees from education provider peak bodies that include:
- Universities New Zealand
- Te Pūkenga
- Schools International Education Business Association (SIEBA)
- Independent Schools NZ (ISNZ)
- Independent Tertiary Education New Zealand (ITENZ)
- Quality Tertiary Institutions (QTI)
- English New Zealand (Private and University English Language Colleges)
This work is centred around ways customers apply for student visas, and how INZ processes these. Substantive policy change is not part of this work.
INZ's focus is on implementing key improvements for students and the sector and ensuring a successful transition to its enhanced Immigration Online platform.

From the CE: Accountability and balance
ENZ has experienced a challenging operating environment in recent years, and it continues to work through changing expectations. In order to best prepare the organisation for the challenges ahead, I recently initiated an organisational restructure, the decisions of which were released to staff this week following a two-week consultation process.
I have been very clear as to what I am looking to achieve and have set out the following driving principles of:
- Clear accountability for the delivery of core services and enabling support.
- Achieving a balance between New Zealand based and offshore capability.
- Improving decision making, communication and collaboration by ensuring appropriate spans of control.
- Optimising spend, where appropriate, to meet government expectations.
- Identifying and creating opportunities for investment into the future capability needed to deliver our strategy.
- Positioning ENZ to deliver at speed, with agility and reinforce a culture of high performance.
Key changes include a realignment and reduction of Senior Leadership roles by more than half, a focus on lifting the capability and resourcing of our international teams, changes for Sector Engagement and Services with a pivot toward a stronger focus on international services, and the creation of a Strategy, Capability and Performance Group. In total 28 roles have been disestablished with 17 new roles created.
ENZ now moves into a process to fill these new roles – with leadership roles to be advertised externally shortly. The new organisational structure will come into effect on 3 February 2025.
Change is never easy and I understand how difficult this has been for our ENZ team. I am very proud of the professional way everyone has engaged with this process.
I appreciate your understanding and patience for our people as we work through the implementation of this new structure. In the meantime, your key contacts and teams will remain the same. I will be able to provide a further update in the New Year.

Official Information Act Requests
People in New Zealand can request government information (official information) and can expect it to be made available unless there is a good reason to withhold it.
The Official Information Act 1982 (or OIA) enables citizens, permanent residents, visitors to New Zealand, and body corporates registered or with a place of business in New Zealand, to make a request for official information held by government agencies, including Education New Zealand (ENZ).
ENZ is the government agency dedicated to helping New Zealand realise the social, cultural and economic benefits of international education.
Please note the Ministry of Education is the New Zealand Government's lead advisor on the New Zealand education system.

How long will it take?
We are required by law to give you our decision on your request as soon as possible, and no later than 20 working days after we receive your request.
If we need more time to make our decision on your request, for example if you are requesting a lot of information, we will let you know and give you an idea of how long it will take. We will also try to keep you updated on the progress of our response to your request. You can complain to the Office of the Ombudsman if you’re not happy with our decision to extend the time.
What does it cost?
Requesting official information is free, though we can charge a reasonable amount if it will take a lot of work to supply the information requested.

What if I’m not satisfied?
You may wish to contact us in the first instance to see if we can resolve the issue.
You can make a complaint to the Office of the Ombudsman if you:
- have concerns regarding the decision we made on your request
- were unhappy about the way your request was treated or processed.
These concerns can relate to the withholding of information, extending the timeframe to respond to you, any charges for providing the information you have requested, delays in providing you with a decision or the information, or your request being transferred.
The Office of the Ombudsman can investigate and review our decision and may make a recommendation to us if it is considered appropriate.
Responses to Official Information Act 1982 requests
ENZ publishes responses to Official Information Act 1982 requests at the end of each month. ENZ first published its responses to requests for official information on its website in April 2018.
The response from ENZ details the information being released and explains what information, if any, has been withheld and under which grounds of the Act. The response also explains that we intend to make the information publicly available. The requestor's name and address have been removed from the response.
Documents are only available in Adobe PDF format and are listed in release date order, with the most recently released responses at the top.

‘Unlock Your Future with New Zealand PTEs’ webinar series for the Indian market
According to 2023 enrolment data, India is the largest source of students for New Zealand’s Private Training Establishments (PTEs). To ensure agents in India are receiving the most up-to-date and relevant information on the quality and range of courses at New Zealand PTEs, ENZ has launched its ‘Unlock your Future with New Zealand PTEs’ series.
The series is designed to cover different programme areas offered by our PTEs. The first session, held in October, focused on Engineering, Technology, and IT programmes and proved popular with 62 education agents participating. Attending the session from the PTEs, were representatives from academyEX, Auckland Institute of Studies, Aspire2, International College of Auckland, Media Design School, New Zealand Skills and Education Group, Whitecliffe College, and Yoobee College. During the webinar, these representatives introduced their programmes, discussed pathway opportunities, job prospects after graduation, and shared alumni stories.
Ruth Cooper, Co-chair of Quality Tertiary Institutions and Country Director of Media Design School said that this series aims to give education agents a clear understanding of New Zealand PTEs.
“Indian students make up the largest group of international students at our PTEs and education agents play a crucial role in facilitating this.
“We want Indian education agents to have a clear understanding that New Zealand PTEs provide high-quality, government-recognised, and student-centred education. They are well-connected to industry and offer a wide array of courses and programs at various levels,” said Ruth.
“These webinars help providers establish and strengthen relationships with Indian education agents and equip them with valuable information to share with prospective students,” she added.

New brand identity of the Manaaki New Zealand Scholarship Programme launching next week
Education providers and suppliers who are part of the programme will be able to start using the new brand’s design assets from The ENZ BrandLab from 23 October.
The Manaaki New Zealand Scholarship website will also prominently showcase the refreshed brand from next week.
The new Manaaki logo consists of three parts. The tohu is on the left, the Manaaki wordmark is placed in the middle, with the Aotearoa New Zealand fernmark on the right-hand side.
New Zealand Ministry of Foreign Affairs and Trade - Manatū Aorere (MFAT) Scholarships Unit Manager, Alexandra Grace, said it was important for the new brand identity to reflect the transformational nature of Manaaki scholarships to build people’s skills and support them to contribute positively to their communities and countries.
“The new brand is an exciting step forward to unify the Manaaki New Zealand Scholarship Programme’s visual identity to appeal to prospective scholars who are most aligned with our Programme’s values,” Alexandra said.
He parirau is one of the key patterns of the new brand. It is inspired by the takarangi (spiral) and parirau (feathers).
The brand identity development and working group involved kaimahi Māori from MFAT, Education New Zealand Manapou ki te Ao and Indigenous Design Innovation Aotearoa (IDIA) who gifted a specially crafted whakatauākī* for the Manaaki New Zealand Scholarship Programme.
The whakatauākī ‘He Parirau Toro Ao’ translates to ‘stretch your wings to the world’.
ENZ’s Senior Advisor, Rautaki Māori, Craig Rofe, said the whakatauākī is a profound taonga and gift to the Manaaki New Zealand Scholarship Programme.
“It beautifully anchors the programme in āhua Māori (Māori ways of being).”
“We are also pleased with how the whole process of creating the new brand has been steeped in āhua Māori. The way everyone involved in the project used whakawhanaungatanga – the specific act of getting to know one another before we started our work – and wānanga, coming together to meet, discuss and deliberate, every step of the way, made all the difference,” Craig said.

The new brand was developed following research and interviews with 29 scholars and alumni, and a survey covering 627 people.
The research surfaced three compelling principles for the Manaaki New Zealand Scholarship Programme – manaakitanga, empowering people, communities and countries, and fostering enduring connections.
ENZ’s Manaaki Scholarships Manager, Nancy Linton, said the concept of manaakitanga is integral to the Manaaki New Zealand Scholarships Programme – not only by name, but also in the way that scholars are supported during their entire journey, from application and study to their return home.
“The manaaki we show our visitors by embracing them like part of our ‘whānau’ or family is visible in the way our educational providers extend that support to Manaaki scholars and alumni, who really value it as part of their study experience.
“I am pleased with the way we have incorporated this core element of the Programme, among others, into the new brand identity,” Nancy said.
A brand transition period is in place through 28 February 2025, to allow providers enough time to switch to new brand assets.
