From the Acting CE: Forward together

Last week we took time internally to reflect on our work over the 2023/24 financial year. So much excellent work has happened over the past twelve months – it was wonderful to come together virtually as an organisation to celebrate the achievements.
There are good reasons to celebrate. International students are returning to New Zealand. The latest enrolment figures show that there were 69,135 international student enrolments with New Zealand education providers in 2023. This represents a 67 per cent increase compared to the full year in 2022 and 60 per cent of annual enrolments in 2019.
This is positive news for our education sector and good for our communities.
A key part of our strategy is to partner and connect and to be an enabler of international education for New Zealand, so I thought I would share with you some recent engagements with that in mind.
This past month I had the pleasure of speaking at the opening plenary session of the annual SIEBA (Schools International Education Business Association) conference in Auckland. The theme of the hui was Global Threads Local Ties. The school sector is very important to New Zealand’s international education offering. It is the second largest sub sector after universities, representing about 20 percent of the value of our entire industry and it is where we find the highest economic value and the greatest opportunity to pathway through to other New Zealand providers.
Likewise, in early August I was pleased to welcome to our Wellington office a delegation of twenty indigenous students visiting from the University of Toronto. Canada is one of New Zealand’s closest and longstanding international partners and it is pleasing to see indigenous-to-indigenous cooperation between both countries increasing. Turning our attention to the next 12 months, in June the ENZ Board approved our business plan for this financial year (1 July 2024 to 30 June 2025). The plan has four clear priorities:

To grow and diversify the number and value of international students studying with New Zealand

Partner and connect to be the trusted voice and enabler of international education for New Zealand

To deliver sector growth through services that are valued by the sector, international students and New Zealand Inc partners, and
-
Optimise ENZ to be a more efficient and effective Crown Agency.
When it comes to delivering valued sector services, the upcoming New Zealand International Education Conference (NZIEC KI TUA) in August will be provide an excellent opportunity to come together as a sector to listen, learn, discuss, contribute, and network with specialists and colleagues.
If you haven’t yet registered, I encourage you to check out the conference website. This year it will be held from 6 to 8 August 2024 at Tākina Convention Centre in Wellington.
We have a stellar line up of speakers and it promises to be an engaging and informative event.

NZ among top 10 preferred educational destination for Brazilian students
According to the latest survey by Belta (Brazilian Educational & Language Travel Association), New Zealand ranks seventh on the list of preferred educational destinations for Brazilian students. The survey interviews 836 students and 569 international education agents along with companies who work in the international education sector in Brazil.
Respondents who chose New Zealand said their choice was based on New Zealand’s excellent positions in various international rankings for quality of life, education, civil rights protection, government transparency, and women's safety/rights. Other factors are being able to study and work during the study programme, and New Zealand’s natural beauty and cultural attractions.

According to the survey, the main objective of students participating in a study abroad program is to fulfil the dream of experiencing different countries and cultures (39.6%); the second is the interest in language studies (27.2%).
The majority (77%) of those who said they went abroad to learn a new language chose English when travelling. The quality of education is another reason cited by respondents who chose New Zealand. All universities in New Zealand are ranked among the top 2% in the world by major international indices, such as QS World Universities and THE – Times Higher Education.
Bruna de Natale, Education New Zealand Manapou ki te Ao (ENZ) Market Development Manager in Brazil, said, “The Belta survey is the most important source of consistently updated international education data in Brazil. It is very encouraging that Brazilians continue to perceive New Zealand as a safe, trusted and quality education to develop their academic and professional goals.,”.
The data from the Belta Survey 2024 reinforces the international Better Life Index, which measures variables that constitute the quality of life in countries of the Organization for Economic Co-operation and Development (OECD). In this survey, New Zealand is ranked as one of the best countries in the world to live in.

The High Commission of India provided the entertainment for the gala dinner, with the Natraj Dance Company and Shivam dance company dance groups delivering dazzling performances to delegates.
To highlight the country of honour’s unique culture, henna artist Saburi Kesharwani adorned delegates with henna tattoos in the Experience Garden.
There were many other engaging activations in our Experience Garden, which was a place delegates could do just that – engage, connect, and experience.
Education USA helped attendees uncover their inner superhero. Teacher Tapahia Heke is New Zealand’s only ‘superhero reader’ and was at the conference to help delegates find their superhero alter-ego – right down to the outfit. Graphic designer and animation professional Pita Mei brought the readings to life, providing delegates with a personalised superhero illustration to take home.
Delicious refreshments were key in the experience garden. Delegates enjoyed locally made ICEF-cream provided by ICEF and barista-made coffee from Student Safe.
Thanks to IDP Education Ltd there was a dedicated breakout space for conference attendees. The IDP IELTS lounge was a space to network, learn about the latest international education insights and catch up on their emails.
Thanks to Touchprint, who created the ‘Touchprint School Yard’, a space for the school sector delegates to connect and share.
The Pearson photography headshots activation was a hit, with just under 100 photos taken by local professional photographer Rebecca McMillan.
Delegates got the opportunity to try out some of the cutting-edge technology that some of our New Zealand EdTech companies offer. Pictured here is Dr Anatole Bogatski, Executive Director of QTI trying out the mixed reality prototype that ENZ is testing as part of its innovation and growth programme. Next to him is JIX Founder Sakthi Ranganathan trying out the tool that he has helped develop. Other New Zealand EdTechs also found in the Experience Garden included Pipi Learning, ByteEd and Chasing Time English.
Much appreciation goes to our partner Flywire as the Education New Zealand Manapou ki te Ao Tāmaki Makaurau Auckland office now has a new piece of artwork based on insights from attendees for their office wall.
NZIEC KI TUA 2024 was not just about nurturing the relationships within our sector. Thanks to our conference partner Edified, it was about nurturing our whenua (land) too! In our commitment to sustainability; for every delegate registration, Edified planted a native tree, fostering a greener future for generations to come.
449 native trees were planted over the weekend after conference.
We’re grateful for the local hāpu, iwi and community who got stuck in and helped with the planting. Part of the team was international student Momone Akiyoshi, who’s from Japan and is currently studying at Paraparaumu College. Her host sister Marion Daste (left) and host mum Jo Picot (right) brought her along because they thought it would be nice for Momone to be part of regenerating the land and having the opportunity of planting native trees while in New Zealand.

Australia
The latest Agent Perception Survey from Navitas has demonstrated the impact of policy changes in Australia and Canada on demand and how the countries are viewed, and also shows that students are casting the net wider for higher education options and that demand for alternative destinations is growing.
India
Future of overseas education is set for major transformative shifts, driven by advancements in AI and immersive technologies. AI-led Virtual Reality tours are just one aspect that is set to revolutionise student exploration of overseas campuses.
South Korea
At the same time as leading Western destinations – e.g., Australia, Canada, the Netherlands, the United Kingdom – are applying brakes to slow or reverse the expansion of their foreign enrolment, several Asian destinations are doing the opposite: pursuing policies to boost international enrolments to record-high levels. Japan, Malaysia, Taiwan, and South Korea have all set ambitious new international enrolment targets.
United Kingdom
The UK government is considering replacing the Secure English Language Test (SELT) with a Home Office-owned testing model as part of an overhaul of the language requirement for student visas.
United States
International applications to US institutions continued to grow in 2024/25, though at a slower pace than in previous years, a new survey published in August 2024 has revealed.

From the CE: China, the GCC, and a warm welcome

Recently I arrived back to New Zealand after a whirlwind visit to Beijing to attend the China Annual Conference and Expo for International Education (CACIE).
While there, I was delighted to announce that New Zealand will be the Country of Honour at next year’s conference in 2025. New Zealand and China share a long and important relationship - it remains New Zealand’s largest trading partner and CACIE is the biggest international education conference in China – connecting professionals, researchers and international education stakeholders.
Overall, the visit was extremely useful and included engagements with the President of China Education Association for International Exchange (CEAIE), senior Chinese Government officials, opinion leaders and media, as well as visits to education providers and meetings with New Zealand Inc Agency heads. I also really enjoyed the opportunity to spend time with ENZ’s China team in market.
Ed Tuari from our leadership team has also just returned to New Zealand after undertaking a market confirmation exercise in the Middle East region. The purpose of the exercise was to connect with key stakeholders and partners working in the region to establish what opportunities are available in international education, and to explore what level of resource ENZ may need to allocate to the region in the future. His travels took him to the Kingdom of Saudi Arabia, State of Kuwait, the United Arab Emirates and the Sultanate of Oman.
Some good news to report on New Zealanders’ perceptions of international education and international students in New Zealand. The results from our latest survey show that 72 percent of respondents believed that international education and international students benefit New Zealand. This is similar to previous years' scores which is promising.
For the first time this year, the annual survey asked respondents if they wanted to see more or fewer international students in the country. Forty-one percent of those surveyed said they would like to see more, with another 36 percent supporting the same number of students. 82 percent of New Zealanders agreed that international students contribute to our cultural diversity, with 79 percent feeling they help local students learn about other cultures and ways of life, as well as contributing to local businesses during their studies. A thriving and sustainable international education sector needs the support of New Zealanders to create a welcoming environment for international students, so the results are pleasing to see.

Global Agent Webinar: Understanding best practice for student visa applications
Education New Zealand Manapou ki te Ao (ENZ) and Immigration New Zealand (INZ) collaborated to organise a webinar for education agents in early March on best practice for lodging student visa applications.
The webinar was well received, with 1,364 attendees from around the world over two sessions scheduled to accommodate for different time zones.
The session provided education agents with the latest information on visa processing, student visa insights, types of student visas, financial requirements and best practice for submitting student visa applications. It also featured a robust question and answer segment where pre-submitted questions from attendees were addressed.
INZ Engagement Partner (Acting), Mark Andrew, said the webinar was a valuable opportunity to engage directly with education agents and answer their questions.
“This webinar helps ensure education agents have the most up to date information and guidance to support more efficient processing and favourable outcomes based on real life examples and trends. Immigration New Zealand and Education New Zealand working in partnership to deliver the Global Agent Webinar is key to ensure a positive customer experience for agents, applicants and the wider sector.”

Group General Manager appointments
The appointment of three Group General Managers to ENZ’s Leadership team completes the organisation’s recent change process.
This week, ENZ Chief Executive Amanda Malu was pleased to confirm three new Group General Manager appointments to the ENZ Leadership team.
As you may be aware, ENZ has recently been through an organisational change process, which is now complete with these latest appointments.
Sahinde Pala has been appointed Group General Manager International and Sector Engagement; Julia Wootton is appointed Group General Manager, Strategy, Capability and Performance; and Anna Gestro has been appointed Group General Manager International Marketing, Brand and Scholarships.
The Group General Manager International and Sector Engagement oversees the wider International team, alongside a newly created International and Sector Engagement (ISE) team, including four new International and Sector Engagement Leads.
The New Zealand-based ISE team is led by Director International and Sector Engagement, Sharon-May McCrostie, who has responsibility for overall engagement and relationships with peak bodies.
The team is the sector’s primary point of contact for ENZ in New Zealand.
The ISE team is responsible for working across sub sectors and facing into offshore markets to ensure a seamless flow of market and sector intelligence. The team is the sector’s primary point of contact for ENZ in New Zealand.
The ISE Leads are:
Alana Pellow – with responsibility for Americas, Europe, Korea and Japan
Alanna Dick – with responsibility for Greater China
Alex Glidden – with responsibility for South-East Asia (excluding Philippines)

Group General Manager appointments
Sahinde Pala – Group General Manager International and Sector Engagement
Sahinde Pala has been appointed Group General Manager International and Sector Engagement. Sahinde has been with ENZ since 2016 and has vast experience navigating international markets and developing smart strategies to boost student recruitment and sector engagement. She has also led the transition of the Manaaki New Zealand Scholarship Programme. Sahinde will officially start in her new role on 17 March 2025.
Julia Wootton – Group General Manager Strategy, Capability and Performance
Julia Wootton comes with 10 years of senior leadership experience from Kainga Ora, the Department of Internal Affairs, and ACC. She’s an expert in strategy, performance management, and workforce reorientation, and she’s led successful transformation programmes across various Government departments. She will be joining ENZ on 14 April 2025.
Anna Gestro – Group General Manager International Marketing, Brand and Scholarships
Anna Gestro is currently CEO at HFC Engineering Group and has an impressive track record in global brand development, data-driven strategies, and audience engagement. Anna played a key role in transforming New Zealand Cricket into a more inclusive and purpose-led brand. Anna’s start date is still being finalised. In the meantime, Adrian Hirst will be Acting Group GM International Marketing, Brand and Scholarships.

New Zealand tertiary institutions make strong connections in Indonesia
A series of education promotion engagements in Indonesia kicked off with a co-funded activity alongside local education agency ICAN Education that ran from 13 to 18 February.
The schedule was packed with student outreach, school visits and a New Zealand Application Day in both Jakarta and Surabaya.
All eight New Zealand universities, the Southern Institute of Technology, UC International College, Waikato College, UP Education and Le Cordon Bleu were involved in the roadshow.
Jakarta
The team began with visits to two international schools in the Greater Jakarta Area — BINUS School Serpong and Gandhi Memorial Intercontinental School. These sessions gave students a chance to learn about New Zealand’s tertiary education system.
On 15 February, the New Zealand Application Day in Jakarta drew a crowd of around 435 students and parents. The event created a space for prospective students to speak with universities about undergraduate study options, application processes and life in New Zealand.
Crowds gathered around university booths, eager to learn more and take their first steps towards studying abroad.
Surabaya
In Surabaya, the New Zealand Application Day took place on 16 February, the event attracted 183 attendees.
The next day, institutions visited students at Cita Hati West and Cita Hati East schools. Engagement focused on introducing year 10 to 12 students to the New Zealand education system, helping them visualise study pathways and what student life in New Zealand looks like.
Connecting with education agents across Indonesia
Alongside student-focused activities, ENZ organised a series of agent networking events across Jakarta, Yogyakarta and Denpasar. These sessions formed part of the Study with New Zealand roadshow, which ran from 21 to 28 February and created space for deeper engagement between New Zealand providers and Indonesian education agents.
Each event aimed to strengthen relationships, share updates, highlight New Zealand’s unique offerings, and help raise visibility for New Zealand education among prospective students.
A range of education providers participated in the networking event, including University of Auckland, Auckland University of Technology, Lincoln University, Massey University, University of Otago, University of Waikato, Victoria University of Wellington, and UP Education.
Education agents play a matching game with New Zealand tertiary providers and the regions where they are based at a networking dinner in Jakarta.
ENZ Market Manager for Indonesia, Naluri Bella, presented the latest market promotional resources available to agents, followed by interactive quiz games hosted by New Zealand providers. These sessions were attended by around 30 agencies and gave agents the tools and confidence to market New Zealand as a study destination.
Naluri said that there is an appetite in the region for high-quality international education experiences.
“New Zealand is increasingly seen as a destination that offers both academic excellence and a welcoming, supportive environment,” she said.
“Our institutions were able to showcase not only their study options, but the unique values and lifestyle that set New Zealand apart,” Naluri added.

The series showcases the journeys of New Zealand alumni from across the world, highlighting the diverse paths they have taken since graduation.
Three videos have been released so far, with the remaining set to be released through the rest of this year.
Each video offers a glimpse into the personal and professional achievements of former students who have made their mark across various industries and communities.
Alumni from all levels of New Zealand’s education offering will be featured – ranging from schools to universities and vocational education providers.
These stories are designed to inspire prospective students and their families to consider New Zealand as their study destination of choice.

Meet Yao – classical musician and cultural bridgebuilderOur first story features Chen Xiyao, a Chinese-born guzheng player and classical musician now based in Beijing. Although he earned a degree in Business Administration, it was in New Zealand where his love of music truly flourished—thanks to the support of an inspiring high school teacher. He went on to earn a Master of Arts (with Distinction) from Wintec.
From playing in a metal band to performing with Māori musicians and even entertaining former Prime Minister John Key, Yao's journey reflects the unique opportunities and cultural exchange that a New Zealand education can offer.
Today, he teaches music for Wintec in China, continuing to share his passion and talent with others.
From New Zealand to New Delhi: Suvan’s Inspirational Culinary JourneySuvan Kitchlue began his Bachelor of Culinary Arts at Le Cordon Bleu Wellington in 2015, graduating in 2018.
Inspired by MasterChef Australia in India, he chose the school for its rare offering of a culinary arts degree at that time. He thrived in the programme, calling it the “Harvard of culinary education.”
After graduating, Suvan opened a European café in New Delhi, aiming to bring refined technique and quality baked goods to a market he felt was underserved. Inspired by Wellington’s coffee culture, he also focused on elevating his café’s coffee offerings to New Delhi.
He plans to open two more café locations, and a fine-dining restaurant.
Devika Hartono: Alumni storyDevika was born in Indonesia and moved to New Zealand in 2016 on a scholarship to study Biotechnology at The University of Waikato.
Passionate about biology since high school, she sought scholarships to expand her opportunities beyond medical school or teaching. A photo of New Zealand’s stunning landscapes sparked her interest, and she was thrilled to receive both the University of Waikato International Excellence Scholarship and the High Achievement Scholarship for International Students.
After graduating, she launched Keyoura, a skincare brand inspired by the Māori greeting "Kia ora."
