Replacement for China’s discontinued JSJ List announced
JSJ is the abbreviation in Chinese for ‘Website of Information on International Education Affairs Supervision and Management’ (Chinese Pinyin: Jiaoyu Shewai Jianguan Xinxiwang; Chinese Characters: 教育涉外监管信息网). Since 2003, this had been a key portal used by Chinese students and families to find information on overseas institutions. To be added to the JSJ list, providers had to apply to China’s MoE for approval but in late 2022, the JSJ List for all countries was removed from the JSJ Website. Education New Zealand Manapou ki te Ao (ENZ) has been informed that this list will not be returning.
A new list of international institutions was released in late 2023 on the Smart Education of China website (Chinese Pinyin: Guojia Zhihui Jiaoyu Gonggong Fuwu Pingtai; Chinese characters: 国家智慧教育公共服务平台). This is an official government website supplying standardised information and services on education to the public.
New Zealand institutions will appear on the new list if a student had a qualification from that institution successfully verified by the Chinese Service Centre for Scholarly Exchange (CSCSE), within the past five years. The CSCSE is the agency under China MoE mandated to provide verification of foreign qualifications. It should be noted that the CSCSE’s scope of services extends only to qualifications at the equivalent of Level 5 and above on the New Zealand Qualifications and Credentials Framework. This process is automatic, and institutions cannot apply to China MoE or CSCSE to be listed. A summary of the New Zealand Higher Education Institutions included on this CSCSE list (as of January 2024) can be found here.
Notably CSCSE has an existing list of overseas institutions which have issued qualifications that students have successfully verified through the agency. The information on the Smart Education of China website replicates this list. Any updates to the listed institutions will be made to both lists simultaneously. Indonesian events see strong interest from agents, students, NZ alumni, and scholarship applicants
In late January, Education New Zealand Manapou ki te Ao (ENZ) and all eight New Zealand universities joined forces to promote New Zealand's education offerings in Surabaya and Jakarta, Indonesia. The collaboration between ENZ and the universities aimed to strengthen ties with Indonesian education agencies, school counsellors, and alumni, fostering future partnerships and enhancing the visibility of New Zealand as a preferred destination for international education.
ENZ and the New Zealand universities organised a series of promotional activities in Surabaya on 24 January that saw participation from 11 agencies and school counsellors representing six schools. The promotional activities continued in Jakarta the next day, where representatives from 22 education agencies and 18 schools further demonstrated enthusiasm and interest in a New Zealand education. ENZ’s Regional Director for Asia (excluding China), Ben Burrowes and Market Manager (Indonesia and Malaysia), Naluri Bella, also had engagements with key agencies, such as Fortrust Education and SUN Education, across the two days.
Ben Burrowes said that the two events served to reconnect the universities with Indonesian agents and schools and proved an excellent opportunity for the institutions to showcase the diverse range of academic programmes available in New Zealand.
“The two events provided a platform for open discussion, idea exchanges and the exploration of potential partnerships that were focused not just on recruitment but also on building sustainable collaborations that would benefit both New Zealand institutions and Indonesian students seeking quality education abroad,” said Ben.
“A great example of such potential partnerships is how one school has already followed up saying they’d like to invite the universities back for a ‘New Zealand day’ event,
“These discussions come at an opportune time as ENZ continues to firm up its Indonesia strategy for the next financial year,” added Ben.
Following the university events, on 27 January, ENZ co-hosted a New Zealand Alumni Day with New Zealand Inc agencies. The event included information sessions on New Zealand scholarships, ranging from the New Zealand Manaaki scholarships and the Indonesian government scholarships such as LPDP (Indonesia’s Institute of Education Fund Management) and Indonesian International Student Mobility Awards (ISMA), attracting around 100 potential leads. This initiative aimed to guide and inspire prospective students in their pursuit of educational opportunities in New Zealand.
ENZ and NZ Inc also witnessed the launch of the New Zealand - Indonesia Alumni Association during the Alumni Day. The Association serves as a networking platform for connecting New Zealand alumni in Indonesia, fostering a supportive community and providing ongoing resources for professional and personal development. The event concluded with a networking dinner, providing a relaxed and informal setting for alumni to connect with each other and with representatives from New Zealand universities.

Successful New Zealand – India Education Connect Initiative held in India
New Zealand – India Education Connect took place from 8 to 14 February, involving a high-level sector delegation made up of Vice Chancellors, Deputy Vice Chancellors, International Directors, academic heads, and regional recruitment staff from all eight New Zealand universities.
Led by Lisa Futschek, ENZ’s General Manager International, the delegation visited Bengaluru, Chennai, New Delhi, and Ahmedabad. During the visit, ENZ signed two Education Cooperation Arrangements (ECAs) and one Memorandum of Understanding (MoU), with the Higher Education Department, Government of Karnataka; Indian Institute of Management Ahmedabad (IIMA); and Gujarat International Finance Tech City (GIFT City) respectively. The ECAs and MoU provide a high-level umbrella arrangement for New Zealand universities to explore potential collaborations with each of the partners.

Ms Futschek acknowledged the special relationship India and New Zealand have, noting that this year marks the 72nd anniversary of diplomatic relations between the two countries.
“India consistently holds the position of the second-largest international student market for New Zealand. The dynamic growth in the education partnerships between our two countries is attributed to strategic investments by universities, marked by heightened levels of internationalisation and strengthened commitments through the establishment of in-country representatives/offices by all eight.
“There is certainly much to be said for having power in numbers. Engaging as a group is a very good way to leverage connections with key government and private stakeholders that would otherwise be difficult on an individual institution basis,” said Ms Futschek.
The delegation visit to the New Zealand Centre at IIT Delhi (IITD) was one of the highlights of the programme as it facilitated discussions on resource mobilisation for long-term sustainability of the centre. The New Zealand Centre at IITD was established in February 2020 as a focal point for joint academic activity between New Zealand's eight universities and IITD. The centre is a research-focused hub that fosters collaborative, sustainable, self-supporting research programmes in areas of shared national interest such as climate change, disaster management, urban planning, and the environment. The first big engagement at the New Zealand Centre included 10 joint research projects between NZ universities and IITD academics in 2022. Subsequently, a fellowship programme with a joint funding of NZ$ 100,000 was announced in 2023, and as part of this programme four New Zealand Fellows will be spending time working with IITD in 2023/24 and two IITD Fellows with New Zealand universities.
Ms Futschek noted that the New Zealand Centre at IITD is a great example of how the cohesion between our eight universities and IITD has led to a flagship project growing in scale and sustainably.
“This success has all happened while building our reputation for quality education and a commitment to bilateral relations between our two countries,” added Ms Futschek.
The networking reception organised by ENZ in Delhi during the ENZ Connect series, was attended by a group of 24 students from University of Auckland, University of Waikato, Massey University and Victoria University of Wellington, who were in India as part of the PMSA India immersion programme. They not only engaged with the ‘friends of NZ’ attendee, but also performed a Bollywood dance they had learnt during their six weeks in India, much to the delight of the audience.
Other activities conducted during the week included a media roundtable, led by H.E. Ambassador David Pine at the New Zealand High Commission in New Delhi. The roundtable reached over 984 million people with a PR value of over NZD 624,000, further increasing the brand awareness of New Zealand’s world class education across India.

New Zealand universities also had a strong presence at QS India summit 2024, which coincided with the New Zealand – India Education Connect, helping delegates reflect their interest and achieve visibility in the Indian B2B space. ENZ was invited by QS to be a strategic partner at this summit.

New Zealand and Viet Nam sign Arrangement, strengthening education ties
This arrangement was signed by New Zealand Minister for Tertiary Education and Skills, Hon Penny Simmonds and Viet Nam’s Minister of Education and Training, Nguyen Kim Son during the Prime Minister of the Socialist Republic of Viet Nam His Excellency Phạm Minh Chính’s visit to New Zealand from 9 – 11 March. Prime Minister Pham and Prime Minister Luxon witnessed the signing of this arrangement, which covers the period 2023 – 2026.
The EEA, which will replace the Strategic Engagement Plan on Education (SEP) 2020 – 2023, identifies areas of engagement and sets new targets over the next three years.
Specific areas covered in the arrangement include collaboration and information exchange in English language training, short courses and executive education programmes that New Zealand provides in Viet Nam.
The arrangement will also explore opportunities to build mutual value in English language literacy, early childhood education and science, technology, engineering, and mathematics (STEM) disciplines. Sharing and publicising scholarship programmes in both countries will be undertaken while institutions will also be encouraged to increase research engagement as well as student, lecturer and research exchange activities.
Both countries have also agreed to actively support the activities of alumni groups in both Viet Nam and New Zealand, and celebrate the lifelong connections generated through these networks.
The signing of this arrangement with Viet Nam aligns with the New Zealand Government’s priority to revive international education, lift its contribution to New Zealand’s economy, and diversify international education markets. Concerted effort is going into deepening and broadening our overall bilateral relationship with countries in Southeast Asia including Viet Nam, including our trade and economic interests.
ENZ’s Acting Chief Executive, Linda Sissons, said the Education Engagement Arrangement provides an important opportunity to build on the longstanding education partnership between New Zealand and Viet Nam.
“Viet Nam is a multi-sectored market for New Zealand’s international education industry and an important source country for international students.”
“This arrangement demonstrates to prospective students and their families that New Zealand is a partner of choice for the Vietnamese Government in the field of education, which aligns with the New Zealand Government’s priority to build a more resilient and sustainable sector.”
“With its strong focus on partnerships, the arrangement also lays an excellent foundation for further growth by New Zealand’s tertiary sector. It presents real opportunities for our EdTech sector to continue to build on the recently completed market familiarisation trip, with further development of opportunities that support Viet Nam’s digital transformation strategy.

The first Strategic Engagement Plan on education (SEP) was signed in 2015, laying the foundation for a strategic education partnership between New Zealand and Viet Nam. The SEP sits under our overarching bilateral Education Cooperation Arrangement between the Ministries of Education, which was refreshed in 2022. The SEP was renewed in 2018 and again for the period 2020 – 2023, between Education New Zealand and Viet Nam’s Ministry of Education and Training (MoET) and was signed during the year we marked the 45th anniversary of diplomatic relations with Viet Nam (2020). This built on existing education initiatives and identified new opportunities to be co-developed and delivered for the mutual benefit of both countries. Following the signing of the EEA, both education ministers participated in a bilateral meeting to discuss the education relationship between the two nations, current priorities and the development of activities under the new arrangement. This discussion touched specific areas of collaboration such as early childhood education, institutional partnerships and vocational training.

New Zealand is offering Vietnamese students two government scholarship programmes for secondary school study (the New Zealand Schools Scholarships – NZSS) and for postgraduate study (the Manaaki New Zealand Scholarships). In view of increasing demand for study with New Zealand, ENZ has implemented a wide range of initiatives to equip Vietnamese learners with the 21st century skills, and support families in obtaining up-to-date information to plan for their study journey in New Zealand.
The New Zealand Education Day, ENZ’s flagship event, is scheduled on 19 and 20 October. It has been held annually since 2017 and attracts hundreds of visitors.

We are deeply saddened by the tragic passing of international students in a road accident near Lake Tekapo on Saturday.
Our thoughts and prayers are with the families of the victims, the campus communities at the University of Canterbury and Victoria University of Wellington and the wider Malaysian student community in New Zealand.
We hope those injured in the crash make a full recovery.
We are grateful for the community of support that has emerged around the accident in New Zealand and Malaysia to aid the victims and their families during an extremely distressing and challenging time – heartfelt thanks to our emergency response teams, the Malaysian community in Ōtautahi Christchurch, universities, and locals who responded to the scene.

Message from Minister for Tertiary Education and Skills, Penny Simmonds
It’s good to reflect on ENZ’s New Zealand International Education Strategy (NZIES), “to enable a thriving and globally connected New Zealand through world-class international education.”
I am delighted to say that with the increase in the numbers of overseas students we are on track to deliver on that strategy.
There have been 59,306 international student enrolments for Jan - August 2023, a 43% increase compared to the full year in 2022.
And New Zealanders' understanding of the economic and social benefits of international students was reflected in a survey late in December 2023 by Ipsos which showed 75% percent of New Zealanders believe that overseas students benefit New Zealand. This is up from 47% in 2019.
An increase in the number of international students from all over the world is positive as it brings in vital revenue for institutions and the country, but it also has the spinoff of creating a wonderful cosmopolitan element to campus life.
New Zealand is a small country and for many students, rubbing shoulders with people from other cultures will give them a greater understanding of the issues facing our complex world. In this time of fragile geopolitics, the melting pot of campus life can help build greater understanding and tolerance.
In turn Kiwi students also can be champions for our own country as they share their knowledge, experience and friendship with the overseas students.
The quality education that our institutions provide also enhances our global society by upskilling and educating all students to take on international work opportunities which inevitably spreads New Zealand’s values and influence throughout our world.

Insights Accelerator - 3 things for 30 minutes for PTE and ELS providers
The goal of the Insights Accelerator sessions is to offer concise information and insights to support our PTE and ELS providers. By focusing on three things within 30 minutes, Education New Zealand Manapou ki te Ao (ENZ) hopes to efficiently deliver useful takeaways while being mindful of busy schedules.
ENZ’s General Manager, Sector Engagement and Innovation, Wendy Kerr said that two Insights Accelerator sessions have been held so far and were well received by attendees.
“My team is constantly reviewing ways we can better engage with the sector and add greater value. With this platform, we hope that we can support providers in their strategic planning endeavours through the sharing of useful information about our services, as well as market insights.
“These sessions also provide an avenue for us to understand more about our customers. We will be hosting more of these sessions in the coming months so please keep an eye out for the invitation”, added Wendy.
For the launch session, Nick Sinclair, ENZ’s Global Brand Manager presented on the international advertising campaign: Learn New Every Day, and talked about the campaign rationale, channels and target markets, and campaign assets as well as where and how the sector can use these.
In the second Insights Accelerator, ENZ’s Director Insights Marie Clark presented information on ENZ Intellilab, including 2023 Ministry of Education Student Enrolment Data. Marie shared how providers can access Intellilab and the range of information available. The session also looked at the survey findings from the 2023 New Zealanders’ perceptions of the value of international education research and 2023 International Students Experience research.

Agents get a taste of ENZ’s ‘Future of Sustainable Food’ pilot at ICEF ANZA 2024
Over 50 international education agents at the ICEF ANZA workshop held in Ōtautahi Christchurch from 22 to 24 April experienced Education New Zealand Manapou ki te Ao's (ENZ) education pathways prototype (Stage 1). The prototype was designed to introduce students to the huge global opportunity around sustainable food design and production, and the world-leading education pathways from New Zealand institutions that can open employment doors into a wide range of exciting careers.
“In New Zealand, you can learn from top experts and study in the heart of where food is grown, technology is advanced, and industry opportunities abound."
This pilot came about in response to agents’ demand for more information about what expertise sets New Zealand apart from other destinations and makes a New Zealand education unique.
An education agent from Australia trials the ‘Future of Sustainable Food’ prototype at the ICEF ANZA conference held in Ōtautahi Christchurch last month.
To develop the pilot, ENZ worked with Jix Reality – a Christchurch-based tech company headed up by an ex-international student to New Zealand – using virtual reality to provide an immersive and engaging experience, including examples of real New Zealand study environments. The user journey involved a visualisation of the full breadth of the food production value chain, illustrating how this goes well beyond agriculture to encompass other domains and careers such as food engineering, value chain management and marketing. The experience went on to highlight New Zealand’s credentials as one of the world’s top food developers and exporters, and allowed the user to browse relevant study programmes and consider which one could lead them to their desired future career.

ENZ’s General Manager Sector Engagement and Innovation, Wendy Kerr, was on hand at the workshop to talk to the agents and collect feedback via a survey. Wendy said that the results were very clear – agents agreed almost unanimously that the prototype provided new and useful information about New Zealand’s strengths, study pathways for students and future employment opportunities in this field.
“92% also confirmed that this experience made it more likely that they would recommend New Zealand as a study destination.
“One agent said that they think it is a great tool to market New Zealand as students can see their future and make informed decisions while another told me that it was a great experience and the tech and approach is ahead of its time,” added Wendy.

Attending education providers also had the opportunity to try the prototype, one describing it as “a wonderful virtual reality marketing tool which is of enormous value to agents, schools and service providers. A great investment and even better you have used a Christchurch based company to develop it.”
This pilot forms part of ENZ’s Innovation and Growth programme, seeking new ways to support the diversification and growth of the international education sector. The next stage for the pilot will be for ENZ’s Innovation and Growth team to use the feedback collected to develop the prototype further. It will then be turned into a marketing tool that is more accessible, informative and scalable for agents to use with students.

From the Acting Chief Executive: Cold temperatures, warm hearts
Tēnā koutou katoa
As a recent “polar blast” bought frost and icy conditions across New Zealand, my thoughts turned to the international students who arrived here in the warmth of summer. Living a long way from home in a different country is challenging enough without being subjected to freezing conditions. The good news is that all our research and everything we hear from our international students is that the welcome and manaakitanga they receive is universally warm.
In our Student Experience survey of 4,755 international students from the end of last year, more than 70 nationalities, 84 percent rated their overall experience positively, while another 83 percent said they would recommend New Zealand as a study destination.
Last Wednesday, along with our Chair, Tracey Bridges, we appeared before the Education and Workforce Select Committee comprising nine Members of Parliament. This happens every year. As a government agency it is part of reporting to Parliament. I am extremely heartened by the level of interest all the committee members had in international education. It is good to know the sector has advocates within Parliament.
Tracey has recently returned from Singapore, Thailand, and the Philippines as a member of the business delegation supporting Prime Minister, Rt Hon Christopher Luxon. Education was a big part of the Prime Minister’s itinerary, and it was great to have Tracey in the delegation. Throughout the entire trip we took every opportunity to emphasise the benefits of international education to the Prime Minister. A good example was in Thailand where ENZ hosted a series of engagements, including the New Zealand Alumni Networking Event. At this event the Prime Minister met 25 accomplished New Zealand alumni, who have made substantial contributions to the bilateral relationship between New Zealand and Thailand. New Zealanders going offshore for an experience is an important part of international education and ENZ’s work. It is pleasing then to see 60 applications for the group round of the Prime Minister’s Scholarship for Asia and Latin America that closed 19 April 2024. Of the 60, 22 were for Latin America and 38 for Asia. The applications are being assessed and successful scholarship recipients will be determined in a few weeks’ time.
In summary it has been, as it always is, a busy and productive month across international education. May will be no different.

Latest Immigration New Zealand update: English translations will be required for visitor visa suppor
English translations will be required for visitor visa supporting documents
Immigration New Zealand (INZ) has announced that from 17 June 2024, all supporting documents submitted with visitor visa applications to INZ must be provided in English. This includes visitor visa applications from people wanting to study for less than three months.

There are no plans at this stage for student visas to follow suit.
