Student visa approval rates for 2016 and Rule 18
The student visa approval rates are used to determine what evidence of English language ability an education provider can accept when enrolling a first-time international student. Students from a country with a student visa approval rate of less than 80 per cent have fewer options for evidencing their English language ability.
The 2016 approval rates show that some countries’ rates have shifted. Where a country has changed to above or below 80 per cent, the evidence of English language ability that an education provider can accept will change from 24 February 2017 (one month after the approval rates were published by Immigration New Zealand). Education providers have until this date to adjust their enrolment policies. This requirement is set out in Rule 18 of the New Zealand Qualification Authority’s New Zealand Qualifications Framework Programme Approval and Accreditation Rules.

Changes to dispute resolution rules
Set up in July 2016, the Dispute Resolution Scheme (DRS) aims to resolve financial and contractual disputes between international students and their education providers.
The Ministry of Education (MoE) is now making a technical change to the wording of the rules governing the DRS to make them consistent with the Education Act 1989. The current DRS wording says that the adjudicator’s decision is final when the student claimant has formally accepted it, whereas the Education Act 1989 simply says that the adjudicator’s decision is final.
From 29 May 2017, the DRS rules will state that the adjudicator’s decision is final. This should prevent potential confusion or unnecessary delay in resolving disputes.
As is now the case, students who disagree with the outcome of the disputes resolution process can still challenge it in the Disputes Tribunal, through the court system or through any other complaint resolution body.

Official Information Act Requests
People in New Zealand can request government information (official information) and can expect it to be made available unless there is a good reason to withhold it.
The Official Information Act 1982 (or OIA) enables citizens, permanent residents, visitors to New Zealand, and body corporates registered or with a place of business in New Zealand, to make a request for official information held by government agencies, including Education New Zealand (ENZ).
ENZ is the government agency dedicated to helping New Zealand realise the social, cultural and economic benefits of international education.

Before making a request for information
Before requesting official information from ENZ, we encourage you to check the list below to see if the information you need is already publicly available:
How long will it take?
We are required by law to give you our decision on your request as soon as possible, and no later than 20 working days after we receive your request.
If we need more time to make our decision on your request, for example if you are requesting a lot of information, we will let you know and give you an idea of how long it will take. We will also try to keep you updated on the progress of our response to your request. You can complain to the Office of the Ombudsman if you’re not happy with our decision to extend the time.
What does it cost?
Requesting official information is free, though we can charge a reasonable amount if it will take a lot of work to supply the information requested.
You can complain to the Office of the Ombudsman about our decision to charge.
What if I’m not satisfied?
You may wish to contact us in the first instance to see if we can resolve the issue.
You can make a complaint to the Office of the Ombudsman if you:
- have concerns regarding the decision we made on your request
- were unhappy about the way your request was treated or processed.
These concerns can relate to the withholding of information, extending the timeframe to respond to you, any charges for providing the information you have requested, delays in providing you with a decision or the information, or your request being transferred.
The Office of the Ombudsman can investigate and review our decision and may make a recommendation to us if it is considered appropriate.
Responses to Official Information Act 1982 requests
ENZ publishes responses to Official Information Act 1982 requests at the end of each month. ENZ first published its responses to requests for official information on its website in April 2018.
The response from ENZ details the information being released and explains what information, if any, has been withheld and under which grounds of the Act. The response also explains that we intend to make the information publicly available. The requestor's name and address have been removed from the response.
Documents are only available in Adobe PDF format and are listed in release date order, with the most recently released responses at the top.

New code for student care established
You are invited to contribute to the development of guidelines that will accompany the new Code.
Launched by Minister Joyce on 10 March, the new Code better reflects the outcomes expected by students and their families, and the high standards of student support that our industry seeks to maintain.

As the administrator of the Code, NZQA is inviting our industry to contribute to the development of guidelines to help providers understand, in practical terms, what being a Code signatory involves and offer best-practice examples of pastoral care of international students.
Ensure your voice is heard as NZQA drafts these guidelines. As an industry we want to have a high bar of expected practice when it comes to the pastoral care of students. The guidelines should demonstrate examples of what good practice looks like and what, as an industry, you see as the minimum that should be expected.
The Ministry of Education, along with NZQA and Education New Zealand would like to acknowledge the important contribution many of you made to the development of the new Code by sharing your ideas and suggestions throughout the consultation process. It is through this sort of industry participation and commitment that New Zealand continues to be at the forefront of best practice in international student care.

Japanese teachers visit New Zealand schools
Participating schools had previously indicated their interest in New Zealand through a survey put together by Air New Zealand and ENZ and also attended a seminar prior to embarking on the tour.
Japanese teachers were the focus for this familiarisation visit in recognition of the fact that they are among the key influencers, along with alumni and agents, for Japanese students and their families when considering international study locations. The word-of-mouth promotion of New Zealand as an education destination that comes from these visits is highly effective.
The four-day tour started off with a visit to Rotorua where we visited the agrodome at the Rotorua English Language Academy to see the famous farm show, followed by a wonderful Māori experience at Te Puia. On the second day, despite the heavy rain, we received a warm welcome at Tauranga Boys’ College and Girls’ College, visited Hobbiton and enjoyed the experience of a Kiwi farm stay in Cambridge. The third day saw us visit the Waitomo glow warm cave and Waikato University, where the boys’ rugby team were hosted in July this year as part of the Game on English programme. The final day was dedicated to Auckland, where we visited Northcote College and Language International.
Participants were impressed by the quality of programmes and facilities offered by New Zealand schools and universities. The Cambridge farm stay in was also very well received by the teachers who considered it a uniquely New Zealand experience. Through conversations with teachers and counsellors, the Japanese teachers were also reassured by the level of support offered to international students in New Zealand. The group also had the chance to speak to some Japanese students and saw how well they integrate with New Zealand students in the classroom. A reflection of New Zealand’s emphasis on diversity, I believe.
With the growing demand from the high school sector in Japan, we were pleased to showcase New Zealand’s high-quality of education, along with the Kiwi lifestyle and cultural experiences. Following the trip Yamate Gakuin Junior and Senior High School in Yokohama has made a decision to send a group of students to New Zealand starting August 2016. Takigawa Boys' Junior and Senior High School in Kobe will also start offering a 3 months programme in New Zealand from 2018.
I look forward to facilitating more relationships between New Zealand education providers and institutions and agents in Japan in the coming year.
I would like to sincerely thank all the institutions, local tourism offices and venues, and Air New Zealand for their support in making this programme a success.

Consultation to further strengthen the Code of Practice
The consultation is part of efforts to continue supporting education providers to deliver quality education to international students.
The Code requires all schools and tertiary providers enrolling international students to take all reasonable steps to protect international students and provide a positive experience that supports their educational achievement.
Since the new Code of Practice took effect on 1 July 2016, some Code signatories and sector bodies have provided feedback on certain matters.
The Ministry wants to hear from schools, tertiary organisations, sector peak bodies and international students and their families on these issues and possible ways to address them.
Consultation will end on 29 August. All submissions will be reviewed and recommendations made to improve the Code.

BizVenture Japan back for 2022 with new partner onboard
This year will see 30 students from New Zealand and 20 from Japan come together in person and online from 29-31 July, to solve real-life business challenges. Students will develop and pitch solutions for Cookie Time, a New Zealand business that has been exporting to Japan since 2016.
After the successful pilot event last year, BizVenture collaborators have bigger plans for 2022. Misa Kitaoka, ENZ’s Director of Education – Japan, is looking forward to hosting the Japanese team and Cookie Time Japan at the New Zealand Embassy in Tokyo for the business challenge pitches.
“We are delighted to welcome Cookie Time Japan to BizVenture 2022 as a corporate partner. Cookie Time Japan is an ideal partner in this project. While embracing the Kiwi entrepreneurial spirit, the company has done an amazing job developing products which cater to local demands and preferences, particularly in the youth market.”
Last year’s BizVenture collaboration saw the students exposed to business and culture in both countries during a weekend of interactive workshops with New Zealand and Japanese guest speakers, cultural mentors and language coaches, in preparation for their pitches.
Ian Kennedy was a judge at BizVenture Japan 2021 and is the Chair of the New Zealand Committee on the Japan New Zealand Business Council, a role that brought him back to Japan in April during the Prime Minister’s visit. He is looking forward to the next iteration of the programme with the 2022 participants.
“Technology is a wonderful thing, but the chance to meet people in person was gold after two years of online communication working through a screen. I look forward to being a judge and sharing my recent experience in Japan business exchanges with the BizVenture participants, so they can learn more about doing business with Japan.”
Applications for New Zealand students to participate closed on 13 May and selection will be completed by the end of May. The 30 New Zealand students are being selected from the nearly 4700 students participating in The Lion Foundation Young Enterprise Scheme.
Funding is provided for New Zealand students to travel to Wellington for the weekend business challenge event.
“I felt inspired after seeing the students' business cases, which were commercial, socially minded, and demonstrated thoughtful engagement in each other's cultures. North Asia CAPE is thrilled to work with Young Enterprise, ENZ and Japanese partners again on this important initiative in support of future business leaders in New Zealand and Japan,” says NA CAPE director Charlie Gao.
The programme is designed to continually build on New Zealand’s diplomatic relationship with Japan as travel for international students is starting to resume. The organisers hope this year’s BizVenture will serve as an important show of commitment by New Zealand and Japan to develop global citizens and business-savvy young people, who will be future leaders in the education and business sectors across our two countries.

Support for Prime Minister’s Scholarships for Asia and Latin America recipients to continue to June 2026
The Prime Minister’s Scholarships programme was discontinued, and its funding reprioritised in the latest Government Budget 2025.
The decision to discontinue the programme is in line with the Government’s priority to deliver effective and fiscally sustainable public services and the need to focus on core activities in the current constrained fiscal environment.
The change takes effect from 1 July 2025. The decision will not impact any of the scholarships’ current recipients or recipients of the final group round, who were confirmed in June.
ENZ will continue to support current recipients, including those who are yet to travel overseas to 30 June 2026.
Since their inception in 2013 and 2016, respectively, the Prime Minister’s Scholarships for Asia and Latin America have been among ENZ’s significant, transformative and impactful programmes of work. To date, the programme has awarded 3,991 scholarships that have helped New Zealanders not only deepen their understanding of different cultures and languages but also enrich appreciation for their own culture and place in the world.
ENZ’s Group General Manager, International Marketing, Brand and Scholarships, Anna Gestro, said the Prime Minister’s Scholarships for Asia and Latin America have had a truly positive impact for building New Zealand’s connections in two key global regions.
“To date, the programme has awarded 3,991 scholarships that have helped New Zealanders deepen their understanding of new cultures and languages and enriched appreciation for their own culture and place in the world.
“The programme leaves a rich legacy through its rich and diverse alumni, who will continue to be global citizens in the way they nourish the connections and learnings picked up from their life-changing experiences from the scholarships,” Anna said.

IntelliLab is free, easy to access and provides the latest information on student numbers and trends, market information, industry valuations, research, and insights on developments such as the recent downturn in new Chinese students, to help industry make informed decisions.
“It also includes exclusive content – while the summary dashboards and most infographics are available for anyone to download, the reports and insights are only available to registered New Zealand government officials and international education providers.
“The interactive numbers tools in particular are popular with users, such as TED (The Enrolments Data), as it enables providers to analyse student numbers over the past five years by their key markets, sectors, and region,” Andrew says.
Christchurch NZ Programme Manager Bree Loverich says the data from IntelliLab is a key source of support for the work she does at a regional level.
