    People in New Zealand can request government information (official information) and can expect it to be made available unless there is a good reason to withhold it.

    The Official Information Act 1982 (or OIA) enables citizens, permanent residents, visitors to New Zealand, and body corporates registered or with a place of business in New Zealand, to make a request for official information held by government agencies, including Education New Zealand (ENZ).

    Before making a request for information

    Before requesting official information from ENZ, we encourage you to check the list below to see if the information you need is already publicly available:

    How long will it take?

    We are required by law to give you our decision on your request as soon as possible, and no later than 20 working days after we receive your request.

    If we need more time to make our decision on your request, for example if you are requesting a lot of information, we will let you know and give you an idea of how long it will take. We will also try to keep you updated on the progress of our response to your request. You can complain to the Office of the Ombudsman if you’re not happy with our decision to extend the time.

    What does it cost?

    Requesting official information is free, though we can charge a reasonable amount if it will take a lot of work to supply the information requested.

    You can complain to the Office of the Ombudsman about our decision to charge.

    What if I’m not satisfied?

    You may wish to contact us in the first instance to see if we can resolve the issue.

    You can make a complaint to the Office of the Ombudsman if you:

    • have concerns regarding the decision we made on your request
    • were unhappy about the way your request was treated or processed.

    These concerns can relate to the withholding of information, extending the timeframe to respond to you, any charges for providing the information you have requested, delays in providing you with a decision or the information, or your request being transferred.

    The Office of the Ombudsman can investigate and review our decision and may make a recommendation to us if it is considered appropriate.

    Responses to Official Information Act 1982 requests

    ENZ publishes responses to Official Information Act 1982 requests at the end of each month. ENZ first published its responses to requests for official information on its website in April 2018.

    The response from ENZ details the information being released and explains what information, if any, has been withheld and under which grounds of the Act. The response also explains that we intend to make the information publicly available. The requestor's name and address have been removed from the response.

    Documents are only available in Adobe PDF format and are listed in release date order, with the most recently released responses at the top.

  • Japanese teachers visit New Zealand schools

    Participating schools had previously indicated their interest in New Zealand through a survey put together by Air New Zealand and ENZ and also attended a seminar prior to embarking on the tour.

    Japanese teachers were the focus for this familiarisation visit in recognition of the fact that they are among the key influencers, along with alumni and agents, for Japanese students and their families when considering international study locations. The word-of-mouth promotion of New Zealand as an education destination that comes from these visits is highly effective.

    The four-day tour started off with a visit to Rotorua where we visited the agrodome at the Rotorua English Language Academy to see the famous farm show, followed by a wonderful Māori experience at Te Puia. On the second day, despite the heavy rain, we received a warm welcome at Tauranga Boys’ College and Girls’ College, visited Hobbiton and enjoyed the experience of a Kiwi farm stay in Cambridge. The third day saw us visit the Waitomo glow warm cave and Waikato University, where the boys’ rugby team were hosted in July this year as part of the Game on English programme. The final day was dedicated to Auckland, where we visited Northcote College and Language International.    

    Participants were impressed by the quality of programmes and facilities offered by New Zealand schools and universities. The Cambridge farm stay in was also very well received by the teachers who considered it a uniquely New Zealand experience. Through conversations with teachers and counsellors, the Japanese teachers were also reassured by the level of support offered to international students in New Zealand. The group also had the chance to speak to some Japanese students and saw how well they integrate with New Zealand students in the classroom. A reflection of New Zealand’s emphasis on diversity, I believe. 

    With the growing demand from the high school sector in Japan, we were pleased to showcase New Zealand’s high-quality of education, along with the Kiwi lifestyle and cultural experiences. Following the trip Yamate Gakuin Junior and Senior High School in Yokohama has made a decision to send a group of students to New Zealand starting August 2016. Takigawa Boys' Junior and Senior High School in Kobe will also start offering a 3 months programme in New Zealand from 2018. 

    I look forward to facilitating more relationships between New Zealand education providers and institutions and agents in Japan in the coming year.

    I would like to sincerely thank all the institutions, local tourism offices and venues, and Air New Zealand for their support in making this programme a success.

  • Consultation to further strengthen the Code of Practice

    The consultation is part of efforts to continue supporting education providers to deliver quality education to international students.

    The Code requires all schools and tertiary providers enrolling international students to take all reasonable steps to protect international students and provide a positive experience that supports their educational achievement.

    Since the new Code of Practice took effect on 1 July 2016, some Code signatories and sector bodies have provided feedback on certain matters.

    The Ministry wants to hear from schools, tertiary organisations, sector peak bodies and international students and their families on these issues and possible ways to address them.

    Consultation will end on 29 August. All submissions will be reviewed and recommendations made to improve the Code.

  • BizVenture Japan back for 2022 with new partner onboard

    This year will see 30 students from New Zealand and 20 from Japan come together in person and online from 29-31 July, to solve real-life business challenges. Students will develop and pitch solutions for Cookie Time, a New Zealand business that has been exporting to Japan since 2016.

    After the successful pilot event last year, BizVenture collaborators have bigger plans for 2022. Misa Kitaoka, ENZ’s Director of Education – Japan, is looking forward to hosting the Japanese team and Cookie Time Japan at the New Zealand Embassy in Tokyo for the business challenge pitches.

    “We are delighted to welcome Cookie Time Japan to BizVenture 2022 as a corporate partner. Cookie Time Japan is an ideal partner in this project. While embracing the Kiwi entrepreneurial spirit, the company has done an amazing job developing products which cater to local demands and preferences, particularly in the youth market.”

    Last year’s BizVenture collaboration saw the students exposed to business and culture in both countries during a weekend of interactive workshops with New Zealand and Japanese guest speakers, cultural mentors and language coaches, in preparation for their pitches.

    Ian Kennedy was a judge at BizVenture Japan 2021 and is the Chair of the New Zealand Committee on the Japan New Zealand Business Council, a role that brought him back to Japan in April during the Prime Minister’s visit.  He is looking forward to the next iteration of the programme with the 2022 participants.

    “Technology is a wonderful thing, but the chance to meet people in person was gold after two years of online communication working through a screen. I look forward to being a judge and sharing my recent experience in Japan business exchanges with the BizVenture participants, so they can learn more about doing business with Japan.”

    Applications for New Zealand students to participate closed on 13 May and selection will be completed by the end of May. The 30 New Zealand students are being selected from the nearly 4700 students participating in The Lion Foundation Young Enterprise Scheme.  

    Funding is provided for New Zealand students to travel to Wellington for the weekend business challenge event. 

    “I felt inspired after seeing the students' business cases, which were commercial, socially minded, and demonstrated thoughtful engagement in each other's cultures. North Asia CAPE is thrilled to work with Young Enterprise, ENZ and Japanese partners again on this important initiative in support of future business leaders in New Zealand and Japan,” says NA CAPE director Charlie Gao.

    The programme is designed to continually build on New Zealand’s diplomatic relationship with Japan as travel for international students is starting to resume. The organisers hope this year’s BizVenture will serve as an important show of commitment by New Zealand and Japan to develop global citizens and business-savvy young people, who will be future leaders in the education and business sectors across our two countries.

  • Support for Prime Minister’s Scholarships for Asia and Latin America recipients to continue to June 2026 

    The Prime Minister’s Scholarships programme was discontinued, and its funding reprioritised in the latest Government Budget 2025.   

    The decision to discontinue the programme is in line with the Government’s priority to deliver effective and fiscally sustainable public services and the need to focus on core activities in the current constrained fiscal environment.   

    The change takes effect from 1 July 2025. The decision will not impact any of the scholarships’ current recipients or recipients of the final group round, who were confirmed in June.  

    ENZ will continue to support current recipients, including those who are yet to travel overseas to 30 June 2026.   

    Since their inception in 2013 and 2016, respectively, the Prime Minister’s Scholarships for Asia and Latin America have been among ENZ’s significant, transformative and impactful programmes of work. To date, the programme has awarded 3,991 scholarships that have helped New Zealanders not only deepen their understanding of different cultures and languages but also enrich appreciation for their own culture and place in the world.  

    ENZ’s Group General Manager, International Marketing, Brand and Scholarships, Anna Gestro, said the Prime Minister’s Scholarships for Asia and Latin America have had a truly positive impact for building New Zealand’s connections in two key global regions.  

    “To date, the programme has awarded 3,991 scholarships that have helped New Zealanders deepen their understanding of new cultures and languages and enriched appreciation for their own culture and place in the world.  

    “The programme leaves a rich legacy through its rich and diverse alumni, who will continue to be global citizens in the way they nourish the connections and learnings picked up from their life-changing experiences from the scholarships,” Anna said. 

  • ENZ launches Korean Student Reporters Programme

    Throughout 2021, this group of student reporters will share everything from their personal experiences to advice for Korean students about to embark on their New Zealand study.

    ENZ Senior Market Development Manager – South Korea, Kay Lee, said that the ENZ Korea blog is an invaluable resource for prospective international students there.

    “All the student reporters are very keen to help future international students avoid mistakes and make better decisions. Their vivid and inspiring stories will help potential international students from Korea to prepare for their study in New Zealand post-COVID.

    “We’re encouraging them to write in an honest and informative way, as their insights as a student are priceless to someone thinking about studying in New Zealand in the future.”

    The student reporters consist of 10 tertiary students (from University of Auckland, University of Otago, University of Canterbury, Unitec, WelTec and Up International College) and 10 secondary school students (from Nelson College for girls, Sacred Heart Girls’ Collage, Bethlehem College, St Peter's Cambridge, Takapuna Grammar School, St Margaret College and Auckland International College).

    The first batch of stories in January included headlines like ‘My first summer break in New Zealand’, ‘Life in New Zealand during COVID-19’, and ‘University entrance preparation in New Zealand’.

    The student reporters programme is the first time ENZ has asked international students from Korea to contribute to our digital content platform in the local language. It is part of ENZ’s Korea team’s efforts to keep the New Zealand education brand alive in-market under the New Zealand Government’s Recovery Plan for International Education

  • Further growth for international education

    The economic value of the sector in 2016 is now estimated to be $4.5 billion, an increase of $200 million on 2015 student numbers.

    ENZ's Acting Chief Executive John Goulter says the findings are a tribute to the continuing hard work and strong collaboration of key players across the industry.

    “This growth could not be achieved without our education providers, government bodies and other key industry players working together successfully to attract talented students from around the world.

    “It is an impressive outcome, and shows that New Zealand is increasingly seen as a place that offers quality education in a safe, welcoming environment.”

    The new figures consolidate international education’s place as New Zealand’s fourth largest export sector, supporting more than 33,000 jobs across New Zealand.

  • Māori and Pasifika experiences: diversifying our outbound programmes

    At NZIEC, Jason Cushen, University of Otago’s Director, International and Claire Porima, Senior Project Manager, Office of Māori Development, talked about the need to diversify New Zealand’s outbound cohort and reduce barriers for Māori and Pasifika students.

    “Our international exchange programme is 21 years old. In that time, the demographics of Otago’s student body have diversified, with currently 12% of our students Māori and 8% Pasifika – yet outbound numbers for Māori and Pasifika students remain low.

    “In fact, the profile of the average student on that programme hasn’t changed. A typical Otago exchange student would be a 19 or 20-year-old Pākehā female from Epsom. Our Māori students are underrepresented amongst those engaged with international education opportunities.”

    To overcome cultural and social barriers, the university launched Tūrangawaewae Pōkai Whenua in July 2018, an indigenous exchange programme connecting Māori with indigenous communities in Australia, Canada and the US.

    “Programmes like this go beyond just an institutional relationship, the relationship with indigenous community is equally important.  It adds richness to the experience we can offer Māori students, and can help Māori parents who feel uneasy about their whanau going abroad to feel more comfortable. We are hopeful that this will increase in the future of the programme – already we have 13 MOUs with iwi about developing opportunities for their rangatahi at Otago.”

    ENZ is facing similar challenges with the Prime Minister’s Scholarship for Asia (PMSA)  and Latin America (PMSLA)  programmes. Christine Roberts, ENZ’s Student Scholarships Manager is working on a strategy to encourage wider diversity.

    “Māori and Pasifika are significantly underrepresented in those applying for these scholarship programmes. We know there are quality candidates out there but many lack the confidence to apply or face other barriers.

    “Sometimes family are not keen on them travelling during their studies, they may see it as a distraction and worry about taking time out of their course and extending the time it takes to complete their degree. Many students also face significant family commitments and responsibilities that make it difficult to get away. And many simply just don’t hear about the programme.

    “There’s also a perception that scholarships are exclusively for wealthy students with the highest academic grades, but actually we place more importance on the ambassadorial role, alumna support role, community service, youth leadership qualities and broader cultural experience that many bring.

    “We are working on an engagement strategy to change this. Our goal is to have an outbound programme that is reflective of – and values the contributions of all New Zealanders.”

  • Rise in international students rating New Zealand experience positively

    In the 2024 International Student Experience Survey, students lifted their positive rating of their experience to 86 percent, two percent higher than the previous year.  

    In addition, the number of students who rated their experience as “excellent” lifted eight percent to 41 percent. 

    The results were announced today at the international education sector conference, NZIEC KI TUA, which was organised by Education New Zealand Manapou ki te Ao (ENZ). 

    Commenting on the survey results, ENZ Acting Chief Executive Dr Linda Sissons said the results demonstrate the high quality of the New Zealand education experience both inside and outside the classroom. 

    “That we have a significant increase in the number of students rating their overall New Zealand experience as excellent is something to be celebrated. The results are a reassuring testament to the ongoing recovery of the sector and our ability to deliver international students what they highly value in a study destination.  

    “We are delighted to see how positive students are about the people they meet and connections they form in New Zealand. This speaks strongly to the enriching ties these students will have to our country in the long run, and how we will benefit and learn from each other,” Dr Sissons said. 

    2024 sees the highest proportion of international students (41 percent) rating their overall New Zealand experience as ‘excellent’, up from 33 percent in 2023. This proportion is higher than any of the previous three surveys undertaken. This year also includes a much larger sample of 6,431 students compared to 4,755 students last year.  

    Students were most positive about the people and connections they experienced in New Zealand (90%), followed by education experience (87%), making study arrangements (87%), arrival and orientation (85%), and living experience (83%).  

    Students also positively rated their experience using an education agent, particularly their agent’s knowledge of their education provider’s application process (84%), New Zealand application options (81%) and how using an education agent reduced the time taken to complete their application (79%).

    About the New Zealand International Student Experience Survey 2024  

    The New Zealand International Student Experience Survey aims to better understand the overall student experience for international students enrolled with New Zealand education providers as well as those who have recently completed their studies. The survey also aims to understand where improvements can be made to enhance the international student experience.  

    International students across all sectors and all stages of the student journey were invited to participate in this online survey. Fieldwork for this survey was conducted from 10 May to 4 June 2024 and included 6,431 respondents representing over 100 nationalities.

  • General election comes to NZIEC 2017

    Hon Paul Goldsmith, Minister for Tertiary Education, Skills and Employment, and Chris Hipkins, Labour Party Spokesperson for Education, will outline their respective party’s vision for the future of our industry.

    Both politicians will speak to the theme of ‘The future of New Zealand’s international education industry’. After their speeches, conference delegates will have an opportunity to ask them questions.

    Hon Paul Goldsmith is List Member of Parliament for Epsom. In 2016, Mr Goldsmith was appointed Minister for Tertiary Education, Skills and Employment, Minister of Science and Innovation and Minister for Regulatory Reform.

    Chris Hipkins is Member of Parliament for Rimutaka. Ranked number six in the Labour Shadow Cabinet, Mr Hipkins is the party’s Spokesperson for Education (including Tertiary and Early Childhood Education) and Shadow Leader of the House of Representatives.
