Viet Nam kickstarts 2021 with series of offline student events
This January, ENZ’s team in Viet Nam sought out a number of opportunities for New Zealand providers to appear at in-person or hybrid events.
ENZ has also participated in a series of multi-destination education fairs organised by SiPM and ATS at three top high schools in Ha Noi, university admission day in the northern Vĩnh Phúc province, and a New Zealand University Fair co-hosted by ENZ at Nguyen Sieu school (a long-standing partner for several New Zealand institutions).
As travel restrictions are still in place around the world, these fairs are not necessarily aimed towards immediate student attraction. ENZ is attending these events as part of the marketing and brand protection work that comes under the third workstream of the Recovery Plan for International Education.
Many attendees expressed a wish to study in New Zealand, especially after learning about our successful COVID-19 response.
“Students and parents are still concerned about safety and political stability, so New Zealand is currently being viewed as an ideal destination for study when border restrictions are lifted,” ENZ Market Manager – Viet Nam, Van Banh, says.
Viet Nam’s economy was heavily impacted by COVID, but data still shows that Vietnam recorded net positive GDP growth in 2020, which is considered an impressive achievement in the present global context. As a result, other study destinations have also kept their promotional activities warm in this market.

What is ‘transforming to a more sustainable future state’?
ENZ has been tasked with a programme of work that focuses on the diversification of education products and services. It forms part of the Government’s International Education Recovery Plan, under the “Transforming to a More Sustainable Future State” workstream.
Its overarching objective is to build sector resilience and diversify our offerings to broaden and enhance the value that international education brings to New Zealand over the longer term. This programme of work complements the Recovery Plan’s other focus areas, including early return of students and strengthening the system.
Although the pandemic has accelerated it, the need for diversification through a greater range of innovative products and services was first recognised in the 2018 New Zealand International Education Strategy (NZIES) under Goal 2, ‘Achieving Sustainable Growth’.
We now find ourselves in an environment that has already changed – we must respond to it, both in the short-term while borders are closed, and longer-term to build resilience against further big shocks.
We have a big opportunity now to identify areas where New Zealand can develop new high-value, high quality offerings that are grounded in the unique strengths of New Zealand and our education providers, and to wrap our education system and offerings around those areas.
Areas of focus
It’s important to note that this programme of work is not just about exploring other modes of delivery or a big digital project headed by the Government. Under the Recovery Plan there are three areas of focus in the Diversifying Products & Services programme:
- Exploration, testing and development of new products and services, as per Goal 2 of the NZIES and the 2020 sector Future Focus Programme funding
- Exploration of online platforms or partnerships, both to deliver online products but also to connect with audiences with a specific interest in online learning and/or online pathways to study in New Zealand
- Offshore pathways that will enable learners to begin their New Zealand journey from their home country and then transfer directly into qualifications offered in New Zealand.
We've already made a good start around our exploration of offshore pathway models with the Global New Zealand Education Pathways partnership with NCUK and New Zealand’s eight universities, launched December 2020.
Our overall goal is to support our established model of in-bound mobility with new and different ways of learning and in the long-term grow the overall value of our industry. Additionally, we want to ensure we maximise international education’s contribution to New Zealand’s wider international connectedness.
As Minister Mahuta said in a recent speech, “I believe that diplomacy is intergenerational in intent, where we put people, planet, peace and prosperity for all at the centre.”
Our international education offerings across in-bound and out-bound mobility, including blended, online and offshore delivery, can all be key enablers of this wider vision for our people and planet.
How are we going to do it?
The project team is currently exploring ideas around both innovative means of connecting with audiences (i.e. technology and channels), but also ideas for the evolution of education products, services and experiences that we might offer to international learners.
As a first step, ENZ ran an envisioning workshop in December with a range of innovation leaders from across different industries. From this, we’ve gained a draft vision of direction for future product and service offerings, and identified a set of emerging strategic themes.
The next step was taking these themes, ideas and concepts from December’s workshop and exploring further with govt agencies, and in a subsequent envisioning workshop with the same group of innovation leaders.
These workshops, and future sessions with members of the sector, learners and other stakeholders will co-design around agreed themes, from which ENZ will develop prototypes to test in association with the sector and potential audiences.
The project team and I are very much looking forward to updating and involving you as we progress in this co-design and prototype process over the next few months. Te oranga me te haumaru ākonga: tertiary student safety and wellbeing – consultation now open
The Ministry of Education (MoE) has today opened consultation on a proposed code of pastoral care for the safety and wellbeing of all tertiary learners, and is asking for your feedback. It proposes a new disputes resolution scheme for domestic tertiary students, and law changes to clarify tertiary organisations’ responsibilities to learners.
Education New Zealand Manapou ki te Ao (ENZ) encourages the broader tertiary sector including our partners, agents and stakeholders both onshore and offshore, to take part in the consultation process and to share their feedback with MoE. Submissions are due by midnight 21 May, with the new code implemented from 1 January 2022.
The proposed Code, led by MoE and administered by NZQA, clarifies the shared responsibilities government, tertiary education providers, whānau and the wider community have for learners’ wellbeing and safety. It draws on the interim Code for domestic tertiary students and the pastoral care code for international students. The proposed changes address inequalities and strengthen support for Māori learners and whānau to achieve their education aspirations.
About the proposed changes
- An on-going code of pastoral care for all tertiary and international students will be developed this year for implementation from 1 January 2022.
- Simplifying the current situation, the proposed code will apply to all domestic and international students in tertiary education, regardless of whether they are full-time, part-time, in apprenticeships or employment, learning on-campus or on-line.
- There are no substantial changes proposed to the requirements for schools enrolling international students.
- A proposed dispute resolution scheme for domestic tertiary learners and providers to settle contractual or financial disputes that are unable to be resolved using provider or sector complaints processes is being developed in parallel with the new code.
- Disputes can have big educational, financial and emotional impacts on learners and their whānau. A stronger dispute resolution scheme will help resolve issues and make the tertiary education system fairer and more accessible for everyone.
- Supporting the proposed changes are a set of proposed law changes that will make sure the new code and dispute resolution scheme are supported by legislation and fit for purpose. They will make sure the code and dispute resolution scheme consistently focus on learner wellbeing and safety, and make it easier for providers to implement the code.
- The new code and dispute resolution scheme will be implemented in 2022.
About the consultation
- Consultation is open 7 April – 21 May.
- Everyone’s views are invited, especially students, whānau, communities, the broader tertiary sector including our partners, agents and stakeholders and those working or volunteering in the tertiary and international education sector.
- MoE is seeking feedback on the proposed code for the wellbeing and safety of all tertiary and international learners, a new dispute resolution scheme for domestic tertiary learners, and proposed legislative changes to clarify and streamline providers’ responsibilities to learners.
- The Education and Training Act 2020 requires the Minister to consult before issuing a code. The Ministry has launched this consultation on behalf of the Minister.

Interim code changes
- On Wednesday, 31 March 2021, the Minister issued minor and technical changes to the interim code. These include updating the expiry date of the interim code and references to the Education and Training Act 2020, and being clearer about what the Code Administrator must do if it uses powers to enter student accommodation (clause 33).
- Tertiary providers don’t need to do anything differently, and NZQA will ensure that it meets the new requirements. You can view the updated Education (Pastoral Care of Domestic Tertiary Students) Code of Practice
- These changes follow from Parliamentary review of the interim code by the Regulations Review Committee.

ENZ invites proposals to establish New Zealand Education Centres globally
The centres will deliver education programmes for students progressing onto further study with New Zealand education providers, and act as pathways for greater education, cultural and diplomatic engagement between New Zealand and partner countries.
The centres will receive support from New Zealand universities, ENZ design and marketing packages, and have opportunities to host events, promotions and student mobility activities.
“In developing New Zealand Education Centres we are extending our support for international students offshore, and providing flexibility in how and where they experience a high-quality New Zealand education” ENZ Chief Executive Grant McPherson said.
“The establishment of New Zealand Education Centres will support both the Government’s International Education Recovery Plan and the goals of the New Zealand International Education Strategy aiming for a more globally connected New Zealand.”

Feedback from education agents opens up conversation on how ENZ can better support them
Over half (57 per cent) of those surveyed are members of the ENZ Recognised Agency (ENZRA) programme.
The survey, a cross-team ENZ initiative, was a useful opportunity to open up a conversation with agents and to continue to support them while borders remain closed.
Over 40 per cent of agents surveyed said that that 75 to 100 per cent of their business activities had changed or reduced due to the pandemic. Agents also reported experiencing a reduction of staff, closed branches and transitioning to fully remote operations.
ENZ-supported webinars, online and hybrid events were most valuable to agents, followed closely by digital collateral and marketing material, support for student-facing activities, B2B events with education providers and training.
On training needs, 60 per cent of agents surveyed said that they would like to receive training on student visa application processes, 50 per cent were keen on hearing about New Zealand education providers and their offering, while 40 per cent were keen for more professional development training.
Videos, templates (including banners and PowerPoint presentations), student testimonials and brochures were reported to be the marketing tools that agents find most useful.
ENZ’s Manager – Education Agents, Geneviève Rousseau Cung, says the survey is a key component of ENZ’s agent engagement plan as part of the Government’s Recovery Plan for International Education.
“Insights from the survey will allow ENZ to develop activities, tailored communications and training initiatives that are best aligned with agent needs, which in turn, will also inform and result in better outcomes for education providers.
“Seeing how the agent engagement plan is linked closely to the longer-term recovery of international education, it is crucial that we check in with our agents on a regular basis,” Geneviève says.
The current plan has three areas of focus – supporting the ENZ Recognised Agencies Activity Fund in New Zealand and offshore with marketing initiatives, driving the agent engagement plan through a range of initiatives, and ongoing recognition of the role of education agents.

New Memorandum of Arrangement connects the future global citizens of NZ and Viet Nam
This MoA commits the partner schools to further collaboration on the teaching of global citizenship, a subject that students usually learn outside of the classroom. It includes skills like dealing with unfamiliar cultural situations and thinking about issues on a world scale.
“We’re very pleased to see that schools in both New Zealand and Viet Nam saw the value of global citizenship through this initiative,” ENZ Regional Director – Asia, Ben Burrowes, said.
“Global citizenship is Goal 3 of the New Zealand International Education Strategy 2018. While international travel remains limited, we see programmes like this as hugely beneficial for students – as well as for education providers, who are able to form new partnerships.”
The original AFS New Zealand Global Competence Certificate programme saw CEDA and Palmerston North City Council offer scholarships for up to 25 Manawatū students, and ENZ fund the same number of students to participate in Viet Nam.
Students from both countries joined weekly virtual workshops facilitated by Massey University focused on developing the students’ lifelong global ‘power skills’ and providing them with an opportunity to interact and connect directly with their overseas student counterparts.
ENZ is currently exploring how we can deliver the AFS New Zealand Global Competence Certificate in other markets, such as India, Thailand and Japan.

Pathway Programme forging valuable connections with Capital students
The 2020 pilot programme saw graduate alumni working in the Greater Wellington region connect with tertiary students focused on pathways to employment. The 2021 programme now connects secondary students interested in further study with international tertiary students.
These tertiary students are trained in the fundamentals of mentoring leadership and active listening. They can offer valuable insights into tertiary life to help secondary students make informed choices.
Through catch ups, students will be able to share their journey including challenges, hints and tips, and a realistic view on transitioning into tertiary education. The connection can be online or face-to-face.
WellingtonNZ International Education Specialist Sarah Grant is excited to launch the Pathways Connect Programme and wants to see more secondary students take up the opportunity within the Greater Wellington region.
She says the programme recently had its first match and both mentor and mentee found it to be a rewarding experience.
“They were able to communicate freely and discussed studying tips for tertiary education, what it was like to study and how a tertiary education differed to secondary.”
Sarah says the programme has a great cohort of mentors waiting to meet and offer advice to students.

Masterclass opportunity in Japan
Tokyo Metropolitan Board of Education will be hosting a virtual study abroad event on 23 of September, connecting secondary school students in Tokyo and beyond with tertiary institutions from Australia and New Zealand.
This half-day event will feature lectures in an interactive format so providers can engage with Japanese students. Selected tertiary institutions will also have an opportunity to work with the Tokyo Metropolitan Board of Education to produce additional content introducing their institutions and programmes to prospective international students.
Recordings will be made for the virtual study abroad event and will be shared on the Tokyo English Channel website which will launch in June 2021.
“This is a great opportunity for Education New Zealand and New Zealand tertiary providers to work with the Tokyo Metropolitan Board of Education to co-develop educational materials for the Japanese secondary school students. The content produced for the event will also be shared at future promotional events hosted by Education New Zealand and the New Zealand Embassy in Tokyo.” ENZ Director of Education – Japan, Misa Kitaoka, says.
Director at the Tokyo Metropolitan Board of Education, Yuki Sato, looks forward to receiving proposals from the New Zealand providers.
“We are excited to work with New Zealand tertiary institutions to showcase the virtual study abroad event offering Tokyo secondary school students an opportunity to connect with the world and enhance their communication skills in English. Students can expect of learn new ways of thinking from the lecturers and interact with other participants from around the world, including New Zealand.”
Education New Zealand signed a Memorandum of Understanding with the Tokyo Metropolitan Board of Education in 2017 to promote education exchange and cooperation between Tokyo and New Zealand. Since then, a range of projects have been initiated between the two parties including the co-development of online education material for intermediate English learners through the Tokyo Global Studio.

ENZ-Enroller partnership looks to maintain capability of schools to host international students
ENZ is subsidising the cost of Enroller’s digital platform for schools for the remainder of 2021 and 2022. The funding will start with secondary schools.
“ENZ is aware that international student departments at schools are busier than ever, managing the increased pastoral care needs of students still in New Zealand,” ENZ General Manager – Partnerships & Marketing, Paul Irwin, says.
A report released by Edified in March showed that international recruitment and marketing in schools is in a state of flux. Due to a lack of travel, schools are relying more than ever on digital marketing – however, support and guidance is needed to support international departments to make the transition to digital.
“Our aim is to support more schools to continue digital marketing, managing enquiries and applications quickly and easily. This partnership will also help ensure that the schools sector is prepared for when international students return to New Zealand,” Irwin says.
ENZ and New Zealand company Enroller have worked together before on a research project that was completed in 2019.
That research indicated Enroller was incredibly useful to both schools and agents. 90 per cent of schools who participated said it was a more efficient way of processing student enrolments, saving them between two and three hours’ of work per student enrolment. Of the education agencies surveyed nearly 70 per cent said that Enroller made it easier to submit and manage applications to NZ schools.
The next step of that research project will continue with the 2021 partnership.
“We’re excited to be able to offer additional support to schools and continue the work that ENZ and Enroller began in 2018.” CEO and co-founder of Enroller, Michael Barry, says.
“The NZ school sector is hurting – It has been a long and uncertain 12 months for many. The extension of this research project will enable multi-tasking international departments, and their education agency partners, the additional digital capability and resource that they need to manage the rebuild of their international student roll, cost-effectively.”
Representatives from ENZ and Enroller are looking forward to sharing more on the partnership at Enroller’s upcoming virtual roadshow for current Enroller clients. The webinars will take place at 2:00pm on 25 May and 11:30am on 26 May.
