The New Zealand Qualifications Authority will administer the code and impose sanctions against education providers who breach it.
New Zealand was one of the first countries in the world to adopt a code of practice in 2002. This new code will ensure New Zealand remains a world leader in the pastoral care of international students.
The international education sector has been growing strongly. To sustain this growth, it is imperative that we ensure international students receive a high quality education and have a positive, well-supported experience whilst studying in New Zealand.
A new International Student Contract Dispute Resolution Scheme (DRS) has also been established to resolve contractual and financial disputes between international students and education providers.The new dispute resolution scheme will provide a faster and more effective forum for resolving contract and financial disagreements between students and providers. Both the code and the disputes resolution scheme come into force on 1 July 2016.
The revised code and the dispute resolution scheme are part of the Education Amendment Act 2015 and follow extensive consultation across the sector.Further information about the revised code can be found here.

First marae-led Prime Minister’s Scholarships for Asia recipients build indigenous connections in Japan
The first marae-led Prime Minister’s Scholarships for Asia recipients (members of Te Piruru Papakainga, Ngāti Maniapoto) visited Japan for a six-week visit that included a customised internship that connected them with indigenous Ainu organisations and villages in Hokkaido.
ENZ’s Manukura Chief Advisor Māori, Ed Tuari and Director of Education – Japan, Misa Kitaoka, welcomed the scholarship recipients in Tokyo in early January.
This is a great outcome for the Prime Minister’s Scholarship Programme, which has seen an increase in Māori participation. The latest round of applications for the scholarships saw an increase in Māori participation to 22 percent in 2022 from 5 percent from 2016 to 2019.
ENZ is eager to continue partnering with iwi, marae and whānau groups to raise Māori participation in the Prime Minister’s Scholarship programme, particularly in the current group round that opened for applications in March.
ENZ’s Manukura Chief Advisor Māori, Ed Tuari said it was a privilege to participate in what is an important milestone for building indigenous connections between Māori and the Ainu people of Japan.
“This is a significant achievement for ENZ Manapou ki te Ao. I want to acknowledge this collective achievement as we break new ground with this marae-led group of PMSA recipients.
“It’s hugely encouraging to see the increase of Māori participation in the latest round of the scholarships. This is a demonstration of ENZ ‘walking the talk’ to ensure Māori are better represented in opportunities to share and learn on the global stage, as well as promote indigenous to indigenous exchanges.”
ENZ’s Director Scholarships Carla Rey Vasquez said she was excited to see the growth and learnings that these programmes would bring to the wider whānau and iwi.
“Our scholarship recipients cherished the opportunity to connect with indigenous communities in Japan, and they particularly appreciated the value of reciprocity as well as the importance of generational knowledge being shared along.
“We look forward to continuing to raise Māori participation in the Prime Minister’s Scholarship programme.”
The latest visit by scholarship recipients has also been a good opportunity to enrich the existing education connections between New Zealand and Japan under a Memorandum of Understanding between New Zealand and the Hokkaido Government, which was renewed in 2022.
The customised internship that saw scholarship recipients visit Ainu villages and organisations, was organised by the Hokkaido Government and the Hokkaido Board of Education.
ENZ’s Director of Education – Japan, Misa Kitaoka, said the visit by scholarship recipients was timely as Japan starts to promote Ainu history, language and culture.
“The Ainu people received official recognition as ‘indigenous people of northern Japan’ from the Japanese government in 2019. As the government begins to promote Ainu history, language, and culture in Japan, Ngāti Maniapoto’s visit to Hokkaido was timely and appreciated by the Ainu community to learn about how New Zealand society has embraced Māori language and culture.”

NZ universities sign collaboration agreement with Malaysia’s KYS International College
The foundation programme will be jointly developed by KYSIC and the Consortium Universities (the University of Otago, Victoria University of Wellington and University of Waikato) but provides Malaysian students with access to all eight New Zealand universities which ranked in the top three percent in the latest QS World Rankings.
The foundation programme consists of four streams which will cover all undergraduate courses available at the New Zealand universities - Foundation in Commerce, Foundation in Health Science, Foundation in Humanities and Foundation in Science.
The collaboration agreement was signed on 2 October between representatives from the Consortium Universities and KYSIC, a school established by successful Malaysian entrepreneur and New Zealand-educated alumni, Tan Sri Halim Saad. The agreement, which builds on the strong and warm relationship which exists between the two countries, was signed by the New Zealand universities in the presence of the New Zealand High Commission and Education New Zealand in Kuala Lumpur.
Stuart McLauchlan, the University of Otago's Pro-Chancellor, has been personally involved in the initiative along with Roger McElwain, the CEO of the University's Foundation Studies Programme.
“The University of Otago has contributed to previous successful education initiatives with Malaysia and is excited with the latest collaborative venture offering a Foundation Programme in Malaysia,” says Mr. McLauchlan.
Otago is the lead New Zealand university for the programme.
Victoria University of Wellington Pro Vice-Chancellor, Professor Roberto Rabel, says this continued collaboration highlights the institution’s commitment to Malaysian students.
“Victoria University is delighted to be working on another New Zealand Malaysian education initiative involving our distinguished alumnus Tan Sri Halim Saad. We hope it will be as successful as the accounting degree venture we have in co-operation with KYS in Melaka.”
Ed Weymes, Waikato University’s Pro Vice Chancellor International, says this signing represents a significant milestone in the ever growing partnership between New Zealand and Malaysia.
“The University of Waikato is thrilled to be a participant in this collaborative venture, offering a Foundation Programme in Malaysia which will be recognised by all New Zealand universities. This signals a new chapter in New Zealand’s international education strategy.”

CANADA
Canadian language programmes register modest growth in 2016
The number of students enrolled in Canadian language programmes increased by 1 percent in 2016 even as student weeks fell by 5 percent, according to a Languages Canada survey. The survey report noted that language students looking to work during study were more likely to choose Australia or New Zealand, where work and study is facilitated, as compared to Canada, where off-campus work during language study is prohibited.

As the latest news that 97 percent of international students leave after their studies filtered through, MPs and business leaders stepped up calls for Theresa May to protect the UK’s international education industry and rethink the inclusion of international students in net migration figures.

Hotcourses embeds TNE into course searches
Study search platform Hotcourses has expanded its offering to include a transnational education course search. Over 3,000 programmes from 432 education providers are offered in the new expansion, allowing students to search for courses in their own country, or overseas, with a degree awarded from a foreign university.
US
US reduces visa operations in Russia
The United States has suspended all visa operations in Russia for one week and from September will only provide visa services from the US Embassy in Moscow and not at other consulates, a move likely to cause disruption for Russian agents and students. The move follows the Russian government's recent order to cut the American diplomatic mission staff by 755 people.

Hong Kong’s ESF raises fees as government funding phased out
Year 2 pupils are the latest year group to face an additional fee payment of US$2,200 this year at English Schools Foundation (ESF), one of Hong Kong’s largest providers of English-medium education, as a result of the removal of a large government grant. ESF, which operates 22 schools across Hong Kong, teaching 17,600 students, is in its second consecutive year of phasing out the grant money it received from the government, which totalled US$36.5 million annually.

New Zealand to host APAIE 2021 conference
Education Minister Chris Hipkins today announced that New Zealand has been successful in its bid to host the APAIE conference in March 2021.
The conference theme is “innovation for sustainable futures” and will focus on building links between APAIE and universities in the South Pacific region.
The conference will use the new Auckland Convention Centre after it is completed in 2019 and is expected to attract some 2000 delegates. University of Auckland will host the event and the other seven universities will co-host.
“I want to congratulate the universities who worked together to put forward this successful bid. This is great news for our international education sector as international education adds considerable richness to New Zealand,” said Minister Hipkins.
“We know that international education offers opportunities for young people to study here and for our young people to study abroad. That’s why we want our international education sector to have a strong future.”
Grant McPherson, ENZ Chief Executive, said New Zealand’s selection to host APAIE 2021 was wonderful news. It was also a significant achievement.
“The selection reinforces New Zealand’s reputation for having a world-class education sector and for leadership in international education thinking across the Asia-Pacific region.
“The APAIE conference is a valuable platform for engaging with education organisations across the Asia-Pacific region, providing a one-stop shop for 2,000 delegates to establish partnerships with quality institutions,” said Grant.
“Over the next couple of years, ENZ will work with the New Zealand industry to build our presence at APAIE conferences in Kuala Lumpur in 2019 and British Columbia in 2020, so that the 2021 conference delivers for our industry and showcases the best of our international education sector to the world.”
“The bid has been a true NZ-Inc effort,” Grant emphasised.
“The University of Auckland played a central leadership role, with the strong support of all of our universities. The Ministry of Foreign Affairs and Trade, Auckland Tourism, Events and Economic Development (ATEED) and Tourism NZ’s Major Events team have also provided invaluable support in making the bid a success,” he said.

ENZ Regional Partners Workshop lands in Queenstown
This was ENZ’s twelfth Regional Partners Workshop, coordinated under ENZ’s Regional Partnership Programme which aims to ensure that regions throughout New Zealand increasingly share the benefits of international education.
Jo Keane, ENZ Business Development Manager, said the workshops are a chance to bring together regional representatives of international education to receive professional development training and learn the latest news and updates from ENZ.
“ENZ is committed to the development of international education in the regions. We work closely with our Regional Partners across 15 regions to grow value, deliver an excellent student experience and create global citizenship opportunities – in line with the goals of the International Education Strategy.
“Of course, our regional partners need to ensure their local communities see the benefits of international education too. For this reason, a key focus of the latest workshop was empowering our regional representatives to ‘Tell the Story’ of international education in their communities, with a session on news media and communication skills.”
The group also heard presentations from representatives of Destination Queenstown, Queenstown Resort College and Queenstown Lakes District Council on the opportunities and challenges for the region across tourism, infrastructure and international education.
Representatives from the Secondary International Education Business Association (SIEBA) also presented, focussing on partnership with the regions.
