As part of our commitment to open and transparent government, Education New Zealand (ENZ) proactively releases a variety of agency-produced documents provided to Ministers.
This process is proactive in that it is not dependent upon receiving a request to release the documents. Official Information Act Requests
People in New Zealand can request government information (official information) and can expect it to be made available unless there is a good reason to withhold it.
The Official Information Act 1982 (or OIA) enables citizens, permanent residents, visitors to New Zealand, and body corporates registered or with a place of business in New Zealand, to make a request for official information held by government agencies, including Education New Zealand (ENZ).
ENZ is the government agency dedicated to helping New Zealand realise the social, cultural and economic benefits of international education.
Please note the Ministry of Education is the New Zealand Government's lead advisor on the New Zealand education system.

Before making a request for information
Before requesting official information from ENZ, we encourage you to check the list below to see if the information you need is already publicly available:
How long will it take?
We are required by law to give you our decision on your request as soon as possible, and no later than 20 working days after we receive your request.
If we need more time to make our decision on your request, for example if you are requesting a lot of information, we will let you know and give you an idea of how long it will take. We will also try to keep you updated on the progress of our response to your request. You can complain to the Office of the Ombudsman if you’re not happy with our decision to extend the time.
What does it cost?
Requesting official information is free, though we can charge a reasonable amount if it will take a lot of work to supply the information requested.
You can complain to the Office of the Ombudsman about our decision to charge.
What if I’m not satisfied?
You may wish to contact us in the first instance to see if we can resolve the issue.
You can make a complaint to the Office of the Ombudsman if you:
- have concerns regarding the decision we made on your request
- were unhappy about the way your request was treated or processed.
These concerns can relate to the withholding of information, extending the timeframe to respond to you, any charges for providing the information you have requested, delays in providing you with a decision or the information, or your request being transferred.
The Office of the Ombudsman can investigate and review our decision and may make a recommendation to us if it is considered appropriate.
Responses to Official Information Act 1982 requests
ENZ publishes responses to Official Information Act 1982 requests at the end of each month. ENZ first published its responses to requests for official information on its website in April 2018.
The response from ENZ details the information being released and explains what information, if any, has been withheld and under which grounds of the Act. The response also explains that we intend to make the information publicly available. The requestor's name and address have been removed from the response.
Documents are only available in Adobe PDF format and are listed in release date order, with the most recently released responses at the top.

Winners announced for the NZIDRS scholarships
Eight international research students have been awarded New Zealand International Doctoral Research Scholarships (NZIDRS), worth about NZD$100,000 each. The scholarships aim to attract and retain the best international researchers to New Zealand, and provide full tuition fees and a living stipend for up to 3 years.

New Zealand tops English-speaking countries in Educating for the Future ranking
There were just 1.6 points between top-ranked Finland (80.9), second place-getter Switzerland (80.3) and New Zealand on 79.3 points.
The overall ranking was a small drop for New Zealand, which ranked first out of 35 economies in the first EIU report which came out in September 2017. However, the 2018 ranking involves 50 economies and additional indicators on which countries were evaluated.
"This is a very good result for New Zealand," said ENZ Chief Executive Grant McPherson.
"New Zealand retains its position as the number one English-speaking country in the ranking as well as its top ranking in the Asia-Pacific region.
"Along with Finland, New Zealand is the only country that has been in the top 3 two years in a row."
The index evaluates the way that countries approach future-focused education to encompass problem-based learning, innovative teaching methods and broader themes of global citizenship.
It has a focus on young people aged 15 to 24 in 50 economies, and measures three pillars of education systems – policy approaches, teaching conditions and broader gauges of societal freedom and openness – as a means of preparing young people to meet the challenges of work and society in future.

2017 ISB results: Universities and ITPs
The ISB is a global study that investigates the decision making, expectations and experiences of international students including their arrival experience, the support they receive from their education provider, the quality of education provided, and their living experience in country.
Universities sector
Among the 5,487 international students surveyed from six New Zealand universities, 90 percent were satisfied with their institution experience overall. This is the same percentage as the last wave of the study in 2015 and in line with the global benchmark.
International students in New Zealand placed higher importance on several work- and visa-related factors than the global average: 77% considered ease of getting a visa to study as important (8% above the global average), 65% considered opportunities for permanent residence as important (6% above the global average) and 73% considered opportunities to work while studying as important (5% above the global average).
Of the four major components of the survey, universities outperformed the global benchmark on three dimensions:

And 81% international students in New Zealand would recommend their university to others, which is slightly lower (-2%) than international students globally.
ITP sector
Some 3,470 international students from 13 New Zealand ITPs were surveyed, and overall satisfaction remains high at 89%, similar to the proportion in 2015 (+1%) and in line with the global benchmark.
International students who come to New Zealand ITPs place relatively high importance on employment and employability factors both during and after study: opportunities for permanent residence were rated 12% above the global benchmark, ease of getting a visa and opportunities to work while studying were both 11% above the global benchmark and opportunities for full-time work following their studies was 10% above the global benchmark.
Of the four major components of the survey, ITPs outperformed the global benchmark on three dimensions:

Despite high satisfaction, students’ likelihood to recommend their institution to others has fallen to 76%. This is 5% below the global benchmark and a 3% fall since 2015, continuing the downward trend from 82% in 2013.
Each participating education provider in the ISB survey receives a customised report based on their own international student survey results, which they can use to make informed decisions to enhance the student experience and drive successful recruitment and marketing strategies.
ENZ, who funds the survey, receives overall aggregate results for each education sector but does not have access to individual provider results.

2016 ISB results: PTEs and ELPs
The ISB is a globally benchmarked survey for international students which measures their level of satisfaction across four major dimensions including their arrival experience, the support they receive from their education provider, the quality of education provided, and their living experience in country.
International Student Barometer – PTE sector
The 2016 PTE sector ISB survey had 2,909 participants, a significant increase over the 2,010 participants in 2014, and saw the overall satisfaction of participating international students from New Zealand PTEs increase by 1.8% from the 2014 survey to sit at 89.5%.
New Zealand PTEs significantly outperformed the global benchmark for private education providers globally, being 2.2% above the global overall student satisfaction benchmark of 87.3%.

International Student Barometer – English Language Sector
The 2016 English Language sector ISB survey had 3,597 participants, a significant increase over the 1,990 participants in 2014, and saw the overall satisfaction of participating international students from New Zealand English Language providers decrease by 2.2% from the 2014 survey to sit at 86.7%.
New Zealand English Language providers underperformed the global benchmark for English Language providers globally, being 1.0% below the global overall student satisfaction benchmark of 87.7%.
Within the four major components of the survey, English Language Schools underperformed the global benchmark on each dimension:

Thai delegation visits New Zealand
In light of the Thai government’s new plan to develop a skilled workforce to meet industry demand, ENZ saw an opportunity to connect RMUT with New Zealand providers.
RMUT has a network of 40 campuses across Thailand, which are most similar to New Zealand ITPs. RMUT has a particular interest in customised, short-course training in New Zealand, and would like to see the establishment of an English language centre in Thailand.
The visit showcased New Zealand’s focus on practical skills and innovation in the classroom, with ENZ setting up meetings with Auckland University of Technology, Unitec, Air New Zealand Aviation Institute, Wintec, Wellington Institute of Technology, Whitireia Institute of Technology, Massey University, Otago Polytechnic and the University of Otago Language Centre.
Jaruwan Pongjaruwat, ENZ Programme Manager – Thailand, said the visit created a comprehensive understanding of New Zealand’s education system and fields of expertise.
“The RMUT group especially enjoyed the unique cultural experience and appreciated the welcoming and friendly New Zealand people.
“We visited some classrooms and they were able to see first-hand the practical learning environment.”
The visit is already showing positive results, with one RMUT president inviting selected New Zealand institutions to visit Thailand for further discussions.

Thailand fair 2018 is on the horizon
TIECA (Thai International Educational Consultants Association) is Thailand’s peak body of education agents with more than 70 members. In November, it will run the 33rd TIECA Study Abroad Expo.
Jaruwan Pongjaruwat, ENZ’s Programme Manager for Thailand, said as the biggest fair led by agents in Thailand, the expo is a key event for all institutions interested in meeting Thai students and networking with member agencies.
“TIECA has a very good connection with the Thai school network, and teachers are a big influence on bringing their students to the TIECA expo every year,” she said.
“It is important to have New Zealand institutions joining this event to show New Zealand’s commitment to the Thai market.
“It’s also a good opportunity for institutions to expand their connections with TIECA agents and to interact with students face-to-face.”
The expo will include seminars about education systems in different countries and will focus on high schools, language schools and exchange organizations from New Zealand, Australia, Canada, UK, US and other countries.
The 2017 expo had more than 700 visitors; 60 percent were school students looking to study abroad while the remainder were looking for language schools and tertiary education.

Measles outbreak: information for international students
There is currently an outbreak of measles in New Zealand.
We encourage you to stay up-to-date with the latest advice and information on the measles outbreak by visiting the Ministry of Health’s website here.
Measles is a highly infectious airborne virus and one of the world’s most infectious diseases. It is important that international students get vaccinated at least two weeks before travelling to New Zealand. This allows time for the vaccine to build immunity.
For international students who are currently in New Zealand, it is important to know your vaccination status to know if you are immune. If you do not know your vaccination status, you may wish to ask someone at home to check with your healthcare provider.
It is extremely important to be up-to-date with measles immunisations. This protects the student, their community and anyone they may come into contact with – particularly small babies, pregnant women and others who cannot be vaccinated
One dose of MMR vaccine protects about 95 percent of people, and two doses protects about 99 percent of people. Two doses are necessary to prevent outbreaks.
It is important to note that the Ministry of Health is working closely with District Health Boards in New Zealand to manage the distribution of vaccine stock to ensure they are available to those who need them most. This means that first priority for MMR vaccinations is currently:
Auckland
- Ensuring all children receive their MMR vaccinations on time at 12 months and 4 years to maintain the national Childhood Immunisation Schedule
- Targeted community outreach managed by the three Auckland DHBs, namely groups who are most affected by the outbreak including 15-29 year olds and Pacific peoples within those groups.
Rest of New Zealand
- Ensure all children receive their vaccinations on time at 15 months and 4 years to maintain the national Childhood Immunisation Schedule
- Susceptible close contacts within 72 hours of first exposure to measles when possible.
Symptoms
Symptoms of measles include: a fever; cough; runny nose; sore and watery ‘pink’ eyes and a rash. People are contagious five days before and five days after the appearance of the rash, counting the day of rash onset as day one.
Advice if someone thinks they have measles:
- Stay away from work, school or public places
- Call Healthline on 0800 611 116, to inform them that you are experiencing symptoms of measles and that you may have come into contact with a measles case
- Cover your mouth and nose when coughing or sneezing and wash your hands frequently
- Minimise your contact with others to prevent infecting them
- Students should also make sure other people e.g. flatmates, friends, homestay families or hostel staff are aware they are unwell, so they can assist if needed.
Who shouldn’t get the vaccine?
You shouldn’t get immunised against measles if you:
- Are pregnant
- Have had an anaphylaxis reaction to MMR or are immunocompromised.
If a student thinks they have been exposed to measles and is unable to have the vaccine, they need to ask a doctor for advice.
Pregnant women who think they have measles, or have come in contact with someone with measles, must call their general practice or lead maternity carer as soon as possible. Pregnant women who were immunised against measles prior to becoming pregnant, are almost certainly protected.
