From the CE: Boosting global connections in education
Kia ora koutou,
In March, I spent an incredible couple of weeks in New Delhi and Mumbai as part of the Prime Minister’s Trade Mission to India, and for the 2025 Asia-Pacific Association for International Education (APAIE) conference.
During the trade mission, I was pleased to witness, together with Prime Ministers Christopher Luxon and Narendra Modi, the signing of a refreshed bilateral Education Cooperation Arrangement (ECA) between New Zealand and India. Education is a key feature in the New Zealand-India bilateral relationship, with India the second largest source market of international students for New Zealand.
The trade mission also served as a valuable opportunity to grow our connections with the Indian Institute of Technology New Delhi (IIT Delhi) through the New Zealand Centre, which is at the heart of our education partnerships in India.
IIT Delhi is backed by all eight New Zealand universities and is a hub for joint research and advancing India’s Digital India vision in AI, data science and advanced engineering. Prime Minister Luxon spoke at the education event which saw the announcement of several education initiatives, including a scholarship package and virtual internship programme, aimed at deepening bilateral collaboration.
There is no doubt that New Zealand has made a splash in India, and we look forward to continuing the momentum.
Last week, the Government announced its Quarter 2 Action Plan for New Zealand with 38 actions focused on economic growth. Boosting international education and export education earnings is a key action under the plan. ENZ is currently leading cross-agency work to develop an International Education Growth Plan for the Prime Minister and Ministers, and will be undertaking a series of sector engagements in the coming weeks.
It is an exciting time, and I look forward to sharing more about this work in my next column.

Languages International turns 40
Around 90 people, including the school’s founders Chris and Frances Woolcott, attended the evening event at its Merchant House buildings in Auckland.
Darren Conway, CEO Languages International, said the school has come a long way since it opened four decades ago.
“Over the years, Languages International has brought tens of thousands of young people into the country, from all over the world, for a language and travel experience. We’ve also helped more than 1,500 English teachers into jobs across New Zealand and abroad,” said Mr Conway.
“Initially, our students came for a study, travel and cultural experience, and this ‘edu-tourism’ segment is still the core market. However, more students are now wanting to take work experience home or develop their English in order to pursue higher education or training in New Zealand.”
A key project for Languages International in 2019 will be preparing to host the annual IALC (International Association of Language Centres) workshop in March 2020. IALC is an association of 140 leading independent schools teaching languages – IALC members and over 100 education agents will travel to Auckland in March 2020 to take part.

Summerland Primary joins SIEBA
The programme, supported by ENZ, helps to grow international programmes at smaller schools that don’t have the resources and capabilities to do it on their own.
By centralising administration of international programmes, schools can focus on the educational and pastoral aspects.
Barb Dysart, a Co-Principal of Summerland Primary, said as a school new to the sector, creating networks, administering programmes and managing all the paperwork on their own was a challenge.
“We had no time to market our school and we were reliant on ‘word of mouth’ or agents to bring international students.”
Barb says working with SIEBA made it easy to enrol prospective students, and provided clarity and good practice around the policies and procedures.
“With SIEBA’s involvement, we’ve seen a large increase in international students attending our school – in part because of our confidence and ease in the process.
“If we are unsure of any situation, SIEBA is an email away. With their advice and support, we are able to focus on what we do best – teaching.”
Richard Kyle, ENZ Business Development Manager, said for many schools the work load of managing an international programme often fell on already busy principals or senior staff. This was a barrier to get more actively involved.
“SIEBA already has the insight and expertise so reaching out to them saves schools from having to reinvent the wheel,” said Richard.
“Welcoming international students to your school is a big commitment, and to make it sustainable and as stress-free as possible, peak bodies such as SIEBA can be a big help.”

Contracting support to grow international education in schools
The support for schools was signalled in the International Education Going for Growth Plan and announced by Education Minister Erica Stanford at the SIEBA hui in mid-May.
ENZ will run a tender to find an organisation to help schools establish processes to enrol international students and meet their regulatory obligations. We will also hold and manage the contract and report progress to the Minister on a quarterly basis.
The initiative will help schools lift capability at every stage of the international student journey, providing practical tools to attract and care for international students, and enabling sustainable growth across the system.
An independent organisation will deliver this work, recognising that sector expertise and established networks are key to building school capability and capacity.
All schools can access the support, including those that do not currently enrol international fee-paying students. The intent is to lift capability across the schooling sector, not just in schools with established international recruitment programmes.
ENZ will finalise the scope and requirements of the tender before applications open in late June. The tender will be published on the Government Electronic Tender Service (GETS).
