Future Focus Programme helps Publishers Association go digital
October usually sees many from the book industry depart Aotearoa’s shores for the biggest and most prestigious event on the publishing calendar – Germany’s Frankfurt Book Fair. Travelling to large, international book fairs has long been a standard part of selling New Zealand stories to the world. But with publishers, authors and agents unable to leave the country, and book fairs like Frankfurt increasingly going online, this year called for a new approach.
With support from Education New Zealand and Creative New Zealand, PANZ worked with its publishers to make the most of the Frankfurt Book Fair’s online offering. Central to this is the creation of a digital rights platform to promote and showcase New Zealand books across a breadth of publishers’ lists.
In addition to the Frankfurt fair last month, the platform will be used for other upcoming events, such as the Guadalajara Book Fair in December and the 2021 Bologna Children’s Book Fair.
“PANZ is delighted to be partnering with ENZ and Creative NZ to find new, innovative and effective ways to take New Zealand stories to the world. We know that our writers, illustrators and publishers are producing excellent books across all genres; we anticipate that this new initiative will help us to spread the word even further”, PANZ Director Catriona Ferguson says.
Rights sales in international markets are an important revenue stream for many in New Zealand publishing. In 2019, export rights sales accounted for $22.3 million across the sector. For publishers, book fairs have long offered the chance to network and find buyers in new markets as well as to buy rights to new works to bring home to New Zealand readers.
“Educational publishing is an important part of New Zealand’s international education sector and ENZ is pleased to support PANZ and help create the digital rights platform. We want to help the international education sector look at new approaches to the way they operate in a vastly changed global marketplace. The platform provides a way to promote education products and services digitally and ensure New Zealand products continue to be seen by global markets,” ENZ General Manager – Partnerships and Marketing Paul Irwin says.
The FFP was set up earlier this year in order to provide support to the international sector at a time of great challenge. It provides $1.2 million of funding to help sectors develop new approaches to strategic challenges or opportunities, through grants to peak bodies of up to $200,000 per sector. Japanese students join Kiwi flight school
The students came from Kinjo Gakuin University in Nagoya, Japan and studied a short course specially designed for them. In addition to New Zealand School of Tourism’s flight attending course, they also had a session from Cut Above Academy about hair and makeup training, as immaculate grooming is an essential part of the job.
Shizuko Ozaki, a teacher from Kinjo Gakuin University, said the girls loved their time at the airport campus, and were impressed with the school’s facilities – including offering training onboard a real plane.
“They enjoyed the hands-on learning and the practical aspect of the training on the 737 aircraft. The trainer was fantastic with our students, she made the learning easy for them to understand and follow. They also enjoyed interacting with the other classes and they felt very comfortable and welcomed on campus.”
New Zealand School of Tourism frequently creates bespoke programmes for international groups.
New Zealand student Armani Young said having international groups at the college was a bonus for everyone involved. She said it gave the trainers the opportunity to learn about other cultures, and the international students the chance to experience life in New Zealand.
“Our class also loved interacting with the Japanese group. They were quiet and shy at first, but soon became comfortable and had fun interacting with us. It was great to share our culture with them.”

Introducing David Downs, incoming Chief Executive
He most recently served as Chief Executive of New Zealand Story, a collaborative agency bringing together several internationally focused government organisations (including Education New Zealand Manapou ki te Ao (ENZ)) to curate New Zealand's brand and reputation to benefit the country's international growth aspirations. In this role, he led work to strengthen New Zealand’s global reputation and brand, supporting the country’s international growth ambitions.
He previously spent around a decade at New Zealand Trade and Enterprise (NZTE) in general manager roles, building extensive experience in international business. Earlier in his career at Microsoft, he led the South East Asia Emerging Markets portfolio within one of the company’s divisions and spent significant time working across the region. He has also worked in Europe.
David began his career as a software developer and remains closely connected to the technology sector, with a strong interest in artificial intelligence. He has spent several years building his expertise in AI and recently taught a course on the subject at The Icehouse.
Alongside his executive career, David has significant governance experience. He was until recently Chair of The Icehouse board, is Deputy Chair of Young Enterprise, and chairs the advisory group for the Kupe Leadership Scholarship at the University of Auckland.
You’ve just stepped into the CE role – what excites you most about leading ENZ at this moment?
A few things. Firstly, we’ve got a high-performing team here, and there’s been some great progress to build on. It’s also a fascinating time in the global environment – tricky, obviously, with global disruption and geopolitical tensions – but that leaves New Zealand in a relatively strong position as a trusted, safe destination for students. The export opportunity of international education is a significant one for New Zealand. And personally, I just love learning about the sector, and the strategic opportunity of bringing so many highly talented people into New Zealand – thinking about our future workforce, enabled through education.
What drew you to this role and to international education?
I’ve had a bit to do with the education sector over the last few years. While I was a very poor student myself – straight Cs in my undergraduate years! – I really appreciated the opportunity to have an education in New Zealand and overseas. For the last seven or eight years I’ve chaired the Kupe Leadership Scholarship at the University of Auckland, and I see the impact that education has. I’ve also been on the board of Young Enterprise, a programme that teaches business and entrepreneurship in high schools across New Zealand.
International education takes that to another level again – bringing talented people from around the world to New Zealand, while also building New Zealand’s reputation as a destination. It really builds on my previous role at New Zealand Story.
People describe you as a storyteller – how does that shape your leadership style?
Storytelling has always been my nature. As a stand-up comedian, actor and writer all through my twenties, telling stories as a way of getting information across, bringing people along and enthusing them towards a greater vision is just a natural way of how I like to work.
I believe good leaders inspire through stories – they’re far more memorable than data and facts alone. Stories motivate people, and they’ve been the way we’ve transmitted information for millennia. The power of storytelling is something I regularly reflect on and have taught workshops about, so I guess it’s simply part of what I do.
What’s something people might be surprised to learn about you?
It might surprise some people that I used to be a stand-up comedian as a job. That led me to setting up a comedy club and working in TV, which led me into business, which eventually led me into the government world. A strange career path! I doubt many other stand-up comedians are now government chief executives – although, surprisingly, President Zelensky of Ukraine used to be a comedian too, so I guess I’ve got big shoes to fill.
From your experience with New Zealand Story, NZTE and Microsoft, what have you learned about New Zealand’s place in the world – and how we tell that story?
My roles at New Zealand Story, NZTE and Microsoft – where I worked across South East Asia – taught me about New Zealand’s unique ability to be an aspirational destination, and an aspiration in general for people who see our country as not only good IN the world, but good FOR the world.
We really do stand out as an exemplar of a values-based country. Our Māori culture, te ao Māori, is such a critical part of our global image and such an opportunity to show who we are to the rest of the world. Our spirit of manaakitanga, kaitiakitanga and pono are great examples of New Zealand having a unique way to care for people and place.
Then we have this extra innovation streak. As the youngest country in the world – in terms of when we were populated by humans – we have an innovation and go-it-alone spirit. We refer to it as pōtikitanga: the concept of being the youngest child and wanting to carve our own path.
What’s your vision for ENZ over the next few years?
Firstly, to achieve our international growth targets. It’s critical for us as an organisation to contribute to the New Zealand economy. We also know the work we do brings in export revenue – highly valuable for a small exporting economy – and allows us a deep connection with others and the chance to build relationships.
I think ENZ is in a great position to take the great work that’s been done in the past and accelerate it – thinking deeply about building a future New Zealand through the links we make with education.
What are the biggest opportunities and challenges for New Zealand in international education, and how could we respond?
Virtually every sub-sector has an opportunity to keep growing and bringing in talent. There are definitely headwinds, and we’ve got to be mindful of those – making sure we remove friction and ensure the right quality candidates come into the country. I’m confident, with our relationships across NZ Inc, that we’re doing a good job of having high-quality education products and a pathway for our visitors.
How do you see ENZ working with education providers, agents and partners?
I’m still learning how ENZ works with education providers, agents and partners, but I’m really interested in getting more involved personally. I know our team has strong relationships across multiple parts of the sector – with individual entities and with the sector peak bodies – and I’m looking forward to meeting as many people in the sector as I can.
What would you like the sector to know about how you want to work together?
In a word: collaboration. We can’t be successful alone as a government organisation. We’re essentially a broker – what we do is facilitate introductions, leads and opportunities for international students to understand more about New Zealand. The real work comes when those students are introduced to educational institutions, so we need to collaborate and form tight relationships.
Outside of work, what do you like to do?
I have three boys, all in their twenties, and live with my wife, Katherine. I really enjoy getting into New Zealand’s outdoors. I also have a personal history with battling cancer – there’s a documentary about that journey called ‘A Mild Touch of Cancer’ – and I spend quite a bit of my time outside work in the cancer advocacy and fundraising space. I sit on several boards for health-related charities, championing bringing innovative cancer therapies to New Zealand. If people want to learn more about me, they can check out my TED talks.

New Zealand Schools Scholarships relaunched in Viet Nam
The 2023 round of New Zealand Schools Scholarships – launched in January – will see 45 scholarships to 45 secondary schools offered exclusively to secondary school students from Viet Nam. Secondary schools from Kerikeri to Invercargill are taking part in what is ENZ’s latest international education initiative in Viet Nam.
This year’s initiative follows the New Zealand Education Fairs in Ha Noi and Ho Chi Minh City in October 2022 that attracted more than 1,000 attendees. The New Zealand – Viet Nam education relationship was also at the forefront of a visit to Viet Nam in November 2022 by former Prime Minister Jacinda Ardern.
Viet Nam is a priority market for New Zealand schools. Pre COVID, the sector saw 80 percent growth in students from Viet Nam between 2017 and 2019. Moreover, nearly a third (28 percent) of all international students from Viet Nam choose to study in New Zealand schools.
ENZ’s Business Development Manager Mary Camp said the New Zealand School Scholarships initiative has attracted quality students with high grade point average and good English language ability to study in New Zealand.
“Vietnamese school students are usually very committed to New Zealand, they stay for several years, experience success, and often pathway to study in New Zealand universities.
“We are delighted to welcome them back to New Zealand and eager for them to experience our quality education in a safe and nurturing environment.”
With relaunching the New Zealand Schools Scholarships for Viet Nam, it was also valuable to have the support of the Schools in International Education Business Association (SIEBA), Camp said.
“SIEBA has been supporting schools by undertaking reference checks in relation to interested education agents, thus reducing the burden on schools and helping them connect with new agents. Activating new agents in Viet Nam will help the entire sector.”
ENZ’s Regional Director – Asia, Ben Burrowes said he was pleased to support the reactivation of the New Zealand Schools Scholarships initiative in Viet Nam.
“ENZ is absolutely committed to its education relationship with Viet Nam and we’re excited to relaunch the New Zealand School Scholarships this year.
“It’s fantastic to see that our international education sector continues to foster strong education ties with Viet Nam, which is demonstrated by the number of schools offering scholarships in 2023.”
Since its launch in 2018, the New Zealand School Scholarships initiative in Viet Nam has grown to become a prestigious, top of mind scholarship for local students.

Year 13, Pakuranga College
2019 New Zealand School Scholarship recipientXuan Khang came to Pakuranga College in June 2019 and graduated at the end of 2022. He remained in New Zealand throughout the pandemic, and achieved an outstanding academic record. He passed NCEA Levels 1 to 3 endorsed with Merit or Excellence gaining Excellence in both Level 3 Calculus and Chemistry. He was involved in the Academic Council, Environmental Council, the Service Council, the Cultural Council and Peer Support. Xuan Khang won Top Academic International Student at senior prizegiving in 2022 and will study Engineering at the University of Auckland in 2023.
"I came to New Zealand to broaden my horizons and become more independent. I have really enjoyed the practical aspects of working in labs and putting theory into practice. By using English daily, I feel my English has improved to a high standard. I have enjoyed being able to discuss my work with my teachers, who have been friendly and helpful. Ho, Thi My Ha (Ha)
Year 13, Mt Roskill Grammar School
2020 New Zealand School Scholarship recipientHa began her study at Mt Roskill Grammar School in 2020. Intent on success, she achieved ‘Excellence’ endorsements at all three NCEA levels, obtaining 230 Excellence credits even before final exams. This is despite COVID lockdowns, the challenge of online learning, and not being able to travel back to see her family. Her homestay and the Mt Roskill International Department supported her during this time. At the 2022 Senior Graduation, she won the International Student Award, 1st in Level 3 accounting, 2nd in Level 3 Physics, the Hays trophy for Excellence in Commerce and the Lacy Cup for Senior literature.
“My time at Mt Roskill Grammar School was a really fun and helpful experience. One of the things I like most is how helpful everyone is. The teachers and the students are all happy to help and support each other. I also like how different it is from Vietnam because there is flexibility to choose our own subjects and how we learn. We have options about how we study and do exercises, so long as we get the results. There are a lot of extra-curricular activities and opportunities to learn new things.”

Students, schools and agents connect in Viet Nam
Held over a week in late March, ENZ’s Regional Manager East Asia, Ben Burrowes, said the events were a chance to showcase New Zealand’s Future Proof education during Viet Nam’s key recruitment season.
Held in in Ho Chi Minh City and Hanoi, the fairs attracted nearly 700 students and parents – an almost eight percent increase on the 2018 fairs – to connect with more than 50 New Zealand education providers.
“As Viet Nam’s largest in-market promotional events, the fairs presented a wide range of New Zealand scholarships, including the inaugural New Zealand Schools Scholarships (NZSS) offered exclusively to Vietnamese students,” said Ben.
“To promote them, we organised for 31 New Zealand schools in the scheme to visit 20 local schools in Ho Chi Minh City and Hanoi before and after the fairs.
“The visits were a great opportunity for New Zealand schools not only to showcase their education offering to prospective students but to explore partnership opportunities with Vietnamese schools,” said Ben.
ENZ also hosted a School Strategy Workshop to provide New Zealand schools with insights into Vietnamese parent and student study decision-making processes, and different marketing and business development tactics for the market.

The agent seminars in Ho Chi Minh City and Hanoi were also a success, with more than 75 local agents attending.
“Agent seminars play a key role in connecting New Zealand providers with capable education agents in the market. Getting to know the right agents is the very first step for New Zealand institutions to set their footprint in the market through agent network development,” said Ben.Viet Nam is a key market for international education in New Zealand. The number of Vietnamese students increased by 7 per cent in 2018 (34 per cent for the high school sector), with over 2,500 Vietnamese now studying in New Zealand.
