New Zealand strengthens its position as a study abroad destination for Brazilians
Figures from the 10th annual Brazilian Educational and Language Travel Association (Belta) Seal Survey 2025 show that New Zealand has climbed to the sixth most chosen destination by Brazilians studying abroad – compared to seventh place in 2024.
The survey ran from February to April this year and brought together insights from 586 education agencies and 1,780 students from across Brazil to understand trends, behaviours, and preferences in the international education sector.
At the survey launch in May, ENZ Market Development Manager, Bruna de Natale, discussed the country’s growing relevance as a study destination for Brazilian students.
Speaking at the survey launch event in May, ENZ Market Development Manager, Bruna de Natale said "The data shows that New Zealand has not only maintained its appeal but has also strengthened its position on the radar of Brazilian students, especially amid uncertainties in other markets."
Dive into the data
Language courses remain the most sought-after programs, accounting for 91% of preferences among the agencies surveyed.
Why Brazilian students are choosing New Zealand
According to the data, the main factors driving the choice of New Zealand as a destination are:
-
High quality of life and safety
-
Academic excellence with a focus on innovation
-
Ease of obtaining a student visa
-
Permission to work while studying
-
Economically and socially stable environment
In addition, the growing demand for enriching cultural experiences, closer contact with nature, and the opportunity to develop socio-emotional skills has placed New Zealand in the spotlight — particularly among students who value a comprehensive education.
Additional insights from New Zealand-focused questions
A complementary survey, also conducted between February and April 2025 with 586 education agencies and 1,780 students across Brazil, highlighted specific factors influencing the decision to study in New Zealand.
The survey revealed that 75% of respondents who showed interest in New Zealand also considered it one of their top study destinations — ahead of countries like the United Kingdom and Canada. Students associate New Zealand with high-quality education, a good international reputation for its institutions, and globally recognised qualifications.
Additionally, New Zealand stands out for offering work opportunities during and after studies, socio-emotional skill development, and access to nature and outdoor activities — these factors align with current student preferences for holistic and life-enriching study abroad experiences.

EOIs sought for 2025 PTE and ITP Roadshow in the Philippines
As part of Education New Zealand Manapou ki te Ao’s (ENZ) ongoing efforts to expand the Philippines market for Private Training Establishments (PTE) and Te Pūkenga (Business Divisions – ITP) sub-sectors, ENZ will be leading a roadshow from 1–10 May 2025. This roadshow will include an agent seminar and three student fairs with three days allocated to each location in Manila, Bacolod and Cebu.
The roadshow’s objectives are to increase awareness of New Zealand’s education offerings, particularly in the PTE and ITP sub-sectors, and to support the growth of inbound student mobility. Additionally, the roadshow seeks to strengthen existing relationships between agents and institutions.
The agent seminar will bring together PTE and ITP representatives and education agents while the student fairs will offer prospective students and their families an opportunity to meet with sector representatives and gather detailed information about studying in New Zealand.
In addition to the fairs and seminar, the programme will feature a school roadshow and a counsellors' dinner. The school roadshow will provide information sessions for secondary school students while the counsellors’ dinner will be an opportunity for participants to meet with school counsellors.

From the Chief Executive: Growth and global partnerships in international education
Kia ora koutou,
It’s great to be home following an impactful, whirlwind visit to Beijing for the China Annual Conference and Expo for International Education (CACIE).
I am pleased with the collective outcomes we have achieved from this visit. For one, New Zealand education institutions formalised 32 new partnerships with their Chinese counterparts that present real opportunity for knowledge exchange and pathways for students to experience the best of both countries.
ENZ signed a letter of intent with the China Center for International People-to-People Exchange to grow our education cooperation, particularly through institutional relationships across higher education and schools.
As Country of Honour at CACIE 2025 New Zealand had unparalleled opportunity to demonstrate why we are a high-quality education destination, backed by a strong student experience and a reputation for safety, inclusivity and innovation.
Last week ENZ’s extended leadership team, including our offshore Regional Directors, came together in Wellington. As part of our programme we visited four education providers across the region – Wellington College, Victoria University of Wellington, Whitireia and WelTec Petone and Le Cordon Bleu Wellington – before meeting with the Schools International Education Business Association (SIEBA) to understand the work they do with schools nationwide. These were insightful engagements that enriched our understanding, and we appreciated the warm welcome extended.
In other news, I am pleased to share with you that Tony Gray has been appointed permanent Chair of the Board of Education New Zealand. Tony has been a strong advocate for us while Acting Chair and a genuine pleasure to work with, so it is fantastic to have him confirmed in the role to 31 October 2027.
Lastly, I wanted to finish by acknowledging the sad passing of two public sector colleagues, Paul Irwin and Neil Miller, during the month of October.
Paul Irwin was a valued colleague at ENZ, having been a member of the Senior Leadership Team and part of our whānau for seven years. Although I didn’t work with Paul at ENZ, I knew him from his advertising industry days when we worked together on the ‘It’s Not OK’ campaign for action on family violence. His passing is a tremendous loss and he will be remembered for his strategic smarts, calm nature, and his leadership of New Zealand’s education brand over the years.
As Chief Advisor - Policy and International at the New Zealand Qualifications Authority, Neil Miller was a regular presence at International Peak Body meetings over the last four years. Neil would bring his deep-thinking skills and humour to these meetings, and always took a genuine approach to listening and helping solve issues that matter to us all.
Our thoughts are with their families and friends.
Moe mai rā, Paul and Neil.
Kua whetūrangitia kōrua
Return, take your place amongst the stars along with your ancestors that adorn the sky.
Ngā mihi nui,
Amanda Malu
Chief Executive
