Pathway visa pilot update

That is, an International English Language Testing System (IELTS) test (or equivalent test) must be submitted by students who:
-
intend to undertake a study pathway that begins with an English language course leading to a programme of study at levels 5 to 8 on the New Zealand Qualifications Framework, and
-
are from a country that has an annual decline rate of more than 20 per cent for student visa applications.
These students must demonstrate that they only need an improvement of an IELTS 0.5 band score (or equivalent) to gain entry to their intended level 5 – 8 course. For example, if a level 5 course has an English language entry requirement of IELTS 5.0, an IELTS test (or equivalent) must be submitted with a student’s application with a minimum overall band score of 4.5.
The English language course must also be completed within a 16 week period.
Students from countries with a visa approval rate of above 80 percent no longer need to demonstrate IELTS levels.

Official Information Act Requests
People in New Zealand can request government information (official information) and can expect it to be made available unless there is a good reason to withhold it.
The Official Information Act 1982 (or OIA) enables citizens, permanent residents, visitors to New Zealand, and body corporates registered or with a place of business in New Zealand, to make a request for official information held by government agencies, including Education New Zealand (ENZ).
ENZ is the government agency dedicated to helping New Zealand realise the social, cultural and economic benefits of international education.
Please note the Ministry of Education is the New Zealand Government's lead advisor on the New Zealand education system.

Making a request relating to international education
Your request should be as clear and specific as you can possibly make it. Before making a request please check our other sources of information listed below.

We may ask you for more details if we’re not sure what you are seeking. If you make your request by phone or in person, we will confirm it in writing.

Before making a request for information
Before requesting official information from ENZ, we encourage you to check the list below to see if the information you need is already publicly available:
How long will it take?
We are required by law to give you our decision on your request as soon as possible, and no later than 20 working days after we receive your request.
If we need more time to make our decision on your request, for example if you are requesting a lot of information, we will let you know and give you an idea of how long it will take. We will also try to keep you updated on the progress of our response to your request. You can complain to the Office of the Ombudsman if you’re not happy with our decision to extend the time.
What does it cost?
Requesting official information is free, though we can charge a reasonable amount if it will take a lot of work to supply the information requested.
You can complain to the Office of the Ombudsman about our decision to charge.
What if I’m not satisfied?
You may wish to contact us in the first instance to see if we can resolve the issue.
You can make a complaint to the Office of the Ombudsman if you:
- have concerns regarding the decision we made on your request
- were unhappy about the way your request was treated or processed.
These concerns can relate to the withholding of information, extending the timeframe to respond to you, any charges for providing the information you have requested, delays in providing you with a decision or the information, or your request being transferred.
The Office of the Ombudsman can investigate and review our decision and may make a recommendation to us if it is considered appropriate.
Responses to Official Information Act 1982 requests
ENZ publishes responses to Official Information Act 1982 requests at the end of each month. ENZ first published its responses to requests for official information on its website in April 2018.
The response from ENZ details the information being released and explains what information, if any, has been withheld and under which grounds of the Act. The response also explains that we intend to make the information publicly available. The requestor's name and address have been removed from the response.
Documents are only available in Adobe PDF format and are listed in release date order, with the most recently released responses at the top.

From the CE: From planning to implementation on growing international education
Kia ora koutou,
It was wonderful to see the International Education Going for Growth Plan announcement in July coincide with positive student stories from regions such as Canterbury and the Waikato. These featured the rise in international student numbers across subsectors, and local councils celebrating international student achievements and community contributions.
This month we have turned our minds to implementation, with the launch of our Go-To-Market Plans. These plans focus on nine markets with the highest potential for growth: China, India, the United States of America, Sri Lanka, Viet Nam, the Philippines, South Korea, Japan, and Thailand.
The next step for ENZ is to develop ‘lighter touch,’ tailored plans for markets where we will maintain New Zealand’s strong presence and reputation for high-quality education: Germany, Brazil, Indonesia, Malaysia, the Gulf Cooperation Council countries, Chile and Colombia.
An incredible amount of cross-sector engagement has gone into progressing this work. I am grateful to education providers for the open and meaningful way you have responded over the past few weeks.
On 11 August, ENZ launched a new brand campaign – New Zealand Taught Me – that highlights stories of alumni of New Zealand, aiming to connect emotionally with the values and aspirations of globally-minded prospective international students.
Delivered at pace, this campaign is designed to reignite and heighten interest in New Zealand as a study destination, ahead of the full launch of a New Zealand global brand platform later in the year. If you have not seen the campaign hero video, you can view and reshare it off this link.
Next month, I will be attending the 35th European Association for International Education (EAIE) Conference in Gothenburg, Sweden, followed by the ICEF Monitor Global Summit in London, UK, where I will be sharing insights on students’ preferences for study in New Zealand and our plan to build international student enrolments over the next 10 years.

Telling the whole New Zealand story
We want to see the benefits of international education spread across all regions and sectors, so ENZ has boosted its team to better support international education growth in the regions.
New appointees Sarah Gauthier, Sahinde Pala and Jo Keane join Christchurch-based Business Development Manager, Greg Scott, to ensure ENZ’s Regional Partnership Programme activities are well-supported by a team of highly-experienced international education practitioners.
ENZ’s General Manager Business Development, Clive Jones, says, “I’m excited about starting 2016 with a strong regional team who are committed to helping our regions achieve growth. Greg and the team are passionate regional advocates, who are keen to get stuck in and work with regional providers and agencies to put plans into action.”

Sahinde Pala has joined ENZ from her role as Marketing Manager at LSI Language Studies International Worldwide. Sahinde is based in Auckland.

Sarah Gauthier moves back to ENZ after her recent work as Export Education Coordinator at Dunedin City Council. Sarah will be based in Wellington.

Jo Keane hops Cook Strait to join our Wellington office from her role as International Market Manager at Nelson Marlborough Institute of Technology. Jo starts on 8 February.
