English New Zealand’s new Accredited Pathway Assessment opens up cross-sector collaboration
Bridge International College, Kaplan International Languages and Languages International are now able to offer the Accredited Pathway Assessment (APA).
Although there are already agreements between individual English New Zealand schools and universities, the APA puts in place a structure for acceptance of proficiency across all of the universities, English New Zealand executive director Kim Renner says.
“This will enable greater collaboration between English Language schools and the universities,” Renner says. “With inevitable changes coming for the export education industry due to COVID-19, seamless pathways into further study and close collaboration will become more important than ever before.”
In Australia, the rate of students who transitioned to further study is significant – according to a report released by the Australian government in January, 54 percent of English language students go on to attend an Australian university or vocational training provider. Anecdotally, we know the rate in New Zealand is much lower. There is room for New Zealand to encourage more of the 20,000 plus students who study at unfunded English language schools in New Zealand to make much more of pathway opportunities.
Accredited schools will use the APA to attract those students who are interested in studying at a New Zealand university, but may not meet the current English Language standards.
The APA is also a way that English Language schools can prepare students for New Zealand’s academic teaching style.
“The assessment is built into a school’s teaching – it’s not a one-off test,” Renner says. “Key goals are to increase cross-sector collaboration and provide a great student experience.”
This announcement is a result of a Memorandum of Understanding signed by English New Zealand and Universities New Zealand in June last year. The APA is only available to English New Zealand member schools.

New Pastoral Care Code of Practice for Tertiary and International Learners Released
Today, the Government released a new Code of practice for the pastoral care of tertiary and international learners, to take effect by 1 January 2022, as required under the Education and Training Act 2020.
This revised Code is the product of many conversations, engagements, emails, phone calls, and hui. We are thankful to everyone that has spent time to help improve the wellbeing and safety of tertiary and international ākonga.
The overall purpose of this work is to develop a system of supports for the wellbeing and safety of domestic tertiary and international learners, through one set of clear rules and expectations for providers that can be tailored to their learners’ needs.
We have summarised the key changes and provided links to the new code and Ministerial Press release, below
What does the new Code mean for tertiary providers?
Tertiary providers will need to consider how their overall systems and resources support learners’ wellbeing and safety.
It will be important for providers to build and maintain strong relationships with learners and other interested stakeholders to identify and define the issues that are important for their communities and develop appropriate strategic goals, plans and practices around them.
Providers are expected to:
- build capacity across their organisation to engage and empower learners to manage their own wellbeing
- proactively identify and respond to learners who may face additional challenges as early as possible and tailor extra support to meet their needs.
- respond effectively in an emergency.
The new Code continues to focus on outcomes and flexible practices that enable providers to support their learners in ways that best meet their needs.
What does the new Code mean for tertiary and international ākonga?
The Code will make providers more accountable to learners, their families and community. The new Code expects tertiary providers to consult with learners, and other stakeholders when developing, reviewing, and improving their strategic goals, plans and practices. It also expects providers to be transparent about their wellbeing structures, strategies, practices and performances.
What’s changed for international ākonga?
The new Code covers domestic and international tertiary students and international students in schools. The goal is to ensure consistency within tertiary providers rather than having separate Codes for international and domestic learners in the same provider. The new Code continues to spell out the expectations that apply now for providers regarding the specific needs of international learners. There are no changes to requirements for schools, in New Zealand, who host international students.

The MaiENZ industry portal and its websites are owned and maintained by Education New Zealand Manapou ki te Ao (ENZ), a Crown Entity funded by the New Zealand Government.

Or, in accordance with ENZ’s rights to amend, suspend or terminate access to services for New Zealand international education providers, your access may be suspended if you do not meet the following conditions:
- Signatory to the The Education (Pastoral Care of Tertiary and International Learners) Code of Practice 2021;
- Registered by the New Zealand Qualifications Authority with a Ministry of Education identification number; and
- For all non-university Tertiary Education Organisations (TEOs), the maintenance of a Category 1 or Category 2 status under External Evaluation and Review (EER).
Use of Data
- Compliance with Law: Each party shall comply with all applicable Laws (including the Privacy Act 1993) and its respective publicly available privacy policies (as may be amended from time to time) in relation to its access to, possession, use and disclosure of the Data.
- Necessary consents: Each party warrants that it has all necessary authorisations and consents required to disclose Data to the other party for the Purpose.
- Revocation of consent: To the extent any Prospective Student notifies a party that they wish to revoke their consent to the sharing of Data between the parties for the Purpose, the notified party shall promptly inform the other party of such revocation of consent and both parties shall as soon as practicable cease accessing, using, sharing, transferring or otherwise disclosing any of the Data that relates to the relevant Prospective Student.
- Permitted uses of Data: Subject to compliance with the terms of this agreement, either party may copy, modify or create derivative works from any Data, in order to receive the benefits of this agreement and achieve the Purpose. For clarity, any such derivative works and the use of any data comprised in such works, shall also be subject to the terms of this agreement.
User responsibility
If you create an account on the MaiENZ, you are responsible for maintaining the security of your account.
You are responsible for taking reasonable steps to maintain the confidentiality of your username and password. You must immediately notify ENZ of any unauthorised uses of your information, your account or any other security breaches.
Brand Lab

Enrolment Opportunities
Background
a) ENZ has developed an application programme interface that securely stores and shares information regarding Prospective Students and their Enrolment Opportunities at NZ education institutions, where the Prospective Student has expressly consented to ENZ sharing that information with the relevant education institution.
b) The application programme interface also enables education institutions to securely send information back to ENZ about the status and progress of each Enrolment Opportunity shared by ENZ. The institution agrees to provide this information as a condition of using this service.
c) ENZ has agreed to provide the institutions with access to the application programme interface to enable the institutions to access and use the ENZ Data for the Purpose and in accordance with the terms of this agreement. The institutions are required to share institution data with ENZ through the application programme interface for the Purpose and in accordance with the terms of this agreement.Privacy
- The Information includes personal information as defined in the Privacy Act 1993 and is provided to your affiliated institution for the limited purpose of allowing you to contact the Student in relation to their shortlisted study option, or any other course you offer; and
- assess the Student’s potential value to you/your affiliated institution as a student if they were to enrol, to inform the level of contact you/your affiliated institution make with the Student or Enquirer.

High numbers of student and visitor visa applications
Jeannie Melville, INZ’s Assistant General Manager, Visa Services says this is typical for this time of year and will likely continue until March 2019.
“Due to the high application volumes currently being received, we strongly recommend that visitor and student visa applications are submitted as early as possible.
“Student visas should be submitted at least eight weeks ahead of their intended travel date, while visitor visas should be submitted as soon as possible in advance of travel. This gives INZ time to assess the application and gather more information from the applicant if needed.”
The fastest and easiest way to apply for a visa is to use the Immigration Online system via the INZ website, where applicants can upload supporting documents, photographs and pay for their application.
While INZ makes every effort to streamline assessment of applications, applicants may experience longer timeframes if they do not supply all required information (including translations) when they submit their application. If they do not supply the correct information this could hold up the processing of their visa.
INZ does not advise purchase of travel before an application is completed as the grant of a visa is not guaranteed. In particular, assessment of visitor visa applications will not be prioritised if the sole reason is that the applicant has pre-purchased travel.
Education providers can refer students to the INZ website for visa processing timeframes, which applicants should take into account when applying for their visa and planning their travel.
