Government announcement allows longer stays for visitor visa holders in NZ
What does this announcement mean for international students currently in New Zealand?
- This announcement is unlikely to have any impact on international students currently in New Zealand, as most students are likely holding student visas.
- Visitor visa holders who have not yet studied, may wish to consider undertaking a short course at an approved education provider.
- Visitor visa holders can study short course/s (or a term at school) of up to three months per 12 month period. The extension of visitor visas does not extend how long visitor visa holders may study for.
- Family members of students currently studying in New Zealand may benefit from the visitor visa extension if they remain in New Zealand due to COVID-19 restrictions, or otherwise choose to stay longer. Under the announcement they will also be able to apply for further visitor visas as the limit of time spent in New Zealand as a visitor has been temporarily suspended.
Immigration New Zealand will email affected visa holders to confirm the visa extension by 5 March 2021.

Latest data shows continued growth in international enrolments
The latest full-year enrolment data confirms there were 92,580 international students enrolled with New Zealand education providers in 2025. This is an increase of 11 percent from the same period in 2024 and 80 percent of the pre-COVID peak.
ENZ’s Acting Chief Executive, Dr Linda Sissons, says the results reflect steady progress across the sector driven by the sustained effort of education providers and enabled by ENZ’s brand and promotional activity.
ENZ’s recent Global Brand Health and Awareness Survey found that 22 percent of prospective students place New Zealand in their top three study destinations. This strengthening preference is consistent with the growth we are seeing in international student enrolments.
“In a highly competitive global market, New Zealand’s high-quality education providers, great student experience and strong graduate outcomes are the factors that most influence student choice,” says Dr Sissons.
Universities have seen a 14 percent increase to 38,025, significantly exceeding 2024 levels. School enrolments grew by 10 percent to 20,155.
International enrolments in our primary, intermediate and secondary schools remain a key point of difference for New Zealand, offering an early pathway into our education system.
Outside of universities and schools, recovery across subsectors has been more uneven, with institutes of technology and polytechnics progressing at different rates. This reflects varied recovery across subsectors and markets.
“We are regularly assessing priority markets so we can understand where demand is growing and can direct our effort and resources toward markets with the greatest opportunity to support sustainable growth.”
China and India remain the top two countries for international student enrolment, at 34 percent and 14 percent respectively, followed by Japan (9 percent), South Korea (4 percent), Sri Lanka (4 percent), Germany (3 percent), the United States of America (3 percent), Nepal (3 percent), and the Philippines (3 percent).
“Strong growth was seen in a small number of new markets including Sri Lanka and Nepal. These markets have been factored into our market prioritisation and investment framework for 2026/27,” says Dr Sissons.
International students are studying across all regions of New Zealand. Auckland remains the largest centre, hosting around 55 percent of international students, followed by Canterbury and Waikato.
“Canterbury (10 percent), Auckland (14 percent) and Waikato (19 percent) experienced the strongest growth,” says Dr Sissons.
“Growth across regions reflects a sector that is rebuilding at pace and contributing to our local communities and economy.”
ENZ plays a key role in supporting the sector by providing market intelligence and insights to help providers understand trends in demand and make informed decisions in an increasingly competitive global market.

NZIEC 2018 centres on the theme of Inspiring Global Citizens, and how we can leverage our international education activity to foster global citizenship across the diverse communities of New Zealand.
We’ll kickstart conference by exploring how we can have global impact from New Zealand with our Inspire Keynote Speaker Yoseph Ayele, Chief Executive of the Edmund Hillary Foundation.
The digital journeys of international students will be under the microscope by Dr Shanton Chang from the University of Melbourne. Dr Chang will share his surprising insights into the online behaviours of international students as they move across countries.
We’ll investigate what our industry can learn from Xero’s Anna Curzon as she outlines how we can develop partnerships for global success. The Xero experience in developing partnerships with customers, partners and others has helped make it Forbes’ Most Innovative Growth Company for two consecutive years.

We’re also bringing the international student voice into our plenary sessions with international students talking to delegates about their experiences living and studying in Aotearoa. We anticipate this will provide interesting and heartfelt life stories that delegates can reflect upon.

Programme format changes
This year, we’ve put back-to-back complementary breakout sessions together into 1hr 20-minute sessions. While you are still free to sneak between sessions, we hope this format will help reduce the amount of time you have to spend navigating around the venue and allows you time to really focus on a particular theme.
We’ve also staggered the timing of our pre-lunch breakout sessions, with some starting 15 minutes earlier than others to help reduce those dreaded lunch queues.

Remember to check out the pre-conference workshops offered by our programme partner, AFS New Zealand. These workshops are a great way to grapple with global competence in an in-depth way prior to conference kicking off the following morning. You can register for these breakouts direct with AFS or during registration.

Group General Manager appointments
The appointment of three Group General Managers to ENZ’s Leadership team completes the organisation’s recent change process.
This week, ENZ Chief Executive Amanda Malu was pleased to confirm three new Group General Manager appointments to the ENZ Leadership team.
As you may be aware, ENZ has recently been through an organisational change process, which is now complete with these latest appointments.
Sahinde Pala has been appointed Group General Manager International and Sector Engagement; Julia Wootton is appointed Group General Manager, Strategy, Capability and Performance; and Anna Gestro has been appointed Group General Manager International Marketing, Brand and Scholarships.
The Group General Manager International and Sector Engagement oversees the wider International team, alongside a newly created International and Sector Engagement (ISE) team, including four new International and Sector Engagement Leads.
The New Zealand-based ISE team is led by Director International and Sector Engagement, Sharon-May McCrostie, who has responsibility for overall engagement and relationships with peak bodies.
The team is the sector’s primary point of contact for ENZ in New Zealand.
The ISE team is responsible for working across sub sectors and facing into offshore markets to ensure a seamless flow of market and sector intelligence. The team is the sector’s primary point of contact for ENZ in New Zealand.
The ISE Leads are:
Alana Pellow – with responsibility for Americas, Europe, Korea and Japan
Alanna Dick – with responsibility for Greater China
Alex Glidden – with responsibility for South-East Asia (excluding Philippines)
Andy Walker – with responsibility for India, Philippines and Sri Lanka

Group General Manager appointments
Sahinde Pala – Group General Manager International and Sector Engagement
Sahinde Pala has been appointed Group General Manager International and Sector Engagement. Sahinde has been with ENZ since 2016 and has vast experience navigating international markets and developing smart strategies to boost student recruitment and sector engagement. She has also led the transition of the Manaaki New Zealand Scholarship Programme. Sahinde will officially start in her new role on 17 March 2025.
Julia Wootton – Group General Manager Strategy, Capability and Performance
Julia Wootton comes with 10 years of senior leadership experience from Kainga Ora, the Department of Internal Affairs, and ACC. She’s an expert in strategy, performance management, and workforce reorientation, and she’s led successful transformation programmes across various Government departments. She will be joining ENZ on 14 April 2025.
Anna Gestro – Group General Manager International Marketing, Brand and Scholarships
Anna Gestro is currently CEO at HFC Engineering Group and has an impressive track record in global brand development, data-driven strategies, and audience engagement. Anna played a key role in transforming New Zealand Cricket into a more inclusive and purpose-led brand. Anna’s start date is still being finalised. In the meantime, Adrian Hirst will be Acting Group GM International Marketing, Brand and Scholarships.
